2 Message from the Chief It is an honor to present the 2016 annual report of the Skokie Fire Department detailing our activities and accomplishments. In reviewing the report it is noteworthy to realize that we are among the top 1% of all Fire Departments nationally being Accredited and ISO Class 1 rated. These accomplishments are obtained through the diligent and dedicated actions and efforts of our workforce supported by the elected officials, municipal management, other Village departments and supporting agencies. We are committed to continuous improvement and superior service delivery in a highly efficient and cost effective manner. In 2016, the Fire Department responded to a total of 9,437 calls for service or an increase of 8.9% over the 5 year average of 8,431 calls for service. Responses for emergency medical services represented 64% of our incident activity in 2016 or 5,994 responses. As we enter our 136 th year of service to the community, our department will strive to build on our accomplishments and exemplify the honor, pride and history which is the foundation of this organization. 4 Operations Division We are considered an All Risk Fire Department and the Operations Division has overall responsibility for providing the highest level of quality emergency services to Village of Skokie residents and visitors. This is accomplished by coordinating the efforts of multiple aspects of the department to ensure seamless operations in emergency activity. The Operations Division is responsible for training and evaluation of personnel, tools and equipment, apparatus, buildings and grounds, fire prevention and public education. The Operations Division is charged with the responsibility of providing prompt and efficient emergency response to fires, hazardous conditions, rescues, illnesses, or any other conditions where the health, safety, and welfare of the public is in peril. Proficient and appropriate results require interaction with other Village departments, local businesses and cooperation with regional public safety agencies. This type of interface necessitates ongoing pre-incident coordination, which is part of the day-to-day activity of the Operations Division. 6 Fire Prevention / Code Enforcement The Fire Prevention Bureau (FPB) annually conducts a commercial inspection program. Through inspection, plan review and code enforcement the goals of the program are to maintain a safe living, shopping, and work environment for the residents, employees and patrons of the Village. The program also provides for the collection of current building and property information to support efficient and safe emergency response and timely interaction with building occupants and/or owners during emergency operations. The expertise necessary to support these goals are maintained with membership in the National Fire Protection Association, National Fire Sprinkler Association, Illinois Fire Safety Alliance and Illinois Fire Inspectors Association. Fire Prevention Inspectors participate in continuing education classes and seminars in order to maintain their knowledge of the codes and trends in fire protection and public fire and life safety education. The Fire Prevention Bureau works with various Village Departments to ensure that proper construction practices are enforced in all residential and commercial structures. The Bureau also investigates fire and building code violations along with the Village building, electrical, mechanical, and health inspectors. The Fire Prevention Bureau works in conjunction with the Village Water Department by annually testing and maintaining all fire hydrants and planning for future water main replacements continued the implementation of the new FireHouse computerized records management system. This new system has enhanced fire prevention code enforcement, including facility records management with preplanned information maintenance. This helps to facilitate emergency operations and inspection reporting to support local and state code enforcement. The FPB did anticipate a temporary reduction in the number of inspections for 2016 with the implementation of this new software. 7 Public Education The Skokie Fire Department provides a full spectrum of Public Education programs tailored to meet the needs of the Village. Public Education and interaction with our citizens provides an opportunity to stress the importance of fire and life safety. These contacts allow personnel an opportunity to explain the many programs offered by the Department and to provide familiarity with our Emergency Operations. The Skokie Fire Department works with community groups, schools, businesses and other Village agencies. By offering quality programs, we will provide increased knowledge of fire prevention and life safety issues in an effort to reduce the loss of life, injury and the destruction of property. Replace Smoke Alarms Every 10 Years The 2016 Fire Prevention Week campaign is encouraging everyone to replace their smoke alarms every ten years. The National Fire Protection Association s survey data shows that only a small percentage of people know how old their smoke alarms are, or how often they need to be replaced. Not knowing when to replace your smoke alarm may put you at an increased risk in the event of a home fire. 7

