Regulatory, Legislative, and Reimbursement Update 3:00 pm - 6:00 pm This session will give attendees an opportunity to learn the latest on regulatory, legislative, and reimbursement information affecting skilled nursing facilities. Polly Welsh, NCHCFA Executive Vice President, will provide an update on survey (traditional and QIS) outcomes and data, MDS 3.0, progress of the Government Performance Results Act (GPRA) goals, medication error reporting, and Just Culture's growth in North Carolina. In addition, Kristi Huff, NCHCFA Director of Government Affairs, will provide a summary of the 2011 legislative session. Sam Clark, NCHCFA Director of Finance, will also discuss recent and upcoming changes in Medicaid and Medicare and other items directly related to the reimbursement of skilled nursing facilities. 6:15 pm - 7:15 pm Welcoming Reception Kick off this year's Mid-Year Meeting with complimentary light hors d'oeuvres and cocktails. Legal Soup Join Kenneth Burgess and Kristi Huff for an informative update on current legal and policy issues affecting skilled nursing facilities. Topics include: the reporting of suspected crimes, the role of authorized agents in communicating controlled substance prescriptions to physicians, NC criminal background check requirements, end of life issues including the MOST form, information regarding the collection of civil monetary penalties and new federal escrow requirements, and a survey process and appeal update. Rekindling the Fire When You Are Down to a Pilot Light 11:15 am - 1:15 pm Sometimes the pressures of modern living can take the wind right out of your sails, and often times we feel the fires of our enthusiasm burning low. The demands of a faster-paced life style, work environments marked by accelerating changes, and the constant challenge to accomplish more with less have a way of wearing us down. In this presentation, Jack McCall will teach us how to rediscover our truest sources of motivation, reassess current positions, and recharge our batteries. Along the way, he will also show us how to recapture the magic of laughter.

3 Wednesday, July 27 12:00 noon NCHCFA Golf Tournament Don't miss the chance to tee off at the Grande Dunes Golf Course in Myrtle Beach. The Grande Dunes was recently named the National Golf Course of the Year by the National Golf Course Owners Association of America. It s spectacular layout, a Roger Rulewich Group design, is positioned on a high bluff creating a spectacular view of the Intracoastal Waterway, Grande Dunes Marina resort, and the Marina Inn at Grande Dunes. This Myrtle Beach golf course is known for its superior linksstyle design, which offers expansive Bermuda grass fairways with subtle undulations onto large, modestly contoured L-93 bentgrass greens. 4 Thursday, July 28 The Past, Present, and Future of the Quality Indicator Survey (QIS) The Quality Indicator Survey (QIS) has been implemented for over 80% of standard surveys in North Carolina. Cindy DePorter, Branch Manager Quality Evaluative Systems, North Carolina Division of Health Service Regulation, who has implemented QIS in our state, will update participants on the changes applied since the inception of the QIS, new uses of the QIS that are currently underway, as well as CMS's future plans for the QIS. Cindy will also discuss outcomes noted from the QIS in comparison to the traditional survey. This session is intended to be informative but not highly technical nor procedural. Calamity-Free Collaboration: Making Teamwork WORK! 11:15 am - 1:15 pm This lively session is a refresher on the benefits of teamwork. You'll leave with practical tools that you can use to get and keep your staff working well together. Joanne Smikle will identify components of successful collaboration, leadership communication techniques that promote engagement, and methods for getting staff excited about being part of the most noble profession in the world, long term care. There are tips and techniques that will help you lead your team to maximum productivity. The session is enhanced by case studies drawn from long term care settings. You will also have the opportunity to assess your current team environment and sketch action plans for reaching optimal team performance. 2:30 pm NCHCFA Volleyball Tournament and Day at the Beach Join your colleagues on the beach for an afternoon of fun! Represent your district in the NCHCFA Volleyball Tournament. Challenge the NCHCFA staff and Board of Directors in the quest for the Chairman's Cup. NCHCFA Trade Associate Members are last year's champion! Will they be able to defend their title? If you are not set on volleyball, get a team together for the Sand Castle contest or a friendly game of horseshoes. Sponsors will provide snacks, beverages, and prizes throughout the day. Friday, July 29 You're Trying My Patients: Putting a LEASH Around Difficult Situations Service recovery is extremely important when you're dealing with the stressful environment of healthcare today. Without key strategies in place, organizations will struggle with patient satisfaction challenges. In this dynamic training session, Chris Thrash highlights the five major steps for dealing with difficult situations that arise with patients, family members and co-workers: Listen, Empathize, Ask, Say, and Help. This creative, high energy session teaches practical, immediate steps to help staff members deal more effectively with difficult patients, family members, physicians, and coworkers.

