3 MEMBER LEADER WHO S WHO Name: Celia Gray, Chair 2013/2014 Residence: Charlotte, NC Education: Bachelors of Science in Metallurgical Engineering from the University of Illinois in Urbana/Champaign Introduction to Quality: Working as Process Metallurgist in the Quality Department at Wolverine Tube, Inc. Wolverine assigned the Aluminum Dept Manager to get plant certified to ISO He quit and Celia volunteered to do the job. Current Job: Quality Manager at Charlotte Area Transit System (CATS). Celia joined CATS in October of 2002 during Preliminary Engineering of the NEW START Light Rail project and was trained by the FTA Project Management Consultant on the FTA Quality requirements for Transit Projects. Previous Experience: Celia spent 20 years working in manufacturing before joining CATS. Celia led Wolverine Tube Inc. s Decatur AL Plant through ISO 9002 certification. She served as Management Representative, conducting quarterly reviews of the quality system and overseeing the internal auditor program. ASQ Activities: Chair-Elect for the ASQ Design and Construction Division, senior member of ASQ, CQA and CMQ/OE Other Activities: Served as a reviewer of the FTA Quality Management Guidelines that will supersede the 2002 FTA QA/QC guidelines. Leadership is doing the right things. --Peter Drucker Name: Anita McReynolds-Lidbury, Chair-Elect 2013/2014 Residence: Dallas, Texas Education: BSN Introduction to Quality: Introduction by fire, I began my career in Quality as Chuck Kanapicki s assistant on the biggest light rail expansion project in over a decade (DART Greenline). I asked more questions of him than he probably cares to think about over the course of 2+ years; he introduced me to ASQ and brought me into the design and construction division. After taking over the project when Chuck moved onto greener (no pun intended) pastures, I remained on the project for an additional 8 years and watched it go through construction and into revenue service. Current Job: Owner and President of Quality Principles, LLC. Previous Experience: Director, Project Management, for a Telecommunication firm installing long-haul fiber into 2 nd and 3 rd tier cities, building facilities and central offices. ASQ Activities: Section Proctor, Certification Exam Review Committee, Design and Construction Secretary. 4 Name: Benjamin Trujillo, Secretary 2013/2014 Residence: Albuquerque, NM Education: Bachelor of Arts, History Introduction to Quality: I joined Kleinfelder in 2002 just as the firm was beginning to build an NQA-1 compliant quality management program. I was approached to see if I wanted in a role in the creation process, accepted, and have been involved in building and refining it and the corporate quality management program ever since. Current Job: Deputy Director-Quality Assurance, Kleinfelder. I oversee the development and verify implementation of the company s ISO 9001:2008 compliant quality management program. In addition, I manage and audit Kleinfelder s NQA-1a compliant quality management program for nuclear projects for both the Department of Energy and commercial nuclear clients. Previous Experience: Working with at-risk youth and communities as a health educator for three years. Managing a claims processing team and performing data quality management for two years. Rickover Name: Cliff Moser, Vice-Chair and Past Chair Residence: Culver City, California Education: Architect, Master of Science, Quality Assurance, Cal State Dominguez Hills Introduction to Quality: As an architect I was working with Value Engineering on government projects in the 1990s. Value Engineering was a system that focused on ways to reduce material and construction cost. Doing research on life-cycle costing, I discovered that one of the gurus in Value Engineering, Larry Miles, was a contemporary of Edwards Deming. Miles was working at General Electric with a focus on quality function of material and cost, while Deming was working on quality processes at Western Electric. Both Miles and Deming presented their theories and systems to Japan after WWII and became two of four recipients of the Order of the Sacred Treasure, an honor given in the name of the Emperor of Japan for outstanding contributions to the Japanese economy. Currently two highly treasured annual awards are given in their honor in Japan: The Deming Award for outstanding work in the field of Quality, and the Larry Miles Award, for outstanding work in the field of Value Analysis. I realized that Value Engineering and Quality were complementary systems which, used together, could help guide quality and cost within the design and construction industry. Current Job: Vice President BIM Services, Neilsoft. Neilsoft is a global engineering and design services firm. I focus on providing Building Information Modeling services to design, construction, and owner teams. I also sell cloud computing virtualization, BIM audits, virtual big rooms, and lifecycle BIM services. Previous Experience: Healthcare Construction Architect; I ve helped deliver twenty-three hospitals since ASQ Activities: Past-Chair, Design and Construction Division (2007 to 2010). I met Taguchi at my first WCQI in Seattle in 2005, and showed him my application of his theorem. He stated that such a unique approach should be applied within other industries, and thanked me for validating his ideas. I realized that I had become an absolute quality-nerd because for me it was like Keith Richards telling me I was a pretty good guitar player. I was absolutely star-struck. 