Board Conference Room Attending: Commissioners Cherry) Walker and Simon G. Hare ( Keith Heck was unavailable); Linda McElmurry, Recorder Vice Chair Cherry) Walker called the meeting to order at 9: 00 a. m. 1. SHERIFF' S OFFICE A. First Amendment to Contract for Professional Services with CONMED, Inc. ( Daniel) Sheriff Daniel explained this was the renewal of the ConMed contract for medical services in the correctional facility. Commissioner Hare asked if it would address the lack of nursing staff in the jail. Sheriff Daniel said it did not but they were working on that. Commissioner Hare noted that the current contract expired and suggested the contract include a provision for month to month renewal to ensure they have the ability to provide medical care for inmates. Staff was directed to place the item on the Consent Calendar on next week's Weekly Business Session Agenda. 2. LEGAL COUNSEL A. Acceptance of Quitclaim Deed from the City of Grants Pass for Conveyance to County of a 10' Strip of Right of Way along Redwood Avenue Wally Hicks, Legal Counsel, gave the Board a brief history of the easement on Redwood Highway. Don Rubenstein, City of Grants Pass said there was one property owner that came to a community meeting who believed he had an 80' right of way. The gentleman had title insurance which he filed a claim against. First American Title paid him but then had him sign the quitclaim deed over to the City and it should have gone to the County. This action gives the County the quitclaim deed. Staff was directed to place the item on the Consent Calendar on next week' s Weekly Business Session Agenda. B. Grant Agreement with Options for Southern Oregon, Inc. to Provide Services for Assistance to Providers of Supported Employment and Education and Assertive Community Treatment Programs; State OHA IGA# ; 7/ 1/ 15 to 6/ 30/ 17 Leah Harper, Assistant Legal Counsel, explained this was for pass through funds from the State to Options who is providing the service for the County. Staff was directed to place the item on the Consent Calendar on next week' s Weekly Business Session Agenda. Commissioner Hare asked for an update on the codification project. Wally said they were still on track to finish by the end of the year. Wally provided an update on the GMO case saying the claimants have asked for a Summary Judgement on whether State law or the County law prevails. During the course of the case, two parties have moved to intervene and on Wednesday the Court allowed the intervention. On December 18th the Court will hear the motion for Summary Judgement. Wally said he asked the Sheriff to be the County' s agent in the case since he is the enforcement entity. 3. DEPARTMENT REPORTS& BUSINESS UPDATES A. Juvenile Justice 1) Provider Agreement between Josephine County and Choices Counseling Center/ Oregon Health Management Services for Outpatient Treatment Services ( Martinez)

2 County Administration Workshop November 5, 2015 Page 2 of 3 2) Provider Agreement between Josephine County and Options for Southern Oregon for Outpatient and Residential Treatment Services ( Martinez) 3) Provider Agreement between Josephine County and OnTrack, Inc. for Outpatient and Residential Treatment Services( Martinez) 4) Provider Agreement between Josephine County and ADAPT for Outpatient Treatment Services Martinez) 5) Provider Agreement between Josephine County and Community Corrections for Outpatient Treatment Services( Martinez) Shawn Martinez, Juvenile Justice, explained that all five agreements were pass through funding from the State and the same selection process had not changed. Shawn agreed to speak at the WBS regarding the programs. Staff was directed to place the items under Administrative Actions on next week's Weekly Business Session Agenda. B. Department Updates 1) Fairgrounds Peggy Anderson, Fairgrounds Manager, used Exhibit A to update the Board noting that a second Fair Board member has been appointed to the Friends of the Fair Board. After the meeting Peggy contacted the Board to correct the name given to Patti Kirkman. Commissioner Hare requested she review open public meeting law with the Fair Board at their workshop. He will reach out to Legal Counsel to have them provide a " cheat sheet". He also suggested they raise the star above the Sequoia tree at the tree lighting rather than have the tree trimmed. 2) Human Resources Jonian Scofield, Human Resources Director, said they have posted the Forestry positon. The Board discussed the Community Development Director interviews and agreed that a full Board was not necessary to conduct the interview. JJ said he reclassified the Property Manager from an A14 to an A15 to try and attract applicants and the Board agreed. 4. BOARD BUSINESS: ( ORS (1) "... notice shall include a list of the principal subjects anticipated to be considered at the meeting, but this requirement shall not limit the ability of a governing body to consider additional subjects.") A. Letter of Support for Historic Marker Nomination Staff was directed to prepare a letter of support for Roger Brandt for Board signature. B. Order No ; In the Matter of the Regular Weekly Business Meeting of the Board of County Commissioners for the Week of November 16, 2015 Staff was directed to place the item on the Consent Calendar on next week' s Weekly Business Session Agenda. 4

