2 About the Program 2011 and 2012 were years in which the United States experienced some of the most devastating disasters that impacted the long term care community wildfires out west, Hurricanes Irene and Sandy, the tornados in Joplin, MO / Tuscaloosa & Moulton, AL / Springfield, MA and the 2011 Halloween blizzard in the northeast. In Hurricane Sandy alone, more than 66 nursing homes and 11 hospitals evacuated and one of the largest metropolitan areas in the world was devastated. This year, we are bringing in the firm that has been reviewing all of these disasters and is working with the long term care industry to improve planning, response and recovery operations to better protect the facility infrastructure, residents and staff. The tools and customizable disaster procedures provided by this seminar will prove to be invaluable for you and your facility. What this program will bring to you: - Catastrophic Disasters of 2011 & 2012: Case Study Review and Impact on Long Term Care (along with actions taken at CMS to support the providers and State Survey Agencies with nonwaiver and waiver activities. - Hazard Vulnerability Analysis (HVA): How effective is your facilities HVA? Have you ever formally conducted one? The audience will be broken down into smaller groups and work on completing a few disaster-specific HVAs and then select groups will present their findings to the audience. o Modified Kaiser Permanent HVA Tools: All attendees will receive an electronic version of HVA tools with some modifications for nursing homes. - Rapid Evacuation: While healthcare facilities are effectively preparing for a pre-storm evacuation, what are key processes and improvements necessary when your building fails and evacuation is imminent? How do providers ensure they can effectively track their residents? o Transportation Evacuation Tool: A tool will be provided to communicate effectively with emergency responders on transportation needs. o Resident, Medical Record, Equipment and Staff Tracking Sheet: One of the tools for the provider to ensure you do not lose your residents. - Influx of Residents / Surge Capacity: How does the nursing home handle a normal influx (into licensed beds), a surge of 110%, and a surge to the breaking point of the facility? o The Influx of Residents / Surge Capacity Guideline will be provided to each facility. It is a customizable procedure to handle mass influx to support pre-event planning for staff, equipment, supplies and other resources to accomplish each level of surge. This includes a surge worksheet to self-assess your building. - Active Shooter in Long Term Care: There have been many violent events in society and in healthcare facilities. This program will review Law Enforcements response to an active shooter event in your facility, actions staff should take to protect themselves and residents, along with drill or exercise concepts. o A guideline for developing an active shooter plan, with many components included that would complete a facility-specific procedure, will be provided to participants.

3 About the Presenter Scott Aronson Scott Aronson is a partner at Russell Phillips & Associates and has been working with the healthcare industry since 1994 in areas of fire safety, emergency management and The Joint Commission accreditation compliance. He has been directly involved with reviews of staff performance during healthcare fires and disasters, including two of the largest long term care fires in the past decade, Hurricanes Katrina & Rita, the California wildfires, the 2011 tornados and Hurricanes Irene and Sandy. Scott has designed single facility and regional fire and disaster plans including the Washington State Hospital & Nursing Home Mutual Aid Plans, Connecticut and Massachusetts Hospital & Long Term Care Mutual Aid Plans. The plans collectively include more than 600 healthcare facilities for evacuation and resource and asset management. He received his Bachelor s degree in Political Science/Justice Studies from the University of New Hampshire and his Masters of Science in Management with a concentration in Homeland Security Management from St. Joseph College. Scott is a member of the National Fire Protection Association (NFPA) and American Society for Healthcare Engineering (ASHE). Who Should Attend Our recommendation is that you consider who the team is that is going to manage an isolated or catastrophic event and bring them to this program. This would include Owners or Regional VPs, Administrators, Directors / Assistant Directors of Nursing, Maintenance Directors and Staff Development. This is a team effort and everyone involved in your disaster plan should be considered. CEU Information This program offers 5.0 contact hours for nursing home administrators. The North Carolina Health Care Facilities Association is a Registered Sponsor of continuing education with the NC State Board of Examiners for Nursing Home Administrators.
