4 Two thousand seven was a landmark year for the Sheriff s Office, for one simple reason: Thanks to the passage of our November 2006 levy, we were finally able to restore and improve service to the citizens of Clackamas County. We hired 57 new Corrections and Patrol Deputies in The results have been incredible. We accomplished a great deal in Here are just a few highlights. Sheriff s Message In a February 2008 speech, SHERIFF CRAIG ROBERTS reflected on CCSO s major achievements in Here s what he had to say. After months of recruiting, planning and training, on Nov. 30 we started to open beds at the Clackamas County Jail. These beds had gone unused since In December, I gave the local media a tour of the newly opened cell blocks. They can accommodate up to 84 additional inmates putting a major dent in the number we re forced to release each month due to overcrowding. The remaining 46 closed beds at Clackamas County Jail re-opened on March 1, After March 1, all 84 Jail beds that were previously closed in 2002 due to staffing shortfalls are once again operating at full capacity. Again, funding to open the Jail beds comes from the passage of Levy on Nov. 7, The November bed openings are already having an impact on public safety: Our average forced releases per month went down nearly 20 percent in December from the rest of the year. Also: The opening of 38 beds in November 2007 resulted in a 34-percent decrease in the number of inmates being freed due to overcrowding over the previous month. That means 130 offenders who would have been released due to lack of bed space remained in custody. We re also set to launch an inmate work crew program. It will employ prisoners to perform labor outside the Jail including trash- and graffiti-cleanup details, brush- and culvert-clearing, and other high-visibility public beautification projects. This work crew is designed to hold offenders accountable while giving back to the community. The program is tentatively set to launch on March 28, There s more good news: All reported crimes are down 4.7 percent from 2006 and 10.8 percent down from the three-year average. That average includes a stunning 25 percent drop in the number of identity-theft crimes over the last year. We re working collaboratively with the County Commission to construct a new, expanded detention facility at the Red Soils site. Our goal is to have the first phase of this new facility completed in 2010, with plans to break ground in October Photo by PATRICK SHERMAN ABOVE AND FOLLOWING PAGE: More than 30 soldiers with the Oregon Army National Guard trained with seven members of the Clackamas County Sheriff s Office SWAT team at Camp Withycombe on Saturday, April 5, The training allowed soldiers to practice important skills they can use in urban-warfare scenarios like room-clearing and hand-to-hand combat. Sheriff Roberts (right) attended the training session. Plans for the facility include 800 beds and a new booking and intake center. It will have a more-efficient podular design that allows deputies to supervise more inmates safely, and it will contain enhanced facilities for the mentally ill. Again, thanks to the Board of County Commissioners for all they have done to improve public safety in Clackamas County. In November, David Kirby was sworn in as our second Undersheriff. David joined us from the Washington County Sheriff s Office, where he had an impressive 14-year career serving as commander of the the Jail and Investigations Divisions. 4

5 Sheriff s Message continued I worked closely with Dave while he was still at Washington County, and he s a person we can all learn a lot from he has a deep reservoir of knowledge, and his character and commitment are impeccable. We love having him on the team. In April 2007, we held the 8th Annual Child Abuse Summit & Family Violence Conference and had a record-breaking attendance of over 650. The Conference attracts professionals working to fight child abuse, neglect and domestic violence and it s now the largest gathering of its kind in the Northwest. In recent years, the number of Search & Rescue (SAR) missions carried out by the Sheriff s Office has increased. In 2006, there were 108 missions, up from Our SAR unit now averages three rescues per week one mission every two to three days. We re drawing more and more national attention. Having the most experienced and talented SAR unit in the state, we wanted to better train area SAR volunteers and fellow rescue workers. So we launched another conference in September 2007 SARCon. This conference is designed for Search & Rescue organizations, and it got off to a strong start. We re already well underway with the planning on SARCon 08. We expect it to become the leading SAR conference in the Pacific Northwest. Our deputies just kept winning awards. Here are just a few examples of many: John Naab was named Enforcement Commander of the Year by the Oregon State Sheriff s Association. Our Marine Patrol won a Life Saving Award from the Oregon State Marine Board. They also named Marine Deputy Narthan Thompson their Rookie of the Year. James Hohensee received the Victor G. Atiyeh