Resolution No ; In the Matter of a Reappointment to the Emergency Medical Services Board Staff was directed to place the item on the Consent Calendar on next week's Weekly Business Session Agenda. D. Resolution No ; In the Matter of Reappointments to the Grants Pass Airport Advisory Board Staff was directed to place the item on the Consent Calendar on next week' s Weekly Business Session agenda. E. Matters from Commissioners None heard. F. Liaison Update Commissioner Hare discussed transportation and fire management legislation. G. Miscellaneous Items Linda McElmurry, Chief Administrative Supervisor discussed the December meeting schedule with the Board and asked about a personnel action for Ryan Johnson, BOM Manager. She was directed to date the personnel form November 30 to allow cross training with the new Parks Manager. She noted the dues bill from RVCOG had been received, the Board directed her to pay the dues. Commissioner Walker asked if there was a need for General Discussion that afternoon and the Board decided there was not. Staff was directed to cancel the meeting. Meeting adjourned at 9: 55 a. m. We currently have 8 units in the Dairy Barn at each per month. We are still advertising on our reader board, craigslist, and the Josephine County Fair Facebook page, and The Daily Courier, One renter is from Medford and the rest are Grants Pass & Merlin. Grounds Rental Tree Lighting- is definitely a go on Sunday December 6, 2015 from 5: 30-7: 30. The event will feature a Community Free Pie and Ice Cream Social to give back to the community. We have 17 Vendor spaces and 10 rented already so only 7 spaces left. Santa will be on- site and are in the process for having live music possibly working with the music group from the VA Services office. We will again have the " Magic Chimney for children to be able to fish for a small gift. We will also be offering a Wine Tasting from Schmidt Family Vineyards. We contracted with BOM and got the permanent electrical receptacles put on the Commercial Building and am working With Marty, from " Marty' s Tree Service" to trim the tree before the event so the star can be seen. Last Minute Sale- December 19, We have 48 booth spaces for our December 19th event and we only have 11 spaces left. We will also be offering a Wine Tasting from Schmidt Family Vineyards. Casa Amiga will be also food vendor during our event. Farmers Market- Farmers market will start their inside winter market Saturday December 5th, 2015 in the Commercial Building. The new heaters are installed and we are expecting a check for $6,000 from them shortly. Last week Mary& I hand delivered a grant request for $5, 000 from the Carpenter Foundation to go towards that project as well. 1 Garrett McCaslin- RODEO We are meeting with Garrett McCaslin next Friday who will be putting on a Rodeo in the spring of 2016, tentatively on April 30, The same weekend of Homebuilders Show. Grounds Maintenance- Grounds Maintenance is an on going project year around. With the antiquated infrastructure there are constant grounds repairs going on. Weekly meetings with maintenance staff is continuing, this seems to be working very well. 3 will be participating in a Fork Lift Certification in November. Friends of the Fair: We have met with the Friends of the Fair. They are moving forward with the contract with the Department of Justice and expect to be up and running by December 2, The store room has been built and the TV monitors are in and the Bingo machine is expected to arrive next week and be installed by BOM. Sheriffs Department: Sheriff Daniels invited me to join the meeting he and his staff person had for an in-house Active Shooter training held last week at Three Rivers Administrative Office in Murphy. The certificate is a bit hard to understand, but it is a one million dollar policy with an addition 2 million addendum. I think this is an adequate amount and consistent with what we' ve required in the past. The requirements in the last contract that requires the county to be named as insured and also held harmless I think should also be in any future contracts. It is pretty standard language. 10 Good Morning, We had a couple approach us several days about putting on a 2 day truck pull during the fair. I asked them about insurance.. They handed me the attached papers to see what the county required for insurance. Could you look at the attached paperwork and let me know what we would require insurance wise. I truly am uncertain if they can even get insurance since they haven' t done this event before and I am almost certain that the Fair Board would have many questions. They asked me about what we would require and I told them I would ask you. It looks like WGAS last year was 2M with an additional 2 MIL, I am not sure that is even enough.. What are your thoughts on this? Peggy 2
