Fare Policy Review Ali Hudda, Deputy Director, Accounting, provided a brief overview of the staff report and a presentation, highlighting: 1) Fare Policy Review Objectives; 2) Proposed Fare Adjustments; 3) Intra-Operator Transfers (VTA-to-VTA); 4) Fares for Low Income Riders Community Bus Fares; and 5) Eco Pass Change. First Vice Chairperson Morrow expressed gratitude to staff for lobbying on behalf of the Committee to not to change the paratransit fares despite the other fare changes. M/S/C (Medrano/Vaidya) to recommend that the VTA Board of Directors: 1. Adopt a finding that a fare increase is necessary to meet operating expenses, including employee wages and fringe benefits and purchasing or leasing supplies, equipment, or materials. 2. Invoke a Statutory Exemption under CEQA, P. R.C (b)(8) and CEQA Guidelines Section 15273(a) (Rates, Tolls, Fares and Charges) for the purpose of modifying and increasing fares. 3. ACCESS Paratransit Technology Enhancements Robert Gebo, Regional Transportation Services Supervisor, provided a brief overview of the staff report and a presentation, highlighting: 1) Paratransit Services; 2) Vehicles; 3) Utilizing Technology; 4) Trip Broker - Communication Gateway; 5) DriverMate; 6) PASS-WEB; 7) EZ-Wallet, Cashless Faring solution; 8) IVR - Interactive Voice Response; 9) Eligibility; and 10) Next Steps. Discussion ensued on the following: 1) accessing the modules in Trapeze which VTA and MV Transportation; 2) soft launch of new programs in Trapeze; 3) security of Trapeze; and 4) educating the community of changes to paratransit scheduling. Member Vaidya requested information on the service area and connectivity between paratransit providers across the Bay Area. 6 7 On order of First Vice Chairperson Morrow and there being no objection, the Committee received and reviewed information on the technology enhancements for ACCESS Paratransit. 11. Workplan Update REPORTS Aaron Vogel, Staff Liaison, provided a brief overview of the Committee Workplan. Mr. Vogel added bus stop improvements to the Workplan. First Vice Chairperson Morrow asked to have light rail efficiency renamed light rail safety. On order of First Vice Chairperson Morrow and there being no objection, the Committee reviewed the Workplan. 12. Committee Staff Report Mr. Vogel noted the staff liaison report is provided for members at their place and on the public table and provided a brief overview of the actions taken by the Board of Directors (Board) at their May 4, 2017 meeting. Bernice Alaniz, Director of Communications, provided a video titled, VTA Solutions That Move You. Call Center Etiquette and Training Patty Talbott, MV Transportation, provided a brief overview of call center etiquette and training process, highlighting: 1) educating clients on using automated services to relieve staff workload; 2) quality assurance reviews of staff by management; 3) using recordings from other MV Transportation sites for training; 4) the ability to record calls is coming; 5) in person staff training to standardize practices; and 6) providing mandatory annual refresher courses for all staff. First Vice Chairperson Morrow would like to hear how VTA and MV Transportation respond to Federal Transit Administration (FTA) complaints without recorded calls. Ms. Talbott will return to the Committee with an update. Members of the Committee discussed the following: 1) staff communicating the options clients have for checking their balance, booking rides, wait times, etc. to clients; and 2) many upgrades and changes will be implemented when the paratransit call center at the Eastridge Transit Center is open. Mr. Vogel provided a brief presentation, highlighting: 1) Re-Designed VTA ACCESS Paratransit Vehicles; 2) In-Vehicle Technology Pilot; and 3) MTC Policy Advisor Recruitment. Citizens Advisory Committee/Citizens Watchdog Committee Report First Vice Chairperson Morrow provided a report on the May 10, 2017 meeting highlighting: 1) public hearing; 2) the public is generally happy with what VTA is doing but would like to have additional money dedicated to fixed route bus service and to the Eastridge transit Center light rail station; and 3) streamlined version of the Eco-Pass. On order of First Vice Chairperson Morrow and there being no objection, the Committee received the Citizens Advisory Committee/Citizens Watchdog Committee report. 