City of Dodge City Commission Update from the April 6, 2018 Meeting: Petitions and Proclamations: Vice-Mayor Scoggins signed three proclamations that were presented: Autism Awareness and Acceptance Month (Month of April), National Public Safety Telecommunicator s Week (week of April 8-14), and Child Abuse Awareness Month Proclamation (Month of April). Ordinances and Resolutions: Approved Resolution No issuing a letter of intent of the City of Dodge City, Kansas, to issue its Industrial Revenue Bonds not to exceed $8,000,000 for the Benefit of Sutherlands High Plains, LLC. New Business: Approved contract with Wald American Display Fireworks for the annual Fourth of July fireworks show. Approved the second amendment to the Sutherlands Development Agreement, moving the closing date on property from March 31, 2018 to April 30, Approved the changed of fees and programs for Dodge City Family YMCA. 2. Design Committee Meeting: The Main Street Design Committee had their monthly meeting this week. Topics of discussion included progress on the Eisenhower Park project, downtown Infrastructure and Historic Preservation month activities during the month of May. 3. City Manager Cherise Tieben and Assistant to the City Manager/ Project Development Coordinator Melissa McCoy visited Miller School on Friday. The purpose of the visit was to distribute dictionaries donated by Dodge City Rotary for their 3rd grade students. The students and teachers were pleased with this generous donation. 4. Water crews worked on service orders, which included installing 5 services to houses on Sunset and Sundown. Sewer crews are working on cleaning sewers throughout the city. 5. Street crews worked at the south waste water treatment plant repairing the access road that leads to the maintenance building. They also started repairing brick utility cuts throughout town that were caused by main breaks. 6. Sanitation will have a route change for the areas of 5th to 2nd from Spruce to Comanche. These areas will be switched from alley bins to poly carts and the new route day will be Monday. 7. The City of Dodge City Great American Cleanup is set to take place on Saturday, April 21st from 10:00 am to 1:00 pm at the Civic Center parking lot. Keep America Beautiful s Great American Cleanup is the nation s largest community improvement program, which takes place annually in an estimated 20,000 communities nationwide. See the attached flyer for a list of items that can be brought to the Dodge City event. 8. Long Branch Lagoon Water Park is moving their Egg Hunt and Bazaar back a week to April 14 due to the expected temperatures and weather. April 15th is the last day of the Buy 3 Get 1 FREE deal for season passes. Get yours before they re gone!

Continuing with our efforts to make Dodge City Fire Department Firefighters the safest and most efficient possible, the DCFD invited Retired Fire Chief Gary Bowker to the DCFD Training Facility to instruct several classes in modern firefighting strategies and tactics and firefighter safety. Chief Bowker retired with over 40 years in the fire service and is an advocate and national instructor for the Everyone Goes Home Initiative. This initiative began in March 2004, when a Firefighter Life Safety Summit was held to address the need for change within the fire service. At this summit, the 16 Firefighter Life Safety Initiatives were created and a program was born to ensure that Everyone Goes Home. The goal is to help the U.S. Fire Administration achieve its objective of reducing the number of preventable firefighter fatalities. Some of the classes that were taught were Firefighting Tactics in Wind Driven Structure Fires, Fighting Fires in Disposable Structures, and Fighting Fires in Downtown Structures. The most important training this week though was a class called Courage to Be Safe. This course is a provocative and moving presentation by the National Fallen Firefighters Foundation, through the Everyone Goes Home Program, that is designed to change the culture of accepting the loss of firefighters as a normal occurrence. Building on the untold story of line of duty death survivors, it reveals how family members must live with the consequences of a firefighter death. This presentation provides a focus on the need for firefighters and officers to change fundamental attitudes and behaviors in order to prevent line of duty deaths. The central theme promotes the courage to do the right thing in order to protect yourself and other firefighters and ensure that Everyone Goes Home at the end of the day. This course focuses on the fact that firefighters must have the courage to face a multitude of risks in order to save lives and protect their communities. Their courage allows them to willingly risk their own lives so that others can be saved. A different type of courage is required to stay safe in potentially dangerous situations, avoiding needless risks and tragic consequences. 10. A pre-bid meeting was held Wednesday, April 4th for the Central Ave. Reconstruction Project. This meeting gave prospective contractors a chance to hear a summary of the project and ask questions. Bids are scheduled to be open for the project on April 24th, approval of bids should follow a few weeks later. Construction should start late summer. 11. The Forestry Department is reestablishing the free public fire wood and mulch pick up site that was once located at the old McCarty racetrack entrance in Wright Park. The new site will be located in the Northwest corner of the Youth Complex Parking lot, just east of Wright Ave. The site will be open from 7 a.m. to sunset, seven days a week. All wood and mulch placed inside the designated barriers will be from disease and insect free trees cut down by city staff as part of our Urban Forestry pruning and removal program. Everything is based on a first come, first serve pickup and nothing will be reserved or held to a later date. This site will be for removal only, any drop off of private wood or limbs and illegal dumping is prohibited.

