1 LACEY MUSEUM AT THE DEPOT PRELIMINARY SCHEMATIC DESIGN PROJECT REQUEST FOR LETTER OF INTEREST & STATEMENT OF QUALIFICATIONS INFORMATION PACKET PROJECT The City of Lacey is soliciting Statements of Qualifications (SOQ) for preliminary conceptual and architectural schematic and site design services for the Lacey Museum at the Depot Project from consultants experienced in preparation of design schematic documents and cost estimating of historic properties, museums, or interpretive centers. The consulting fee is estimated at $40,000 maximum. Public input will be sought during this schematic design phase. The City of Lacey has a volunteer, eight-member Historical Commission that will review and comment during the design process. Desirable design team members will include architects, space planners, civil and structural engineers, and surveyors. The city plans to construct a replica of the 1890s Lacey Train Depot in celebration of 125 years as an established community and 50 years of incorporation. The current museum s rapidly growing collection of artifacts, historic photos and document archives will be integrated into the new facility in a manner that enhances the public s viewing and research experiences. The facility will open on December 5, FUNDING The City of Lacey has committed $500,000 for construction of the depot as matching funds for pursuit of a variety of funding sources including government grants, foundations, corporate donations, etc. The project is estimated to cost between $2 and $2.5 million for site work, construction, and exhibit fabrication. LOCATION The project site is 5609 Pacific Avenue S.E., adjacent to the Lacey-Woodland Trail. The property is owned and maintained by the City of Lacey. SCOPE OF SERVICES The scope of services for this phase of the project will include: preliminary schematic and site design, space planning, and estimation of costs. Additional consultant services, including construction plans and specifications, assistance with securing permits, bid services and construction administration are dependent on availability of funds and may lead to future phases. It will be the consultant s responsibility to outline those services required of city staff. The services identified will be coordinated internally by the Museum Curator SUBMITTAL Interested firms should submit a letter of interest and Statement of Qualifications to the City of Lacey by 5:00 p.m. on Friday, February 3, The Statement of Qualifications will be evaluated to determine the candidates for the short list. The firms selected for the short list will be asked to complete a formal proposal (attached as addendum) and participate in an interview process. 2 THE STATEMENT OF QUALIFICATIONS SHOULD INCLUDE: Description of background and experience that relates to this project. Identification and resume of the firm s resources and sub-consultants team. Two references, including contact person and telephone number, for projects similar in size and scope that have been completed in the past eight (8) years. A statement identifying the project manager that will coordinate sub-consultant services. Statement of the consultant s availability to undertake this project. Number of copies: 10 Maximum number of pages: 30 SELECTION PROCESS: SOQ AND INTERVIEW The selection committee will evaluate the Statement of Qualifications to determine which firms will be short listed to continue in the selection process with a formal interview. An interview panel, consisting of the members of the selection committee and other panel members, will evaluate the Statement of Qualifications, the Formal Proposal and the final interview to determine which firm will be selected for the project. Interviews will be held on Wednesday, February 29, The criteria for the final interview selection will include: Demonstrated ability and experience with related projects Demonstrated understanding of the project criteria (pg. 3) Proposed process for accepting public input Reference check of past clients Forty-five (45) minutes is planned for each interview, as follows: 30 minutes for a presentation addressing the interview questions and the written responses. 15 minutes for questions and answers by the interview committee. DOCUMENTS The City of Lacey will retain ownership of all documents, plans, specifications and prints produced by the consultant. CONSULTANT FEE The City of Lacey has allocated $40,000 in its 2012 budget for this project. The fee will be negotiated based upon mutually agreed upon objectives, tasks, and timeline identified in the scope of services. The selected design team will be required to enter into a consultant agreement with the City of Lacey and provide appropriate insurance and endorsements. 3 LACEY MUSEUM AT THE DEPOT PROJECT CRITERIA Create plans that remain faithful to the 1890 design of the Northern Pacific Railroad depot Extend freight room for additional exhibit space Add a basement for artifact processing and storage Preserve and improve the natural character and setting Provide parking for museum and trail users and access by mass transit, Dial-a-Lift Ensure ADA accessibility Ensure climate control based on best practices of museum standards Energy Efficiency, durable materials Interior designed around exhibit space The City of Lacey has acquired original plans for the depot Northern Pacific Railroad built in the community in While it is understood that some adjustments will be required to bring the design up to present-day codes, the desire is to reconstruct the building as close to the original structure as possible, with the length of the freight room increased to allow for sufficient exhibit space. As cities grew, Northern Pacific would add on to freight rooms to accommodate additional volume. Since we house a growing collection, the enlargement seems appropriate. Present-Day Pacific Ave. and Lacey Blvd. The new museum will be constructed on land owned by the City of Lacey, located along the Lacey Woodland Trail. 5 1909, Waiting for President Taft, Courtesy Washington State Historical Society LACEY MUSEUM The current museum is located at 829 Lacey St. SE in a 1920s home which was relocated to the site in The building served as administrative headquarters for the Lacey Fire Department in the 1940s and 1950s before becoming the first City Hall when the city incorporated December 5, The City of Lacey has outgrown this structure which is insufficient for artifact and document storage. The primary mission of the Lacey Museum is to collect, conserve, interpret, and display historical materials that illustrate the history of the Lacey area in all periods of its development. Standard museum practices will be employed to ensure the integrity of the collections. Archival and other research will be conducted to substantiate the authenticity of museum displays, presentations and publications. The Museum maintains exhibits of local historical significance at Lacey Museum, as well as in its museum case at City Hall, periodically at Lacey Library, and at other appropriate sites and events as determined by Museum staff. The secondary mission of the Lacey Museum is to develop materials and implement programs for schools and other groups, either on site or through traveling exhibits and other means.
