2 I. About Richland County School District One Richland County School District One is the seventh largest school system in the state of South Carolina. The District covers nearly 500 square miles of Richland County, South Carolina, including the City of Columbia, and an even larger area outside of the city. Its boundaries include the Congaree River to the west, the Wateree River and Richland County School District Two to the east, the Richland-Sumter County line to the south and the Richland- Fairfield County line to the north. District One services approximately 23,000 students in 50 schools, kindergarten through grade 12 and a full program of continuing education for adults. The district s physical plant has 43 schools, and six special schools, which consists of 28 elementary schools, nine middle schools, seven high schools, two special education centers, one alternative school and two charter schools. The District's budget across all funds for Fiscal Year 2017 include disbursements of over $367 million annually and a payroll for approximately 4,000 employees. The District has selected the Request for Qualifications (RFQ) source selection method to procure the services as described herein (RSCD1. Procurement Code Section III.B.6): Prior to soliciting proposals, the Procurement Officer may issue a request for qualifications from prospective offerors. This request shall contain a minimum description of the goods and services to be solicited by the request for proposals and the general scope of the work and shall state the deadline for submission of information and how prospective offerors may apply for consideration. The request shall require information only on their qualifications, experience and ability to perform the requirements of the contract. After receipt of the responses to the request for qualifications from prospective offerors, the prospective offerors shall be ranked from most qualified to least qualified on the basis of the information provided. Proposals shall then be solicited from at least the top two prospective offerors by means of a request for proposals. The failure of a prospective offeror to be selected to receive the request for proposal shall not be grounds for protest. II. INTENT/STATEMENT OF WORK The intent of this Request for Qualifications (RFQ) is to identify a single qualified source to establish firm fixed price contract for new multifunctional digital copiers to include parts/supplies, full-service maintenance and technical support. The successful offeror shall furnish all new equipment, labor, material, and transportation required to furnish equipment. The goal of the District is to reduce the existing fleet of copier equipment District wide with the effective date of service to begin July 1, 2018 with new and current technology solutions. As of June 1, 2017, the District has approximately 195 multifunctional copiers District-wide producing an estimated total of 25.2 million copies to date. The two providers under lease agreements are Ricoh America USA and Carolina Office Systems. The District is seeking the most cost-effective plan and resources available to install and maintain equipment in strategically determined locations at each elementary, middle and high school, Administration offices and/or buildings as well. Responder shall be responsible for customer training, maintenance, service, installation and connection to the District s network upon request. Responder shall address all needs of performing the following services including but not limited to: Meeting District Statement of Work Identify the Most Cost effective solution(s) for reducing/replacing equipment Provide proposed timeline for meeting implementation schedule beginning July 1, 2018 RFQ No Page 2 of 6

3 III. INSTRUCTIONS TO RESPONDENTS Responder shall submit the following information for purposes of qualifications: A. Proposed Product Equipment and Services B. Qualifications C. Experience D. Ability to Perform A. PRODUCT EQUIPMENT AND SERVICES The Responder shall provide a written narrative describing product equipment and services. Sufficient detail shall be provided to demonstrate the responders understanding, ability and/or willingness to satisfy all specified requirements. At the minimum the response shall address the following: 1. Response shall clearly and specifically identify the products being offered and enclose complete and detailed literature, catalog cuts and specifications to enable the District to determine if the product offered meets the District needs and expectations. Product description must include at a minimum: a. Manufacturer b. Model Number c. Speed (copies per minute) d. Maximum Monthly Duty Cycle e. Optional Features 2. Response shall submit a detailed plan for providing a guarantee of performance of satisfactory services. The minimum performance guarantee for all services described herein shall be one (1) year from date of acceptable by District. All labor, travel, lodging, technical expertise, and materials required to correct, or repair equipment failure deemed the fault of offerors shall be at no additional cost to District. 3. Response shall address their capability to support all equipment response time for the initial notification of a problem to the time technical support will be available to resolve the problem, and the number of factory trained technicians available to support the entire proposed fleet within Richland County School District One. 4. Product proposed shall meet the following minimum requirements: Central Administrative Control o User Authentication Username/ID and Password Authentication Cards User Restrictions (Lock/Unlock and Remove Accounts) o Job Logs o Access Logs o IP Address Filtering TCP/IP o WPA (Wi-Fi Protected Access) o Security for fax lines o Multifunction Printing o Automatic Duplex Printing o Follow-Me Printing o Scan to o Supply Tracking Toner RFQ No Page 3 of 6

4 B. QUALIFICATIONS This section shall include a summary of Offeror s qualifications, including: 1. State whether your firm is local, regional or national. 2. A description of company and its business philosophy. 3. Number of years vendor has been in business. 4. Responder shall provide pertinent financial data which demonstrates the offeror s corporate capability to successfully perform (e.g. annual financial reports and statement, Dun and Bradstreet and/or other credit bureau ratings. 5. Responder s current organization, date of incorporation, number of employees, home office location, service location base site and other company profile information. C. EXPERIENCE Provide a description of offforer experience providing and installing multifunctional equipment and services for educational purposes. Response shall provide a listing of at least five (5) references for whom the company has provided specified goods/services with the same or greater scope within the last three (3) years. At least one reference shall be a similar in size of a K12 educational institute. Reference companies shall have been operating the equipment for at least three (3) months. The offeror shall have significant experience in the following areas: Project Implementation Project Management D. ABILITY TO PERFORM Responder shall state and provide tentative schedule outlining ability to meet the following tasks at a minimum: Delivery and Installation of all equipment beginning July 1, 2018 Provide itemized list of all equipment, make and model Documented list of all equipment serial numbers and locations per site IV. INFORMATION FOR OFFERORS TO SUBMIT A. PROPOSAL INSTRUCTIONS Responder shall submit signed Cover Page One, followed by information as outlined below. B. INFORMATION TO SUBMIT Response Format The District requests five (5) copies of the qualifications to be submitted to the designated Procurement Officer as listed on the RFQ Cover Page. To the extent possible, proposals should be prepared on 8-1/2" x 11 paper, maximum of fifty (50) pages. Securely bound responses for easy reading. Responders are encouraged to keep submittals concise and to the point. Elaborate brochures are not needed and are discouraged. The District shall not furnish payment of materials, labor or facilities for either the development of a response. Include a table of contents and corresponding page numbers. Pages should be consecutively numbered in the right-hand corner and each page shall have a footer indicating the name of the respondent. DO NOT PROVIDE ANY PRICE INFORMATION RFQ No Page 4 of 6

5 The response shall address and incorporate the below listed elements. 1. Cover Letter RFQ documents (pages 1 solicitation) with appropriate signatures then followed by the Cover Letter. A maximum one (1) page, dated Cover Letter, including the legal name, address, telephone, address and facsimile numbers, shall be provided. 2. Table of Contents Response shall include a table of contents and corresponding page numbers.
