He urged to conduct a study on lessons learned from the Cottle Road development in the City of San Jose, suggested parking enforcement strategy via Clipper, and to defer Joint Development considerations until parking removal impacts are known. 3. Committee 2018 Vice Chairperson Election Chairperson Khamis highlighted the importance of the Committee s input on issues related to congestion management and exploring ways to provide mobility solutions for all modes of transportation, including cars and buses on highways. 5 4 Public Comment Mr. Lebrun expressed conditional support of the program, noting the need to be more proactive on costs. He opined autonomous vehicles could be a cost effective solution. Members of the Committee and staff discussed partnership opportunities, operations, and cost and ridership performance of various pilot projects. Members of the Committee commented the following: 1) consider service for seniors and students; 2) on-demand mobile application features should be appealing; and 3) flexible service should connect passengers to transit or popular destinations rather than a door-to-door service. Nuria I. Fernandez, General Manager and CEO, noted forthcoming VTA Board of Directors workshop meeting topic on the future of transportation in Santa Clara County. On order of Chairperson Khamis and there being no objection, the Committee received an update on VTA's Core Connectivity Program and related implementation efforts. 8. Update on SB 743 and LOS-to-VMT Transition Robert Swierk, Principal Transportation Planner, provided a brief background and overview of the staff report, highlighting: 1) VTA guidance on Level of Service (LOS) analysis for development projects; 2) the "three-legged stool" of transportation analysis of development projects and impacts of SB 743 to CEQA, Congestion Management Programs (CMPs), and local policies; 3) summary of VTA perspective on SB 743; 4) VTA activities to date on SB 743 and next steps; and 5) VTA's goals and objectives for LOS to Vehicle Miles Traveled (VMT) transition. Staff noted the link to the January 23, 2018, VTA webinar on the LOS-to-VMT transition would be shared with the Committee via . Public Comment Mr. Lebrun commented on the increase in VMT surrounding the Cottle Road development. He expressed concern that Joint Development efforts could reduce parking supply and discourage transit access. A brief discussion ensued regarding impacts of SB 743 to local practices. A concern was expressed on the legislation s impact to infill housing developments. On order of Chairperson Khamis and there being no objection, the Committee received a presentation on the latest milestones in the implementation of Senate Bill 743 and the transition from Level of Service (LOS) to Vehicle-Miles-Traveled (VMT) in transportation impact analysis. Items of Concern and Referral to Administration Member Vaidhyanathan noted she would be participating in an upcoming Transit Agency Board Member Workshop organized and led by TransitCenter. Chairperson Khamis requested updates to the State Route (SR) 85 and SR 87 corridor studies be brought forward to the Committee at a future meeting. 10. Committee Work Plan On order of Chairperson Khamis and there being no objection, the Committee reviewed the Work Plan. 11. Committee Staff Report Chris Augenstein, Director of Planning & Programming and Staff Liaison, provided a written report to the Committee, highlighting: 1) VTA webinar on SB 743 LOS-to-VMT Update; 2) development of SB 1 funded programs application; and 3) summary of Highways and Express Lanes Program activities. 12. Chairperson's Report Chairperson Khamis noted his attendance to a recent SV@Home meeting, and expressed he was pleased to see several local cities engaged in addressing housing issues in the region. 13. Fernandez Director - Planning & Programming, Chris Augenstein City of Saratoga - Prospect Road Complete Streets Policy-Related Action: No Government Code Section Applies: No ACTION ITEM RECOMMENDATION: Recommend that the VTA Board of Directors reprogram $1,070,000 in One Bay Area Grant Cycle 2 funds to the City of Saratoga s Prospect Road Complete Streets Project. BACKGROUND: At its June 6, 2013 meeting, the VTA Board of Directors approved the first cycle of projects for the One Bay Area Grant (OBAG) Program. This action provided $4,205,000 for construction of the City of Saratoga s Prospect Road Complete Streets project. The City of Saratoga funded all pre-construction phases with local money, and provided additional non-federal matching funds for the construction phase. The original project scope included reduction of road widths to calm traffic