6 Mid-Year Meeting Faculty Kenneth Burgess is a long term care attorney and consultant advising clients on a wide variety of legal planning issues arising in the skilled nursing facility setting, assisted living setting, and other spheres of long term care. He is a frequent national lecturer and author of industry manuals, national trade journal magazine articles and similar training tools. Mr. Burgess serves his clients by focusing on legal issues impacting the long term care and health services sector. He received a BA from the University of North Carolina, and graduated cum laude from Campbell University, JD. In addition, Mr. Burgess advises skilled nursing facilities, assisted living communities, and related long term care vendors on licensure, certification, survey, fraud and abuse, operations, risk management, certificate of need and business issues. Sam Clark is the Director of Finance for NCHCFA. Sam's primary responsibility is advocacy and representation before all governmental bodies on issues related to reimbursement of nursing facility services. Sam holds a Bachelors degree and a Masters degree in Business Administration. He is also licensed as a Certified Public Accountant in both Kansas and North Carolina. Immediately before joining the Association staff, Sam was employed as a Senior Auditor with Myers and Stauffer, PLLC, where he performed and oversaw cost report audits of various health care entities, including hospitals, nursing facilities, and ICF/MRs. Sam's professional history also includes working in an acute care hospital and an outpatient mental health facility. Cindy DePorter, MSSW, has been Branch Manager, Quality Evaluative Systems, with the Department of Health Service Regulation since She surveyed for three years and then took the training coordinators position in She is responsible for all MDS's and OASIS transmission for the state of North Carolina. Considered an expert on the federal regulations in North Carolina, she is responsible for providing training on new federal regulations, protocols, etc. for the state. Kristi Huff is the Director of Government Affairs. Kristi is NCHCFA's advocate before the North Carolina General Assembly, state agencies, and the U.S. Congress. She monitors all legislative issues that will have an impact on North Carolina's skilled nursing facilities. In addition to this work, Kristi also manages NCHCFA's political action committee (PAC) and grassroots advocacy program. She received her Bachelor of Arts from the University of Richmond and her law degree from The Catholic University of America, Columbus School of Law. Prior to joining NCHCFA, Kristi worked in the Public Policy Department at Regence BlueShield in Seattle, WA and for Reed Smith LLP in Washington, D.C. where she represented health care providers, including nursing homes, on reimbursement, fraud and abuse, and other legal matters. She also worked for two years in the U.S. House of Representatives, Energy and Commerce Committee, as a health care legislative clerk. Jack McCall has been entertaining and inspiring audiences for over twenty years. A farm boy who grew up in the hills and river bottoms of middle Tennessee, Jack brings memories to life as he weaves his unique style of humor into each story that he tells. 7 Joanne L. Smikle is a respected consultant, author, and speaker. Polly Welsh is NCHCFA's Executive Vice President. Polly is responsible for all regulatory systems pertaining to long term care, including monitoring and interpretation of regulatory activity. Polly is the Chair of the American Health Care Association's (AHCA) Affiliate Regulatory Policy Task Force. She is the staff representative for the Medical Care Commission, the Regulatory Focus Bulletin (RFB) partnership with the Division of Health Service Regulation, the Medication Technician/Health Care Personnel Registry/NA Registry, and NCHCFA's Council on Provider Relations. In the areas of quality initiatives, Polly is the staff liaison to the Centers for Medicare & Medicaid's (CMS) Quality Improvement Organization (QIO), NC New Organization Vision Award (NOVA) special licensure designation, and NCHCFA's Standards and Ethics Committee, as well as the Advancing Excellence national quality initiative. She also serves on the NC Institute of Medicine's (IOM) Quality LTC task force and is on the Editorial Board for the North Carolina Medical Journal. Polly serves on many advisory committees, task forces, and other government policy collaboratives with the Division of Health Service Regulation, the Division of Medical Assistance, the Division of Aging, the Division of Mental Health within the Department of Health and Human Services. Polly develops and conducts statewide educational sessions on clinical, quality, and regulatory issues. Polly is a Registered Nurse and is Certified in Gerontological Nursing by the American Nurses Credentialing Center. She received her Bachelor of Science in Health Occupations Education from NC State University. Prior to joining the Association, she worked as Assistant Branch Head for the Medical Review Branch and as the Training Coordinator for the Medicare/Medicaid Certification Section at the Division of Facility Services. Prior to her work at DFS, Polly worked as a staff nurse and in nursing administration in both acute and long term care facilities.

10 NCHCFA Mid - Year Meeting Marriott Grande Dunes Resort Myrtle Beach, SC July 26-29, 2011 NCHCFA Golf Tournament The 2011 golf tournament format is Captain s Choice and will be held at Grande Dunes Golf Course on Wednesday, July 27 th. Tee times will begin at 12:00 noon. The Association will honor requested groupings when possible; however, late registrations will be filled on a space availability basis. Individual prizes will be given for 1 st and 2 nd place teams. Specialty prizes will also be awarded for longest drive and closest to the pin. Tournament sponsors will provide prizes, as well as snacks and beverages throughout the tournament. The golf tournament registration fee is $102, and includes green fee, cart rental, practice balls, and lunch. The fee must be included in your total on the registration form. Important tournament cancellation information: Please note that the guarantee of tournament players is required 15 days prior to the golf tournament.
