5 1 Intrductin Plymuth Hspitals NHS Trust acknwledges its respnsibility t prvide a clean, safe and pest free hspital envirnment fr patients, visitrs and staff. The trust recgnises that standards f cleanliness and hygiene are linked t infectin preventin and cntrl and play a rle in reducing the risk f hspital-acquired infectin. Plymuth Hspitals NHS Trust recgnises its legal bligatin t take the necessary measures t prevent the risk f pest infestatin in all fd strage/ preparatin areas and thrughut the hspital premises. The trust will ensure a rbust cntract fr pest cntrl is in place and that tgether, the trust and cntractr will adpt prcedures t ensure that the premises remain free frm pest infestatins. The presence f pests can be ffensive, present risk f infectin, cntaminate fdstuffs and surfaces where they are present, damage structure and fabric f buildings and becme a nuisance t the business premises. Prprietrs f premises where fd is prepared have a legal bligatin t ensure their premises are free frm pest infestatins. Fd premises are required t take necessary measures t prevent the risk f pest infestatins in all fd strage, distributin and preparatin areas and t ensure gd standards f pest cntrl in ther areas f the site. The Health & Scial Care Act 2008 requires that effective systems are in place t prtect patients and staff frm the risk f acquiring healthcare assciated infectin. An effective and peratinal pest cntrl plicy will be required as part f the evidence prtfli fr cmpliance with Care Quality Cmmissin standards. NHS trusts shuld recgnise and accept respnsibility as an emplyer t prvide a safe and healthy wrkplace and wrking envirnment fr all its emplyees and cntractrs as required by the Health & Safety at Wrk Act Purpse, including legal r regulatry backgrund The verall aim f this plicy is t prvide a framewrk fr Plymuth Hspitals NHS Trust t manage the pest cntrl plicy and prcedures and in cnjunctin with the trust s Cleaning Services Plicy will prvide a basis frm which the trust can prvide patients, visitrs and staff with a clean and safe envirnment. Specifically, the plicy aims t ensure: - There are clear lines f accuntability fr pest cntrl T ensure that there is a rbust cntract fr pest cntrl in place which incrprates regular and practive mnitring f trust premises in additin t timely and safe treatment and eradicatin. 6 4 Duties Chief Executive The Chief Executive has verall respnsibility fr the prvisin f a safe and healthy wrkplace envirnment fr all emplyees as required by the Health & Safety at Wrk Act 1974 and delegates this respnsibility t senir managers f the trust as detailed in this plicy. Overall respnsibility fr pest cntrl shall include ensuring arrangements are in place fr identifying and managing the requirements f legislatin relating t pest cntrl and ensuring that adequate resurces are prvided t implement the plicy. Directr f Planning and Site Services The Directr f Planning and Site Services shall have verall respnsibility fr the management f Estates & Facilities and shall ensure a high standard f service delivery fr the maintenance and cleaning f the patients envirnment thrugh inhuse prvisin and services that are delivered thrugh external cntractrs including the pest cntrl service. Respnsibilities will include ensuring that pest cntrl arrangements are in place fr the rganisatin and that all premises within Plymuth Hspitals NHS Trust are maintained in gd cnditin in rder t ensure effective cleaning can be carried ut and t reduce pest harburage. The Facilities Operatins Manager shall act as Authrised Officer, the trust s representative fr all purpses specified in the cntract fr Pest Cntrl services. The Authrised Officer has a nminated deputy wh will be respnsible fr the management and mnitring f the cntract fr pest cntrl services. Directr f Finance The Directr f Finance shall have respnsibility fr ensuring that the cntracting fr pest cntrl is undertaken accrding t financial best practice and in line with the Trust s Standing Financial Instructins and Standing Orders. Service Lead Htel Services The Facilities and Cmmercial Services Manager shall have respnsibility fr the management and mnitring f the pest cntrl cntract. Respnsibilities shall include:- Ensuring all necessary infrmatin and advice n the requirements f the plicy are cascaded t all relevant staff Prviding infrmatin and advice n the requirements f the plicy Ensuring arrangements are in place fr trust staff t reprt sightings f pest activity. Ensuring pest related incidents are investigated and risks escalated accrdingly Assessing the cntractrs written service reprts and t initiate the relevant actin n any recmmendatins made by the cntractr t keep the site free frm pest infestatins Prviding verall c-rdinatin and mnitring f the Pest Cntrl cntractrs.

