15 manufacturers and customers to access the quality of the paint products, at the same time ensure that the supplied paint products by the manufacturers were not tampered. (3.19) Task Force on Welding Integrity Improvement [Compiled by the Chairman: Mohd Azmi Mohd Noor (F3820)] The objective of this task force is to improve the integrity of welding in the Malaysian oil and gas industry primarily and the general industries secondarily. Here are some of the problem statements: Welders that have graduated from welding vocational schools need to undergo retraining if they are to participate in the oil and gas industry because of the stringent Standard requirement in this industry. Moreover there is no system that monitors the performance of these welders as they move from one job to another. Fabrication yards and projects will retest individual welders even when the latter have a valid certification, resulting in costly wastage to the industry. There are many Standards being applied, American, European, Japanese and there is no single body that keep statistical records on welders performance, failure rates and their costs. There have also been numerous reports of welding failure on critical services resulting in safety incidents. A task force was set up to improve the above, comprising of fabricators, academia and oil and gas producers. A survey was carried out in early 2016 to ascertain the extent of the above hypothesis. The survey confirmed the suspicions of the task force. The historical passing rate for welders WQT, ranged from 30 70%, this despite the fact that welders have undergone training at training schools, or even supposedly experienced welders that were referred. The survey further alluded as well that for experience welders, the on-the-job weld rejection rate ranged from 30 50% which results in wastages incurred on owner s project translating into cost and schedule. In parallel, IMM has followed closely the progress of the Asian Welding Federation (AWF) towards a common welding certification scheme (CWCS). The scheme aspires towards a unification of all the international welding standards, following the ISO , by ensuring the quality of welding management systems for training and testing centers under an approved Authorized Certification Body, ACB, for each participating country. When applied in Malaysia, the scheme promised cost savings of up to RM 52 million per annum on welders certification and improved quality thus minimizing losses. The progress is such that IMM has been given a provisional ACB status, representing the country, as corrective measures are undertaken on the Malaysian ACB quality management system manual which has subsequently been submitted. The next step is the set-up of the Malaysian ACB and the governance board. For this to be initiated, governmental statutory bodies and PETRONAS will be approached to form the Malaysian ACB, with the possibility of IMM being its secretariat. Another initiative of the task force is the set-up of a national manpower optimization system database called MyMOS, to establish a tracking system to monitor the performance of welders.