14. Chairperson's Report OTHER First Vice Chairperson Morrow noted that in an effort to help members get their rides the Committee will aim for an 11:30 a.m. meeting end time. 15. On order of Chairperson Fitzgerald and there being no objection, the Committee of the Whole accepted the Orders of the Day. 4. PUBLIC PRESENTATIONS There were no Public Presentations. 5. Committee Staff Report 2016 Measure B Update Ms. Shinn noted that the lawsuit filed regarding the validity of 2016 Measure B was ruled in favor of VTA. Unfortunately the plaintiff filed for an appeal and VTA is currently undergoing the appeals process Measure B funds will continue to be collected but will be in escrow until the legal issue is resolved. To minimize additional delays, staff is working to develop competitive grants for the program. Member Williamson arrived at the meeting and took her seat at 10:11 a.m. Mr. Vogel provided a report, highlighting the following VTA Board actions since the Committee s last meeting: 1) approved loan to fund the Silicon Valley Express Lanes Program SR 237 Phase 2; 2) approved appointments to the 2016 Measure B Citizens Oversight Committee; 3) approved agreement with the County of Santa Clara to continue the Transit Assistance Program; 4) adopted the FY 2018 and FY 2019 Biennial Budgets; 5) adopted staff s Fare Policy recommendations; 6) deferred the 2016 Measure B Program and Program Guidelines to its October 2017 meeting; and 7) approved Special Events Service Policy. Mr. Vogel also reported about the following: 1) VTA safety campaign; 2) VTA s BART Silicon Valley Extension Project Berryessa Extension is now in the testing phase; 3) VTA Board Workshops are scheduled for September 22 and September 28, 2017; 4) Viva Calle Committee for Transportation Page 2 of 5 September 14, 2017 Mobility & Accessibility Minutes

10 8 REPORTS San Jose; 5) completion of the Montague Pedestrian Overcrossing bridge; and 6) VTA employee giving campaign for the victims of hurricanes Harvey and Irma. Mr. Clark provided an update about the Trapeze software and highlighted the following: 1) account balance issues were resolved; 2) monthly statements can now be produced; and 3) account and transactions are now available online through the Easy Wallet feature. 14. Chairperson's Report The Agenda was taken out of order. Chairperson Fitzgerald requested to have a Committee member present at driver and customer service training on paratransit and bus service. She also introduced Tricia Kokes, new Committee member, President of the Silicon Valley Independent Living Center, representing seniors/individuals with disabilities. CONSENT AGENDA 6. Transit Operations Performance Report FY 2017 On order of Chairperson Fitzgerald and there being no objection, the Committee of the Whole received the Transit Operations Performance Report - FY REGULAR AGENDA 10. Pedestrian Access to Transit Plan Ms. Ledbetter expressed appreciation to Members Morrow, Shah, Medrano, and previous Member Mark Romoser for providing valuable input through the Pedestrian Access to Transit Plan Task Force. She also provided a presentation entitled "Pedestrian Access to Transit Plan" highlighting Committee for Transportation Page 3 of 5 September 14, 2017 Mobility & Accessibility Minutes

11 8 the following: 1) Mission and Vision; 2) Public Input; 3) criteria used to identify focus areas; 3) Geographic Analysis; 4) Focus Areas; 5) Types of recommended projects; 6) Identifying Deficiencies; 7) Recommended Projects; 8) Criteria for Project Evaluation Matrix; 9) Project Evaluation Matrix; 10) Coordination with VTA Committees & Member Agencies; and 11) Next Steps. Public Comment Robert Van Cleef, Interested Citizen, expressed concern on the lack of benches on some bus stops. He commented that the brown warning strips at the San Jose Transit Mall blends with the flooring and is difficult to differentiate. Member Shah