Meeting Date: 08/05/2013 TITLE: Airport HVAC Grant Authorization Responsible Staff: Anthony Bean Backup Material: Backup material attached Digital Presentation: Other Resources: Other Non-City Resources: Information DESCRIPTION: An application has been submitted by Airport Manager Tony Bean, for a U.S. Department of Transportation Federal Aviation Administration Airport Improvement Program grant in the amount of $136,800 for the Pullman-Moscow Regional Airport Terminal HVAC Replacement Project. Should the grant be awarded, the money will be used to replace the airport passenger terminal HVAC equipment, controls and windows that have failed or are beyond their usable life with modern, energy-efficient products and equipment. This project will allow the airport to continue to provide reliable service to the public spaces. Replacement of the failed chiller with a more efficient unit will reduce the workload on the remaining chiller and reduce energy costs. Replacement of the failing and obsolete HVAC controls, failing windows in the public spaces, and installing insulated panels will result in reduced energy costs, extend the life of the HVAC system, and reduce system maintenance costs. In order to expedite the execution and return of grant acceptance documents, it is recommended that the City Council approve in advance the acceptance of the grant offer and pre-authorize the Mayor to sign the grant agreement as it becomes available. STAFF RECOMMENDATION: Preauthorize the acceptance of a grant for the Pullman-Moscow Regional Airport Terminal HVAC Replacement Project through adoption of the related Resolution preauthorizing the acceptance of a U.S. Department of Transportation Federal Aviation Administration Airport Improvement Program grant for the Pullman-Moscow Regional Airport Terminal HVAC Replacement Project or take such other action deemed appropriate. NECESSARY RESOURCES/IMPACTS (PERSONNEL): The grant match is 10% or $15,200 which will come from airport funds initially and be covered by Passenger Facility Charges in the next passenger facility charge application. 17 RESOLUTION NO A RESOLUTION OF THE CITY OF MOSCOW, IDAHO, A MUNICIPAL CORPORATION OF THE STATE OF IDAHO, PREAUTHORIZING THE ACCEPTANCE OF A U.S. DEPARTMENT OF TRANSPORTATION FEDERAL AVIATION ADMINISTRATION AIRPORT IMPROVEMENT PROGRAM GRANT FOR THE PULLMAN-MOSCOW REGIONAL AIRPORT TERMINAL HVAC REPLACEMENT PROJECT. WHEREAS, it is anticipated that the Pullman-Moscow Regional Airport will be offered a U.S. Department of Transportation Federal Aviation Administration Grant for up to a maximum of $136,800 to be used for the terminal HVAC replacement project; and, WHEREAS, information about said grant and project elements is before the City Council of the city of Moscow and attached hereto and marked as Exhibit "A"; and, WHEREAS, the turnaround time between receipt and return of executed grant authorization documents will be very limited; and, WHEREAS, this Council believes it to be in the best interests of the City of Moscow to preauthorize the acceptance of said grant; now, therefore, NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Moscow as follows: 1. That the Mayor be hereby preauthorized and directed to accept the U.S. Department of Transportation Federal Aviation Administration Grant; and 2. That the Mayor is hereby preauthorized and directed to take such further action as may be appropriate in order to effect the purpose of this Resolution.
