1 CALL FOR THE ONE HUNDRED NINTH ANNUAL CONVENTION General Federation of Women's Clubs of Virginia (GFWC Virginia) May 5-8, 2016 DoubleTree by Hilton Williamsburg 50 Kingsmill Rd, Williamsburg, Virginia GFWC Virginia Theme: "Let us forget not to be kind CONVENTION THEME: The Key Faces of GFWC Virginia" Club Presidents are requested to read the Call to the members and elected delegates according to the bylaws of the Federation, Article IX, Section 1.B. "Each individual club shall be represented by its president or her alternate (ordinarily the First Vice President), and one or more additional delegates or alternates according to the following schedule: Fewer than 50 members - President and 1 additional delegate; members - President and 2 additional delegates; members - President and 3 additional delegates; members - President and 4 additional delegates; members - President and 5 additional delegates; members - President and 6 additional delegates. Junior clubs shall follow the same schedule." The Registration Form must be signed by the Club President and one other officer. A delegate should be prepared to show identification. Advance registration for meals and attendance shall be made by mail on forms included in this publication. Properly signed Registration Forms are to be mailed to the GFWC Virginia Credentials Chairman or Junior Chairman. Advance registration fee is $45 for delegate or visitor and must be postmarked no later than Friday, April 15, Late registration fee is $55 for delegate or visitor. Visitors attending Convention for one day shall pay $40. Only members attending the full Convention may be registered as delegates, however, "any member of any club belonging to GFWC Virginia may be present at Convention and may take part in the discussions upon all measures brought forward, but shall neither introduce motions nor vote." GFWC Virginia Bylaws, Article IX, Section 1.6. Please indicate on the registration form which members are attending their first state meeting. They will receive special recognition. Hotel reservations may be made by individual call-in no later than Monday, April After that date, any additional reservation requests will be honored on a rate and space available basis only. Please call the hotel toll free at (757) and ask for GFWC Virginia Convention room block. Guest room rates are: king or queen/queen: $ per day, plus taxes. Dues A. Clubs Amend to read: Dues for GFWC Virginia shall be $10.00 per member. (To be effective at the close of the 2016 GFWC Virginia Convention) Rationale: To keep up with inflation and maintain all the services to clubs that are currently provided. It has been 10 years since a dues increase and expenses continue to grow, even though many cost-cutting methods have been put in place. She has held all club offices and numerous chairmanships at both levels. She currently serves as Arts and Education Chairman. She has served Southside District as Junior Secretary, District Secretary, Treasurer, Second Vice President, First Vice President and District President, She has held numerous chairmanships at both levels and currently serves as Parliamentarian. Fran has served GFWC Virginia in many chairman capacities at both Junior and General level including Arts and Crafts Chairman ( ), President s Aide ( ). She has served as GFWC Virginia Treasurer ( ), GFWC Virginia Secretary ( ), GFWC Virginia 2nd Vice-President ( ), and GFWC Virginia 1st Vice President/President Elect ( ). She

7 was a member of the Virginia HOBY Leadership Seminar Board of Directors from 2003 to She served as the Second Vice President ( ), Secretary ( ) and currently works with the recruitment chairman as a nonmember volunteer. Fran is married to Glenn and mother to Daryl, Brian, Daniel and Ginger. A graduate of James Madison University, she is currently retired, having served as a math teacher in Southampton County Schools for 40 years, the last 15 as Chairman of the Math Department. She is a member of Boykins United Methodist Church where she is a member of the Finance Committee. Also, she is a member of United Methodist Women serving as Secretary ( ), Treasurer ( ), and currently serving as Secretary-Treasurer. Fran s hobbies include NASCAR, reading, Sudoku puzzles, traveling, and cooking. GFWC Virginia First Vice-President/President-elect: Kelly Lane, Lee District Kelly Lane has been a member of the General Federation of Women s Clubs since 1984 when she joined Lee District s Ginter Park Junior Woman s Club. She served as Ginter Park s President from Kelly was a Founder and Charter Member of GFWC Ladies In Purpose Junior Woman s Club in Kelly served as Lee District Assistant Junior Director and as Third Vice President/Director of Junior Clubs On the state level, Kelly served as VFWC of GFWC Junior Credentials Chairman and VFWC of GFWC Junior Continuing Camp East Chairman from During the administration she served as GFWC Virginia Assistant Junior Director and in as GFWC Virginia Third Vice President/Director of Junior Clubs. For the administration Kelly served as GFWC Virginia Meetings Chairman. Currently Kelly serves as the Second Vice President. In Southeastern Region she served on the Election Committee , Evaluation Committee and was the Credentials Chairman when GFWC Virginia hosted the Southeastern Region Meeting in November Currently Kelly serves as the Minute Chairman for Southeastern Region Kelly has been employed by Anthem Blue Cross and Blue Shield for 29 years. Currently she is a National Implementation Manager. Kelly enjoys card stamping, going to the movies, and spending time with friends. GFWC Virginia Second Vice-President: Martha Matthews, Tidewater District Martha is a member of and currently serves as secretary/treasurer for the GFWC Woman s Club of the Eastern Shore in Tidewater District. She has been in club work since 1978, first in the Accomack County Junior Woman s Club, serving as club president from She later held numerous District Junior chairmanships and offices including Third Vice President/ Director of Junior Clubs Martha also served GFWC Virginia as Third Vice President/Director of Junior Clubs She graduated