1 TE01 Provide management and labor resources to operate an up-to-date countywide GIS for governmental, commercial, business, industrial, and residential users. Real Property, Legislature The Health Departments for Genesee and Orleans Counties are in the process of developing a GIS based solution to map all wells and septic systems in the, as well as create a digital database of their records. Genesee has made their final equipment purchases and should be receiving the laptops and GPS units shortly. The Web based application being developed by Bergmann should be ready for trials sometime in June or July. Scanning of historical documents to be used in the field application is ongoing. The Parks Department is making progress in their GIS enhanced asset management application. Existing data is being entered and all new repairs and information are put into the system. The s Web Mapping System was redeveloped and launched earlier this year. This application has been compiled using the input from multiple Departments. Similar to the previous system, it provides an easy method of accessing the s land and property data through a web based internet mapping application. View your property in relation to Zoning, School Districts, Municipal Boundaries, Flood Zones, and Wetlands, just to name a few. Beyond the viewing of data, users now have access to enhanced functionality which includes a Pictometry image (oblique angle aerial photography) viewer, a custom parcel report feature that can create a report based on a particular property, and a feature that lets the user create a custom digital map for printing and ing. TE02 Maintain quality standards for GIS data and ensure these are met as new data is created. Treasurer, IT Dept. Responding to the Sheriff's office and Office of Management requirements, Pictometry is providing a composite warehouse of Genesee 2010 images and images for all surrounding Counties one town in from the Genesee line. This new warehouse will assist first responders in a mutual response situation with the surrounding Counties, as well as those fire districts that extend beyond the line. Sheriff s Dispatch Center is successfully using GPS Hardware, ESRI GIS Software, and Pictometry Aerial Photography to assist in the response to 911 calls. Address location, road centerlines and common name updates/corrections are collected and verified by the Sheriff's Office and entered into the database by Planning Dept. The Sheriff s GIS database is now periodically updated through a fully automatic replication process.

2 TE03 Provide for the continuous assessment of GIS user needs to set priorities for GIS growth and development. Real Property, Information Technology, Parks, Treasurer, Purchasing, Human Resources Group Team meets monthly. The Genesee Inter-Municipal GIS Needs Assessment was completed. The project assessed GIS needs of 30 Genesee Departments & as well as 17 of the 20 municipalities in the. Genesee submitted, but did not receive a grant application to the Local Government Records Management Improvement Fund (LGRMIF) to implement several pieces of the plan by initiating an inter-municipal GIS project. TE16 Provide more on-line services to residents, visitors and business owners from the Genesee Web Site Information Technology As the Information Technology Departments re-designs the Web Site, work with all departments to determine what services can be offered on-line, providing residents, visitors and business owners with the option of executing the transaction on-line or coming into a Office.

3 TE15 Provide technology skill acquisition training and education programs, and make computer resources accessible to all citizens including the availability of internet security training. Library, GCC, BOCES, YWCA, Local Schools The Genesee Career Center prepared to participate in Microsoft Corporation s Elevate America initiative that was announced late in The Center requested 700 vouchers that could be redeemed for on-line computer training through Microsoft. There would be no cost to the recipients and no eligibility requirements for the vouchers, however Government workers could not qualify to receive vouchers. The vouchers will be available to learn either 2003 or 2007 versions of Word, Outlook, Excel, PowerPoint, Access or Vista. Microsoft also provided two introductory courses available free of charge; Digital Literacy for Individuals New to Computing and Windows Vista/Office 2007 Essentials. The Career Center also committed computer resources for those wanting to redeem their vouchers at the Career Center. Vouchers for the Microsoft Business Certifications would also be available and the Career Center applied as a testing site. The Career Center offered free monthly workshops on using computers for job searching. These included a resume development lab, researching careers on-line, setting up an account, the effective techniques for completing on-line job applications, applying for Civil Service positions on-line, and using social networking sites such as Linkedin for obtaining job leads. Genesee libraries are now all fully automated with the NIOGA Library System. Haxton Memorial Library in Oakfield went live in May, 2010 the last library in the system to automate. All Genesee patrons can now access library catalogs and databases remotely via their library card. Downloadable audiobooks and e-books are also available through the Nioga Library System to all patrons. Computer usage continues to increase at Memorial Library. The Library offered computer training sessions this past Spring. Besides the introductory classes, additional classes are offered on a variety of topics including digital photography, buying and selling on ebay, PC maintenance and security. Free wi-fi is available at Memorial Library. Memorial Library and Woodward Memorial Library in LeRoy offer genealogy databases (Heritage Quest and Ancestry) to their library patrons. also offers an online U.S. and Canadian Directory (Reference USA). Library is looking into adding two online database subscriptions: Tutor.com (online learning and career services) and Mango (foreign languages). In addition, Library will begin digitizing its local history collection and place it on the library s website for remote access.

4 TE08 Implement a marketing strategy to disseminate the portal's URL ( as broadly as possible and increase the amount of effective web presence of businesses. All, Commerce, GCC, Manager Commerce The Chamber continues to add new links and new web sites to The most popular pages within the site relate to Living and Working Here and Visiting our. By continually updating, cross linking to other sites, and adding such items as Getaway Packages and What s New, the site stays fresh and scores well on the popular search engines. The marketing of sub-sites that are inexpensive and uncomplicated continues with a rebranding and fresh approach to local businesses. While there has been some improvement in the number of businesses (there are 15 sub-sites) the right combination of marketing and perceived value remains elusive. TE13 Utilize and market existing employee/job database websites for government, industry, nonprofit, and private sector organizations. Showcase Genesee Community College/BOCES graduates/genesee job seekers. One-Stop System, GCC, BOCES, GCEDC, Commerce, Library, Genesee Co. Career Center Genesee Career Center Updated June The Genesee Career Center continued to promote the use of America s Job Exchange (AJE) for listing local business job openings. Career Center staff recruited and entered new employer job listings into the data base, linking available skilled workers in the labor force with the specific skill requirements of the hiring businesses. 532 job listings were created for 239 businesses during the year, resulting in 885 employees being hired. The Career Center also worked with the students from four Career and Educational Planning Classes at Genesee Community College (GCC), providing a Center tour and orientation on the various job seeker services at the Career Center, all available at no cost to GCC students. The Career Center also hosted a GCC intern during the year. The intern assisted job seekers with using the Resource Room computers and conducting their on-line job searches. TE14 Pursue funding for expansion and improvement of broadband service countywide, and market the technology opportunities already available in the. GCEDC, IT Dept., Planning Dept., Sheriff s Office, Manager, Library Manager IT and Planning Dept. participated in NYS Broadband Mapping Initiative to validate broadband maps created by the NYS Universal Broadband Council s Infrastructure and Government Policy Teams. maps were updated with the input of local municipalities, local internet service providers, and the Technology Focus Group. The initiative was conducted in anticipation of an application to obtain monies allocated for the American Recovery & Reinvestment Act. Part of this Federal stimulus legislation provides $7.2 billion for broadband infrastructure and deployment.
