4 July 25, 2017 Dear Association Leader: Welcome to the IEA Summer Leadership Academy (SLA) for The theme for SLA 2017 is Raising Our Voice. Shaping Our Future. Hundreds of Illinois Education Association leaders (elected, appointed, emerging, and aspiring) are gathered here for training on both the fundamental and advanced leadership skills that help build strong locals and make a difference for our students, our schools, and our communities. This summer, in addition to service opportunities on Wednesday afternoon, we have also added a slate of collective bargaining schools and electives on Thursday and Friday. We encourage everyone s attendance at the Organizational Priorities Summit and luncheon on Wednesday. Our keynote speaker will be Nelba Marquez-Brown, founder of The Ana Grace Project. The goal of The Ana Grace Project is to promote love, community and connection for every child and family. Love wins is the family slogan they adopted after Ana s senseless murder in Sandy Hook, Connecticut. As always, networking opportunities at SLA are plentiful. Continental breakfasts and full lunches will be offered on Tuesday through Friday. On Tuesday evening, you can attend a special screening of Resilience, the follow-up to the acclaimed Paper Tigers documentary in the Faculty/Staff Commons. You can mingle with IEA officers, members of the Board of Directors, and legislators on Thursday evening at a cocktail reception sponsored by IPACE. Thank you for your commitment to the cause of public education. We hope you return home from the SLA 2017 with fresh insights, new skills, and good reasons to be confident about your ability to handle the challenges of the coming school year. 7 Notes & Reminders 1. Onsite check-in/registration begins at 7:30 a.m. on Tuesday, July 25 at the Bone Student Center. The Summer Leadership Academy Schools begin at 8:30 a.m. 2. IPACE will be hosting a Reception on Thursday evening from 5:15 p.m. to 7 p.m. 3. Casual clothes are recommended for all participants. PLEASE BRING A SWEATER OR JACKET. THE MEETING ROOMS WILL BE AIR-CONDITIONED, and participants often report that the meeting rooms are cold (IEA has minimal control over the room temperatures). 4. Parking is available at the Bone Student Center (north side of building) at a charge of $8.00 per day. It is not included in your conference registration fee. You cannot park overnight in the parking lot. Do not park on the circle drive in front of the Bone Center. IEA is not responsible for any tickets received. 5. 8 Keynote Speaker Nelba Marquez-Greene, LMFT has deep knowledge and a long history of service in the area of mental health. She is a clinical fellow of the American Association of Marriage and Family Therapy and has worked in private practice, community mental health and academic settings in the U.S. and Canada. Prior to founding the Ana Grace Project of Klingberg Family Centers, Nelba served as the Coordinator for Klingberg Family Therapy Center s outpatient child and adolescent psychiatric clinic and was an adjunct faculty member at Central Connecticut State University. But of all the titles she's ever held--being a mother to Ana and Isaiah and wife to Jimmy are her most treasured. The Greene/Marquez-Greene family had only moved to Sandy Hook, CT from Canada four months before the shooting that took their beloved daughter s life. Ana Grace was 6 years old. Nelba and her husband Jimmy have partnered with Klingberg Family Centers to develop The Ana Grace Project. The goal of The Ana Grace Project is to promote love, community and connection for every child and family. Love wins is the family slogan they adopted after Ana s senseless murder. It inspired the composition of a song by the same name written by Harry Connick, Jr. This movement is one of increasing relational connections - and is improving and saving lives. Nelba maintains an online community of over 100,000 followers and an Ana Grace Project community where people from all over the world learn, share, grow and witness love through grief. She has bravely shared bits of her life both before and after the tragedy. Behind this is the belief that not only does Love Win - it will also save lives. The Ana Grace Project has adopted classrooms in New Britain that focus on social and emotional learning. They have hosted mental health conferences and professional learning opportunities. All with a staff of one (Nelba), an army of volunteers and a world class advisory collective that includes: Bruce Perry, PhD (author of The Boy Who Was Raised as a Dog), Bill Modzeleski (formerly of the US Department of Education), Marian Wright Edelman (founder of The Children s Defense Fund), Alice Forrester, PhD (Clifford Beers Clinic) and Noel Casiano, PhD (Youth Challenge, CT) Nelba holds a Bachelor of Music from the Hartt School and a Master of Arts in Marriage and Family Therapy from St. Joseph College. Nelba was the founding member of the Connecticut Association for Marriage and Family Therapy s (CTAMFT) Diversity Committee and has served on the CTAMFT Board of Directors. For her efforts, she has received the 2004 Minority Fellowship Award by the American Association of Marriage and Family Therapy (AAMFT), the 2004 Distinguished Professional Service Award and the 2013 Service to Families Award by the CTAMFT. Nelba has testified and advocated at the state and federal level on many different mental health initiatives. 8