and accommodate sidewalks and bike lanes, and the installation of raised, landscaped pedestrian refuge medians as traffic calming and pedestrian safety measures. The project will also close sidewalk gaps with wide sidewalks, upgrade signalized intersections, restripe bike lanes, install bicycle detector loops, and significantly upgrade the existing bus stops and shelters. No vehicle travel lanes will be removed. In May 2017, Saratoga released the bid for the construction phase. However, bids came in significantly higher than anticipated. Saratoga staff contacted VTA staff for financial assistance; however, no additional funds were available at that time. Without full funding the City of Saratoga was forced to reduce the original project scope by removing one partial and six full

8 5 medians. Subsequently, in December 2017, funding has become available to cover the shortfall through shifts in other fund programs as discussed below. DISCUSSION: In January, 2017, the VTA Board of Directors approved the OBAG Cycle 2 Program of Projects which provided partial funding for the City of San Jose's West San Carlos Urban Village Streetscape project. And on November 2, 2017, the VTA Board of Directors approved $3.3 million of 2018 State Transportation Improvement Program (STIP) funds to the West San Carlos Urban Village Streetscape project. In December 2017, VTA was notified by the Metropolitan Transportation Commission (MTC) that VTA was required to program an additional $1,070,000 from the 2016 STIP to bicycle, pedestrian and/or livable communities projects to cover an obligation that was created by the State's deletion of $4,350,000 programmed to the City of Palo Alto's Adobe Creek Bicycle bridge in VTA Staff exercised discretion provided by the VTA Board of Directors to shift $1,070,000 in STIP funds to the West San Carlos Streetscape project from the US 101 Express Lanes Phase 5 project. This action leaves the West San Carlos Streetscape project over funded by $1,070,000 from OBAG 2. City of Saratoga staff contacted VTA staff immediately after the December 2017 VTA Technical Advisory Committee (TAC) meeting to request the funding made available by the above actions for the Prospect Road Complete Streets project scope that was deleted over the summer. VTA staff believes that this is an appropriate use of the excess OBAG 2 funding currently programmed to the West San Carlos Streetscape project, and recommends that the VTA Board reprogram $1,070,000 in OBAG Cycle 2 funds to the City of Saratoga s Prospect Road Complete Streets project. ALTERNATIVES: The VTA Board may consider other programming alternatives. FISCAL IMPACT: There is no fiscal impact to VTA as a result of programming funds to the City of Saratoga's Prospect Road Complete Streets project. ADVISORY COMMITTEE DISCUSSION/RECOMMENDATION: The Technical Advisory Committee (TAC) and the Policy Advisory Committee (PAC) considered this item at their February 7/8, 2018 meetings. Fernandez Director - Planning & Programming, Chris Augenstein Senate Bill (SB) 1, State Transit Assistance/State of Good Repair Resolution Policy-Related Action: No Resolution Government Code Section Applies: No ACTION ITEM RECOMMENDATION: Adopt a resolution authorizing the General Manager or her designee to file and execute grant applications, agreements, and certifications and assurances with the California Department of Transportation (Caltrans) for all current and future funds available through the Senate Bill (SB) 1, State Transit Assistance/State of Good Repair Program (STA/SGR). BACKGROUND: As part of Senate Bill 1 (SB1), the Road Repair and Accountability Act of 2017, a Road Maintenance and Rehabilitation Program was established. This program was designed to address deferred maintenance on the state highway and local streets and road systems, and provide Stateof-Good-Repair (SGR) assistance to the public transportation providers. The SB1 SGR Program fund receives proceeds from the increase in the Transportation Improvement Fees (increase in Vehicle License Fee) beginning January 1, A portion of this fee will be transferred to the State Controller s Office (SCO) for the SGR Program. In collaboration with the SCO, Caltrans is tasked with the management and administration of the SGR Program. These funds will be allocated under the State Transit Assistance (STA) Program formula to eligible agencies pursuant to Public Utilities Code (PUC) section Half of the funds are allocated according to population and the other half according to transit operator revenues. Funding is distributed to public transit agencies according to the State Transit Assistance Program (STA) formula.

