Burbank Transportation Management Organization (BTMO) Presentation The BTMO will present to the Commission an overview of its services in Downtown Burbank and the Media District. 2. Proposed North Burbank Metrolink Station Operations and Maintenance Agreement Staff will present updates to the proposed new Metrolink Station on the Antelope Valley Line within the City of Burbank. 3. Downtown Metrolink Station Parking and Other Issues The Commission will hear updates and discuss ongoing operational issues related to the Downtown Metrolink Station. 5 2015 Annual Report 3 Executive Director s Message As Executive Director for the BTMO, my goal is to provide the best service to BTMO members and --under the direction of the BTMO Board of Directors--expand and develop new services to improve mobility and air quality in Burbank and across the region. In the past year, the Board of Directors established several goals and objectives that BTMO staff has been working diligently to implement. In addition to our mission, to develop, coordinate and implement cost-effective transportation management programs, BTMO members must also comply with obligations under the Media District Specific Plan (MDSP) and the Burbank City Center Plan (BCP) to reduce congestion during peak hours. To assist each member, the BTMO s goal is to provide programs and services to help solve transportation problems by reducing dependency on single-occupancy automobile travel during peak hours and encouraging the use of public transit (bus/rail), carpooling, vanpooling, walking, telecommuting and bicycling to work. Although these goals may be lofty, much of our success over the past year is from our members who continue to achieve their transportation demand management goals, reduce traffic and improve mobility and access for our Burbank businesses, employees, customers, vendors and visitors. To reach an even higher level in 2016, our overall theme will be to reach out to new members, continue to evolve our services and programs and aim to improve mobility one commuter at a time. This annual report reflects this theme and I will continue to work collaboratively toward reaching these goals. Thank you for all of your efforts to improve mobility in Burbank! 6 2015 Annual Report 4 Description of Organization The Burbank Transportation Management Organization (BTMO) is a private-sector, non-profit organization formed in 1989 to bring together employers, developers, building owners and others to collectively establish policies, programs and services, which address local transportation and air quality issues and concerns. The BTMO was formed to reduce congestion during peak-hours and solve transportation problems by providing services directly to its members and their employees to reduce dependency on single-occupancy automobile travel and encouraging the use of public transit (bus/rail), carpooling, vanpooling, walking, telecommuting and biking to work. The BTMO aids employers in completing the City of Burbank s annual survey on employee commuting habits. This is modeled after the South Coast Air Quality Management District (AQMD) which focuses on transportation modes during peak hour commute times. Currently the BTMO has a total of sixty-five dues paying member organizations. Goals and Objectives The BTMO s goals and objectives for the coming year are: 1. More sharply focus the services that we provide to our Members. 2. Show more progress in generating value to member companies through more services, communication, and events. Demonstrate broader use of the internet and social media as a communication tool (to member companies and other interested parties/future members). 3. Implement new member services (at least two). 4. Take a more active role in transportation public policy by initiating, participating in, and influencing policy issues regarding transportation in the region we serve. There are critical issues that are ongoing that will have a significant impact on transportation and mobility in our community and our region and we are not playing a role in the creation of these policies. 5. Participate in the I-5 mitigation design and implementation program. 6. Provide a more concise public outreach (to our members, our partners, the public, and the government) to demonstrate our success in: overall trip reduction; successful delivery of our services to our members; and our role in initiating, participating in, and influencing public policy regarding transportation in the region we serve. 7. Increase the number of members in the BTMO through a comprehensive plan to identify and include companies that are obligated to participate but do not yet. 8. Increase BTMO dues revenue Identify, pursue, and secure grants from outside sources.

7 2015 Annual Report 5 Key Points for Ordinance Employers in Downtown Burbank or the Burbank Media District are required to reduce the number of employee vehicular trips that their business generates under their obligations under Municipal Code Section (Burbank Center Plan) or Municipal Code Section (Burbank Media District Specific Plan) established in 1989 and 1998, respectively. Requires employers in the Burbank Media District or Downtown Burbank area with 25 or more employees to comply Focus on reducing congestion during peak hours through alternative modes of transportation Join and participate in the Burbank Transportation Management Organization (BTMO) by paying annual dues of $18 per employee Employers required to report annually to the BTMO on their efforts made to reduce employee trips during the 4:00-6:00 pm period during a designated survey week

9 2015 Annual Report 7 Annual Reporting - Citywide Performance Each year, employers are required to survey and report their efforts to reduce employee trips during the 4:00 6:00PM period during a designated survey week. In 2014, the survey week was May 5 th through May 9 th. The following report indicates the key factors collected by participating members from their employee survey data: MEDIA DISTRICT 1) Number of businesses in the Media District who are required to report their trips in the annual survey: 49 2) Number of businesses in the Media District who submitted trip reduction reports: 18 3) Total number of trips allowed for all businesses reporting in the Media District in June 2014 (sum of all allowed commuter trips from all surveys received) :6,478 4) Total number of trips produced for all businesses reporting in the Media District in June 2014 (sum of all total commuter trips from all surveys received) : 4,751 *Businesses under Development agreement submit a single trip reduction report for the tenant. DOWNTOWN BURBANK 1) Number of businesses in Downtown Burbank who are required to report their trips in the annual survey: 37 2) Number of businesses in Downtown Burbank who submitted trip reduction reports: 15 3) Total number of trips allowed for all businesses reporting in Downtown Burbank in June 2014 (sum of all allowed commuter trips from all surveys received): 2,398 4) Total number of trips produced for all businesses reporting in Downtown Burbank in June 2014 (sum of all total commuter trips from all surveys received): 1,272 SEE APPENDIX I FOR GRAPHIC BREAKDOWN OF MEMBERSHIP