commented that adequate lighting should be required at every bus stop. Ms. Ledbetter responded that VTA has a Passenger Environment Plan that contain guidelines for bus stop amenities. On order of Chairperson Fitzgerald and there being no objection, the Committee of the Whole recommended that the VTA Board of Directors adopt the Pedestrian Access to Transit Plan. 11. Transit Security Efforts at LR Stations Mr. Garcia provided a presentation entitled Protective Services, highlighting the following: 1) Security Program Configuration; 2) Santa Clara County Sheriff's Office, Transit Patrol Division; 3) Allied Universal - Contract Security; 4) Allied Universal Staffing; 5) Fare Inspection on Light Rail; 6) Security Tools and Awareness; and 7) Protective Services. Chairperson Fitzgerald inquired if VTAlerts communication system is accessible to people with disabilities. Mr. Vogel responded that staff will check with the vendor and report back to the Committee. On order of Chairperson Fitzgerald and there being no objection, the Committee of the Whole received a presentation on VTA s Security Efforts. 12. MTC Clipper 2 Public Engagement Ms. Hale provided a report on the Clipper Card Program, highlighting the following: 1) transit agencies that use Clipper card; 2) uses of the card; 3) fare categories; and 4) planning for the next version of the card. Ms. Hale requested for the Committee s input regarding the Clipper card. She also requested to conduct an interview to Committee members representing organizations that provide training to transit riders with disability. 12 8 Public Comment Robert Van Cleef, Interested Citizen, expressed concern about the payment scheme of the Clipper card for seniors. Chairperson Fitzgerald commented that Clipper card can benefit the disabled community if it can be used to pay for different modes of transportation on different regions. On order of Chairperson Fitzgerald and there being no objection, the Committee of the Whole provided input to Metropolitan Transportation Commission staff on the planning of the next generation of the Clipper transit fare payment system. REPORTS (Continued) 13. Citizens Advisory Committee/Citizens Watchdog Committee Report OTHER There was no report from the Citizens Advisory Committee/Citizens Watchdog Committee. 15. Work Plan Update Chairperson Fitzgerald requested for a driver safety training item on the work plan. On order of Chairperson Fitzgerald and there being no objection, the Committee of the Whole reviewed and discussed the Committee Work Plan. 16. ANNOUNCEMENTS Member Medrano commented that bus annunciators are not working. Member Bonilla expressed concern about the planned discontinuation of bus Line 81. Member Shah expressed concern about the time it takes to book a paratransit ride. Member Morris requested to have a discussion on driver training for people with dementia, and the re-evaluation process for people with dementia. 17. Fernandez Chief Operating Officer, Inez Evans Chief Operating Officer's Report FOR INFORMATION ONLY BACKGROUND: The Chief Operating Officer provides the Committee for Transportation Mobility and Accessibility (CTMA) with an update at each meeting on items of relevance to the Committee. DISCUSSION: Operator Classes On October 11, 2017, 27 new Operator Trainees graduated the Bus Training class and became Bus Operators. A new Operator Trainee class began on September 25, 2017 with 30 new students. The anticipated graduation date is November 22, In Light Rail, the third class of the year graduated four new Light Rail Operators on September 1, The next Light Rail Operator class began on October 16, 2017 with 15 students. The anticipated graduation date is December 22, Years of Service Event On Tuesday, October 10, 2017, VTA held a Years of Service event where employees with 25, 30, or 35 years of service were recognized. The Operations Division is proud to have had 13 employees recognized at this event. Two employees had 25 years of service, nine had 30 years of service, and two had 35 years of service. We extend our appreciation to these employees for their dedication and service to VTA!