11 6 DISCUSSION: VTA is an eligible recipient for both the population and revenue based funding streams of the STA/SGR apportionments that are intended to aid transit agencies approach a state of good repair by funding maintenance, rehabilitation and capital projects with a focus on repair, replacement and/or rehabilitation of California s transit infrastructure. The STA/SGR fund, estimated to provide $105 million annually statewide. Fund Breakdown Of the $105 million STA/SGR fund source, VTA will receive $4,330,471 for fiscal 2018 from the revenue based distribution and approximately $900,000 from the population based distribution. VTA will receive the revenue based funding directly from the SCO; however, the population based funds are funneled through the Metropolitan Transportation Commission (MTC), and MTC has yet to specify their intent with the funds. Any future funding will be dependent on the outcome of the challenge to SB1 slated for the November 2018 election. VTA intends to use its FY18 STA/SGR funding for light rail vehicle mid-life overhauls, which are included in the VTA operating budget for $11.5 million in 2018, and $13.1 million in 2019, respectively. Pursuant to the Caltrans Guidelines for the STA/SGR Program, a resolution by the VTA Board of Directors is required in order for VTA to apply and be eligible to receive STA/SGR funding. Should the Board choose to pursue these funds, it must adopt a resolution authorizing the General Manager or her designee to file and execute grant applications, agreements, certifications and assurances, and submit a project list with Caltrans for all current and future funds available through the SB1 STA/SGR Program. VTA staff recommends that the Board adopt the attached resolution. ALTERNATIVES: There are no practical alternatives if VTA wishes to claim these funds. However, the Board may elect to support a different project than the Light Rail Vehicle Mid-Life Rehabilitation. FISCAL IMPACT: This action will facilitate receipt of $4,330,471 for FY 2018 as well as facilitate future funding dependent on continuation of the Senate Bill (SB) 1, State Transit Assistance/State of Good Repair Program (STA/SGR) program. NOW THEREFORE, BE IT FURTHER RESOLVED that the VTA Board of Directors approves the Mid-life Rehabilitation of the Light Rail Cars as the project to receive the investment of the STA/SGR funds.

Fernandez Chief Financial Officer, Raj Srinath Formulation of a Joint Development Replacement Parking Policy FOR INFORMATION ONLY BACKGROUND: VTA s Joint Development (JD) Portfolio contains 25 properties that the VTA Board has designated as priority sites for Transit-Oriented Development (TOD) projects with the goal of generating revenues, increasing ridership, and catalyzing transit-oriented communities. All of these sites, except for two, consist of Park and Ride lots, and it is envisioned that JD projects would be built on a portion of each of these lots, consistent with local plans and zoning. Parking is a significantly underutilized resource at VTA. VTA has a total of 7,525 parking stalls located at JD Park and Ride lots. Less than 3,800 of those spaces are actively used as of October (Attachment A contains a breakdown by station.). Transit agency experience throughout the US has shown that the cost of 100% replacement of parking spaces used for JD projects is one of the largest impediments to the feasibility of JD projects, with the potential to prevent projects and eliminate revenue generation. Previous committee discussions have highlighted the need for further evaluation of how to create optimal JD projects that reduce the need for replacement parking, while at the same time ensuring that VTA maintains sufficient parking to accommodate current and future transit riders. This includes ensuring that VTA can accommodate future desired growth in rail transit riders. A VTA replacement parking policy would provide guidance for County residents, local agencies, developers, transportation planners, and others on how to best manage the dual objectives of creating JD projects, including affordable housing, while supporting future ridership growth.

29 8 DISCUSSION: Staff, working with a multi-disciplinary development and transportation planning consultant team has conducted research to assess both opportunities and constraints to developing JD sites on a portfolio wide and individual site basis. This includes evaluation of current and future parking demand and supply. Parking demand is dynamic, and varies by station location, as well as transit service (e.g. stations where there is both VTA light rail and Caltrain service). Riders of commuter shuttles are increasingly utilizing VTA Park and Ride lots, which is a consideration pursuant to the Commuter Shuttle Policy recently adopted by the Board of Directors. Given these considerations, any replacement parking policy should provide flexibility to accommodate unique conditions on a site-by-site basis, while at the same time establishing a consistent process for evaluating parking demand and the parking supply that need to be provided for transit riders and residents and workers in JD projects. Another consideration is a generational and cultural shift already underway in individual car usage, and the impact of Transportation Network Companies (Uber, Lyft, etc.); car sharing services; and increased uses of other modes of transportation. For example, garage operators in San Francisco report a decrease of 10% to 25% in parking demand over the past few years due to these factors. Research on other agency practices for JD replacement parking and Transportation Demand Management (TDM), including BART; Portland TriMet; LA Metro; Washington, DC WMATA; and King County, WA Metro has highlighted a range of best practices and strategies for replacement parking. These include: Developing clear station access goals and priorities for all modes of transportation (pedestrian, bicycle, carpool, private vehicle, etc.); Shared parking for use by transit riders and occupants of JD projects; Use of paid parking and parking pricing to shift demand; Coordination with Transportation Network Company (TNC s) and car share solutions to address first and last mile challenges; Station specific analysis, coordinated with local jurisdictions, to address the specific station area context, transit ridership goals, and provide cost-benefit analysis; Encouragement of no parking minimums by local jurisdictions; and Replacement parking standards established on a site by site basis, with evaluation of ridership gains from JD projects as well as excess parking capacity, to determine projectspecific replacement parking requirements. The chart on the following page summarizes how various agencies use different replacement parking and TDM tools: Page 2 of 3

