2 PROJECT OVERVIEW Brief abstract (~ 150 words) of proposal identifying problem or need, how the proposal will address it, and anticipated benefits. Intercity Transit is seeking CMAQ grant funding necessary to improve access and security for up to 36 existing bus stops in the Thurston PM10 Air Quality Maintenance Area. Investing in the safety, security and accessibility of neighborhood access to transit service supports Intercity Transit s opportunity to market and promote use of public transportation and complements walking and biking as the most environmentally conscience mode of transportation. Often the decision to use public transportation is determined by access, convenience and the perceived security at the bus stop; this is especially true for persons with disabilities or conditions that may limit physical capacity. Since 2005 Intercity Transit has leveraged grant awards with local funding to enhance bus stop accessibility and develop improvements in the communities we serve. This program is scalable and can be obligated upon notification of award. 3 PM10 AIR QUALITY BENEFITS Briefly describe how this project will reduce PM10 emissions and improve air quality within the Air Quality Maintenance Area. Investing in bus stop accessibility creates an invitation to ride the bus and provides more locations to access the system by reducing entry barriers. Each person who chooses to use public transportation may have otherwise made their trip in a single occupant vehicle, adding to existing congestion and emissions. Removing barriers to transit service results in increased bus ridership opportunities as well as trips made by walking and biking. PM10 AIR QUALITY ANALYSIS AND DATA An air quality improvement report is submitted to WSDOT Local Programs when a CMAQ funded project obligates. TRPC will assist grant recipients with the air quality analysis prior to project obligation. Describe the type and availability of data that will support analysis to measure this proposal s PM10 air quality improvements. Intercity Transit uses Automatic Passenger Counters to collect boarding and alighting activity for each bus stop. Therefore, before/after ridership could be used to estimate air quality improvements. Ridership can be compared at the stop level, route level and system level. In addition, when combined with Transit Signal Priority treatments and similar measures that improved transit service speed and reliability, we expect to see growth in transit usage and the correlating air quality improvements. For a period of time following the enhancement of a stop, a portion of the measurable increases in activity could be associated with the increased accessibility. Increases in ridership could then be translated into the comparable emission output for a single occupant vehicle. Evaluating the changes in proposed bus stop improvements does not consider the system wide benefits of building a fully accessible set of stop improvements and the elasticity in ridership increases at the stop level. Therefore, we recommend that Intercity Transit evaluate the relative changes in ridership in past areas where bus stop improvements and measures to reduce delay have been implemented, and develop metrics that can be used to determine how neighborhood bus stop improvements contribute to increased system ridership and more meaningful air quality benefits over time. SUPPORT FOR SUSTAINABLE THURSTON OR OTHER RECOGNIZED REGIONAL INITIATIVES Identify ways in which the proposed project supports the goals and policies of the Regional Transportation Plan, implementation of Sustainable Thurston transportation initiatives, or other regional initiatives. Examples of other initiatives include, but are not limited to, The Thurston Regional Trails Plan, Urban Corridor Communities and associated District Plans, Healthy Kids Safe Streets Action Plan, South Thurston Economic Development Initiative, Walk and Roll, Commute Trip Reduction, I 5 Action Plan, Bountiful Byways, Smart Corridors, and the Human Services Coordinated Transportation Plan. The Regional Transportation Plan (RTP) introductory narrative encourages Thurston residents to try a new mode of transportation 1 day a week. Intercity Transit s initiative to improve access and security to bus stops supports personal choice in transportation as well as a significant number of goals and policies identified in regionally adopted plans. For example, Goal #3 of the RTP is to create Barrier free Transportation; Intercity Transit s ongoing project of improving access to bus stops furthers Goal #3 by creating pedestrian improvements that are compliant with the Americans with Disabilities Act (ADA) and inviting to persons with mobility limitations to use the bus who may otherwise travel by a less efficient mode. Furthermore, this bus stop improvement project furthers RTP goals on Public Transportation, Walking, Bicycling, and Transportation Demand Management. The Sustainable Thurston vision principally addresses the need to invest in a robust and accessible public transit system with the goal of creating a carbon neutral community. Moreover, the existing Smart Corridors initiative is intended to improve the efficiency and attractiveness of public transportation as a preferred choice above the single occupant vehicle. Lastly, the project to improve transit access supports the purpose of the Regional Trails Plan to emphasize non motorized transportation and 2020 TRPC Regional Congestion Mitigation Air Quality Improvement Program Grant Application, page:3

4 PROJECT DESCRIPTION & SIGNIFICANCE (2 PAGES MAX, 10 POINT FONT MINIMUM) Using the space provided on pages 3 and 4 below, please address the following in your narrative: Describe the proposed project and why it is a regional funding priority, paying attention to anticipated benefits to be realized. Specify ways in which this project will reduce vehicle miles of travel or increase overall system operating efficiency in the Air Quality Maintenance Area. Identify any collaboration or partnership with other entities with a vested interest in this project. Note whether this project leverages previous work, such as an implementation phase of a previous study or design phase, or whether it lays the groundwork for subsequent implementation phases. Describe any efforts that will help ensure this project can meet its obligation commitments. What Moves You identifies increased transit use as a key to implementation of the regional transportation plan. Providing access to transit service is a fundamental component of maintaining, and increasing transit use. Investment in bus stop accessibility helps Intercity Transit achieve its central mission of providing and promoting transportation choices that support an accessible, sustainable, livable, healthy and prosperous community. The Regional Transportation Plan (RTP) specifically identifies a robust transit system as being an essential component of the growing region. Arguably each bus stop improvement project will result in a more inviting public transit system that, overtime, reduces the number of single occupant vehicle trips, reduces traffic congestion and vehicle miles, and improves air quality. Since 2005, Intercity Transit has leveraged local funds with grant funds to improve accessibility, seating, shelters and solar lighting to enhance the safety and security of neighborhood bus stop facilities. Intercity Transit s bus stop enhancement program to improve access to transit services has resulted in 171 bus stops in 7 separate improvement projects with an additional 71 programmed for A typical improvement project may involve sidewalk repair or construction, creating a safe pedestrian pathway and access ramps for persons with mobility limitations, and the installation of a shelter, bench, railing and lighting. Since 2005 Intercity Transit has installed 85 landing pads, 86 shelter pads and shelters, and added solar lighting to 26 bus stops. With additional grant revenue Intercity Transit intends to continue the bus stop enhancement program until every bus stop is accessible including the 36 bus stops identified for this project. Costs represent accurate planning level estimates needed to accomplish the work described herein. The project described is financially feasible, and local match revenue identified above is available and will be committed to the project iftrpc awards the requested CMAQ grant. If selected, this project will obligate funding by June 30, 2018 or June 30, 2020 as specified on the award letter. Failure to do so will result in loss of funding for the project and an alternate project will be funded instead. I realize that the use of federal funds for this project entails administrative and project compliance requirements over which TRPC has no control, and for which this agency or organization will be responsible.