8 Emergency Medical Services (EMS) In 2016, the Skokie Fire Department responded to 5,994 Emergency Medical Service (EMS) and Rescue incidents. During these incidents, 6,634 patients were attended to, with 4,478 of them being transported to area hospitals. Additionally, service was provided 627 times for invalid or occupant assists. All firefighters are licensed by the Illinois Department of Public Health as either an EMT-Basic or EMT-Paramedic, providing emergency medical care to the citizens and visitors of the Village of Skokie. The department is part of the St. Francis Hospital Emergency Medical Services System. The system ensures that paramedics are properly trained, and that victims of injury or illness are assessed, treated and transported to local Emergency Room Departments in a timely manner. The focus of Emergency Medical Services (EMS) is to provide and promote the continued development of an optimal system of emergency medical and trauma care, which provides the best possible patient outcome and to continually improve public health in our community. 9 Support Services The Support Services Division of the Fire Department is charged with oversight for maintenance and repair of all vehicles, facilities, equipment and supplies; activities include: MAJOR APPARATUS Ambulances Pumper Engines The procurement of equipment, materials and supplies to support department operations. Coordination of maintenance and repair at Fire Department facilities. Vehicle fleet maintenance consisting of 16 emergency response specialized apparatus and miscellaneous support vehicles. Research and testing of equipment, concepts and practices to support our efficient and safe operation. Maintenance of records, reports and inventories to support Operations. Systematic preventative maintenance along with continual research and evaluation supports our operational readiness while balancing the challenges of contemporary technology, the special needs of the fire service and the fiscal obligations of our organization. 10 Fire Department Receives ISO Class 1 Rating (excerpt from October 2016 NewSkokie article) The Skokie Fire Department has once again achieved the prestigious Class 1 rating from the Insurance Services Office, Inc. (ISO), which is the highest achievable rating from ISO. Skokie first received this designation of exemplary public protection in 1995, and has retained the distinction in each subsequent ISO evaluation. The Skokie Fire Department is among the best in the nation, said Mayor George Van Dusen. We are among the 57 fire departments in the country with the premier ISO Class 1 rating, and are one of only 26 agencies in the nation to also hold accreditation from the Commission on Fire Accreditation International. I am proud of the men and women of the Skokie Fire Department who serve our community day in and day out, ready to go into harm s way at a moment s notice to protect all of us, our homes and businesses. Honor Guard The mission of the Skokie Fire Department and Local 3033 Honor Guard is to serve as representatives of the department, projecting a positive image of the organization and its members by serving as a well trained professional team at formal occasions, civic functions and memorials. At funerals and memorials the Honor Guard provides dignified honors for fallen Fire Department members by supporting and assisting surviving family members during their time of need. 11 Training Skokie Fire Department successfully achieved planned training objectives for 2016; members significantly enhanced their firefighting, rescue, and emergency medical service capabilities. The Department s training mission is to ensure all personnel are able to safely and effectively perform the critical tasks required of their position and rank. With this goal, the annual training program is designed to meet professional standards, satisfy state and federal mandates, and provide a broad range of education and skill development. Based upon essential job functions, each employee achieves specific training objectives, and obtains required levels of certification through the Illinois Office of the State Fire Marshal (OSFM). Learning is supported each month through Stacked Tips, our Skokie Fire Department training bulletin which provides specific training objectives, promoting consistency and performance among each shift and station. The training program addresses basic and advanced firefighting skills, emergency vehicle operations, emergency medical service, fire prevention, specialized disciplines, and officer development. Members are encouraged to expand their capabilities in specific areas of expertise, such as: hazardous materials mitigation, fire investigation, and technical rescue, all of which entail further education and certification. Personnel seeking promotion attend fire officer certification courses to prepare them for supervisory positions. In 2016, Skokie Fire Department continued development of a young work force. Five new firefighters are commencing their careers after graduating from Northeast Illinois Public Safety Training Academy (NIPSTA) Fire Academy. The influx of new personnel (33 in 5 years) has presented some expected challenges, but has also inspired our officers and veterans to share their knowledge and prepare these recruits for their role as firefighters. Through their first four years they must pass written and practical exams demonstrating successful achievement of department standards. During this phase of their career they will also become certified paramedics and fire apparatus engineers. As their careers progress, they will develop knowledge, teamwork, continuity and mastery of individual skills. This year, Skokie Fire Department personnel completed numerous firefighter and fire officer courses, achieving 71 certifications from the Illinois OSFM. Employees averaged well beyond the required 260 hours of training for the year on a wide range of subjects. The department worked diligently to recoup over $36,000 of training expenditures with reimbursement to the Village from OSFM, IL-MABAS, and Illinois Terrorism Task Force. Special thanks to our Training Liaisons, Company Officers, Training Work Group, and staff who contributed significantly to the successful administration and implementation of the Department s training program. 