2 Background and Objectives of ANSN There is a strong need of nuclear safety Capacity Building and Infrastructure Development in Asia to establish robust scientific and technological expertise as well as practical problem solving expertise to support dynamic development of nuclear programmes in the region. The Asian Nuclear Safety Network (ANSN) was launched in 2002 as a strong human and advanced IT network to pool, analyse and share nuclear safety knowledge and practical experience in Asia. The ANSN provides a Member States-driven platform with support of the IAEA for facilitating sustainable regional cooperation on continuously improving nuclear safety Capacity Building and Infrastructure Development in Asia to meet challenges of dynamically developing nuclear power programmes October 2013 Regional WS on Observation of Nuclear Emergency Exercise 2

13 Proposed Actions for Optimization of EPR at a Regional Level (1) Integrate all radiation monitoring networks. Provide atmospheric transport modeling training to the region to learn how to do plume modeling and to know when to use it, mostly for planning purposes. Develop a regional database of capabilities for intra-regional cooperation. Establish points of contact in the region for normal and emergency situations. Adopt IAEA safety standards on a regional basis, for compatibility and harmonization, waiting for GSR part 7 to be published October 2013 Regional WS on Observation of Nuclear Emergency Exercise 13
14 Proposed Actions for Optimization of EPR at a Regional Level (2) Use or enhance mechanisms for the coordination and integration of non-nuclear emergency management agencies on a regional level. This is based on the IAEA recommendation to integrate nuclear and radiological emergency plans with other emergency plans. Harmonize the way exercises are conducted on a regional level. Conduct regional exercises, integrating all organizations that must respond to a nuclear or radiological emergency. Adopt a common regional language for information sharing. Conduct joint regional training at all levels. Establish a joint strategy for educating the public about radiation emergencies. This should be coordinated with the Communication Topical Group October 2013 Regional WS on Observation of Nuclear Emergency Exercise 14

16 Response to Fukushima Accident The process used by the IAEA to collect information from Japan and post it on ENAC was very helpful to ANSN Member States. During an emergency, all personnel are so busy that information exchange is often the unfortunate victim of other priorities, and suggested that Identifying a coordinator for information exchange could be a way to address this issue. Posting all monitoring results on the Member State s own website would also be a useful step in improving information exchange. However, the need to standardize units and monitoring data presentation was identified as an important element in effective information sharing between Member States. The frequency and method of measurements should also be harmonized and optimized to avoid undue effort and resources (taking into account individual needs and socio-political contexts). A hope to receive more up-to-date information from the IAEA during emergencies. 17 Self-evaluation based on IAEA's Nuclear Safety Infrastructure Guide: SSG-16 A better guidance similar to those for ISE is needed on how to complete the assessment. SSG-16 EPR questions should be revised to be more complete October 2013 Regional WS on Observation of Nuclear Emergency Exercise 17
18 Progress Achieved in Emergency Preparedness and Response (1) Vietnam presented the schedule for the construction of the first NPPs. The regulatory body has already received the site application dossier and is reviewing it. Approval is expected to be delayed by about two years. Regulations are being developed. In EPR, Vietnam is in the process of developing the plans. The national plan is expected to be completed in The action plan for was also presented. Thailand explained that the government has not yet decided to establish an NPP and therefore focuses on EPR threat categories III, IV and V. Thailand has developed a National Nuclear And Radiological Emergency Plan and an Integral Operational Disaster Plan For Nuclear And Radiological Disasters. A national radiation-monitoring network has been established and includes underwater detectors at strategic locations. Thailand plans to conduct a national radiation emergency exercise in 2014, based on a research reactor emergency, to take place in Bangkok October 2013 Regional WS on Observation of Nuclear Emergency Exercise 18
19 Progress Achieved in Emergency Preparedness and Response (2) The Philippines have a new law for the coordination of disaster management. The emergency management framework is allhazard. The Incident Command System is in the process of being implemented pursuant to a 2012 Circular. The presentation described in detail the national emergency management framework. There is a plan to conduct a national exercise within two or three years. Malaysia is currently considering embarking on an NPP programme but has not formally declared its intention. The national nuclear emergency team structure, centres, systems and equipment were described. Malaysia presented the results of their self-assessment, showing that most requirements are met but that improvements are required in some areas October 2013 Regional WS on Observation of Nuclear Emergency Exercise 19
20 Progress Achieved in Emergency Preparedness and Response (3) In Korea, due to the large number of nuclear and radiological facilities, they have adopted a graded approach to EPR, covering all threat categories. The national EPR structure was presented. In Korea, off-site emergency operations centres are located outside the UPZ. Major EPR decisions are made at the national level. Local governments execute national instructions. The exercise programme was described; it follows a multi-level, graded approach. The restructuring of the regulatory organization in Japan was presented; it includes more independence, more integration and a revised emergency management structure. The new strategy on the implementation of urgent protective actions was also discussed and reflects the IAEA guidance on the subject. Japan has also developed OILs, which are an adaptation of the ones recommended by the IAEA October 2013 Regional WS on Observation of Nuclear Emergency Exercise 20
21 Progress Achieved in Emergency Preparedness and Response (4) Indonesia s presentation demonstrated that the State is well advanced in the preparation of threat assessment, emergency response plans and supporting procedures for emergency worker protection and medical response. It also identified challenges for which efforts are in progress. The plan remains to have an NPP in operation in However, the plan is pending a final decision on the embarking programme. The global nuclear EPR system was described. It was pointed out that the organizational structure changes depending on the nature of the nuclear or radiological emergency. Bangladesh s presentation focused on the response to the Fukushima accident and provided details on the sampling, measurements and analysis results. A description of the Nuclear Control and Safety Act was also provided, including the regulatory infrastructure related to the EPR programme. The results of the self-evaluation indicate that Bangladesh takes the development of an EPR infrastructure seriously and has taken some positive steps in that direction. 22 Progress Achieved in Emergency Preparedness and Response (5) Australia provided a brief update on the status of reviews of the OPAL (Open Pool Australian Light water research reactor) safety, security and EPR reviews, recognizing that EPR is the area that ties safety and security together. Exercise requirements and programmes were presented; they cover a broad range of EPR functional requirements. Australia also stated that they intend to invite an EPREV for October 2013 Regional WS on Observation of Nuclear Emergency Exercise 22
