2 Illinois has three divisions of the Illinois Incident Management Team (IMT). The metro, north and south divisions support state wide operations. IMT s are primarily deployed through the Illinois Emergency Management Agency (IEMA) as a mobile support team authorized under the IEMA Act

3 The Illinois Incident Management Team (IMT) presently operates as an All Hazards Incident Management Team. With approximately 70 members, the team is capable of sustained operations and has the ability to staff all eight command and general staff ICS positions with additional personnel supporting each position if necessary. 5 Support of Local Operations is Critical Incident Management Team (IMT) members are trained in Incident Action Plan development through the Command and General Staff Class and All Hazards Incident Management Team classes. Team members also receive special training and develop a specialized skill set in a specific area of command or generals staff functions in the ICS and support the creation of the Incident Action Plan.

8 Roles of the Incident Commander, Command Staff and General Staff in the Process of Developing an Incident Action Plan (IAP)

9 Role Of The Incident Commander The Incident Commander works with the local jurisdiction to help them with the planning process This is accomplished by: Determining resource deployment and unmet needs. Determining objectives that can be demonstrated during the operational period. Determining the appropriate ICS organization for the operational period.

10 Command Staff Safety Officer A key position in determining how to assess hazard, risks and appropriate actions to help staff to work in a safe environment. The safety officer may have assistants that work closely with the operations division to monitor situations for safe practices and necessary mitigations that may need to be implemented.

11 Command Staff Liaison - Acts as Point-of-Contact for, and facilitates coordination between, representative of other agencies and private sector resources and provides briefings as necessary. Information - Interfacing with the public, media, Planning Section, other agencies, and MACs Develops accurate and complete information on incident s size, cause, current situation, resources committed, and other matters. Monitors information being released to the public.

12 Planning Section Collects, evaluates, and disseminates incident situation information and intelligence to the IC and staff. Prepares status reports, displays situation information, and maintains status of resources assigned to the incident. Develops and documents the IAP based on guidance from the IC or UC. Compiles, Assembles, Reproduces, and Distributes the IAP.

13 Incident Action Plan (IAP) Development The Planning Section Chief is responsible for the development of the Incident Action Plan. The IAP incorporates objectives that are developed by the incident commander. The objectives are well though out and represent a strategy for: Life safety Incident Stabilization Property and Environmental Conservation

14 IAP Development (continued) The IAP consists of a series of forms that have been developed for the various command and general staff positions of the ICS. The IAP process includes a series of benchmarks (meetings) which address aspects of the plan development. The completed plan contains critical information for tactical operations.

16 IAP Development (continued) The IAP allows for the effective use of manpower and resources. The IAP covers logistical issues such as: Creature comforts (meals, bunking, etc.) Management of equipment issues (breakdowns, PM checks, ordering of supplies) The IAP process includes such things as: Information management Inoculations, medical care

17 Incident Management Assistance Teams Operations Section Participates in the IAP development process by completing documents that tie together incident, objectives, tactical objectives and resources Conducts tactical operations to carry out the IAP Directs all tactical resources. Manages the Staging Area.

18 Logistics Section Responsible for all support requirements including ordering, obtaining, maintaining and accounting for equipment and supplies. Provides facilities, transportation, supplies, equipment maintenance and fuel, food. services, communications and IT support and responder medical services for incident personnel. Consists of a Service Branch and a Support Branch.

19 Finance/Administration Responsible for contract negotiation and monitoring. Monitor costs. Time keeping. Cost analysis. Compensation for injury or damage to property Funds the procurement of special equipment.

20 Special Staff Technical Specialists - Provides special expertise useful in the management of the incident. Intelligence - Responsible for Gathering, Analyzing, and Disseminating Incident Information.

21 Here to Help Requesting an IMT to support local incidents or events can be accomplished through contact with IEMA. This contact can come through MABAS, ILEAS or local Emergency Management Agencies. IMT acts in SUPPORT of the local Incident Commander
