I hope you were able to take some time off and enjoy the holiday season. It is good to be back with renewed energy. This month marks the mid-point of our fiscal year, and a good time to review SEAONC s activities for the year. A lot has been accomplished in the last few months, but more is to be done during the remainder of the year. Our technical committees have been hard at work, focusing on their involvement in the Code development arena, and publishing white papers on topics that are of interest to practicing engineers. Our Continuing Education Committee has planned 5 seminars for this year instead of the usual three; including an upcoming seminar in the South Bay. Friedman, SE, Principal & Paul Rodler, SE, Principal The City of San Francisco s Old Main Library, a 1917 historic building constructed of structural steel and unreinforced brick masonry, was recently renovated and transformed into the New Asian Art Museum. The Museum houses an irreplaceable collection of Asian art and artifacts, including immensely valuable, brittle Ming Dynasty vases, and represents the largest non-property asset in the City of San Francisco with an estimated value of $5 Billion. The adaptive reuse of the 180,000 sq. ft. building was orchestrated by the Milanese architect, Gae Aulenti, FAIA, known for her adaptive reuse of the Gare D Orsay, a Parisian train station, into the internationally renowned Musee D Orsay. HOK was the local architect of record. The New Asian Art Museum is a monumental building located in the San Francisco Civic Center Historic District, and is recognized as one of the most notable examples of Beaux Arts architecture in the United States. The building was designed in 1915 by the architect George W. Kelham and structural engineer H. J. Brunnier to compliment the new City Hall Building under construction. The ultimate goal of city planners was to establish a Civic Center District with government, judicial, library and arts components. With a new library commissioned and constructed within the District in the late 1990 s, the renovation of the library to become a world class museum finally completes the founding planners goal. The seismic design criteria for the project was certainly to protect the brittle and vulnerable historic fabric and structure of the building. However, the primary objective was to protect the art collection on display and in storage. For both moderate and severe earthquakes, the goal was to suffer no loss in collection value. The Museum structure and collection were seismically protected by a combination of base isolation and superstructure reinforcement. The isolation bearings were placed over a reinforced mat foundation system below the original slab on grade. A new suspended floor, above the isolation plane, supports basement loads. Reinforced concrete shear walls, from the top of the basement floor to the roof level, provided a complete and rigid lateral load path for all sections of the building. Floor diaphragm reinforcement and collector lines tied the existing and new floors into the shear walls. Base isolation combined with superstructure reinforcement provided the most reliable protection available to the artifacts stored and displayed in the Museum. Base isolation allowed architectural freedom to manipulate the floor plate in a manner that optimized gallery space and light distribution. The seismic demands imposed on displayed artifacts were reduced to a level for which conventional artifact bracing methods could be effective. The presentation will also provide a contextual overview of the project beyond the technical engineering solution. As with so many projects, the structural engineer is involved in the broader scope of project objectives and issues including budgets and fundraising, preservation and politics

Our Public Affairs and Membership committee is involved in various community activities, thus improving the visibility of our profession. The 1906 Centennial Planning Committee is planning PR activities for SEAONC during the 100 year anniversary of the 1906 earthquake. The Younger Member Forum is working on getting the Shadow an Engineer Program off to a start. The Business Forum has planned monthly meetings, helping our members to sharpen their business and practice management skills. The Board of Directors is grateful to have such enthusiastic group of active members who contribute to SEAONC s success. This year the Board s biggest challenge has been the management of our operating budget. It seems that with declining membership and with rising costs, each year it becomes harder to manage our finances. We have considered cost saving ideas such as the electronic newsletter, and possibly a different format for our dinner meetings, as we heavily subsidize the cost of those meetings. One of the areas that we will focus on in the upcoming months is ways of growing our membership. We welcome your ideas and your participation in a membership drive. We will also focus on reviewing our scholarship program and on management of our scholarship fund. We look forward to your input on the future activities of SEAONC. - Simin Naaseh, President NEW SEAONC MINI-SEMINARS Ron Hamburger on IBC Concepts New to UBC Users By Taryn Williams, Chair Come to hear Ron Hamburger give a presentation on this timely topic before the January dinner meeting! This talk will be the first in a series of mini-seminars held prior to monthly dinner meetings, to keep members informed on the most current topics in the structural engineering profession. The talk will take place at the offices of Forell/Elsesser at 160 Pine Street (at Battery), 6th Floor, on January 4th from 5:30-6:15 pm. The cost is $15. Members can sign up for the miniseminar only, or the mini-seminar plus the dinner meeting, via the SEAONC office. Structural Engineering Certification - Why Should We Do It? Many of us are probably asking, what the value of certification is to them, and why they should apply. The fact is, there is little short-term personal benefit to individuals who become certified. However, in the long term, we hope that certification will be a major benefit to the profession as a whole as well as to individual engineers who become certified and their employers. Our belief is that when mature, the structural certification program will: Identify those engineers who are trained specialists in structural engineering, just as specialty certifications by the various specialty medical boards have become the standard for identifying competent surgeons, oncologists, pshychiatrists, pediatricians and many others. The fact is, most people, given the opportunity and a choice, would not think of having a specialty medical procedure performed on them by anyone other than a board certified specialist. Our hope is that structural certification will eventually bear the same weight and people would not think of having a significant structure designed or evaluated by other than a