6 DCD FUNDS STUDENT CONTEST The Design and Construction Division (DCD) of the American Society for Quality (ASQ) has decided to fund a student to attend the National Institute of Building Sciences Conference in Washington, DC from Jan 7-11, and a student to attend the 92 nd Annual Transportation Research Board Meeting in Washington DC, from Jan We re looking for DC-area full time students in academic majors related to the design and construction of buildings for the NIBS conference and the design and construction of transportation for the TRB conference. The DCD would like interested students to write a short abstract describing a) Why they would like to attend, b) What benefit to their education would they receive by attending, and c) How attending would reinforce what they re learning in their classes relevant to the management of quality in design and construction. The abstract should also include the name of a faculty advisor to recommend them, and to confirm that they re a DC-area full time student in a design and construction related major. The DCD would also like the students that are selected to agree to write an article of what they learned at these conferences relevant to design and construction quality for the quarterly DCD newsletter. 7 ISO 9001:2008 Certification for Large Design-Build Project Design Quality Management Systems Eagle P3 Project in Denver for RTD By David J. Irish, PE, CMQ/OE More and more clients are auditing Design Quality Management Systems (DQMS) of the design team whether the project is a design-build or design-bid-build delivery method. Contracts that require ISO 9001:2008 compliant DQMS are also becoming more widespread as clients look for ways to increase confidence in the design. Some clients also have ISO certified a QMS for their internal operations. An example of the requirement for the QMS to be ISO 9001:2008 certified is the Denver Transit Partners (DTP), FasTracks Regional Transportation District of Denver (RTD) Eagle P3 Project in Denver, Colorado. This is a complex, multidisciplinary design-build-operate-maintain-finance project for RTD. The design portion of the project includes 22.8 miles of commuter rail line from Union Station to the Denver International Airport, an 11.2 mile commuter rail line from Union Station to Wheat Ridge, a two mile initial segment of the Northwest Rail Corridor, and a new commuter rail maintenance facility yard. The project design also includes 13 stations and 40 bridges. The RTD required DTP to a have an ISO 9001:2008 certified QMS for the project. The RTD also performed compliance audits of the QMS and design. ISO certification was achieved by preparing for and undergoing an audit performed by a third party firm that performs audits to assess whether a QMS complies with the ISO standard. This same firm also performed the recent annual recertification audit. DTP performed targeted compliance audits of the DQMS to confirm the Quality Documents complied with the Design Quality Management Plan (DQMP) and satisfy the ISO requirement for management audits. Both the RTD and DTP audits helped the design team prepare for the ISO certification audit by identifying shortfalls in the QMS and identifying opportunities for improvement. Page 7

8 While not inclusive, the following topics include major elements of a DQMS. As such, these elements need to be well thought out. Be aware that even the best manuals need to be updated periodically. A QMS needs to be flexible and will invariably need to be updated based on audits and project experience that lead to process improvements. During the course of this project, the DQMP was updated to reflect changes in the processes and to define the procedures for processes not anticipated previously. 1. Processes and procedures for training on the QMS 2. Narrative and work instructions (procedures) 3. Internal Audits (both management and compliance); planning and reporting 4. Quality records (storage, retrieval) 5. Preventative and corrective actions Over the course of the project, we had a number of lessons learned and confirmed: 1. Meeting the requirements of ISO 9001:2008 is a major endeavor and has to be addressed in the project scope, delivery schedule and budget. 2. Train the design staff in the processes and procedures early in the design process. Be ready to conduct refresher training. 3. Only include in the DQMS what will be implemented based on project specific requirements. Don t make commitments you can t or don t intend to keep. 4. Tailor the processes and procedures in the DQMS to the Project. Make sure the processes and procedures add value. Be prepared to update the QMS throughout the project. 