2 GENERAL INFORMATION Who Should Attend Any fire service support personnel who want to keep up on current trends and issues. Why You Should Attend The Illinois Fire Service Administrative Professional s purpose is to provide an educational channel for administrative support personnel, and to strive to obtain information so that we may equip ourselves to serve our departments with even greater skills and knowledge. This 2-day event will feature relevant and informative speakers and will offer attendees a unique opportunity to network and exchange information with colleagues from around the state, as well as to meet our purpose. Cost The Full Conference Package includes Wednesday evening, Thursday and Friday sessions, all meals and lodging. > Option A has three evenings of lodging (Wednesday, Thursday and Friday nights); > Option B includes two evenings of lodging (Wednesday and Thursday night). > Also available are one-day sessions, which include lunch and dinner if applicable. Sleeping Arrangements Accommodations are based upon double occupancy. If you would like to share a room with a specific person, please indicate this on your registration form. If you prefer single occupancy accommodations, there will be an additional fee as noted below. Dress Casual attire is recommended. Early Arrival Check in on Wednesday, April 23, 2008, after 3 p.m. There will be no meals provided on Wednesday.

3 Our History The Illinois Fire Chiefs Secretaries Association was founded in September, 1980, when a group of ten secretaries from across the State of Illinois gathered for the purpose of determining the educational needs of the Fire Service Secretary. Our founders were: Marjorie Coonradt, Rockford Fire Department Pat Phillips, Palatine Fire Department Maryileen Heard/Henrici, Elk Grove Village Fire Department Dolores Juzwik, Glenview Fire Department Carole Cook, Lisle-Woodridge Fire Protection District Gail Hart, Arlington Heights Fire Department Bernice Feinendegen, Skokie Fire Department Dolores Reschke, Libertyville Fire Department Marlene Hajek, Mount Prospect Fire Department Vera Massey, Rolling Meadows Fire Department Their conclusions were: Our own organization was needed since secretaries in the Fire Service have problems and educational needs unique to their own profession. The organization should also have a close bond with the Illinois Fire Chiefs Association. The need for educational opportunities in the Fire Service was found for enhancement of knowledge and value to the department. A Board of Directors was then formed and Officers were appointed. The association has since grown from those ten secretaries to a proud membership of almost 200 administrative personnel throughout the state. Purpose The purpose of the Illinois Fire Service Administrative Professionals, a Division of the Illinois Fire Chiefs Education and Research Foundation, is: to be an effective support system to the Fire Chiefs to provide a forum in which Illinois Fire Service Administrative Professionals may discuss matters of mutual interest to provide an educational channel for Illinois Fire Service Administrative Professionals in their continuing efforts to improve their efficiency and to elevate their professional status to continue to set goals and objectives in order to keep updated with the ever growing Fire Service industry, striving to obtain information so that we may equip ourselves to serve our departments with even greater skills and knowledge The President of the IFSAP has a feature article on Association activities in every issue of the IFCA GONG. Members from the Association attend the IFCA and IAFPD Annual Conferences for Group exposure. 5 SPEAKERS Diane Logsdon Logsdon Consultation Services Diane Logsdon has over 12 years and hundreds of operational experiences to draw on to assist and support your community. She has achieved her Professional Development Series and her Illinois Professional Emergency Manager certifications. She has experience responding to flood, tornado, hurricane, fire, and terrorist incidents. She is a certified trainer in Damage Assessment, Mass Care/Shelter Operations. Community Emergency Response Training, Public Affairs Volunteer Management, IS-l00, 200, 700, 800 and Weapons of Mass Destruction. Logsdon Consultation Services offer over 25 years of Emergency Management, Volunteer Management, Training and program development offering a fresh perspective to your community in order to support all of your plans and processes. Emergency Managers are tasked with many responsibilities and often have too few staff to accomplish the objectives effectively. Small town, big city, everyone can use an extra hand occasionally. Donna M. Dubberke Warning Coordination Meteorologist National Weather Service Quad Cities Growing up in tornado country, Donna Dubberke always wanted to be a meteorologist (from the time she was 9 years old!) She graduated from the University of Oklahoma with a degree in Meteorology, then joined the National Weather Service in Over the last 15 years, she has worked in forecast offices in Texas, Oklahoma, and now the Quad Cities. She is currently the Warning Coordination Meteorologist (WCM) for the Quad Cities Forecast Office. In this role, she is responsible for facilitating community safety and preparedness initiatives throughout eastern Iowa, western Illinois, and northeast Missouri. Chief Thomas E. Lovejoy The Illinois Incident Management Team Chief Thomas E. Lovejoy has been a member of the Illinois fire service for 28 years, beginning his career in Skokie, and for the last 4 years as Chief of the Highwood Fire Department. He was the Plans Section Chief at R.E.D. Center for the first MABAS deployment to Louisiana following Hurricane Katrina, and deployed to New Orleans as the Operations Section Chief for 2 weeks following that. Chief Lovejoy is a member of the Illinois Terrorism Task Force s IMT Steering Committee and Co-Chair of the MABAS IMT Committee. He serves as Incident Commander/Team Leader for the Illinois Metro IMT. He is a graduate of the Southern Illinois University Bachelor of Fire Service Management program, and has maintained his Paramedic license for 30 years. He teaches Incident Command courses and Command and General Staff for the Illinois Emergency Management Agency and the University of Illinois Fire Service Institute. Born and raised in Kewanee, he, his wife Shelly, and Oscar the Schnauzer now make their home Third Lake.