certified structural specialist. Provide the practicing engineer, through their participation in the certification program, a direct path for influencing the curriculum offered by Universities so that it is possible to obtain an appropriate level of education in structural engineering, as opposed to civil engineering, at the University level. Provide the practicing engineer, through their participation in the certification program, a direct path for influencing the state boards of registration as to appropriate criteria for licensing engineers to practice structural engineering. Bolster the public and political image of structural engineering as a unique engineering practice requiring specialized education, training and skills and one that is distinct from Civil Engineering and other branches of engineering and which has substantial relevance to public safety and welfare. Facilitate the process of obtaining uniform structural engineering registration laws in all 55 jurisdictions that presently regulate engineering practice. This will ultimately make our licenses more transportable across state lines, as well as help to improve the general level of structural engineering practice nationwide. I hope that these points address concerns as to the value of obtaining structural engineering certification. I also hope that you will find that certification is indeed valuable. - Ronald O. The Church, constructed in 1854, is a historic survivor of the 1906 earthquake and is located in the heart of downtown San Francisco at the corner of Grant Avenue and California Street. The seismic strengthening the church is undergoing is aimed at providing life safe structural performance, as well as limiting property damage in the event of an earthquake. An image of the Marco s poster board is included in this newsletter. Barring environmental and vandalism concerns, Marco s poster board is anticipated to be located outside the church along the prominent corner of the structure, and may potentially last for years. There is also a possibility that the board may find a permanent home inside the entry way of the church. The church s history, its prominent location, and the content and graphics of the poster board are just some of the reasons why Marco s poster was selected for award. The committee is eager to witness the attention it will draw from tourists and locals alike walking along Chinatown and California Street. If you are in the neighborhood of this project in the coming months, please stop by to check out this SEAONC sponsored poster board. Once again, congratulations to Mr. Scanu, Forell/Elsesser Engineers and the St. Mary s Church. For the past five years, this unique program has successfully demonstrated hands-on the connection between art and science, offered students insight into the structural engineering profession, while inspiring and energizing engineering professionals. Join Engineers Alliance for the Arts and fellow engineers in this remarkable project that promises to change lives. Make a direct impact in local high schools by teaching basic structural engineering principles in the context of a model bridge design. Rita Moreno will be receiving a Cyril Magnin Lifetime Achievement Award. Rebuilding Together Happy New Year! Thank you to everyone who responded to our December requests for contributions! We still need your donations! This is SEAONC s fourteenth year of participation in this annual charity event. Rebuilding Together is a nationwide, non-profit organization that coordinates volunteers and sponsorship in an effort to renovate neighborhood facilities and repair the homes of low-income, disabled and elderly homeowners. Our goal for this year is $7,500. Contributions are used to purchase tools and materials for projects. We are still working toward reaching our goal, so that we can again provide this very worthwhile service to the community. 8 February Dinner Meetings Alert FEBRUARY 3 RD, 2005 SOUTH BAY DINNER MEETING Collapse Investigation of the New York Trade Center By Ron Hamburger, Simpson Gumpertz & Heger Inc. Pat Chow, South Bay Program Chair The February 3 rd, 2005 South Bay Meeting will be a joint meeting hosted by the Santa Clara Valley of the Construction Specifications Institute (CSI) and SEAONC. Please note this meeting will be held in Sunnyvale on a Thursday evening at an earlier time. Come join us for dinner and a fascinating program about the results of the updated study on the collapse of the World Trade Center. The National Institute of Standards and Technology was directed by Congress in 2002 to perform additional investigations, beyond the preliminary findings of FEMA 403, into the failure of the twin towers. NIST have completed its investigations that included data collection, detailed analytical simulation of the aircraft impacts, fires and structural response. Mr. Hamburger, current President of the National Council of Structural Engineering Associations and Past-President of SEAONC, who participated in both the FEMA/ASCE and NIST investigations, will present an overview of the NIST study and its findings. The Public Affairs & Membership Committee (PA&M) has some specific projects that would like to have volunteers for: The committee is currently undertaking fundraising efforts for their annual Rebuilding Together (RBT) project. One fundraising project consists of selling candy at local engineering and architectural offices. The PA&M will provide the candy and donation box, and all you ll have to do is place and periodically monitor the boxes in your office. Proceeds from this effort will aid revitalize the communities we live in. The PA&M Committee is also looking for a construction co-captain for the RBT project. As a co-captain you would be responsible for helping Jim Passaglia at DASSE plan and manage the construction efforts. Previous experience with light construction is preferred. The PA&M Committee is currently developing ideas for how to improve membership benefits, participation and registration, and would greatly appreciate the input and aid of SEAONC s youngermembers. If you are interested in helping out in any of these areas, or would just like to learn more about the Public Affairs and Membership committee, please the PA&M Chair, Steven Oh, at soh@de-simone.com. Possible SEAONC Book Exchange Are you taking the PE or SE in April? Do you have all the books and codes you need? Do you really want to buy all those additional books and codes? Does your company have extra books or codes they can lend out? SEAONC is considering hosting a book exchange for the upcoming PE and SE exams. This would be an opportunity for individuals to borrow the additional codes or books they need for the PE or SE. Firms with extra copies of books and codes would lend out these extras for people who need them for studying and taking the tests. We are in the preliminary phase of this program and want to have an idea of interest before we forge ahead.
