LEGISLATION, CONSERVATION & OUTREACH COMMITTEE DISCUSSION OUTLINE Date: 3/13/2017 Originator: Subject: Bonnie Woodrome- Public Affairs REQUESTS FOR SPONSORSHIPS AND DONATIONS BACKGROUND AND RECOMMENDATION Boy Scout Troop 2011 Request: 4 cases of water Intended Use: To provide water to 20 scouts participating in the 24 hour relay for life event to raise funds for cancer awareness and treatments. Last Request: No request in last 2 years California Family Life Center/Planet Youth Request: 10 cases of water Intended Use: To distribute during Career and Job Fair. There will be 60 vendors and an estimated 5,000 attendees. Last Request: March 2016; 5 cases CSEA Union Chapter 598 Request: 10 cases of water Intended Use: The California School Employees Association will be hosting a Welcome event to potential future members Unity Program on March 18th and would like to provide water to the attendees during the event. Last Request: July 2016; 10 cases Canyon Lake Chamber of Commerce Request: 8 cases Intended Use: To provide water to golfers and event volunteers during the Canyon Lake Chamber of Commerce Annual Golf Tournament fundraiser. 132 people are estimated to attend the event. Funds raised help support the Junior Golf Program. Last Request: No Request in last 2 years

3 3 DISCUSSION ITEMS #1. Canyon Lake Jr. Women s Club Request: 10 cases of water Intended Use: To distribute during annual golf tournament. The benefit raises funds for philanthropic causes in Canyon Lake and surrounding cities. Last Request: January 2016; 10 cases Handbell Musicians of America Area 12 Request: 9 cases Intended Use: To provide water to handbell musicians during Southern California Spring Ring, all day event where people can learn about handbell ringing and ends with free concert to the public. Last Request: April 2016; 9 cases Lake Elsinore Valley Education Foundation Request: $150 and 10 cases Intended Use: To provide water during golf tournament benefiting student scholarships and the Lake Elsinore Valley Education Foundation to continue serving students in LEUSD. Last Request: February 2016; 10 cases Lake Elsinore Grand Prix Request: 30 cases Intended Use: Any donations will be used towards the 49th annual off Road Race event on Veterans Day weekend Nov. 10, 2017 based directly in Lake Elsinore. Last Request: No Request in last 2 years Lakeland Village School Request: 5 cases of water Intended Use: To distribute during Spring Fling/Health Fair on March 17th free entrance to the public with carnival games, health related booths and performances. Last Request: No request in last 2 years Lakeside High School Request: $150 and 20 cases of water Intended Use: To purchase decorations and distribute water during Special Needs/Peer Buddy Prom at Lakeside High School, April 21, The event is hosted for all 3 local high schools students with Special Needs whom would not be able to attend prom without this wonderful celebration. Last Request: No request in last 2 years; 2014 approval was 20 cases of water and $150

An estimated 1,000 attendees will be present. Last Request: March 2016; 30 cases Rotary Club of Lake Elsinore Request: 30 cases Intended Use: To provide water to golfers during the Annual Golf Tournament fundraiser. 300 people are estimated to attend the event. Last Request: No Request in last 2 years YMCA of Riverside County Request: $100 and 5 cases of water Intended Use: All donations will provide health and wellness scholarships to community youth, families and seniors. LEGISLATION, CONSERVATION & OUTREACH COMMITTEE DISCUSSION OUTLINE Date: March 13, 2017 Originator: Subject: Greg Morrison- Public Affairs EVMWD POLLING CONSULTANT BACKGROUND AND RECOMMENDATION In an effort to determine the most effective way to communicate with customers and obtain a full understanding of customer concerns, issues, and overall opinion of EVMWD, staff suggests conducting a public opinion survey. Staff issued an RFP and reviewed and scored three separate proposals based on the quality of the proposal, firm experience, the ability to deliver a comprehensive survey that accurately reflects EVMWD's customer opinions, and regional experience. Staff also conducted separate interviews with the top two firms and is recommending True North Research because of their comprehensive and customized proposal and their extensive experience in the region and southern California. True North is a full-service survey research firm with extensive experience in providing public agencies and utilities with a clear understanding of the opinions, perceptions, and concerns of residents and customers. Although True North is more expensive, we believe it s due to the comprehensive and personal touch offered in their proposal and will provide EVMWD the most accurate data and understanding of the polling results. The other two proposals did not offer the same level of comprehensive method and one proposal is headquartered in Canada. The reliability of survey results depends in large part, on having a high participation rate. One of the most productive ways of encouraging participation is to make it as convenient as possible for people to participate. Although some people find it most convenient to participate by phone, others may find it easier to participate via . This method is done online through a secure, password protected web-based application designed and hosted by True North and respondents can only participate once. Utilizing both phone and methods allows for the greatest participation rate. The final survey report will include a thorough question-by-question analysis of the survey findings, an executive summary of the key findings and recommendations, a

38 38 DISCUSSION ITEMS #3. detailed discussion of the methodology used to complete the study, a copy of the questionnaire full-color graphics of the overall results, as well as a complete set of cross tabulations that breakdown results by all the different subgroups or respondents. True North also will not charge EVMWD by the hour, so if there is more work that needs to be done to ensure accurate data and results that work will be done at no charge to EVMWD. True North is also a local company and has done polling research for other public agencies in our region, including the Cities of Lake Elsinore, Murrieta, Temecula, and Menifee and the school districts of Lake Elsinore, Corona-Norco, Murrieta and Temecula.
