DIRECTOR OF PUBLIC WORKS SUBJECT: EXTENSION OF CONTRACT SERVICES AGREEMENT FOR CONTRACT CITY ENGINEERING SERVICES WITH RKA CONSULTING GROUP Summary: The Public Works Department has utilized the services of RKA Consulting Group to serve as the City s contract City Engineer since Staff is recommending extending the Contract Services Agreement with RKA Consulting Group for one year to continue providing City Engineer services. RKA has agreed to retain their current contract hourly rate schedule for the full duration of this new contract term. Recommendation: Authorize the City Manager to execute an amendment to the Contract Services Agreement with RKA Consulting Group to provide professional City Engineer Services for a one-year extension of the existing contract under the contract s current terms, in a form approved by the City Attorney. Fiscal Impact: The current estimated annual contract cost for general City Engineering services is $95,000. RKA Consulting Group charges for services on a time and materials basis in accordance with an approved hourly rate schedule. A portion of these costs is recovered through charges to developers for time spent on their projects. Funds to cover the costs for City Engineering related items are included in the annual operating budget of the Engineering Division for FY ; Account No

2 CSA Extension RKA City Engineer Services October 11, 2016 Page 2 Strategic Plan Objective: This contract serves Goal No. 4: Maintain and Improve the Public Infrastructure. Background and Analysis: The City has utilized contract City Engineering services provided by RKA Consulting Group (RKA) since Mr. Dominic Milano, President of RKA, has successfully served as City Engineer under this contract since his firm was initially retained by the City. During this period, Mr. Milano and his staff have provided professional engineering assistance to City departments for various projects, including City capital improvement projects and developer funded projects that affect the public right-of-way. RKA is also responsible for preparing the annual Engineer s Report for the Landscape and Lighting Maintenance District No.1. Over the past 13 years, Mr. Milano and RKA staff members have developed strong working relationships with all City departments. RKA has always placed an emphasis on providing timely and excellent service to staff and developers working within the City. Mr. Milano s extensive municipal engineering and land development experience has been a valuable resource. In November 2013, the City renewed and executed the RKA Contract Services Agreement for a three-year contract term. RKA s current Contract Services Agreement expires on November 4, 2016, unless extended and provides provision for one contract term extension. RKA has agreed to retain their current contract hourly rate schedule for the full duration of this new contract term. Based on RKA s performance and its offer to extend the contract with the same rates, staff is recommending the approval of the attached (Attachment A ) one-year contract extension. 3 CONTRACT SERVICES AGREEMENT AMENDMENT NO. 1 THE AGREEMENT FOR CONTRACT SERVICES (herein Agreement ) entered into on November 5, 2013, by and between the City of Signal Hill (herein City ), a Municipal Corporation, and RKA Consulting Group (herein Contractor ) is hereby amended on this 11 th day of October 2016 as follows: 1) Amend Section 2.1, Contract Sum by substituting $95,000 (NINETY FIVE THOUSAND DOLLARS) for the Contract Sum for the one-year contract term. 2) Replace Exhibit C, Amended Schedule of Compensation with Exhibit C-1, Amended Schedule of Compensation. 3) Replace Exhibit D, Schedule of Performance, with Exhibit D-1, Amended Schedule of Performance. 5 CONTRACT SERVICES AGREEMENT EXHIBIT C-1 AMENDED SCHEDULE OF COMPENSATION City Engineering Duties as described in Exhibit A of the current contract (adopted November 5, 2013) shall be billed according to the existing Hourly Rate Schedule attached as Exhibit C to the current contract. With the approval of the Contract Officer, funds may be shifted between budget amounts so long as the total does not exceed the amended contract sum of $95,000, per year, and is pursuant to the provisions of Section 1.8 of the Contract Service Agreement. Reproduction, materials, and other non-wage costs will be invoiced at a direct cost plus 10 percent (10%) administrative charge.

6 CONTRACT SERVICES AGREEMENT EXHIBIT D-1 AMENDED SCHEDULE OF PERFORMANCE The term of this Agreement shall be extended 1-year and will expire on November 4, At the conclusion of the term and upon approval of the City Council, the City and Contractor may agree to extend the contract one additional term provided that the rates are unchanged. City engineering duties as described in Exhibit A shall be performed as requested by City staff. Plan checking services shall be completed within two weeks of submittal.
