2 Q&A Generators Establishing Long Term Agreement (LTA) in Two Lots for purchasing various capacities Generators under Funding Facility for Immediate Stabilization (FFIS) Project Question submitted bidders Please clarify urgently what do you mean by below: Original manufacturer (Local Assembled Not acceptable) 1-In case we are agent or distributor of X manufacturer, are we allowed to offer? 2-What do you mean by Local assembled, do you mean Iraqi or Jordan or Lebanese or else... assembling? 3- Required Generating Sets must be equipped with "Manual Control Panel" or "Automatic Control Panel" (in this case, please specify if with or without ATS). Please clarify. 4- Regarding the Lot 2 - Annex -3, 4 5 e 6, we noticed that the required System Voltage are 415V / 3.3kV / 6.6kV/ 11kV. Please note that 415V in in LOW VOLTAGE, 3.3kV/6.6kV/11kV are in MEDIUM VOLTAGE and only one of them can be the output. Please clarify Fire detection: Diesel generators housing shall have fire detection system suitable for use in an area containing diesel fuel. The fire detection system shall cut off the fuel supply from the tank in the event of a fire. The fire detection system shall operate an alarm system. The system shall meet the requirements of Iraqi fire regulations. Is it possible to get the regulations relating to this please? Answer by Technical team and procurement 1: YES, manufacturer certification and other documents indicated in the compliance sheets need to be provided. 2: local assembled not acceptable: Locally assembled generators in Iraq are not accepted. The generators should be assembled/made in the manufacturer s factory. 3- Both manual and automatic control provisions are required. ATS should also be provided with the generator. The details of ATS are given below. Standard as per IEC 60947, rated voltage kv and current rating shall be 10% more than the full load current. Make, Name of manufacturer and country of origin, detail drawings, brochures and catalogues need to be provided. 4- The output voltage of all generator shall be 415 V. 5-The proposed fire detection system shall meet the requirements of Iraqi fire regulations. The applicable regulations need to be obtained by the bidders. 6- Please specify to whom the "Bid Security" have to be registered (titled). 7- We will send the "Bid Security" along with tender's documents and the original copy via mail as required but, we wonder whether is acceptable to receive the original copy after the stated dead line 6- Please refer to bid data sheet under Bid Security section (B.9.5 C.15.4b) you can find all information; addressed to whom and Attn. in details 7- Copy of the bid security should be included in the electronic submission. 3 8- Would it be possible to have an extension on this tender as we are working hard to pull together prices, but with our holiday period coming up and losing 2 weeks we will not be able to achieve the closing date of the 3/1/17. May we ask for a 2-3 week extension to complete our paper work on this tender 9-For the issue of the demanded Bid Security, our bank is asking for a Legal Name, Tax Identification Number (ID number) and fiscal address to which we should issue the document. As in the Bid document it is only written Resident Representative, UNDP Iraq, can you help with this. Thank you so much. 10- Would you please answer the following: a) Is the bid security (100,000 USD) the same if we want to bid for one or both lots? b) What is the minimum personal required? If we have to offer a team leader, what are the requirement for him? c) We have to sent our bid by , however on Data Sheet B.9.5. C 15.4 b is indicated that the original bid security must be sent. We want to know the deadline for the original bid security. Can it arrive by courier later that 3rd January if we send a copy by before that date? d) This is the first time we send a password protected pdf so we would like to clarify if we have to send the pasword by at 3 pm 3rd January or if we have to wait until you require it us by . e) Can we send our offer with the signature scanned or it has to be digital signatures? f) To be on the safe side, the time for the submission and opening of bid is GTM+3? g) Can we face the years of experience with our experience and the experience of our manufacturer that holds an interesting track record? h) How many Statement of Satisfactory Performance do you need? 11- C.15.1 says Required documents that must be submitted to establish qualification of bidders (in certified true copy form only). If the bid is electronic why do you want certified true copy form? Do we, as Lebanese assemblers, qualify for the tender 15-Regarding the generators, these are supposed to be Stand by Generators. Nevertheless nothing is said regarding the supply of an ATS/LTS panel. Should we include a Load Transfer Switch in our offer or only the basic generator with an Automatic control unit? Please, confirm. 16- We want to know the standard bid procedure, program of wiring Bid security and, terms of payment LC or TT after contract signing. 12 Alterante bids are not accepted. 5 17- Would you please answer the following: a) Can we send documents such as tax payment certificate, certificate of Registration of the Business, trade name Registration papers in the original language? If a translation is needed, could it be an accurate one? b) What do you mean by Local Government permit to locate and operate in the current location of office or factory? Do you mean we need permits from the Government of Iraq? c) Do we have to prove at this stage who will be our local agent? d) What D&B report do you need at this stage? This is a very extensive report and you would help us if you told us which part of the report you need. e) Can we replace the D&B report by the Auditor s report? f) On paragraph C.15.1 you mention a letter of appointment or joint venture with local authorized dealer or representative if bidder is submitting a bid on behalf of an entity located outside the country. Does it mean a Spanish Company cannot be awarded if it doesn t have an agreement with a local Company? 17) a) Please send both in original language and translated one.