14 9 ATU/VTA/Joint Workforce Investment (JWI) Apprenticeship Graduation On Wednesday, September 20, 2017, ATU, VTA, and JWI held the very first Apprenticeship graduation for Coach Operator, Service Mechanic, and Track Worker apprentices. These apprenticeship programs are certified by the Department of Apprentice Standards (DAS) and are 18-months long with a minimum of 2,000 hours. There were 77 Coach Operators, five Service Mechanics, and two Track Workers who were recognized. Besides the graduates and their proud family and friends, dignitaries in attendance included: Rob Gamble, Director of Community/ Business Engagement and Workforce Development for Mission College. Gary Knight, Apprenticeship Consultant for the Department of Industrial Relations, Division of Apprenticeship Standards, State of California. Electric Bus & Charging Stations VTA has contracted with Proterra to provide five electric buses. VTA will receive a prototype in November 2017 for testing and training purposes. The delivery of the five electric buses is expected for early VTA is also in the process of awarding a contract for the construction of the charging stations, which is scheduled for Board of Directors consideration in the November-December 2017 timeframe. Bus Procurement VTA continues to replace and upgrade its bus fleet. The current procurement, which was for foot, low-floor, diesel hybrid buses, is well underway and nearing completion. These buses will replace the remaining high floor buses left in the fleet as well as some other buses that have reached the end of their useful life. The first new bus arrived last week. VTA will continue to receive these buses through January Light Rail Vehicle Overhaul Program The Rail Operations team continues the process of performing major mid-life rehabilitation and overhaul of VTA s Light Rail Vehicle fleet. As of Monday, October 16, 2017, the LRV Maintenance team had completed the major overhaul on 27 LRVs, a partial overhaul on 12 additional LRVs, and 38 LRVs are currently held in the queue for scheduled overhaul. Perimeter fencing, gates and yard striping is in progress and will be completed this fall so vehicles and operators can move in. All respective IT communication systems are in place and running smoothly. The recently deployed on-line trip booking and cancellation feature has resulted in 30 pilot users with over 175 trips completed. Computer Aided Dispatch-Automated Vehicle Locator (CAD/AVL) Update The CAD/AVL project is well underway. The project team is in final design review stage. The physical servers for both CAD/AVL and the Silicon Valley Regional Communications Systems (SVRCS) have been installed onsite and are going through final configuration in preparation for Factory Acceptance Testing. The bylaws for these committees specify that each committee must elect from its membership a chairperson and vice chairperson annually. The duties of the chairperson are to preside at all meetings of the committee and represent the committee before the Board of Directors. In addition, it is the responsibility of the CAC and PAC chairpersons to provide at each regular VTA Board meeting a verbal report on the previous meeting of their respective committees and any of the committee s concerns. The duty of the vice chairperson is to perform the duties of the chairperson when the chairperson is absent. The chairperson and vice chairperson positions both serve a one-year term coinciding with the calendar year and are eligible for election to multiple and consecutive terms. For the PAC and TAC, only members, not alternates, are eligible to serve in these positions.

17 10 The bylaws for all advisory committees except PAC and CTMA specify that the elections for these positions are held the last meeting of the calendar year (usually December), whenever possible. Due to meeting schedules and when member appointments are made, the elections for the PAC and CTMA are conducted the first meeting of the calendar year (normally January). DISCUSSION: The election process for the chairperson and vice chairperson positions is comprised of three distinct steps. The first step is the appointing of the nomination subcommittee. The second is presentation of the nomination subcommittee s report. The final step is conducting elections to select the chairperson and vice chairperson. Each of these components is conducted during the committee meeting. Appointing the Nomination Subcommittee The chairperson requests a small number of volunteers to serve on the nomination subcommittee, typically two or three members. For PAC and TAC, only members, not alternates, are eligible to serve on the nomination subcommittee. If there are no volunteers or an insufficient number, it is the chairperson s prerogative to appoint committee members to serve on it. The bylaws require that each committee vote to approve the appointment of members to the nomination subcommittee. This step normally takes place two meetings prior to conducting the elections. The mission of the nomination subcommittee is to determine members interested in serving as the chairperson or vice chairperson. This is done by