from juniors in 1992 and has held chairmanships and offices in the District including President She has served in a variety of GFWC Virginia chairmanships and served two terms as the GFWC Virginia Treasurer. Martha is completing her term as State Secretary for the administration. Martha was appointed and served as the protocol chairman for GFWC during the administration. She currently serves on the Elections Committee for Southeastern Region and the Budget Committee for GFWC. She is also active in the Alpha Delta Kappa educational sorority where she has served as Parliamentarian and Vice President and is completing a two year term as Treasurer. She is a past Chairman of the Board of Directors of Easter Seals Virginia from and served National Easter Seals as a committee member from She was a member of the Accomack County School Board Martha was the bookkeeper for her husband s construction company for 10 years before returning to teaching where she taught Early Childhood Special Education and retired in December 2010 after teaching 6th Grade SOL Math. In 2005, Martha was named Teacher of the Year for Accomack County Public Schools. She lives on the Eastern Shore of Virginia with her husband of almost 42 years, Roger. They have two grown children, a son, Seth, and a daughter, Sarah. When she can find the time, Martha enjoys going to the beach, reading, playing bridge, and, of course, spending time with her granddaughters. GFWC Virginia Director of Junior Clubs and Third Vice-President: Joy Matkowsky, Lee District Joy has been a member of the GFWC Powhatan Junior Woman s Club since 2004 and has happily served in the following positions: CLUB: President (3 terms), 1st Vice President, Second Vice President, Membership Chairman, scrapbook chairman. DISTRICT: Junior Director , Assistant JD , Jr. Conservation Chairman , Jr. Legislation Chair , Jr. Courtesy Chair , Jr. Meetings Chair GFWC VIRGINIA: GFWC Virginia Assistant Junior Director , Jr. Budget and Finance Committee , Jr. Standing Rules Committee Chairman , LEADS Coordinator , Jr. Leadership Chairman In addition to her work with club, she also manages her husband s dental practice and takes care of all the marketing and advertising. She spends her free time with her husband Peter and dog Buddy. She enjoys club work, working on her scrapbooks and making hand-made cards.

8 GFWC Virginia Secretary: Dale Fisher, Northern District Dale Fisher has been a federation member for 31 years, first as a member of the Junior Woman s Club of Manassas and now with the GFWC Woman s Club of Manassas, Inc. She has served her clubs in numerous leadership roles. On the district level, in addition to fulfilling various chairmanships and offices Dale has represented Northern District as their Director of Junior Clubs and as District President Dale served as GFWC Virginia 2nd Vice President/Membership Chairman during the administration. She has held state chairmanships of several community service programs and is currently the GFWC Women s History and Resource Center chair. Dale is also a docent at GFWC headquarters in Washington, D.C. Dale works part-time as the bookkeeper of their automobile business. In her spare time she enjoys painting, clogging, and golf. GFWC Virginia Treasurer: Bonnie Rosemond, Alice Kyle District Bonnie Rosemond has been a member of the Brookneal Woman s Club, Member of GFWC in the Alice Kyle District since moving back to her hometown in 2001 having served as Club President three terms and 2nd Vice President/Program Chairman two terms. She has served Alice Kyle District as Secretary, 2nd Vice President, 1st Vice President and District President , while most recently serving as Membership, Conservation and District Project Chairman. She holds close to her heart the active GFWC Charlotte County Woman s founded and chartered while serving as District 2nd Vice President/Membership Chairman. Bonnie currently serves GFWC Virginia as International Outreach chairman, whereas she finds rewarding knowing we make differences not only in our communities but worldwide. Bonnie is married to husband David, of 31 years. Combined, they have 6 children, 12 grandchildren and a Cocker Spaniel (Khaki). In addition to GFWC, she is active in her Garden Club and DAR Chapter and serves on the Patrick Henry Family Services Advisory Board since She is a member of Ebenezer Baptist Church where she has been a member since early childhood. Now retired, she enjoys her extra time spent in gardening, genealogy research, and especially time with family and friends. She has always enjoyed meeting new people and considers herself a good listener. GFWC Virginia Assistant Director of Junior Clubs: Trina Behbahani, Northern District Trina has been a Federation member for over 8 years as a member of the Junior Woman s Club of Loudoun. She has served her club in numerous positions, including two terms as President, the position she currently holds. She served as 3rd Vice President, Director of Junior Clubs for her district from and currently serves as the Junior Fundraising Chair for GFWC Virginia. Trina has represented her club at district, state and international conventions and is a graduate of GFWC LEADS having served as the state representative in Trina has been employed by the American College of Radiology for over 13 years and is currently Director of Governance and Member Engagement. A newlywed, Trina has been married to her husband Mark for just over 5 months. In her spare time she enjoys traveling, golf, reading, and spending time with family and friends. GFWC Virginia Junior Secretary-Treasurer: Jenny Hinegardner, Shenandoah District A member of the GFWC Staunton-Augusta Junior Women s Club, Jenny has served as the Shenandoah District Director of Junior Clubs, Junior Executive Budget and Finance Committee, club Secretary, Treasurer, and Historian, and is currently the President of her Club. She lives in Staunton, Virginia, working as a Small Business Banker. She has been married to Chad Hinegardner for almost 16 years. They have a daughter, Allie. She is passionate about her community, friends, family, and giving back as much as she is able.