6 Jay Reardon President/CEO of MABAS James "Jay" Reardon retired from the Village of Northbrook on May 3, 2007, after forty years of dedicated fire service, thirteen as Fire Chief with the Village of Northbrook. Chief Reardon's fire service career began in Evergreen Park, Illinois and transitioned through Hoffman Estates, Illinois, Cary, Illinois, Portage, Michigan, Collier County, Florida and most recently, Northbrook, Illinois since June of Concurrently, Jay served a total of 28 years in the Air Force Reserve retiring in 2004 at the rank of Major. Chief Reardon's service in Northbrook includes numerous accomplishments, including; an Insurance Services Office Fire Department Class 2 Rating - one of the top twenty best rated fire departments in Illinois; securing grants to construct and equip a new regional emergency dispatch center; modernizing and equipping the Northbrook Fire Department to a recognized state of the art operation; and developing a highly competent and dedicated firefighting and professional staff second to none. Chief Reardon's personnel file is full of thank you notes, letters of appreciation, certificates of training and correspondence from many grateful individuals, including the President of the United States and the Governor of the State of Illinois. Jay has touched the lives of many citizens in the Village of Northbrook while serving as Fire Chief. His endless enthusiasm and stellar work ethic inspired many who have had the pleasure of working side-by side with him. During his tenure with Northbrook, Chief Reardon has served as President of the Mutual Aid Box Alarm System, President of the Illinois Fire Chiefs Association; was appointed to the 2000 Blue Ribbon Panel for the Fire Service's Issues; served on the statewide Terrorism Preparedness Task Force; and chaired the Legislative Committee of the Northeast Illinois Public Safety Training Academy. In 2002, Jay was named "Illinois Fire Chief of the Year." Additionally, he was named Fire Chiefs Magazine's International Career Fire Chief of the Year. In 2003, Jay was awarded the International Fire Chiefs prestigious President's Leadership Award for championing inter-state mutual aid initiatives. Jay has also tirelessly served on countless regional, state, and national committees and task forces for the betterment of the nation's fire service. Chief Reardon's background in Disaster Planning, Incident Management and Recovery Operations has served him well as he led the mobilization and deployment of mutual aid forces responding to Chicago's LaSalle Bank Building fire, Metra train crash, Utica tornado, and Hurricane Katrina in Louisiana. Upon his retirement in May of 2007, Chief Reardon assumed the duties as the Chief Executive Officer of the Mutual Aid Box Alarm System MABAS. As the CEO of MABAS, Chief Reardon directs statewide Fire, EMS and Special Operation team responses associated with large scale events and Declarations of Disaster. Robert M. Buhs Executive Director, Illinois Fire Chiefs Association Robert M. Buhs is the Executive Director of the Illinois Fire Chiefs Association. Bob retired as the Chief/Administrator of the Orland Fire Protection District after 27 years of full time service and 13 of those years as a Chief Officer. Chief Buhs has been actively involved in the fire service for over 35 years. Bob began his full-time career with Orland in 1977 and worked his way through the ranks. During his tenure as a Chief Officer, Bob helped to guide the Orland Fire District through many successful projects and programs that have been recognized at both the state and national levels of government. Bob has obtained numerous State of Illinois certifications including Chief Fire Officer Designee, a Bachelor s Degree from Southern Illinois University in Fire Service Management and a Master s Degree in Public Administration from Governors State University.

