City Commission: May 7, 2018 Meeting Update Petitions & Proclamations: Salvation Army Week Proclamation - May National Travel and Tourism Week Proclamation - May 6-12 National Train Day in Dodge City Proclamation May 12 Public Service Recognition Week Proclamation May 6 12 Visitors: Update report from Great Plains Development Corporation Ordinances and Resolutions: Passed Ordinance No designating Central Avenue, from Spruce Street to Comanche Street, as two-way traffic and requiring that all vehicles travel as such and repealing any conflicting ordinance or parts of ordinances. NOTICE: this ordinance will not go in to effect until it is published as so and the Central Avenue Reconstruction project is complete with proper signage and signals in place. Passed Resolution No providing for the issuance of a notice of a public hearing concerning the adoption of a STAR Bond Project. New Business: Approved the 2018 street program. Approved bids for the reconstruction of Central Avenue, from Comanche Street to Vine Street. Approved a change order for the 6th Avenue extension project. 2. Starting Wednesday, May 16th, University Drive, from Central to Avenue A, and the outside north bound lane of Central, at the intersection with University Drive, will be closed for reconstruction. This is phase I of the reconstruction project. Please see the attached letter for more information. There will be more updates as the project progresses. 3. Main Street Dodge City hosted the Historic Preservation month presentation at the Santa Fe Depot on Thursday, May 10. The featured speaker was Anthony Lyons and the topic was the Santa Fe Trail. Main Street will present the proclamation to the City and County Commissions at their regularly scheduled meeting on May 21.

2 4. The Cultural Relations Advisory Board (CRAB) enjoyed a site visit to Downtown Dodge City during their monthly meeting this Friday. The purpose of the visit was to meet business owners and explain how the CRAB board can offer assistance. The CRAB board advises the City Commission on minority communities and acts as a resource for intercultural awareness, education, and celebration among all people. The board meets on the 2nd Friday at 10:00 am at the Dodge City Public Library. For more information visit com/663/cultural-relations-advisory-board. 5. The Kansas American Public Works Association 2018 Spring Conference was held in Dodge City this week at the United Wireless Arena and Boot Hill Casino and Resort Conference Center. Ray Slattery, Director of Engineering, and Tanner Rutschman, City Engineer, served on the planning committee for the conference. The Dodge City Convention and Visitors Bureau helped out with registration, providing trolley transportation, welcome bags, speaker s gifts and donation items. Mayor Kent Smoll welcomed the group. 6. The CVB observed National Travel and Tourism Week, showcasing several community activities, venues and attractions on the CVB webpage, through Facebook and other social media platforms, as well as announcements on radio and television. Proclamations were presented at both City and County Commission meetings. A Chamber Coffee and complementary tours took place on Tuesday. For more information about National Travel and Tourism Week, visit the CVB website page at this link Staff at the CVB made a presentation to Mrs. Brown s FAC class at the Dodge City High School this week. They were educated about the services the CVB had to offer, the importance of hospitality, and given the Kansas at Your Service test information. The class was also engaged in taking a quiz about Dodge City and asked to VOTE for Dodge City in the USA TODAY contest. We are actively recruiting future Dodge City ambassadors and potential staff. The class also took a trolley tour earlier in the week, to be informed about the history of Dodge City. 8. This Saturday, the CVB will offer complementary trolley tours at the Visitors Center in the morning and hold an Open House and Tours of the Historic Depot in the afternoon in observance of the last day of National Tourism Week and National Train Day. 9. Street crews continue to repair brick and concrete utility cuts around town from water or sewer main repairs. Crews also removed and replaced a concrete panel on Morgan that had buckled due to high temperatures. Pot holes throughout town continue to be repaired. Sign crews have completed the way-finding sign s project which consisted of repairing/replacing/updating all way-finding signs throughout town in preparation for tourist season.

3 10. Water crews have been doing routine maintenance to water and sewer mains and residential services. Staff has also been checking fire hydrants that are in need of repair. 11. City Staff from multiple departments participated in the Cinco de Mayo festivities with a booth. They provided information on services provided, such as Public Transportation, as well as employment opportunities with the City. 12. On May 9th, 2018, during the annual Awards Banquet for the Kansas Assoc. of Chiefs of Police one of he Dodge City Police Department s own, Officer Tyler Dyer received: The Silver Award (Life-Saving) An award for extraordinary action which directly contributed to the significant prolonging or actual saving of a life. Here is background for the award: On May 14th 2017, Officer Dyer responded to a medical call of a woman giving birth at her residence. When Officer Dyer arrived he was directed to a bathroom in the residence where the woman had already delivered the baby. The new mother was leaning against the bathtub and the child was in between her legs with the umbilical cord still attached, Officer Dyer noticed the baby was still and silent. He checked to see if the baby was breathing or had a pulse but found none. Officer Dyer relayed information to incoming EMS and began CPR. EMS arrived on scene and took over lifesaving efforts on the baby. Officer Dyer continued lifesaving efforts by assisting EMS in cutting the umbilical cord and providing oxygen to the baby. After the baby was taken to the ambulance the baby started to breathe. Officer Dyer later checked with a nurse who said the baby was going to live but had to be flown to Wichita for further treatment 13. The 3rd Annual Dodge City Fire Department vs. Dodge City Police Department Softball Tournament is in the books and this year the trophy was won back by the Police Department! DCPD defeated the DCFD 2-0 in a two out of three match. Police Chief Drew Francis enjoyed a proud moment having Fire Chief Robert Heinz hand over the trophy. The entire event was a huge success and very well attended by our community members, family, and friends. From the raffle and food sales hey raised $1,564 for the Ford County Suicide Prevention Coalition. Congrats to Brad Hines who won the Traeger Grill. Thank you to all who put in a lot of work to make it such a great day.

4 14. Earlier this week, Ernestor De La Rosa, Asst. to the City Manager/Human Resources Director gave a City facilities tour to students of the Bridges Program with the Dodge City Department for Children and Families. Ernestor also participated in mock interviews with the students. The Bridges Program is great initiative that focuses to teach the participants life skills and job preparation. 15. The Dodge City Fire Department has been working on their confined space rescue skills the past couple of weeks. Confined Space rescue is a subset of technical rescue operations that the fire department has to stay proficient in. These rescues involves the rescue and recovery of victims trapped in a confined space or in a places only accessible through confined spaces, such as underground vaults, storage silos, storage tanks, or sewers. Personnel also receives continuing education hours for their Emergency Medical Technician recertification. 23 The last Concert of the Dodge City Community Concert Season will take place this Sunday, May 13th, at 3:00 pm at the Dodge City Civic Center. As the final concert, it is also a bonus concert for anyone who purchases a new season ticket. Adults are $40, students are $10, and families are $90, which would be for 5 concerts, including this concert. Cheaper than going to the movies and "live". If people are just wanting to attend Sunday's concert the price if $20 for adults, $5 for students.