3 12. For the second weekend in a row, unfavorable weather conditions have forced the postponement of the season opening event atop the 3/8-mile Dodge City Raceway Park clay oval in southwest Kansas. Expected record low temperatures and a wintry mix on Friday night and then Real-Feel temperatures approaching single digits on Saturday night has forced the cancellation of Saturday night s card that was to include a full slate of DCRP Sprint Cars, IMCA Modifieds, IMCA Sport Modifieds, IMCA Stock Cars and IMCA Hobby Stocks. The state-of-the-art facility will now kick off the season on Saturday night, April 21, with the Sixth Annual Modified Stampede. Woodward, Oklahoma s Cole Traugott raced to his second consecutive Modified Stampede victory last season with other past winners including David Murray and Brendon Gemmill. The April 21 event featuring the IMCA Modifieds will also include the Precise Racing Products DCRP Sprint Cars, IMCA Sport Modifieds, IMCA Stock Cars and IMCA Hobby Stocks with racing going green at 7:30 p.m.

5 National Poetry Month: Poetry events at the Dodge City Public Library For Immediate Release Release Date: April 5, 2018 Contact: Sam Shipley, Reference Librarian Dodge City Public Library Dodge City KS April is National Poetry Month, and the Dodge City Public Library will celebrate the observance with two events during the last week of the month. First, Kansas Poet Laureate Kevin Rabas will present Finding the Extraordinary in the Ordinary at the library on Thursday April 26 at 7pm in the Lois Flanagan Meeting Room. With words and music, this presentation will uplift our daily experiences and illuminate the path through our daily lives by exploring what poet Pablo Neruda called odes to ordinary things. Rabas is a poet, jazz musician, and professor who teaches poetry and playwriting at Emporia State University. The second event, The Art of Literature, will take place from 4-6pm on Friday April 27 as part of the April Final Friday festivities. It will feature the written and spoken poetry and prose of students and faculty of Dodge City Community College. Most of the selections will be those which have appeared in the college's new online literary and art journal, "Prairie Winds." The public will be able to both hear works read by the authors and read selections that will be on display in the Lois Flanagan Meeting Room. This event is sponsored by the public library, DCCC and the Dodge City Literary and Art Consortium. The microphone will also be open to members of the public who would like to share poetry or short prose during the presentation. Community groups and individuals are invited to sponsor a game or other activity. Various activities revolving around different children s books will be enjoyed during this carnival-style celebration. There will be games, crafts, refreshments, and prizes. Early Literacy is serious business at Dodge City Public Library, says Youth Services Coordinator Rozanna Bennett. However, reading is and should be fun. Developing a joy for reading and stories at a young age has a dramatic impact on future reading success. The Storybook Festival will be a great way to engage in stories and fun together as a family. It is a new event coordinated by the library. This is a can t miss, free, family event! It will be from 2-4 at Wright Park. If the weather is bad, the event will move to the spacious lower level of the library. Watch the Dodge City Public Library Facebook page if the weather is questionable. RECYCLE Pledge to recycle and bring your newspapers, junk mail, magazines, food and beverage glass or tin/steel cans, aluminum cans, number 1 and 2 plastic containers, and cardboard. HAZARDOUS WASTE Accepts unwanted paint products, herbicides, pesticides, automotive products, batteries or anything poisonous or flammable. FLOWER VASES Donate your flower vases for the high school floral design class. MEDICATIONS Get rid of your prescription medications, including vitamins and pet medications. HUMANE SOCIETY Ford County Humane Society is taking donations of good condition and clean pet crates, beds, towels, blankets, leashes, collars, food bowls and food.

The purpose of Paint Dodge is to provide assistance to eligible homeowners in the City of Dodge City to enable them to repaint the exterior of their homes and alleviate deteriorating housing conditions within the City. Outcomes: Reduce the number of homes in violation with City codes Identify other critical repairs needed and assist homeowners with solutions Enhance the value and prolong the lifespan of homes The Paint Dodge program is brought to you by the Community Housing Association of Dodge City, the Community Foundation of Southwest Kansas and Sherwin Williams. Local business, churches and organizations have the opportunity to adopt a home. Adopting a home would require your organization to find volunteers and ensure the work is completed in a quality manner. Priority will be given to elderly and disabled homeowners who are in code violation by the City of Dodge City. 19 Senior/Boomer Expo to Kick Off Older Americans Month The SouthWest Kansas Area Agency On Aging s (SWKAAA) 32 nd. Annual Senior Expo will be held Thursday April 26, at the Dodge City Civic Center. Engage at every age is the national theme that has been selected for this day long celebration and to recognize May as Older Americans Act Month. Activities begin at 9:30 a.m. with the Madrigal Singers from the Dodge City High School Choral Department performing the National Anthem and other entertaining musical numbers. Darlene Marshal, SWKAAA Board Chair, will provide some opening remarks and read a proclamation signed by the board of directors declaring May as Older Americans Month and encouraging all seniors to celebrate positive aging. Over thirty five social, service and business exhibits will be present to display their products and services of interest to seniors, individuals with disabilities and caregivers from 10 a.m. to 2:15 p.m. Many great door prizes from area merchants will be given away throughout the day. At 10:30 a.m. seniors will try their luck at various competitive games around the arena. Over the noon hour a box lunch will be provided by the Dodge City Senior Center for a nominal charge. At 12:15 p.m. participants will hear a presentation from Dr. Lou Scott, DVM - Pets For the Heart. His workshop will focus on the benefits of seniors having pets and how to take care of them in an apartment setting. The afternoon activities start at 1 p.m. on the big stage with some great musical entertainment provided by the Buckner Creek Band from Spearville. The band plays a variety of songs that is guaranteed to get you up and moving. Activities will conclude at 2:30 p.m. with the ever popular Mega Bingo Blackout (a $300 cash jackpot) for Age 60+ and an ice cream social for all ages.