15 SLA Schools Emerging Leaders Academy (Trainer: Bonnie Booth, Robyn Washington, Tomika Halsey, Jill Lee) A successful union is always developing leaders and one of them could be you. Discover and hone your leadership abilities and have some fun as we explore unionism, practice communication and relational skills and focus on your role as leader of a union in today s educational and public sector union environments. Grievance (Trainers: Michelle Couturier, Camille Grant, Gene Holt, Ann Bachman-McIntosh) The Grievance School covers 5 main areas of grievance processing. We will also discuss the duty of fair representation, settling grievances, alternatives to grievances, and the arbitration process. Please bring your local contract. Topics include: Introduction Contract Interpretation Investigation Techniques Writing & Presenting Grievance Processing Under the Law How to Design and Facilitate Training for Your Colleagues (Trainer: Diana Zaleski, Ph.D.) The traditional approach to professional development sends educators to workshops or hires expensive consultants that often fail to meet expectations. Instead, empowering educators to design and facilitate their own trainings will result in rewarding professional development experiences. This training introduces the basics of training design and facilitation. PD Clock Hours School Finance (Trainers: Larry Frank, Robin Ehrhart) Participants will learn the basics of Pre-K-12 school finance reporting for IL public school districts and how this knowledge may be applied to the bargaining process. The session will cover district reporting to the State of Illinois and how districts budget for future years. Participants will learn where to access financial data, use their own district data to analyze trends, and model future district finances based on assumptions they will develop from historic district data and other public sources. Discussions around the importance of salary schedule costing models will be led along with the impact of schedule costs on the overall financial health of a district. Participants should expect to be able to analyze school district financial data in preparation for bargaining after completing this school. 16 Treasurers Schools Treasurers School - Session 1 - Treasurer Training for the Experienced as well as the Novice (Trainers: To be determined) This session will cover a variety of topics to help you fulfill your fiduciary duty as a local treasurer. The topics will include the following: internal controls, financial reporting, IRS compliance and filing, accounting for IPACE funds, development of a budget, reimbursement policy, retention and destruction policy, and giving scholarships. Treasurers School - Session 2 - Stump IEA Accounting (Trainers: Doug Barringer, Jamie Schumacher, Steve Campbell) Come to this session ready to discuss and get answers to your most vexing problems as a Treasurer. IEA Accounting Staff will discuss and assist you in solving these issues. You will also have the opportunity to get answers to other frequently asked questions of the accounting staff. Treasurers School - Session 3 - Region Treasurers School (Trainer: Larry Roop) Current and future Region Treasurers should attend this session to get an overview of the unique responsibilities of this office. This includes a discussion of the region rebate process and your role in verifying that your rebate is correct; the IEA requirements surrounding the region budget process, the budget spreadsheet template that is provided by IEA; discussion with your peers about how they approach the budget process, and other important aspects of the job. Someone from the IEA Accounting Department will be present to answer questions related to how the region rebate program is administered internally. Treasurers School - Session 3 - Membership Processing for Membership Contacts (Trainers: Dawn Hall, Nicole Gerberding) This in-depth look at the membership processing function starts with the basic requirements in the IEA Bylaws and other documents that set forth the parameters and responsibilities of setting up and tracking all IEA members. You will then get some insights into the big picture, covering what is done at IEA Headquarters, the local IEA offices, and all of our 900+ local associations. Finally, you ll get a detailed look at the functions that the local membership contact is responsible for and discuss IEA best practices. You'll also have the chance to interact with your peers to discuss how you handle some of these activities. 16

