1 Maryland State Firemen s Association Planning Guide for the 2016 Annual Convention and Conference To be held June 18-24, 2016 Ocean City, Maryland Preliminary Mailout November 10, 2015 The officers and members of the Maryland State Firemen s Association (MSFA) invite you to join us in Ocean City, Maryland on June 18-24, 2016, as we celebrate the 124 th Annual Convention and Conference of the MSFA. The information in this planning guide is subject to change as our planning activities proceed. Please check the MSFA web site ( for the latest information. Thank you and see you in Ocean City.

The 2016 Convention and Conference will be held on June 18 through 24, The MSFA Convention and Conference Committee has already been at work, planning the many activities needed to support the Convention and Conference. We are providing you with this preliminary information about the Convention and Conference to make sure you know what we are planning for next June in Ocean City. This mailing is to ensure that your department can make adequate plans to prepare for our annual gathering and to let you know about special arrangements that have been secured to improve your participation. Please take the time to review this entire document and pass it along to your membership, as there are changes and added benefits being provided to all attendees and member organizations. Your prompt attention to these matters is vital to a successful annual event. Please return all forms and applications to the indicated address as listed on each appropriate registration form. There are specific deadlines for each application and it is important to be aware of those dates. Annual Dues Reminder - This will serve as a reminder that annual dues invoices have been sent to every member company as required by the MSFA by-laws. Dues for member departments are $ and associate members are $ All checks should be made payable to the Maryland State Firemen's Association and mailed to the Office of the Financial Secretary, P.O. Box 401, Jarrettsville, MD wmvocke@harfordpublicsafety.org if you have questions. All dues must be paid by April 1, Credentials Form The MSFA has implemented an on-line credentialing and registration process via our web site. We are requiring that all member companies utilize this application to register their delegates and alternates for the convention. Your company must be registered for the convention by May 30, 2016, in order to be eligible to vote at the convention. Please pay close attention to the statistical questions asked during the registration process. Accurate information is vital to the success of the Association. Each member organization is entitled to five (5) delegates and five (5) alternates who may represent your department at the business

3 sessions. This registration form should be completed even if you do not intend to send delegates to the convention and conference. Preliminary Program Agenda - A draft program schedule is included. The final program will be released after the New Year once special topic speakers have been confirmed. Please note the location for each event as changes may result from convention center construction. Joint Memorial Service Form The Joint Memorial Service will recognize members that passed away during calendar year A copy of this form should be completed for each deceased member of your department and/or auxiliary who has passed away in Make additional copies of the form, as necessary, for each member to be recognized this year. Attach to the form, in an envelope, a photo of the deceased member. If for some reason an individual was omitted in a prior year, please include a separate completed form and photo of that member, as well. Clearly identify the year in which the death occurred. Memorial Service Forms must be postmarked no later than March 1, 2016, for inclusion in the Memorial Service and Commemorative Book. BINGO Sponsorship Request The Convention Committee has completely reorganized the Monday Night BINGO event and is asking for your support in making this a successful event. Please consider making a donation to the MSFA Convention BINGO program so that we may offer the finest prizes to our participants. A flyer for the event, as well as a contribution letter, is included in this information packet. Donations will be accepted from individuals, member companies, auxiliaries, or from local businesses in your area. For additional information, contact Gloria Lewis, glbingo@yahoo.com, or call MSFA Golf Tournament - Again this year, we will be hosting a Golf Tournament as a part of the Convention and Conference. Information about the tournament, including sponsorship opportunities and team registration forms are enclosed. Applications should be sent to Past President Tom Mattingly at P.O. Convention and Conference Exhibitor Application - Member departments can acquire exhibit space, both in the Exhibit Halls and outside the convention center for a discounted price. This mailing includes the application for member department exhibit rentals. Please try and help us locate vendors who may want to show their products and services at the convention. We need your help with this. Convention and Conference Program Book Advertisement Application - Please show your department s support of the many opportunities we offer at the convention by placing an advertisement in this year s convention and conference program book. New ad opportunities are

