3 IT S HERE! No more first come, first served. Each SP will have a reserved funding amount for HEE/LIW. Does not apply to multifamily options. There will be milestones. Funding is based on past performance and participation. You must request to participate by December 31, Five options: HEE Reserve, HEE Multifamily, LIW Reserve, LIW multifamily, HVAC only You must complete the application in EEPM (existing SPs) for all program options in which you want to participate. If you participated last year, Oncor will notify you of your funding by January 22, HEE participation is not required for LIW enrollment 3
4 RESERVED FUNDING ALLOCATIONS Reserved amount is determined by Oncor based on past performance and participation Prior year CFR Prior year PR volume Prior year on-site testing results Prior year lockouts Reserved funding may go up or down Miss a milestone, the total reserved amount will be reduced by the percentage of the milestone missed If other allotments are reduced, you may be asked if your reserved funding can be increased Fail an inspection? Funding goes back into your reserved allotment 4

6 PROGRAM CHANGES - MILESTONES Date April 1 May 27 June 30 July 29 Aug 31 Sept 30 Percentage 10% 20% 40% 60% 80% 100% If a milestone is not met, the SP s allotment will be recalculated based on the total incentive value of submitted projects. Their allotted funding amount will be adjusted to a lower amount. Remaining milestones will be based on the revised allocation. Bottom Line: If a milestone is missed, the total funding allocation will be reduced by the same percentage as the percentage by which the milestone was missed. 6
7 THE APPLICATION (EXISTING COMPANIES) the Program Manager a request to participate in desired Program options by 5pm CST on December 31, Requests will be reviewed by Oncor between Jan Program Manager will contact each company between Jan with their reserve amount for each Program. Companies will be required to submit an individual Program Option application for each Program Option. Update profiles in EEPM. All Program Options are expected to open for production on Feb 1. 7
8 THE APPLICATION (NEW COMPANIES) Complete an Umbrella Agreement at and associate with the Residential Programs. the Program Manager a request to participate in desired Program options by 5pm CST on December 31, Complete the Form Fillable PDF application (found under Resources on EEPM) and then upload it to the Vendor Documents tab in EEPM. Evaluation criteria Thoroughness and completion of application, profile and supplemental documentation Company background, experience with energy efficiency and references Prior performance (if applicable) Employee training, certifications and organization structure Leadership engagement and technical expertise Application may be rejected for corrections only ONE time! 8
9 THE INTERVIEW (NEW COMPANIES) 20 minute interview with Company Owner and Certified Rater Service Provider Presents (15 minutes): Company overview Marketing of services and Oncor programs o Types of homes targeted/serviced and outreach activities/customer recruitment o Role of Oncor s program in marketing activities Technical knowledge: Explanation of how work is performed o Home assessment o Scheduling work o How work is performed o Follow up after work is completed Business plan o What percentage of business is anticipated from Oncor programs? o What are future growth plans? 13 INSPECTION CHANGES On-site Inspector Observations for Service Providers. New companies and returning SP s that experienced high failure rates or testing issues will be required to have their first house scheduled with an on-site inspector to observe the SP s work. Should the SP fail to prove their work knowledge, installation of measures or proper testing procedures during the on-site observation, they will not be allowed to participate in the program. 13

20 THREE-STRIKE POLICY The Three-Strike Policy will be enforced Paperwork errors have been added to the Strike 1 list Major issues identified, such as fraud, improper work or testing protocols may result in permanent termination PR Submission All supporting paperwork must be received by Oncor within 5 business days. PR Summary, Host Customer Agreement, Host Customer Certificate and Income Eligibility Form (LIW only) Paperwork received at Oncor after 5th business day will not be accepted 20

23 POST INSPECTION COMMON FAILURES Wrong existing R-value listed for ceiling insulation Wrong heating type listed for duct and infiltration measures Wrong square footage is listed (measure the house) Not installing all accessible light switch and outlet gaskets Door weather-stripping, plumbing penetrations, window caulking not applied to all applicable locations Inaccurate testing results submitted NOTE: To ease scheduling of inspections, please capture and enter into EEPM the customer s address and if they will accept text messages. Please also indicate if the customer does not speak English. 23
24 FINAL TAKEAWAYS DO NOT start work until you are Approved. Keep insurance up to date throughout the ENTIRE year. If you change company name or Tax ID, contact the Program Manager immediately. 67 SUBMITTING THE PR The Final Steps after submitting the PR in EEPM are: Print and sign the PR Summary from the Print Documents tab Organize the original paperwork in the same order as the PR Summary and staple the HCA, HCC and Income Verification (LIW only) together behind the PR Summary (Copies of the paperwork should be given to the customer and retained by the SP for 3 years) Mail original paperwork to be received at the Oncor office within 5 business days of each PR submission. It is recommended the SP use a mailing service that provides a tracking service in case there are delivery issues. 67