soliciting nominations from members, either for themselves or other members, and is done at a time other than during the committee meeting. Additionally, it is the nomination subcommittee s responsibility to determine that members that have been nominated are willing to serve. Report from the Nomination Subcommittee At the meeting immediately preceding the elections, whenever feasible, the nomination subcommittee provides a verbal report to the advisory committee identifying committee members who have confirmed their willingness to serve. In instances where a report cannot be provided at the targeted committee meeting, the nomination subcommittee s report is ed to the committee prior to the elections. This action establishes the initial list of candidates for the elections to be held at the next meeting. The nomination subcommittee is automatically discharged when its report is formally presented to the committee. No action is required of the committee other than to receive the report. Election of Chairperson and Vice Chairperson These elections, which are held at the bylaw-specified meeting whenever possible, are conducted for the chairperson and vice chairperson positions individually and in sequence. Immediately preceding the vote, the chairperson will ask whether there are any nominations from the floor, then close the nomination process to establish the final list of candidates for each position. 18 10 For all advisory committees except CTMA and PAC, the affirmative vote of a majority of the total authorized membership is required to elect the chairperson and vice chairperson. CTMA requires the affirmative vote of eight members, and for the PAC the affirmative vote of the majority of the quorum present is required. For PAC and CTMA, the term of office for the newly elected chairperson and vice chairperson commences immediately following completion of the voting for each office. For the other three committees, the term begins January 1 of the calendar year following the scheduled vote. BACKGROUND: Complete Streets are generally defined as streets that are planned, designed, funded, constructed, operated, and maintained for the safe travel of all users, of all ages and abilities. They are streets where designs are context sensitive, which incorporate a balanced network approach, and which prioritize the safety, comfort, and convenience of pedestrians, bicyclists, transit riders (including access and operations), as appropriate for the local context, while still providing safe accommodations for motorists and other roadway users. VTA has long promoted Complete Streets. Beginning in 2002, the VTA Board of Directors established the Community Design & Transportation program, which promoted multimodal streets and context sensitive design. In 2009, the VTA Board of Directors adopted a policy, Multimodal Design Practices and Principles, which directed staff to model all future roadway improvements based on the multimodal design used for the reconstructed U.S. 101/ Tully Road interchange. More recently, the 2016 Measure B transportation sales tax passed by Santa Clara County voters in November 2016 includes requirements that Local Streets and Roads projects be delivered using Complete Streets best practices. VTA has been delivering Complete Streets through various projects and programs, but has done

20 so without an overarching policy. The proposed Complete Streets policy formalizes the practices VTA is already following. It also strengthens the Authority s commitment to integrating Complete Streets into all phases of capital project development and delivery. DISCUSSION: VTA s proposed Complete Streets policy (Attachment A) defines Complete Streets and directs all VTA Divisions to formally incorporate Complete Streets within all transportation projects and funding programs. The policy also directs VTA to encourage Member Agencies to follow Complete Streets principles when delivering projects funded by VTA. The proposed Complete Streets policy is consistent with VTA s prior related policies, and is consistent with policies adopted by the U.S. Department of Transportation, Caltrans, and the Metropolitan Transportation Commission (MTC). Attachment B provides a timeline of key Complete Streets actions taken by these entities. If adopted, the proposed Complete Streets policy will allow VTA to meet Complete Streets requirements for future One Bay Area Grant and 2016 Measure B funding programs. Complete Streets Principles and Practices The principles and practices outlined in the proposed policy provide a strategy to achieve a system of complete streets. The policy takes the concept of complete beyond routine accommodation of non-motorized users to consider the life cycle of the street - from streetscape design, to geometric design standards, to the efficiency, maintenance and operations of the street system. The proposed policy directs VTA to adhere to the following Complete Streets principles when administering transportation projects and programs: 1. Serve all users of the roadway, including pedestrians, bicyclists, and transit riders 2. Use context-sensitive design 3. Maintain or enhance network connectivity 4. Incorporate technology to improve operations and enhance safety of all roadway users 5. Are consistent with adopted plans 6. Maintain transportation infrastructure 7. 