4 Knowledge Management on Nuclear Safety in Germany Using web-based platforms to make nuclear safety and security information, knowledge and experience visible and available A well-structured national IT-platform on several levels was established and is being permanently maintained Beside national also international resources are included in this system by using the different nuclear safety networks 4

6 Internal BMU information and knowledge portal on reactor safety BMU RS-Portal The first facet of the BMU nuclear safety platform: Internal RS-Portal designed to facilitate its own employees and to enhance their expertise and performance IT security rules does not allow access for other nuclear safety stakeholders Another facet is the BMU Internet designed for sharing information, with the general public and other stakeholders 6

8 External information and knowledge portal of BMU Extranet: Portal for nuclear safety (PNS) BMU Extranet is the collaboration facet with authorized access The PNS is a platform for nuclear safety and security including radiation protection, transport and waste safety. It is used by BMU for national purposes (exchange of information and collaboration with German state authorities, advisory bodies, TSOs and others) It is used by BMU for international purposes (storage of information and space for collaboration to prepare German positions) 8

17 National Nuclear Regulatory Portal (NNRP) as an National Entrance to the GNSSN/RegNet The "National Nuclear Regulatory Portal" is an interface ( National Entrance ) between the relevant nuclear safety infrastructure webbased platforms of the Member States and other RegNet and GNSSN resources. For each contributing IAEA members states a National Nuclear Regulatory Portal is considered, where the national regulator could present their specific profiles following an agreed format. 18 Industry Functions and benefit of the National Nuclear Regulatory Portal (1) In the RegNet, all contributing IAEA Members States as well as international organizations should be represented by their specific nuclear energy and regulatory profiles following an agreed format. The National Nuclear Regulatory Portal (NNRP) is on one hand a part of the RegNet and on the other hand the Entry Page to the national network that contains relevant information on the national governmental and regulatory framework of the IAEA Member States. NNRP is there for an interface between national web-based information resources and IAEA-based networks with a global, regional or thematic focus. NNRP will be mainly used by national regulatory bodies and their TSOs as well as the IAEA staff member. 19 Functions and benefit of the National Nuclear Regulatory Portal (2) NNRPs include information on nuclear facilities and radiation activities and the role of government and regulatory bodies in the peaceful uses of nuclear energy. The information available on these portals helps to understand how nuclear regulatory framework is organized in Member States and how it can contribute to improving nuclear safety and security. NNRP sites are only accessible to authorized GNSSN users. What could be the Benefit of NNRP? for MS: better access for regulators to restricted IAEA resources for MS: use National Entrance Portal also inside the country itself for MS: easy access to similar information of other MS for IAEA: better access to MS information (available on one place!) IT Network is only the umbrella for the Human Network 19
20 Approach to NNRP development Gathering of information The first step in the effective development and maintenance of the NNRP is the gathering of country nuclear information as well as further country specific information on items of interest for nuclear regulatory purposes. There are 5 items for updating of the information on the NNRP: General Country Information Country Nuclear Regulatory Profile (CNRP) Regulatory Knowledge Base Review Missions Event Reporting & Feedback The content shall be compiled by using already existing documents and references to external resources: The main sources of information are national reports (CNS, JC, reports from review missions and appraisals, etc.). In addition there are also a large number of other sources including government, authorities, regulatory body, expert organizations, operators, industry, diverse IAEA data bases and so on. 20

27 2nd Workshop on NNRP June 2013, Vienna, Austria 25 representatives from 19 countries Purpose of the workshop was to present and discuss the current status of NNRP Summary and Conclusions (Workshop documents) NNRP concept, objectives, scope and main features were presented. Training and practical hands-on exercises for all modules of NNRP were conducted. With assistance the participants developed their respective NNRP websites. Participants presented their developments, their expectations and recommendations related to NNRP. National or regional training and support should be provided. It is proposed to have a workshop for all national contact points. Next steps should be country-specific and regional (RegNet together with the regional networks) activities to go ahead with the further NNRP development. NNRP should be promoted globally and nationally 27
28 3rd Workshop on NNRP October 2013, Berlin, Germany 7 representatives from 6 countries Purpose of the workshop was to train NNRP Contact Points to fill out, use and promote their respective NNRP Summary and Conclusions NNRP concept, objectives, scope and main features were presented. Presentation of the Role and Responsibilities of the GNSSN Contact Point. Training and practical hands-on exercises for all modules of NNRP were conducted. With assistance the participants developed their respective NNRP websites. Jordan and Vietnam agreed that they will promote NNRP to their respective authorities to decide how to make use of NNRP official in their countries It is suggested that countries embarking on nuclear power (Belarus, Jordan, Vietnam) use NNRP to demonstrate in transparent way their achievements in infrastructure (integrated or safety) developments Next steps should be to go ahead with the further NNRP development. NNRP should be promoted globally and nationally, during the 2014 review meeting of CNS and in the IAEA General Conference. 28

33 NNRP activities in regional networks FNRBA - NNRP Develompents I. e.: Developing Cameroon NNRP NNRP for South Africa, Egypt, Kenya, Ethiopia, and Cameroon was updated with content and the regulatory pyramid updated with the hierarchy of the national rules and regulations. 33
34 Experiences and Recommendations Presently the structure of the NNRP is adequate and comprehensive enough to comply with the expectations and requirements of respective Member State. Highlighting of Member States with comprehensive and qualified content (i.e. Bulgaria) Nominated Contact Points should be made visible and addressable in NNRP. NNRP content could be expanded to include country specific needs (sub-websites) for those who do not have a national regulatory website. National and regional training and support should be provided in smaller groups and with materials and available online courses about SharePoint (i.e. HelpCenter). Technically, no limitations exist to submit comprehensive regulatory content based on the given national structures. General application of Wiki principle to allow versioning, check-in/out and coauthoring functions on every page. 34