Outstanding Student Award for the DPSST s Basic Corrections Class. It s the highest honor a student can receive. Special Olympics honored long-time volunteer PJ Steigleder with its Ken Davis Unsung Hero Award in June. We also participated in the Special Olympics Torch Run and the Special Olympics Summer State Games In May 2007, we dedicated memorial benches to honor the memories of Sheriff John R. Shaver, Deputy Jimmy Shoop and Deputy Bill Bowman, all killed in the line of duty. Another bench honored Sgt. Damon Coates, who was wounded in the line of duty in We were delighted to have Damon in attendance at that ceremony. His recovery is going well. We embraced high technology in big and small ways. We increased the number of wireless hot spots available to patrol officers. Our Traffic Team perfected its use of electronic ticketing. We did a major overhaul of our Web site, making it more useful. 5 In September 2006, the Sheriff s Office formed the Clackamas County Inter-agency Task Force (CCITF) a committed group of local, regional and federal law enforcement agencies focused on solving methamphetamine and related crimes in Clackamas County. The results since its inception have been incredible: 76 percent of Task Force activity deals with Meth. There were 136 individuals taken into custody in And they have a 93% conviction rate. These are just a few highlights of an amazing year. Reflecting on it all, I can only come to one conclusion: I m incredibly proud of what we ve achieved, and what our future holds. Clackamas County Sheriff Craig Roberts Craig Roberts was sworn in as the Sheriff of Clackamas County on Jan. 4, He began his law-enforcement career with the Clackamas County Sheriff s Office as a Reserve Deputy in 1979, and was hired full-time in 1982 spending most of his 29 years of service in CCSO s Investigations Division. Before being elected Sheriff, he served as the Program Director of Clackamas County s Domestic Violence Enhanced Response Team (DVERT), and launched the nationally recognized Child Abuse & Family Violence Conference, now in its 9th year. 6 Clackamas County at a glance Clackamas County, named for the resident Clackamas Indians, was established July 5th, Oregon City, the county seat, was the first incorporated city west of the Rockies, the first capital of the territorial government in 1848 and the site of the first state legislative session. The County encompasses 1,893 square miles well over a million acres. It ranks 18th in size and third in the state of Oregon for total population, with an estimated population of 367,040 people. About 47 percent of the population lives in urban areas, with the remaining proportion in rural areas and towns. The largest cities in the county are Lake Oswego with a population of 36,350, Oregon City with a population of 29,540, West Linn with a population of 24,180 and Milwaukie with a population of 20,835 people. Clackamas County is located in the northern Willamette Valley of western Oregon. Hood River and Wasco Counties bound the county on the East with Multnomah County sitting to the North. Marion County borders the south and also on the west along with Yamhill and Washington Counties. Butte Creek forms most of the western boundary while the eastern boundary generally follows the crest of the Cascade Mountains. From an elevation at Oregon City of 55 feet, Clackamas County rises to 11,235 feet at the peak of Mt. Hood on its northeastern boundary the highest point in the state. Forest resources, lakes, rivers and streams provide numerous opportunities for hunting and fishing, as well as camping and other forms of recreation. Special points of scenic and historic interest are Willamette Falls, the McLoughlin House, Lake Oswego, Wilhoit Mineral Springs, Mt Hood and Timberline Lodge. 6

9 Reports Processed During 2007, the Clackamas County Sheriff s Office processed 54,309 reports that were entered into the C.L.A.S.S. computer. During 2006, the Sheriff s Office processed 54,341 reports. This is a decrease of 32 reports or 0.06% during 2007 compared to The average number of reports processed during the previous three years was 56, The 54,309 reports processed during 2007 is a decrease of 2,588.3 reports or 4.5%. 17 Domestic Violence The following is a report on domestic-violence cases reported to the Clackamas County Sheriff s Office during The data used for this report was obtained from the Domestic Violence Database maintained by the Domestic Violence Enhanced Response Team (DVERT). During 2007, the Sheriff s Office investigated 723 incidents of domestic violence involving 1,005 crimes. The following chart reflects the number of incidents and the number of reported crimes during the last five years. There were also seven traffic crimes reported during these 723 incidents. Year Number of Incidents Number of Crimes , , , , ,005 The 723 incidents during 2007 reflect a 7.2% decrease from 2006 and a 13.9% decrease from the prior three-year average of There was at least one child present during 282 (39.0%) of the domestic violence incidents that were reported in Six (0.8%) of the incidents involved mutual combat.