7 Bob is active in numerous local and national organizations and associations. Bob is an adjunct instructor for Lewis University, Northwestern University and at workshops and seminars dealing with fire department management, incident management, and strategic planning. In the private sector, Bob has also worked as a consultant for numerous firms conducting service level assessments which include staffing, station location and deployment studies. Bob is also the author of published articles entitled, Minimizing Instructor Liability, and What Color Is Your Aerial Ladder. Bob is also the Past President of the Illinois Fire Chiefs Association and Education & Research Foundation. Patrick J. Kenny Deputy Chief of Western Springs Patrick Kenny has been a member of the Fire Service for over 25 years. He recently retired from the Hinsdale Fire Department with over 24 1\2 years of service, 14 as the Fire Chief. He was appointed the Deputy Chief of Fire and EMS for the Village of Western Springs in January of Deputy Chief Kenny serves as a member of the Illinois Fire Chief s Promotional Assessment Board, the Metropolitan Fire Chief s Executive Board, the Illinois Fire Chief s Educational Foundation, the Illinois Terrorism Task Force and is a Past President of the Illinois Fire Chief s Association. Deputy Chief Kenny holds a Bachelors degree from Loyola University in Psychology and an Associates Degree from the College of DuPage in Fire Science. He is a graduate of the Executive Fire Officer program at the National Fire Academy and is a current recipient of Chief Officer Designation by the International Fire Chiefs Association. Deputy Chief Kenny is an Instructor for the Illinois Fire Chiefs Association, Illinois Fire Service Institute as well as Northwestern University. He has articles published in the areas of leadership, fireground safety and fire code challenges. Deputy Chief Kenny has twice been awarded the Fire Prevention Achievement Award by the Illinois Fire Inspector s Association and was recognized by the Illinois Fire Chiefs Association as Fire Chief of the Year for 2004 and was nominated for the same award by Fire Chief Magazine. Deputy Chief Kenny is married and has 3 sons. Karl R. Ottosen Ottosen Britz Kelly Cooper & Gilbert, Ltd. Karl Ottosen has practiced local government and labor law since As one of the initial hearing officers of the Illinois State Labor Relations Board, he was responsible for deciding cases which helped establish the foundation of the state's public sector labor law. He also assisted in developing the labor board's election, investigation, and hearing procedures. After approximately two years with the labor board, Mr. Ottosen entered into private practice and currently represents various governmental bodies, private corporations, and individuals in a variety of labor and employment law issues, as well as general school, fire protection, and municipal law matters. A key element of Mr. Ottosen's practice is negotiating contracts with unions representing bargaining units in law enforcement, fire protection, education, public works, and other public services. Whether serving as a spokesperson leading the negotiations or as a resource person away from the table, Mr. Ottosen strives to ensure that the difficult and frustrating process of contract negotiations is completed in a professional manner. Mr. Ottosen understands that the employer must be able to effectively administer the final contract without impairing its ability to provide governmental services.

8 Mr. Ottosen is regularly selected to speak at seminars and workshops on labor, employment, and local government law issues. Topics presented include school and municipal finance; tort immunity; employment of personnel, from advertising the position to offers of employment; evaluation of employees; effective discipline; sexual harassment and other forms of discrimination, including management's role in those issues; collective bargaining; preparation for grievance or interest arbitration; and responses to a representation petition or unfair labor practice charge. Mr. Ottosen has also contributed as an author of practice handbook chapters for the Illinois Institute of Continuing Legal Education. Karl Ottosen received a B.S. degree with high honors from Western Illinois University in 1981 with a major in secondary education. He received his J.D. degree from the University Of Illinois College Of Law in May He has been admitted to the bars of the State of Illinois, the United States District Court for the Northern and Central Districts of Illinois (trial bar member), and the Seventh Circuit Court of Appeals. He is a member of the American, Illinois and DuPage County Bar Associations, and the Illinois Council of School Attorneys.
