5 Asbestos Summary 60 South Ruth Street Saint Paul, MN On November 5, 2008, an inspection for asbestos-containing materials (ACM) was performed at the above-referenced location. The scope of the inspection included all accessible suspect ACM within the building. Since this was a limited inspection, there may be additional materials not identified on the report located within wall cavities, pipe chases and/or other inaccessible locations. Suspect ACM was identified and sampled for asbestos content. Identified materials confirmed to be ACM include the following: Pipe joint insulation Boiler gaskets Asbestos cement ducting (transite) 9 x 9 floor tile and mastic Black flooring mastic Light cord insulation Black sink undercoating Tan penetration putty Tan and black mastic Wired sidelight window glaze The following suspect materials were not sampled as part of the inspection. These materials are assumed to contain asbestos and shall be treated as ACM or sampled prior to disturbance to determine if they are ACM or not. Identified materials assumed to be ACM include the following: Boiler refractory Asbestos cement ducting (transite) Fire doors Wood floor vapor barriers/felts Chalkboard adhesive See the attached report for specific quantities and locations. Destructive sampling was not performed as a part of this inspection. This inspection does not meet the requirements of the Minnesota Pollution Control Agency (MPCA) or Minnesota OSHA (MNOSHA) for an asbestos demolition/renovation inspection., Inc Page 1of 2

6 Bulk Samples of accessible suspect material were collected and analyzed in accordance with Environmental Protection Agency (EPA) sampling and analytical procedure requirements. Sampling was conducted in a manner determined by the inspector to be sufficient to identify whether the suspect materials are asbestos containing. Where deemed appropriate, prior sample results were used and are referenced in the report. Roof samples were not collected as part of this inspection. Suspect roofing materials should be handled as asbestos or sampled prior to disturbance to determine if they are ACM or not. Specific locations of these materials, as well as those suspect materials which were analyzed and were found not to contain asbestos, are identified in the attached report., Inc Page 2of 2

7 60 South Ruth Street, Saint Paul, MN Inspection Dates: 11/5/2008 Chart B - Assessment of Asbestos-Containing Building Materials (ACBM) All asbestos-containing events listed here are to be inspected during each six-month periodic surveillance inspection for changes in condition. The Institute for Environmental Assessment () highly recommends an in depth "front end" inspection prior to any general renovation or remodeling to determine if those activities may disrupt building materials that may involve existing or undiscovered asbestos. Potentially inaccessible or exempt asbestos-containing materials not included in this plan may include: adhesives, caulking, putty, woven blankets, curtains, gloves and gaskets, electrical wiring insulation and heat shields above lights, paints and coatings, roofing felts, flashings and shingles, and mineral core fire doors. Damaged materials which require corrective action to reduce a potential hazard are indicated on Chart A. All non-damaged ACBM identified in Chart B should be monitored through scheduled inspections and removed prior to renovation or demolition activities, or when their condition deteriorates. District administration will direct another formal inspection by a federally certified inspector within three (3) years, and will maintain an ongoing file for each building. Specific recommendations on how to manage the different types of asbestos-containing material are identified in the Asbestos Management Plan. PLEASE NOTE: Based on EPA recommendations, materials analyzed utilizing PLM and found to contain between 0% and 10% should be assumed asbestos containing unless building owner wishes the laboratory to utilize "point counting." For samples analyzed prior to 1994 containing 1% or less (trace) of asbestos, resampling utilizing the 1993 EPA Test Method or point counting is strongly recommended for purposes of demolition or renovation before treating these materials as non-asbestos containing. Contact your local office for questions or additional information.