18 Collective Bargaining Schools Bargaining Behaviors: Processes and Impacts (Trainers: Kristi Laukhuf, Sarah Bird, Jeff Conrad, Beth Barton) Ever wonder what makes a great bargaining team with amazing negotiators? Ever wonder what makes someone a great negotiator? In this training, we use hands-on activities to help you increase your effectiveness as a negotiator. Whether you have negotiated before or not, you will learn more about your own negotiations style and effectiveness by attending this training. You must commit to the entire time scheduled for this training. You do not have to attend as a bargaining team. Individual participants are welcome and encouraged to attend Sharpen Your Bargaining & Communication Skills Through an Overview of the Art & Craft of Bargaining (Trainers: Nicole Rethamel, Debbie Gorecki) Topics include best practices in bargaining, true colors, styles of bargaining, surveys and bringing your members along throughout bargaining process, bargaining health benefits, enhancing your verbal skills at the table, assimilation skills in bargaining and IEA history. Winning Bargaining Away from the Table: Rallying Members to Support Your Team (Trainers: Bret Seferian, Karen Moore, Beverly Stewart) Tired of banging your head against a wall while bargaining a higher ed contract against low level administrators who don t call the shots? This school will show you how what happens away from the table matters MORE than what happens at the table, teach you how to energize members, and where to pressure administrations. Collective Bargaining Electives - Thursday Single Session 8:30 a.m. to 9:30 a.m. How to Read an AFR (Trainers: Larry Frank, Robin Ehrhart) Your school district is required to complete an audit at the end of each year. After the CPA has completed the audit the information will be transferred to the AFR, the Annual Financial Report, and this standard reporting instrument is filed with ISBE. There is NO hidden money you need to unearth in bargaining. All of the money is accounted for in the audit and the AFR. However, unless you know what to look for you ll not find the information you need in these document. This session will help give you a basic introduction to what s contained in the AFR and how you can use this financial information as you prepare to bargain. Double Session 8:30 a.m. to 10:30 a.m. Grievance Processing (Trainer: Allen Majors) "Hey, They can't do that!" Administration behaving badly? In this session we will cover all things technical and organizational regarding grievances. Be sure to bring your contract and be ready to write! 18
19 Single Session 9:45 a.m. to 10:45 a.m. Preparing your Salary Proposal (Trainers: Larry Frank, Robin Ehrhart) You ll need to make a salary proposal as part of any negotiations. This session will help you understand how to determine the total cost of a proposal and how to think about ways to control the costs inside a proposal. You ll leave with a basic understanding of the sorts of modeling you can do using a spreadsheet to prepare for this part of your bargaining. Single Session 11:00 a.m. to 12:00 Noon Bylaws Review 101 (Trainers: Paul Gamboa, Susan Nicholas, Jenn Lattimore, Kristi Hillmer) Did you know that your local/region should be reviewing and submitting your bylaws to IEA every 5 years? During this session, we will provide you with resources and helpful tips on how to ensure your bylaws are effective and compliant. Bring your local/regional bylaw document to reference as part of this training. To Schedule or Note to Schedule: That is the Question (Trainers: Larry Frank, Robin Ehrhart) School boards and administrators continue to ask that we move to a system of compensation other than the traditional single salary schedule. This session will discuss the merits of various alternative systems of compensation, how these compare to the single salary schedule, and enumerate the advantages and disadvantages of the various alternatives. Single Session 1:00 p.m. to 2:00 p.m. Bargaining Retirement Bonus (Trainer: Marcus Albrecht) Many IEA locals have bargained retirement incentives that enhance a teacher's final years' creditable earnings by as much as 24%. Used properly, retirement incentives not only save money for the school district, they also increase annual compensation and annuities for retirees. School districts often see the cost savings when a highly paid veteran teacher is replaced by a much lower compensated new teacher. This session will present different ways to construct contractual retirement incentives, gifted TRS sick days for additional service credit, and EEOC and TRS rules to be aware of as you prepare and modify your Association proposals. Communication Before, During and After Bargaining (Trainer: Bob Ray) The most effective local associations know that regular communication before, during and after bargaining will help them connect with members and community in ways that increase credibility, support and relationships. This session will focus on internal and external communications tools and methods that will help your local succeed at the bargaining table. Salary schedules demonstrate the parties' mutual commitment to nondiscriminatory salary practices. There are objective factors a local bargaining team may use to evaluate your district's salary schedule. What makes one salary schedule better than another? What specific actions can your bargaining team take to improve your salary schedule? What are career earnings? What salary schedule changes can a local bargaining team make to increase your district teachers' career earnings? Why are some school districts and their attorneys proposing elimination of the negotiated salary schedule? Why should associations avoid employer proposals for two-tier salary schedules?