48 11 MTC/Regional/State/Federal VTA Board of Directors Congestion Management Program and Planning Committee Committee Staff Report February 15, 2018 SB1: o VTA staff submitted an application for $730 million in TIRCP funding for the BART Phase 2 project on January 12. This is the balance of the TIRCP funding needed to complete the funding plan. Statewide, 47 projects have applied to the program, collectively requesting almost $11 billion. With SB1 funding, roughly $2.4 billion is available. The California State Transportation Agency (Cal STA) should release draft selections by April 30. o Applications were submitted at the end of January for the Local Partnership Program (LPP) and the Trade Corridor Enhancement Program (TCEP). For LPP, the submittal was for $17 million to fund about half of the construction cost for the Mathilda Avenue Improvements at SR 237 and US 101 in the City of Sunnyvale. For TCEP, the submittal was for $4.2 million for the US 101/SR 25 Interchange Improvement Phase 1 project just south of the City of Gilroy. o VTA, the San Mateo Transportation Authority, Caltrans and MTC jointly submitted an application to the Solutions for Congested Corridors program for express lanes on US 101 from I-380 to SR-237 on February 15. VTA s share of the request is $33 million, The California Transportation Commission (CTC) should release draft results by April 25. o The additional Congested Corridor program application for US 101 Express Lanes Phase 4: US 101/SR 85 Interchange that was being prepared was not submitted because we were not able to get either Caltrans or MTC submit the application. o VTA submitted applications for the US 101/Mathilda Interchange ($17 million), and the US 101/SR-25 Interchange ($4.2 million) at the end of January. The CTC should release draft results by April 25.VTA submitted an application for SB1 State Transit Assistance State of Good Repair (STA/SGR) funding to Caltrans at the end of January. A resolution of support is on your agenda for approval today. These funds will be used for light rail vehicle mid-life overhauls. o VTA is working with the City of San Jose to develop and submit applications to the Caltrans-run Sustainable Communities Planning and Strategic Partnerships grant programs, and the MTC s PDA Planning program on behalf of the Diridon Station Partnership. Applications for the Transportation Funds for Clean Air (TFCA) program are due to VTA staff on March 9, The call-for-projects was sent to member agency staff in mid-december.

49 11 Highway/Express Lanes Final efforts are underway that would allow field work for construction of the SR 237 Express Lanes Phase 2 project to commence that would lead to opening of the new express lanes in the fall of This project will result in all existing carpool lanes on SR 237 converted to express lanes operations. The project approval and environmental documentation (PA/ED) phase for the US 101/Zanker Road Improvement project started in December 2017 working with City of San José and Caltrans staff. The early phase work will include traffic analysis and supporting preliminary engineering. The PA/ED phase for the I-280/Wolfe Road Interchange Improvement project is underway working with City of Cupertino and Caltrans staff with traffic studies and early environmental investigations. The PA/ED phase for the I-280/Winchester Blvd Improvements project is underway working with City of San José and Caltrans staff after completing an alternatives analysis and early traffic investigations. A presentation on the project was provided at the January 29 meeting of the Cory Neighborhood Association. A presentation is planned for the meeting of the Winchester Orchard Neighborhood Association (WONA) on March 19. The US 101/Trimble Road-De La Cruz Boulevard Interchange Improvement will begin design activities to deliver plans, specifications and estimate (PS&E). A Request for Proposal (RFP) to procure the services of a design consultant is planned to be issued in the next month or two working with City of San José and Caltrans staff. The SR 87 Corridor Study is in progress with work underway to survey travelers along the route with a tentative schedule for release of the survey in early March. A draft of the study findings is expected in spring The study s goal is to investigate operational treatments (including part-time use of existing shoulders) that could benefit the corridor. The US 101-SR 85 Express Lanes Phase 3 along US 101 from SR 237 to the San Mateo County line including the US 101/SR 85 HOV lane-to-hov lane direct connectors is in the design phase working with Caltrans and local agencies located along the project route. Funding for the construction phase is being sought from federal and state sources including INFRA Program, SB1 Solutions for Congested Corridors Program, and the State Transportation Improvement Program (STIP). A meeting of the Mobility Partnership took place on February 7 in the City of Gilroy. All six members of this policy advisory board comprised of three elected officials from Santa Clara County and three elected officials from San Benito County were present for the meeting. The main item on the agenda was to receive a report on the planned improvements for the US 101/SR 25 interchange that would serve as the western terminus of a new alignment of SR 152 between US 101 and SR 156 referred to as the SR 152 Trade Corridor project.