4 listed on the forms provided in this package. Ads should be sent to Past President C. Please share this with any business establishment who may be willing to support the MSFA, especially any in the Greater Ocean City area. Referrals are greatly appreciated. Convention and Conference Hotel Rates The 2016 Convention and Conference Host Hotel will again be the Quality Inn Boardwalk, located at 17 th Street. The hotel registration form is included and all inquiries go to Kim Mueller or call In addition, the Harrison Group Resort Hotels is offering a rebate back to the MSFA to support our programs and services for any MSFA member staying in one of their facilities. A list of the Harrison Group Resort Hotels can be found in this packet and a special web page has been created and linked to the website: We strongly encourage you to support this program by staying in a Harrison Group Resort Hotel as it provides you with a discounted hotel rate and supports the MSFA overall. Also, included in this package is a listing of other hotel, motel and condominium properties in Ocean City who are offering special convention rates for the week. This list was provided through the Ocean City Hotel, Motel and Restaurant Association and the efforts of JoAnne Hunsicker, Sales Manager, Ocean City Convention Center. We thank them for their support. Remember, when making your reservation, ask for the MSFA special rate. MSFA Annual Awards One of the most important things that you can do as a leader of a volunteer organization is recognizing the contributions and accomplishments of your members. Please take the time to review the requirements and submission guidelines for each of the awards that the MSFA offers and consider nominating a deserving member. A listing with the established award rules and due dates for entries are included in this document. More information is on the msfa.org website. As many of you know, over the last couple of years, the Credential Forms have been submitted electronically. This has been a major step and we appreciate your cooperation in helping us to make it a success. This year, we are asking for the same cooperation and we are also asking that you go on the MSFA web page, where you will find the form under Convention Information. Please complete the electronic version and submit by clicking on Submit Query. As you select your Delegates and Alternates, they not only represent your Company/Department at the Annual Convention and Conference, they also represent you throughout the year. With that in mind, it is vital that you submit your 2016 Credentials. Just a reminder, when you make your selection, delegates/alternates can only represent one Company/Department. The past couple of years, there have been individuals submitted to represent more than one Company/Department and this is a violation of the Association By- Laws. A new block has been added to the Credential Form this year. The Association is requesting that you indicate the total number of volunteers you have in your Company/Department. This information is needed to provide statistical information for our Legislative Committee. It is also requested that all Companies/Departments submit their credentials, even if no delegate will be attending the 124 th Annual Convention and Conference. Once again, we will produce a CONVENTION and CONFERENCE PROGRAM BOOK, which will highlight convention activities and important reports. The convention program book will provide outstanding opportunities to recognize events of the past year, advertise local activities, recognize outstanding members and accomplishments or show off your newest piece of equipment. It will provide valuable contacts among leaders from Maryland and neighboring state fire/rescue companies. This convention is the largest volunteer fire/rescue convention in Maryland and is one of the largest conventions held in Ocean City, Maryland. Again, this year is the opportunity for your advertisement to be printed in color or the familiar black and white. This year, we will also feature an Ocean City section of the book with a special highlighted margin so that our 14,500 members who attend our convention can easily locate local business ads and promotions while in Ocean City. We encourage the Ocean City business community to use this publication as a means of offering discounts during our convention and for return visits by our membership during their family vacations. The program book will be distributed to the convention delegates at the convention and conference and will be posted on our web site year round. Once again, we will produce a CONVENTION and CONFERENCE PROGRAM BOOK, which will highlight convention activities, important reports and opportunities for your personal greeting and advertisement. This year, we will also feature an Ocean City section of the book with a special highlighted margin so that our 14,500 members who attend our convention can easily locate local business ads and promotions while in Ocean City. The program book will be distributed to the convention delegates at the convention and conference and will be posted on our web site year round. MEMORIAL TRAINING AWARD Purpose of Award: To recognize an individual who dedicates the most hours to Fire, EMS, and Rescue training during the year Award Sponsor: Odenton Volunteer Fire Company Award Administered By: Training Committee of the Maryland State Firemen s Association Background: John E. Sunny Rose, Jr. joined the Odenton Volunteer Fire Company in 1963 and was an active member of the company until his death in Sunny served in many positions with the company including as a line officer, board member, and numerous committees. Sunny s true passion throughout his fire service career was for Fire, EMS, and Rescue training. He started as a Field Instructor for the Maryland Fire and Rescue Institute (MFRI) in 1977, and over his thirty-eight years as a MFRI Field Instructor, Sunny taught countless training classes across the State of Maryland and coached and mentored many aspiring instructors. It was not unusual to find Sunny teaching a class in one region of the state during the day, picking up a support vehicle from MFRI in the afternoon, and then teaching another class in a different region that evening. It is in recognition of his untiring demeanor and dedication to training, that the Odenton Volunteer Fire Company is proud to sponsor the John E. Sunny Rose, Jr. Memorial Training Award to be awarded each year at the annual convention of the Maryland State Firemen s Association to an individual who has dedicated the most hours to Fire, EMS, and Rescue training in the previous year. This award was approved by the Maryland State Firemen s Association Executive Committee on September 20, Award Rules: 1. The nominee must be a member in good standing with a member company of the Maryland State Firemen s Association. 2. The nomination must be submitted as an individual on official letterhead or stationary of the member company and signed by a senior company officer. 3. Letters of nomination and transcript records must be submitted to the Chairman of the MSFA Training Committee no later than April 30 of the award year. 4. Nominations must include a summary of training courses completed by the individual during the calendar year preceding the nomination and supported with copies of transcripts or certificates of training from the Maryland Fire and Rescue Institute, the National Fire Academy, colleges/universities, or other recognized training institutions as may be designated by the MSFA Training Committee. Any training classes not supported with a document of record will not be considered for this award. 5. This award recognizes an individual s dedication to Fire, EMS, and Rescue training during the previous year. Training programs that will be considered for this award include: a. All courses and seminars sponsored by MFRI or MIEMSS. b. Courses sponsored by the National Fire Academy, the Emergency Management Institute, and the Federal Emergency Management Agency (including on-line training programs).