7 Keeping up t date with legislatin and guidance relating t pest cntrl and envirnmental health, implementing changes t the plicy when necessary. Team Leader Htel Services The team Leader Htel Services shall act as Nminated Officer fr the management f the Pest Cntrl cntract and shall be respnsible fr:- Dealing with the day t day requests fr pest cntrl services i.e. receiving, investigating and where necessary, in cnsultatin with the Deputy Authrised Officer, initiating actin n all reprts f pest evidence r activity. Frming the main link between the trust and the Pest Cntrl cntractr in respect f pest cntrl issues Maintaining recrds shwing the date f reprts f pest activity, nature f the prblem and the actin taken. Ensuring that apprpriate infrmatin and supprt is prvided fr staff invlved in any incident resulting frm pest activity Matrns and Heads f Departments Matrns and Heads f Departments are respnsible fr setting and mnitring high standards f clinical care, underpinned by sund evidence based knwledge and Essence f Care principles ensuring quality systems are in place t mnitr practice. This shall include the delivery f Infectin Cntrl practice as defined by Natinal recmmendatins and the Directr f Infectin Preventin and Cntrl. Matrns will have verall respnsibility fr all cleaning related issues within their service area and are required t lead the develpment and implementatin f standards f cleanliness acrss their areas f respnsibility. This shall include encuraging a team apprach t maintaining standards f cleanliness and hygiene. Ward/Department Managers Ward and Department Managers are required t ensure the areas under their direct cntrl are kept clean and maintained t a standard which will deter the presence and harburage f pests Ward/department managers are required t cnduct daily hygiene and cleanliness checks f the areas under their cntrl. They are als required t ensure that prblems pertaining t the fabric, maintenance and décr f their areas which may impact n the ability t keep their areas clean and pest free are reprted t and fllwed up with the Site Services helpdesk. They shall be respnsible fr ensuring that the staff under their cntrl are aware f the Pest Cntrl plicy and f the prcedures they need t fllw in the event f pest activity. All Trust Staff and Trust cntractr Pests pse an infectin risk and therefre it is particularly imprtant that sightings are reprted as sn as pssible. It is the respnsibility f all staff t reprt sightings r evidence f pests. Keeping the hspital sites clean is everyne s respnsibility. Respnsibilities shall include basic husekeeping practices and cntrl measures which can help t

8 keep the trust premises free frm pests. All staff are required t dispse f fd and fd packaging in cmpliance with the trust s Safe Handling and Dispsal f Hspital Waste plicy and are required t reprt cleanliness issues thrugh t the Htel Services Helpdesk especially thse which result in spillages f fd r water which can prvide a surce f fd and hydratin t pests. Staff are als required t reprt prblems pertaining t the fabric, maintenance and décr f their wrking envirnment which may impact n the ability t keep their areas clean and pest free t the Site Services Helpdesk. 5 Key elements (determined frm guidance, templates, exemplars etc) Range and Scpe f Pest Cntrl arrangements Pest Cntrl Cntract Plymuth Hspitals NHS Trust will ensure that an apprpriate pest cntrl cntract with a reputable cmpany is in peratin at all times. The cntract shall be based n the NHS cnditins f cntract fr pest cntrl (Feb 2003) r subsequent revisin and will be mnitred by the Deputy Authrised Officer against the cntract specificatin. Due t the particular vulnerability f catering areas within the trust, there will be a strict timetable f inspectin in place, the cntractr being required t inspect all vulnerable areas n a mnthly basis. All pesticides used by the Trust s pest cntrl cntractr will be apprved in accrdance with the Cntrl f Pesticides Regulatins (COPR) 1986 (as amended 1997), be strictly cntrlled and mnitred and fully cmply with the requirements f the Cntrl f Substances Hazardus t Health (COSHH) Regulatins The pest cntrl service must be carried ut in an apprpriate manner t the entire satisfactin f Plymuth Hspitals NHS Trust s Authrised Officer r Deputy. The cntractr is required t carry ut rutine inspectins in all vulnerable lcatins (fd strage/preparatin areas and plant rms) n a mnthly prgramme. The dates fr the inspectins shall be agreed with the Authrised Officer r deputy. On each inspectin visit, the cntractr shall be required t check all insect mnitr statins and rdent baits, tgether with a general inspectin f high risk areas, fr signs f pest activity. In additin t the pr-active preventative inspectin visits, the cntractr is als required t respnd t emergency call-ut visits Each inspectin, emergency r fllw-up visit shall give rise t a written reprt. This reprt shall detail:- Date and time f visit Type f visit whether rutine, emergency r fllw-up Lcatins inspected r treated Any evidence f infestatin including bth general and scientific name fr the pest Type f treatment carried ut including the cmmn name f the pesticide and amunt used