21 Exceptions The expectation is that capital projects administered by VTA will incorporate pedestrian, bicycle, and transit infrastructure identified in local, countywide, or regional planning documents within the project s geographic limits. However, the policy recognizes that there may be circumstances where exceptions are permitted, including but not limited to: disproportionate cost relative to the overall project, areas where roadway users are legally prohibited, absence of existing or future need, and disproportionate adverse environmental or social impacts. The policy describes exceptions to this rule and directs VTA to document exceptions in writing and make them publicly available. Evaluation Finally, the policy directs VTA to evaluate how effectively transportation projects meet their performance measures, including safety, use, and mobility. ALTERNATIVES: The VTA Board of Directors could choose to modify or not adopt the proposed Complete Streets Policy. If the policy is modified to eliminate one or more of the nine Complete Streets elements outlined by the Metropolitan Transportation Commission, VTA would not be eligible to receive capital funds under 2016 Measure B. Similarly, if the policy is not adopted, VTA would not be eligible to receive capital funds under 2016 Measure B. FISCAL IMPACT: There is no fiscal impact as a result of this action. While some additional staff time will be required to implement the policy, it can be provided within currently approved staffing levels. The Complete Streets concept calls for public roads to be designed and built for the safe mobility of all roadway users. Motorists, transit riders, bicyclists, and pedestrians of all ages and abilities must be able to move safely along and across the transportation network. More specifically, Complete Streets are streets: That are planned, designed, funded, constructed, operated, and maintained for the safe travel of all users. Where designs are context sensitive, and incorporate a balanced network approach. That prioritize the safety, comfort, and convenience of pedestrians, bicyclists, and transit riders (including access and operations) of all ages and abilities, as appropriate for the local context, while still providing safe accommodations for motorists and other roadway users. Where capital projects, once completed, should, at a minimum, not degrade the safety, comfort, or convenience of pedestrians, bicyclists, or transit customers of all ages and abilities, nor should they degrade the travel time of transit operations (recognizing that there may be situations where one of these modes may need to be prioritized over another). Where designs are developed with input from the community and support future conditions. 2. Scope This policy applies to all relevant VTA Divisions and to VTA employees, contractors, and consultants performing work for VTA. It applies to transportation capital projects and capital project funding programs administered by VTA. 3. Responsibilities Complete Streets In All Divisions VTA Divisions will incorporate Complete Streets principles and practices into all phases of their transportation capital projects and funding programs. Exceptions to Policy Pedestrian, bicycle, and transit infrastructure or information technology systems identified in local, regional, or countywide planning documents should be incorporated into transportation capital projects administered by VTA if they fall within the project limits. However, exceptions will be considered by the division head of the relevant Division where exceptional circumstances prohibit adherence to this policy. Infrastructure or technology that is identified in a local, regional, or county planning document may be excluded from a transportation project in any of the following circumstances: The cost of providing the Complete Streets element is disproportionate to the overall cost of the project, as set forth in the Federal Highway Administration Accommodating Bicycle and Pedestrian Travel. A roadway user is legally prohibited from using the transportation facility. There is an absence of existing and future need. Detrimental environmental or social impacts outweigh the need for the infrastructure or technology. The proposed exception, as well as supporting data and documentation, must be approved in writing by the division head of the VTA Division that is overseeing the project and made publicly available. C. Evaluation VTA will evaluate, monitor and report on the effectiveness of its projects using appropriate and practical performance metrics that may be tracked over time. Exceptions will be documented on a case-by-case basis in situations where evaluating and monitoring projects are infeasible or impractical. D. Capital Projects Funded by VTA VTA will encourage Member Agencies to follow their adopted Complete Streets policies when delivering capital projects that have received funding through VTA. If a Member Agency has not adopted Complete Streets policies, VTA will encourage the Member Agency to follow the Complete Streets practices described in section 4A and 4B. VTA will ensure that capital projects funded through 2016 Measure B meet the measure s Complete Streets reporting requirements adopted by the VTA Board of Directors. E. Member Agency Complete Streets Responsibilities This policy does not absolve any Member Agency of its responsibility to fund, design, build, operate or maintain Complete Streets elements on transportation facilities under that agency s control. 