12 Special Teams Technical Rescue Team (TRT) Special Rescue emergency response - confined space, below grade, trench, and high angle - is provided by the department and through the Mutual Aid Box Alarm System (M.A.B.A.S). All 115 department members are trained to the Confined Space/Trench Rescue Awareness level. Twenty-One (21) select individuals of the department are exclusive department team members, trained and certified in various operational levels through the State Fire Marshal s Office. They include Rope Operations, Rope Technician, Confined Space Operations, Trench Operations and Trench Technician. Each program is 40-hours. Additionally, of our twenty-one (21) members, fifteen (15) are voluntary members of the M.A.B.A.S. Special Rescue Response Team. Continuing education and on-going team drills are provided for all members annually. Hazardous Materials Team (Haz Mat) Hazardous Materials emergency response is provided by the department and through the M.A.B.A.S. Mutual Aid Box Alarm System. All 115 sworn department members are trained to the Hazardous Materials Awareness (8-hour) and Operations (48-hour) level. Eight (8) members of the department make up the department s internal Haz-Mat Team and are also members of the M.A.B.A.S. Hazardous Materials Response Team. Each has received additional training and certification to the Technician level A (40-hours) and or level B (40-hours) through the Illinois State Fire Marshal s Office. There are- hazardous materials drills and continuing education provided and required for all members on an annual basis. Fire Inves ga on Team (FI) Fire Investigations is accomplished by twelve (12) specially trained and certified investigators of the department. Incidents requiring resources beyond the department s immediate capabilities are provided through the M.A.B.A.S. Mutual Aid System and/or the State Fire Marshal. All department investigators initially receive the 120 hour (3-week) training program and are certified through the Illinois State Fire Marshal. Two investigators of the department have received additional law enforcement training through the Illinois Police Training Institute as Arson Investigators. Continuing education is provided and required for all investigators on an annual basis. To maintain certification, investigators must obtain 100 points per four (4) year period. 12

The 111 shift firefighters, paramedics and officers operate from three stations with 3 engines, 2 trucks, 3 ambulances, 1 rescue, 1 squad and an incident command vehicle. 24 Apparatus Work Group The team is made up of members from multiple ranks throughout the fire department. The team spends many hours researching new equipment, components and apparatus to stay versed and up to date on industry standards. The team attends trade shows and visits other departments to inspect and learn what other departments have done. The Skokie Fire Department Apparatus team has developed new techniques that have been copied by departments across the nation. The team meets regularly plus they work individually to research new equipment, verify and compare component lists, review diagrams and while collecting data from the members of the department on the new apparatus. In 2016, the team delivered the new tower ladder 16 to the department. Inspections were done at multiple intervals during assembly (pre-paint, post -paint, graphics, etc.). When the apparatus was completed, the team spent several long days inspecting the rig before taking delivery. Once the apparatus was delivered, the team spent two months supervising and assisting in the mounting of hardware and tools in the rig. This time was also used to the train the department on the new apparatus. Wet Down Ceremony To celebrate the new tower ladder, the Fire Department held a "wet down ceremony", reminiscent of the days when ladder wagons and other equipment were taken to fire scene by horses. On their return, the horses would be cooled down by hosing them off before being brought back into the station. Firefighters hosed down the new truck that was to start its duty at Skokie Fire Station 16. They took turns giving the new rig a shot from the watercharged hose from the outgoing truck before drying it off and pushing it into the station. 24

25 2016 Retirements Firefighter Richard Mortlock Richard Mortlock was appointed to the Skokie Fire Department on June 6, After serving the department and citizens of the Village of Skokie for over 31 years, Firefighter Richard Mortlock retired on April 4, 2016 Firefighter Dave Nellessen Dave Nellessen was appointed to the Skokie Fire Department on February 23, After serving the department and citizens of the Village of Skokie for over 29 years, Firefighter Nellessen retired on November 11, Firefighter Dave Radtke Dave Radtke was appointed to the Skokie Fire Department on October 15, After serving the department and citizens of the Village of Skokie for over 25 years, Firefighter Radtke retired on August 21, 2016 Firefighter George Smith George Smith was appointed to the Skokie Fire Department on February 2, After serving the department and citizens of the Village of Skokie for over 29 years, Firefighter Smith retired on November 9, Firefighter Wayne Dunn Wayne Dunn was appointed to the Skokie Fire Department on June 18, After serving the department and citizens of the Village of Skokie for over 26 years, Firefighter Dunn retired on October 7, Firefighter William Meier William Meier was appointed to the Skokie Fire Department on March 14, After serving the department and citizens of the Village of Skokie for over 28 years, Firefighter Meier retired on November 14, Firefighter Kendall Wilson Kendall Wilson was appointed to the Skokie Fire Department on November 3,1986.
