2 Threat Management Conference August 12-15, 2014 Conference Information The sponsors are pleased to present the Twenty-Fourth Annual Threat Management Conference, designed to address major issues surrounding stalking and threatening behavior. A variety of nationally recognized speakers will give presentations on current information, research and techniques relating to the industry. Security procedures at the conference will require a picture I.D. for picking up conference materials, and visible display of the conference badge at all sessions and events. By registering and attending the conference, attendees agree that they and their personal property will be subject to search, as requested, before or during attendance at any conference session or event. Refusal to allow the requested search will be grounds for uncompensated revocation of access to all conference sessions and events. ATAP retains the right to refuse and/or revoke admission to any and all conference events to any person who, in ATAP s sole discretion, presents a threat of harm to themselves or others, and/or whose conduct or presence has or will cause disruption to the conference.

10 introduction day speaker bios Dr. Steve Albrecht, PHR, CPP, BCC - Co-Author of Ticking Bombs Dr. Steve Albrecht is internationally-known for his writing, training, and speaking on workplace and school violence prevention. In 1994, he co-wrote Ticking Bombs, one of the first books on workplace violence. He interviewed a double workplace murderer for the book. James S. Cawood, CPP - President, Factor One, Inc. Mr. Cawood is President of Factor One and for over 25 years has specialized in threat assessment, violence risk assessment, behavioral analysis, security consulting, and investigations. He holds a Masters Degree in Forensic Psychology and has successfully assessed and managed over 4000 violence related cases. He has experience in law enforcement, corporate security, and corporate investigations. He has also written extensively on the topic of violence risk assessment, including a co-authored chapter: Threat Management of Stalking Cases in The Psychology of Stalking: Clinical and Forensic Perspectives, published by Academic Press in He also co-authored a book, Violence Assessment and Intervention: The Practitioner s Handbook, CRC Press 2003 & a 2nd Edition This combination of training and experience allows him to bring a unique perspective to addressing the areas of Ethics, Literacy Across Compentencies, and Consultation for this session. Charles Dempsey - Los Angeles Police Department Detective III Charles Dempsey is the Officer-in-Charge of the Case Assessment Management Program (CAMP), Mental Evaluation Unit (MEU), Crisis Response Support Section (CRSS) of the Los Angeles Police Department. Detective Dempsey has over twenty-seven years of law enforcement experience in varied assignments both with the Los Angeles Police Department and the Department of Defense. Detective Dempsey sought to combine his psychiatric nursing experience with his present profession in law enforcement. The assignment to the Crisis Response Support Section has afforded him the chance to provide insight from both disciplines to the daily operations of the CAMP unit and its dealings and management of high risk persons suffering from a mental illness, who are high utilizers of emergency services, and at risk for violent encounters with law enforcement. Glen Kraemer - Hirschfeld Kraemer LLP Glen Kraemer, a founding and managing partner of the employment and education law firm Hirschfeld Kraemer LLP, is one of a select group of attorneys nationally with a practice emphasis on prevention, assessment and resolution of workplace violence and threat management concerns. For over 20 years, Glen has worked with security and medical professionals to deliver best practices management training programs on this critically important topic, and has helped establish dozens of corporate and campus violence prevention teams. He currently serves as U.S. lead counsel to both the J. Crew and Starwood Hotels & Resorts national workplace violence prevention units, and serves in a similar capacity at many institutions of higher education, including Pomona College. John Lane - Control Risks John Lane serves as Director, Crisis & Resilience Consulting for Control Risks. Based in Los Angeles, John focuses on issues of workplace violence within the corporate environment, specializing in threat assessment, case management, the creation of prevention and response programs, and response. He has worked with numerous clients across North America, including some of the most well-known Fortune 500 companies. Wayne Maxey, CCP - Baron Center Inc. Wayne Maxey is a licensed Private Investigator and Certified Protection Professional. He is a seasoned threat assessment professional who has evaluated, investigated and managed hundreds of cases of stalking, threats and incidences of workplace violence during his career in law enforcement, beginning as a police officer with the San Diego Police Department. In 1994, Mr. Maxey joined the San Diego County district attorney s office as an investigator, and in 1996, he was assigned as the first investigator to a vertical prosecution unit which addressed the crime of stalking and criminal threats. This was the first prosecutor s office in the country to create such a unit.
11 introduction day speaker bios Dr. Kris Mohandie - Phychologist Dr. Kris Mohandie is a clinical, police, and forensic psychologist with over twenty years of experience in the assessment and management of violent behavior. He has worked in field responses and case investigations for local, state, and federal law enforcement organizations including LAPD s Threat Management Unit, SWAT/ Crisis Negotiation Team, and the FBI s Behavioral Analysis Program. His book, School Violence Threat Management came out in 2000 and is now in its second printing. Dr. Mohandie regularly trains and consults to schools and universities throughout North America after developing a model school violence threat management program. Russell E. Palarea, Ph.D. - Operational Psychology Services, LLC Dr. Russell Palarea is the founder and President of Operational Psychology Services, LLC. Through his company, Dr. Palarea provides investigative consultation, operational training, and program development on threat assessment, counterterrorism, and insider threat to Fortune 500 companies, corporate and global security firms, local/state/campus law enforcement, and the State Department s Diplomatic Security Service. From , Dr. Palarea served as a Staff Operational Psychologist with the Naval Criminal Investigative Service (NCIS). He has conducted research on stalking, workplace violence, and assessment of communicated threats with the Los Angeles Police Department Threat Management Unit, US Capitol Police Threat Assessment Section, Nebraska State Patrol, and Lincoln Police Department. Rachel Solov - Duty District Attorney Rachel Solov has been a deputy district attorney since She was assigned to the Sex Crimes and Stalking Division from , where she was the sole prosecutor assigned to prosecute all femalevictim domestic violence stalking cases that occurred in the county of San Diego. Additionally, she headed San Diego s Stalking Case Assessment Team. Ms. Solov has been prosecuting felony cases since Ms. Solov routinely provides training to prosecutors, law enforcement, and advocates in the area of stalking and threat assessment. In March 2007, she and San Diego s Stalking Unit were featured in a BBC special on stalking entitled Murder in Slow Motion. She has also provided commentary for CNN s Anderson Cooper 360, CBS s The Early Show, as well as local news media outlets. Stephen W. Weston, J.D. - Retired CHP Steve Weston is a 32-year veteran of the California Highway Patrol and California State Police. For 15 years, he managed a specialized unit responsible for the assessment and management of threats against California state officials and government facilities. Concurrently, for 3 years Mr. Weston commanded the CHP s Anti- Terrorism Intelligence operations and managed the Department s participation in federal and local anti-terrorism task forces. Mr. Weston earned his law Degree from Lincoln Law School in Sacramento and is a member of the California State Bar Association Steve Weston is the co-author, (with Frederick S. Calhoun) of four books; Defusing the Risk to Judicial Officials: The Contemporary Threat Management Process; Contemporary Threat Management: A Practical Guide for Identifying, Assessing, and Managing Individuals of Violent Intent; Threat Assessment and Management Strategies: Identifying Hunters and Howlers; and, most recently, Concepts and Case Studies in Threat Management.
