2 Department Activities CAC INTERVIEW PANEL: Chief Palmer served as a member of an interview panel at CAC to fill a vacant Criminal Justice professor position. He also served as a member of the interview panel at CAC to fill the campus police chief position. STAFF MEETINGS/ACTIVITIES: Chief Palmer and staff participated in and/or attended numerous meetings in June. Chief Palmer participated in the City Council-Staff Retreat at CAC. In addition, Chief Palmer and Lt Shepherd attended the county-wide Anti-Meth Coalition meeting at the Holiday Inn in Casa Grande. Lt. Shepherd attended the User Group Meeting for the CARLOTA Police Academy at CAC. Addtionally, Chief Palmer and staff hosted the June meeting of the local Pinal County Law Enforcement Agency (PCLEA). PERSONNEL CHANGES: Officer Jason Masterson was hired laterally as police officer and began work in Coolidge on June 26, The police department is in actively testing for the position of police officer. Major Cases & Investigative Events FATAL TRAFFIC ACCIDENT: On June 12 th officers responded to Coolidge Avenue East of Christensen in reference to a one-vehicle collision with a fatality. Upon arrival, officers found a white1999 Ford truck in the field on the south side of the road. Firefighters and medical personnel extricated the passenger from the vehicle. The driver, Michael Henry Sutulovich, had been ejected at the time of the crash and was pronounced dead at the scene. The accident was caused from the vehicle leaving the roadway for an undetermined cause. AGGRAVATED ASSAULT: On June 18 th officers responded to 411 W. Seagoe Ave. where an individual had arrived home advising that he and his vehicle had just been shot. The shooting occurred in front of 217 E. Page 2 of 17

3 Central Ave and the victim sustained injury to his left shoulder area and was bleeding profusely. The victim was air evacuated from the scene because of the serious nature of his injuries. The victim s vehicle was secured and the shooting scene was located and both were processed after a search warrant was obtained. A second victim was also slightly injured in the incident, but declined medical care. The suspect eventually turned himself in and was arrested for attempted 2 nd degree murder. AGGRAVATED ASSAULT: On June 15 th officers were dispatched to Rosson s Laundromat in reference to a report of an aggravated assault. The victim reported that a subject had assaulted her by hitting her in the face and that another subject had rammed her vehicle into the victim s car. The victim also told us that the second subject had displayed a black ASP baton at her in a threatening manner. The second subject was located and interviewed and she admitted to have rammed her car into the victim s car, but said she only used the baton as self defense. She was arrested and charged with aggravated assault. The first subject was not located. DRUG/MONEY/VEHICLE SEIZURE: On June 3rd at approximately officers conducted a traffic stop on a vehicle which was driving without lights down the middle of the road and had also failed to stop at the stop sign. Upon contact the officer observed a quart of beer in the vehicle s cup holder. Incident to the arrest, PCP was located in the floor console and the suspect later admitted to smoking PCP about 40 minutes prior to the stop. A 2004 white Dodge Dakota was seized and forfeiture submitted, along with $552 cash. Approximately 25ml of PCP was seized. The suspect also stated he was a gang member from California. GROUP FIGHT/SHOTS FIRED: On June 4 th officers responded to the 600 block of North Main St., where eight subjects (both juvenile and adult) were fighting and shots had been fired. Upon arrival, officers observed the subjects yelling and screaming about a fight they had been in and threats made to their families. Officers attempted to gather more information, but the crowd quickly turned their anger to toward them, cursing and saying they would not tell the officers anything. The crowd was told to separate and officers left to locate any type of crime scene, but no scene or evidence was found. Officers returned to the 600 block of Main to find the same subjects still running in the street screaming and carrying baseball bats. One subject was told to drop his bat and would not comply, so officers sprayed him with O.C. spray and disarmed him. A second subject who approached officers from behind, screaming and cursing was also sprayed with O.C. The crowd eventually dispersed and both suspects were arrested. One was referred for disorderly conduct and the other was cited and released for disorderly conduct. Both subjects also apologized for their actions, but would not give any information about the fight or shots fired. Page 3 of 17

4 FAUX EXPLOSIVE DEVICE: On June 27 th officers from Coolidge Police Department, PCSO, the PCSO Bomb Tech, along with the AZ DPS Bomb Squad, Coolidge Fire Department, and Southwest Ambulance responded to the 300 block Alley between Wilson and Harding in response to a report of a possible bomb. The reporting party was walking in the alley when he discovered the device and called the police who responded to find what was believed to be a pipe bomb stuck between the fence and the gas meter. The area was immediately blocked off and the 300 blocks of Harding and Wilson were evacuated. DPS Bomb Techs arrived at approximately 1330 hours and defused the hoax device with the use of a remote control robot that detonated the device on scene. There were no known suspects at the time of incident. CASES FOR REVIEW: A total of 55 cases were assigned to the Investigations Division in June. Investigations sent 28 cases to the County Attorney s Office for review. Six cases were approved, three were reduced to misdemeanors, and 19 are still pending. TRAINING/MEETINGS: Sergeant Walker attended supervisors training on the 13 th. He also participated in attorney interviews for criminal trial scheduled for July 6 th ; however the trial resulted in the defendant accepting a plea agreement for three years at the Arizona Department of Corrections. Sergeant Walker continues his work on the MVD robbery with the Pinal County Attorney s Office and other agencies. In addition, he conducted three impounded vehicle hearings. Detective Feierstein was assigned to a shooting investigation. He continues his work on the first degree murder case from April. Detective Vance conducted five interviews concerning criminal cases. He also recovered a stolen weapon which was taken during a vehicle theft (the vehicle was recovered in Flagstaff). Detective Vance attended a domestic violence meeting on June 1 st. He appeared before the federal grand jury on the Patricia Freeman case on the 15 th and Freeman was indicted. He also responded to and assisted with a bomb threat call on the 27 th. Page 4 of 17