5. Implement what you say you ll do. The client audits and third party ISO audits will expect to confirm that you have done so. 6. Be sure to keep easily retrievable quality records. This will facilitate audits at all levels. ISO certification was achieved on Eagle P3 project because all the team members involved worked together and saw the benefit of the processes and procedures beyond simply fulfilling the contract requirement. This project is the first P3 project to receive this ISO registration in the United States. ISO 9001:2008 registration is recognized globally and only a small number of companies and design/construction partnerships have earned this distinction. Properly, implemented a well thought out DQMS can truly lead to enhanced customer satisfaction which is the focus of the ISO standard. About three years ago, the design quality function became a dedicated position due to the size of the projects I was working on. Current Job: Design Quality Manager (DQM) for the US36 Design-Build Project between Denver and Boulder, CO Previous Experience: DQAM, Eagle P3 D-B, Denver, CO DQCM, I-15 CORE D-B, SLC, UT DQM, Farrington Highway Station Group, Honolulu, HI DQM, Eglinton-Yonge Light Rail Transit Interchange Station, Toronto, Canada Developed the Design Quality Control sections of the DQMP and associated Work Instructions based on contract requirements and ISO principles and trained the design team on the QC procedures. Responsible for audits of key processes, quality records, preventative and corrective actions, management reviews and reporting, and for verifying that any modifications to the design Page 8

9 quality control procedures comply with contract requirements. Performed reviews of QC documentation, provided feedback and worked with the design team to ensure continuous improvement of the quality processes. QC Engineer, SH-130 Turnpike, Austin, TX Provided design quality control checks for the Roadway department and interdisciplinary reviews for 49 miles of roadway, bridges and toll facilities. ASQ Activities: Monthly meetings near current project; Selected as an early round judge for ASQ ITEA Competition Recent Honor: HDR Pathfinder Award for Process Improvement: QMS for the I-15 CORE Project The QMS for the Eagle P3 Project received an independent ISO 9001:2008e Certificate of Conformance. This project is the first P3 project to receive this ISO registration in the United States. There are the four winners of the National Housing Quality Award this year (which is based on the Baldrige Criteria) with awards in the Gold, Silver and Bronze categories, a great way to celebrate NHQA still going strong in its 20 th year! Excellence in Construction These builders are examples of excellence in the home building industry. They have survived and thrived the recession, expanding their market by using quality tools and the NHQA Criteria to continually improve, reduce costs and increase customer satisfaction by honing the basics of the industry to excellence and adopting new best practices. NHQA winners over the years have shown that regardless of the number of homes you build, the type of market, economic climate, home type, price or size the NHQA has helped improve their businesses. Each one of them provides lessons on how you can improve your bottom-line. Evaluating your business against the NHQA criteria can help you identify areas for improvement just as these builders have done. If you take the next step and apply for the award process itself, a team of home building and quality experts will provide you with a detailed feedback report on how to improve. This report represents approximately 50 man hours of evaluation a value of $8,000. If you do well Page 10

11 enough you may receive a site visit which allows the judges to gain a more detailed insight to your business and therefore provide a more detailed feedback report. The site visit may last 2-4 days depending on the size of your business and if you have various geographic locations. This report including the site visit represents 150 man hours or a value of $22,000. A study of NHQA winners from showed metrics such as gross profits of 12-20%, construction costs vs. budgets of +/- 1%, cycle time reductions of 15-50%, 98% of homes had zero defects at closing, defect reductions of 11-75%, 30% referral rates and trade satisfaction of 94%. 14 DIVISION COUNCIL ACTIVITIES While at the Audit Conference the DCD member leaders took the opportunity to conduct a strategic planning session facilitated by the Past-Chair John Mascaro. As part of that session a Strength Weaknesses Opportunity and Threats (SWOT) analysis was performed resulting in the table below. Based on this SWOT analysis, the DCD leadership developed a business plan and budget for 2013 outlined in the table on the next page. Highlights of the 2013 business plan include: Co-sponsoring a conference-within-a-conference (CwC) at the 2013WCQI and sponsoring a foreign speaker for that CwC Co-sponsoring the 2013 Audit Division conference and presenting an DCD track at that conference Continue to explore construction quality manager certification opportunities with other like-minded professional societies Continue support of the Future Cities Competition Continue offering AIA training credits for ASQ activities Page 14