27 Attachment B Complete Streets Policy Support Complete Streets are supported by plans, guidelines, and policies from the U.S. Department of Transportation, Caltrans, the Metropolitan Transportation Commission, and VTA. A timeline of selected documents and policies is provided below. November 2002: VTA Board of Directors adopts the Community Design & Transportation (CDT) Program as its primary effort for linking transportation and land use. The CDT program outlines principles that are prescient of Complete Streets best practices that gain favor over the next several years. June 2006: Metropolitan Transportation Commission (MTC) adopts MTC s Regional Policy for Accommodation of Bicycle and Pedestrian Facilities during Transportation Project Planning, Design, Funding, and Construction (Resolution 3765), which requires project sponsors to submit a Complete Streets checklist for projects funded by MTC. September 2008: Governor Schwarzenegger signs into law the Complete Streets Act of 2008, (AB 1358) which requires that circulation elements of a city or county plan for a balanced, multimodal transportation network that meets the needs of all users of streets, roads, and highways for safe and convenient travel in a manner that is suitable to the rural, suburban, or urban context of the general plan. October 2008: Caltrans Department of Transportation (Caltrans) adopts Complete Streets- Integrating the Transportation System (DD-64-R-1), which directs the Agency to ensure that travelers of all ages and abilities can move safely and efficiently along and across a network of complete streets. It specifically calls out bicyclists, pedestrians and transit modes. January 2009: VTA Board of Directors adopts a policy, Multi-Modal Design Practices and Principles, which directs staff to follow the multi-modal design approach used for the US 101/Tully Road interchange project on all future roadway improvements, as feasible. January 2009: VTA establishes a Complete Streets program in the Valley Transportation Plan 2035 and aligns funding to assist Member Agencies and VTA in delivering contextsensitive Complete Streets projects. March 2010: U.S. Department of Transportation issues a Policy Statement on Bicycle and Pedestrian Accommodation Regulations and Recommendations, which supports the development of fully integrated active transportation networks. The policy states that well-connected bicycle and pedestrian networks should be designed as part of Federal-aid projects. August 2010: VTA staff presents Complete Streets Principles for Santa Clara County (Memo No. 1543), to the VTA Board of Directors, which outlines a framework for a potential Complete Streets policy for Santa Clara County.

28 Attachment B May 2012: MTC sets a Complete Streets requirement for local agencies to be eligible to receive federal and state transportation funding through the One Bay Area Grant (OBAG) program. VTA works with Member Agencies to certify that they have met the MTC requirements. October 2014: Caltrans updates its Complete Streets policy to direct the agency to provide for the needs of travelers of all ages and ability in planning, programming, design, construction, operations, and maintenance activities on the State highway system (DD 64-R-2). The policy is supported by Caltrans Complete Streets Implementation Action Plan 2.0, adopted in June 2016: VTA includes a Complete Streets requirement in the policy language for 2016 Measure B, which subsequently is approved by voters in November June 2017: VTA Board of Directors approves the Complete Streets Reporting Requirements for 2016 Measure B. 31 12 Elements for Implementation with Bart Extension in Mid-2018 Next Network Full Transit Service Plan The remaining elements of the full FY18 & FY19 Next Network Transit Service Plan will be implemented along with the introduction of the BART extension service in mid This includes the completely redesigned bus network (including route number and name changes), introduction of new Rapid services, the new light rail Orange Line and revised Green Line, and relocation of bus service from the Great Mall Transit Center to the Milpitas BART station. Additionally, bus routes will be classified under the following service hierarchy: Express Rapid Frequent Local Special/School/Other The additional service changes planned for mid-2018 will provide 31,600 additional light rail hours of service (annualized) and 66,000 additional bus hours of service (annualized), compared to the January 2018 service plan. The cost for these annualized service hours is estimated at