3 RESOLUTION NO. 2014/ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DEERFIELD BEACH, FLORIDA, APPROVING A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE BROWARD SHERIFF S OFFICE FOR FY 2013 GRANT FUNDING THROUGH THE EDWARD J. BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT IN THE AMOUNT OF $28, LESS 7.23% ADMIN FEE AND $7, FOR CRIME ANALYST POSITION OR A TOTAL OF $19, WHEREAS, the City of Deerfield Beach has been awarded a Edward J. Byrne Memorial Justice Assistance Grant (JAG) in the amount of $28, less 7.23% administration fee and $7, for crime analyst position or a total of $19,042.00; and WHEREAS, the majority of the JAG funds awarded to the City of Deerfield Beach will fund overtime for crime prevention initiatives and various law enforcement tactics to combat drug, gang, violent and property crimes; and WHEREAS, a portion of these funds will subsidize the overtime to staff communitybased programs, such as the Police Athletic League (PAL) including Boxing and Anger Management (BAAM), girls soccer and softball, golf, tennis, weightlifting, wrestling, music production and disc jockey (DJ); and WHEREAS, the funds will also finance the purchases of educational materials, promotional giveaways for community-based programs (annual backpack giveaway, National Night Out Against Crime) and other like events; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DEERFIELD BEACH, FLORIDA, AS FOLLOWS: hereof. Section 1. The above referenced Whereas clauses are true and correct and made a part Section 2. The City Commission hereby approves the Memorandum of Understanding (MOU) with the Broward Sheriff s Office for an Edward J. Byrne Memorial Justice Assistance Grant (JAG) in the amount of $28, less 7.23% administration fee and $7, for crime analyst position or a total of $19, and authorizes the City Manager to execute the MOU. 12 INTERNAL MEMO Date: June 26, 2013 To: From: Wayne Alexander Bureau of Grants Management Captain Robert Schnakenberg Deerfield Beach District Subject: 2013 JAG Abstract Pursuant to the requirements of the 2013 JAG Local Solicitation Announcement, please refer to the following project identifiers for the funds allotted to the City of Deerfield Beach: 1. Overtime 2. Policing 3. Community-Based Programs 4. Education 5. Property Crimes The majority of the JAG funds awarded to the City of Deerfield Beach will fund overtime for crime prevention initiatives. Various law enforcement tactics to combat drug, gang, violent and property crimes will be employed. A portion of these funds will subsidize the overtime to staff community-based programs, such as the Police Athletic League (PAL). These programs include Boxing and Anger Management (BAAM), girl s soccer and softball, golf, tennis, weightlifting, wrestling, music production and disc jockey (DJ). Said funds will also finance the purchases of educational materials, promotional giveaways for community-based programs (annual backpack giveaway, National Night Out Against Crime) and other like events.

13 INTERNAL MEMO Date: July 2, 2013 To: From: Major John Hale DLE/Patrol Region North Captain Robert Schnakenberg Deerfield Beach District Subject: 2013 JAG Grant Budget Proposal The City of Deerfield Beach was incorporated in 1925 and encompasses square miles with a population of 75,000. During the winter months, the population may exceed 100,000. In 1990, the Broward Sheriff s Office (BSO) entered into a police service contract with the City of Deerfield Beach. That current contract is subject for renewal in September of Deerfield Beach is being allocated $28,610. The BSO Bureau of Grants Management will deduct a 7.23% administrative fee and earmark $7,500 to fund a Crime Analyst position. The remaining balance of $19042 will fund projects by our Community Affairs Team (CAT), Selective Enforcement Team (SET) and Criminal Investigations Unit (CIU). Deerfield Beach is requesting $13,500 of the 2013 JAG Grant award to fund deputy overtime for a variety of law enforcement programs including, but not limited to, drug and crime prevention initiatives. The Police Athletic League (PAL) program, which focuses its attention on at-risk youths, offers a positive alternative to crime and gang activity. School teachers, counselors and school resource deputies, identify at-risk youths and refer them to this program, which currently offers the following sporting curriculums: boxing, girl s soccer and softball, golf, tennis, weightlifting, and wrestling. Recently, a music production and disc jockey component was added. The Community Liaison Deputy Program was established at Westside Park during the summer of 2007 and has proven successful in eradicating the park of criminal and gang activity. Our partnership with the City of Deerfield Beach Parks and Recreation Department has provided neighborhood youths with after-school programs, field trips and summer camps. Moreover, our external partnerships have grown to offer back-to-school events, whereby school supplies and backpacks are donated to less fortunate children. Proactive crime prevention initiatives will be conducted to address illicit drug activity and property crimes within the City of Deerfield Beach. Funding will allow for operational plans that will target the City s violent and property crimes, and gang and narcotics-related activities.

14 The remaining $5,542 balance of said JAG Grant funds will be allocated to purchase supplies, promotional giveaways and educational materials by our CAT and SET teams and our CIU unit for drug awareness and drug prevention, and crime awareness and crime prevention.