10 2015 Annual Report 8 Services To assist each member company in meeting its transportation demand management obligations under the Media District Specific Plan/Burbank City Center Plan, the BTMO offers directly or in coordination with others the following: Clean Air Month Activities This year, the BTMO Clean Air Committee helped to host several Bike Pit Stops at The Pointe, Downtown Burbank and Downtown Burbank Metrolink Station. The Pit Stops offer employees that ride their bicycles and walk to work on Bike to Work Day refreshments, healthy snacks, promotional giveaways and information about bicycling to work. The original date for the pit stop was Thursday, May 14 th, 2015 but due to inclement weather it was rescheduled to the following Tuesday, May 19 th, Some of the pit stops in Downtown Burbank were active on both dates, but the Media District pit stop was only active on May 19 th. This year, the BTMO also offered employees an opportunity drawing to win some great prizes by participating in a special drawing with the grand prize being a Dahon Folding Commuter Bicycle. The winner of the grand prize for 2015 was Jaimie Lee from The Walt Disney Company. Several other employees also won gift cards, gift baskets and bicycle-related items donated by our members including Disney, Macy s and Warner Bros In addition to Bike to Work Day, the BTMO sponsored Bike & Walk to School Day on May 6, The BTMO was able to acquire sponsorship from Nickelodeon to help produce customized t-shirts for kids that pledged to bike or walk to school. Our partnership with Burbank Bus also allowed us to design banners that were displayed on area buses. A total of eight elementary and middle schools participated in the event with 1,300 students pledging to walk or ride their bicycle to school. Students were provided with themed t-shirts, designed by Nickelodeon, bike reflectors and reflective wrist slap bracelets. Rideshare Week During the month of October, employers band together to help celebrate Rideshare Week. The state-wide campaign in its thirtieth year is organized locally by Metro Rideshare. This year, the BTMO was an official sponsor and donated gift cards to Barnes & Noble, a BTMO member company, to help encourage all commuters in Southern California to give up their car during Rideshare Week. The BTMO was given online recognition on Metro Rideshare s website and on Metro s official blog, The Source, and their rideshare newsletter, On the Go, distributed to employers in Los Angeles, Orange, San Bernardino and Ventura counties. The BTMO was also recognized at the annual Golden Pylon Awards that Metro sponsored to honor outstanding traffic reporters.

11 2015 Annual Report 9 Annual Survey Workshop Each year the BTMO convenes a meeting of all members to review the task of implementing an employee survey at their worksite. This year, the BTMO was honored to have Disney host the meeting for members at their beautiful facility. Members enjoyed a complimentary breakfast and heard from City of Burbank staff on how to implement the annual survey of their employees and answer questions about the trip reduction ordinances. Traffic Alerts Congestion impacts us all businesses are affected by having employees stuck on the freeways as well as their goods and services sitting in bumper to bumper traffic. The BTMO works with Caltrans and the I-5 Improvement Program staff to bring you up to the minute details on any detours, traffic diversions, road closures, etc. The BTMO Traffic Alerts are sent to members to keep them abreast of any traffic delays on a weekly basis. On-Site Rideshare and Transit Events The BTMO is available to member companies to participate in on-site rideshare events. This past year we were invited to Disney s Earth Day event on April 7 th and April 9 th. Staff also participated in several events with Burbank Bus and also hosted a table at the Downtown Burbank Farmers Market to promote Bike to Work Day. SCAQMD Rule 2202 Plan Review Assistance Many of BTMO s member companies are also required to comply with the South Coast Air Quality Management District s Rule Member companies are provided with assistance in the annual transportation survey tohelp to determine which strategies are best to implement and ideas to market their transportation program to their employees. Vanpool Incentive Program The BTMO has been hard at work planning new vanpool incentive programs for its members that will launch in early 2016: NEW VANPOOL GROUP INCENTIVE The New Vanpool Group Incentive will provide a $200 monthly subsidy for up to six months to new vanpools that are formed. In addition, the vanpool may also qualify for Metro s $400 monthly on-going subsidy. The new vanpool must be comprised of employees that work at BTMO member companies to be eligible. NEW VANPOOL RIDERS INCENTIVE PILOT PROGRAM This new program will provide a $40 monthly subsidy for up to six months as an incentive to join existing vanpools and help fill empty seats. This can lower the costs for current vanpool riders and will only be open to employees that work at BTMO member companies.

12 2015 Annual Report 10 Potential Grant Funding Opportunities The BTMO is consistently working on seeking opportunities for potential transportation demand management projects that can be funded by local, regional, state and Federal agencies, including Caltrans, Metro and the Mobile Source Air Pollution Reduction Review Committee (MSRC). Newsletter The BTMO will launch a quarterly newsletter in 2016 that will highlight and consolidate transportation related issues in the City and surrounding area that impact our members. The newsletter will also highlight a member and will be distributed electronically on a quarterly basis.