approximately $17.3 million. Transit Information Improvements Staff is currently working on a number of efforts that will improve the quality of transit information for riders, each designed to make the transit network easier to understand and use, all of which will be implemented along with the introduction of the BART extension service in mid-2018: A complete redesign of VTA s transit system map A complete redesign of VTA s transit time guides More descriptive and consistent bus and light rail vehicle headsigns More descriptive and consistent bus stop signage An improved General Transit Feed Specification (GTFS) transit schedule data feed for third-party software applications Rebranded light rail lines Blue (Alum Rock - Santa Teresa, including express trains between Santa Teresa Station and downtown) Green (Old Ironsides - Winchester) Orange (Mountain View - Alum Rock) Purple (Ohlone/Chynoweth - Almaden) Other Light Rail System Changes Rename I-880/Milpitas Station to Alder Station Rename Montague Station to Milpitas Station Light rail station signage update to reflect new service plan Page 3 of 5

32 12 Transit Performance Monitoring Program VTA is developing a robust program to monitor service performance and develop service improvement plans on a quarterly basis with VTA s Safety, Security, and Transit Planning & Operations Committee and Board of Directors. The quarterly reports will include: A systemwide and route-by-route transit performance review Discussion of transit service policy topics as appropriate, such as supplementary school service, Express service, transfer behaviors, transit information materials, etc. Detailed route evaluations of selected routes, including maps, charts, compliance with Board-adopted service guidelines, etc. A service improvement plan (route alignment changes, service level changes, bus stop changes, etc.) for each of the selected routes. These service improvement plans will feed directly into the development of VTA s annual transit service plan. Implementation Rolling out the full transit service plan in mid-2018 will require coordination among many VTA teams and functional areas. In late 2017, Transit Planning staff will convene and lead an implementation task force with representatives from various divisions. The task force will meet regularly and as necessary to achieve a successful roll-out of service. Considerations include: Marketing efforts Public outreach Media engagement Customer service and ambassador program Operational implementation Transit planning Scheduling Bus stops Passenger information BART service integration Security Paratransit Regional partner services Government affairs In addition, implementation will require additions/relocations/deletions of many of our transit passenger facilities: Installation of about 200 new bus stops Removal of approximately 350 existing bus stops Improvements to the passenger boarding areas of about 50 stops Modification of bus stop signage at nearly all bus stops Modification of signage at all light rail stations FISCAL IMPACT: Page 4 of 5

33 12 The service changes planned for January 2018 will provide 3,200 additional light rail hours of service (6,400 annualized) and 18,000 additional bus hours of service (36,000 annualized) in FY18. The additional service changes planned for mid-2018 will provide 31,600 additional light rail hours of service and 66,000 additional bus hours of service in FY19. The estimated cost of these services is $2.85 million in FY18 and $23.0 million in FY19. Appropriation for these expenditures is included in the Adopted FY18 and FY19 VTA Transit Fund Operating Budgets.. ADVISORY COMMITTEE DISCUSSION/RECOMMENDATIONS: The Technical Advisory Committee considered this item at their October 11, 2017 meeting and had no comments or questions for staff. The Policy Advisory Committee deferred this item to their November 2017 meeting. STANDING COMMITTEE DISCUSSION/RECOMMENDATIONS: The Congestion Management Program & Planning Committee considered this item at their October 19, 2017 meeting and asked staff the status of the on-demand pilot program being explored for Almaden Valley. Staff responded that various service models are being explored and an item will be brought to the committee in the next couple months. The Safety, Security and Transit Planning and Operations Committee reviewed this item at their October 20 meeting. Chair Chavez indicated that she has asked County staff to review our Next Network plan for impacts on all the various county services. VTA staff replied that they have already met with County staff on the impacts to the Senior Nutrition Program sites. She indicated that they are many different county agencies issuing VTA transit passes and desires to have those all under one contract. Chair Chavez all inquired as to how VTA comments on new developments that are in areas not served by VTA and what options there might be for shared transportation. Finally she asked that VTA include a map and information on our website showing our frequent network and describing this as appropriate areas to place development, especially for public service type activities.