9 Any prfing, husekeeping r hygiene recmmendatins t eliminate causes f infestatin Any precautins necessary t be bserved by trust staff as a result f actin taken by the cntractr List f mnitrs and their lcatins Technicians signature Deputy Authrised Officer r Nminated Officer signature It shuld be nted that an imprtant aspect f pest cntrl is denial f access t pests and that the maintenance f an envirnment is imprtant as it discurages the develpment f infestatin. Reprts shuld detail advice t the trust regarding prfing against access, denial f harburage and remval f fd/water surces, t facilitate cntrl measures and discurage infestatin. Reprting Prcedure All sightings f pests r evidence f their existence shuld be reprted t the Nminated Officers using the apprpriate telephne numbers at the earliest pprtunity. Appendix A illustrates the pest reprting prcedure t be fllwed and lists the relevant numbers and infrmatin required. Basic Pest Cntrl Measures There are sme basic cntrl measures that must be carried ut t minimise the risk f pest prblems. Plymuth Hspitals NHS Trust staff and cntractrs are required t adhere t the fllwing prcedures:- Fd must always be cvered and stred ff the flr. Once pened, fd must be either stred in pest prf cntainers which are cleaned befre refilling r stred in the riginal packaging, secured with the use f cleansable fd packaging clips. Fd stck must be rtated frequently t ensure items d nt remain in the backs f cupbards prviding harburage t pests Spillages must be prmptly dealt with Waste shuld be stred in a manner suitable t prevent access t pests, dispsed f in a timely manner and all waste strage lcatins must be kept clean and tidy. Accumulatins f static/stagnant water shuld be avided and dripping taps reprted prmptly Buildings shuld be maintained in a sund state, well maintained with drains cvered, hles sealed, leaking pipes repaired and damaged surfaces made gd. Defects must be reprted in a timely manner t the Estates helpdesk. Cracks in plaster and wdwrk, unsealed areas arund pipewrk, damaged tiles, badly fitted equipment and kitchen units can prvide excellent harburage fr pests and therefre shuld be maintained in a gd cnditin. Defects must be reprted in a timely manner t the Site Services helpdesk. Drs t fd strage/preparatin areas must be kept clsed and adequately prfed t prevent access t pests.

10 When rms are unccupied, windws shuld be kept clsed t prevent access frm birds. On n accunt shuld birds be encuraged by leaving fd n ledges r sills. Treatment with insecticides and rdenticides alne is seldm sufficient and therefre attentin must be paid t gd hygiene, husekeeping and structural maintenance. 6 Overall Respnsibility fr the Dcument Overall Respnsibility fr this dcument sits with the Facilities and Cmmercial Services Manager. 7 Cnsultatin and Ratificatin The design and prcess f review and revisin f this plicy will cmply with The Develpment and Management f Trust Wide Dcuments. The review perid fr this dcument is set as default f five years frm the date it was last ratified, r earlier if develpments within r external t the Trust indicate the need fr a significant revisin t the prcedures described. This dcument will be apprved by the Health and Safety and ratified by the Directr f Planning and Site Services. Nn-significant amendments t this dcument may be made, under delegated authrity frm the Directr f Planning and Site Services, by the nminated authr. These must be ratified by the Directr f Planning and Site Services and shuld be reprted, retrspectively, t the apprving Health and Safety Cmmittee. Significant reviews and revisins t this dcument will include a cnsultatin with named grups, r grades acrss the Trust. Fr nn-significant amendments, infrmal cnsultatin will be restricted t named grups, r grades directly affected by the prpsed changes 8 Disseminatin and Implementatin Fllwing apprval and ratificatin, this plicy will be published in the Trust s frmal dcuments library and all staff will be ntified thrugh the Trust s nrmal ntificatin prcess, currently the Vital Signs electrnic newsletter. Dcument cntrl arrangements will be in accrdance with The Develpment and Management f Trust Wide Dcuments. The dcument authr(s) will be respnsible fr agreeing the training requirements assciated with the newly ratified dcument with the named Executive Directr and fr wrking with the Trust s training functin, if required, t arrange fr the required training t be delivered. 9 Mnitring Cmpliance and Effectiveness The nminated Authrised Officer and Deputy Authrised Officer are respnsible fr mnitring the perfrmance f the Pest Cntrl cntractr t ensure that the cntract specificatins and standards are being met and that the trust is receiving an effective service. This plicy shall be apprved and ratified by the trust s Health & Safety Cmmittee. This plicy may be reviewed at any time shuld changes be made t the fd safety agenda, when gvernment legislatin and guidance is reviewed r when ther significant circumstances dictate e.g. re-tendering f the Pest Cntrl cntract. The plicy will autmatically be reviewed after 12 mnths and thereafter n a 5 yearly basis.

If necessary, the On- Call Manager will cntact the pest cntractr ut f hur s service. STEP 2 When reprting pest sightings r evidence f their existence, the fllwing infrmatin must be given t the nminated fficer :- Lcatin f incident i.e. ward/department/clinic Precise lcatin i.e. rm number r name f rm Type f pest if knwn Pssible numbers f pests present r frequency f sightings Name f persn reprting Date and time f sighting In the case f insect sightings and if pssible/safe t d s, place the insect in a sample pt t enable the pest cntractr t easily identify the pest type. STEP 3 In the event that a satisfactry respnse is nt received frm the pest cntractr within 24 hurs f the time f reprting t the Site Services helpdesk, the nminated fficers shuld be cntacted fr further assistance. STEP 4 Fllw the advice given by the pest cntractr fllwing attendance/treatment. This may include advice n husekeeping, cleaning and maintenance issues.
