I would like to take this opportunity to report to you an overview of the finances of our Association including the final approved budget for , as well as, the status of SEAONC s asset investment plan and the new annual sponsorship program. Budget Approved At our October 4th Board meeting, SEAONC s final budget for the fiscal year as prepared and presented by Director and Treasurer Colin Blaney was approved by the Board. While SEAONC s fiscal year ends June 30th, final results from previous year and resolution of projected budgets for the coming year are typically finalized during the fall months. The projected budget for includes revenues of $514,450 and expenses of $543,500 resulting in an anticipated deficit of $29,050. In comparison, the projected budget last year included revenues of $489,155 and expenses $489,023 with an anticipated surplus of $132. Whereas, even with a slight reduction in revenue, the final actual surplus for ending June 30th, 2011 was $17,782 due in large part to the efforts of the Continuing Education Committee (CEC) which had increases in expected seminar attendance and simultaneously a decrease in overall seminar expenses. We thank the CEC SEAONC Dinner Meeting Continued on Page 2 Tuesday, November 8, :30 pm General Assembly 6:15 pm Dinner 7:15 pm Program City Club, San Francisco see above for program & last page for registration Meeting Notices November 8th Dinner Meeting: Left Coast Lifter for Bay Bridge The Left Coast Lifter is a 1,700 metric ton (t) lift capacity, barge-mounted, shear leg crane used to erect the tower, deck, and falsework of the new San Francisco Oakland Bay Bridge Self-Anchored Suspension span (SAS) by American Bridge/Fluor Joint Venture (ABF), the Prime Contractor for this segment. Liftech Consultants Inc. will present typical structural design issues and methods for large crane structures and the design for portions of the Left Coast Lifter. Liftech provided design and fabrication review services to ABF. Liftech has worked on the design of many large cranes including 4,500 t, twin 6,000 t, 7,000 t, twin 7,000 t, 12,000 t, and 20,000 t capacity cranes. ABF will present an overview of the crane system and how it was used to construct the SAS, including a variety of the heavy lifts performed, with discussions of the challenges and rigging methods used. Speaker Bios: Erik Soderberg, SE is a principal at Liftech Consultants Inc. He has 17 years of experience in the design of large crane structures and recently worked on the design of Bigge Crane and Rigging Company s 125 AFRD, the world s largest land-based crane. Bob Kick is the Operations Manager for ABF on the SAS project. During his 16 years with American Bridge Company he has worked on a variety of projects including several bridge construction or rehabilitation projects, to the Cleveland Browns NFL football stadium to Space Launch Complex 17B at Cape Canaveral Air Station. 2 President s Message (Cont. from Page 1) for their hard work and the membership for their active participation. I would be remiss to not acknowledge the diligent efforts of last year s Board led by Treasurer Jorn Halle working with Executive Secretary Ken Miles to track and control expenses resulting in the positive budget outcome. In brief, SEAONC s investment plan is based on recommended practice of similar types of associations. It seeks to maintain a total of reserve assets equal to one year of the association s annual operating expenses. The figure below from SEAONC s investment policy delineates SEAONC s overall investment plan strategy in three tiers of asset allocation. SEAONC s policy objective is to maintain approximately 100% of its annual operating expenses. This three tier approach allows for asset liquidity or immediate access and protection of principal assets while allowing for a reasonable yet secure level of return on investments. Revenue for the projected budget includes the first dues increase this year since of approximately 9%. Included in your membership dues statement this year was a breakdown of overall allocations of SEAONC income and expenses. These charts are included below as a reminder of the key revenue and expense allocations. It is further noted that the approved budget allocates approximately 5% of total revenues which is dedicated to traditional philanthropy commitments including Engineers Alliance for the Arts, the scholarship program, Rebuilding Together as well as other community outreach activities. SEAONC Overall Income and Expenses With conservative estimates for this year s continuing education seminars revenue and expenses, it is hoped that the strong CEC seminar programs planned for the Fall, Winter and Spring will help to offset this year s projected deficit. Additionally, the DES Committee is sponsoring the SAP/ ATC-20 Training CalEMA Post Earthquake Safety Assessment of Buildings planned for November 5th, and the CEC is planning an additional seminar in 2012 titled Displacement-Based Seismic Design with Nigel Priestly and Mervyn Kowalsky. In looking at historical data over a 10-year trend from 1998 through 2008, SEAONC has realized modest but steady growth of overall revenue and expenses averaging approximately 4.5% per year. Over the past 3-years, while members have been impacted significantly by the economic slowdown of the recession, SEAONC has done well in managing its financial resources. Investment Plan and Policy SEAONC Investment Plan Strategy Short-term assets are targeted at 25% of expenses and are secured in cash bank accounts and short-term certificates of deposit. A second tier, intermediate term asset allocation targeted at an additional 25% of expenses, is invested in low-risk fixed income securities and funds. The long-term asset allocation, targeted at 50% of expenses, is invested in higher return on investment securities with longer time horizons while maintaining reserves available to the Association in the case of unexpected or extreme events. The overall approach defines an acceptable level of risk tolerance and targeted return on investment objectives. All three tiers of investment asset allocation provide some amount of additional annual income to supplement other sources. This year, as of September 30th, SEAONC s total investment equity was approximately $508,000 which is in reasonable alignment with projected budget total expenses of $543,500. Over the past 3-years, while instability in investment markets has been widespread during the economic banking crisis, SEAONC has done well in managing and preserving both its short-term and longer-term financial assets. Treasurer Colin Blaney, working closely with the SEAONC Board Finance Committee and Financial Advisor at Merrill Lynch, is involved in the bi-annual updating of SEAONC s Investment Policy Statement in making adjustments to overall policy including roles, responsibilities, performance evaluation and investment asset allocation strategies. The investment policy statement provides for Board-to-Board continuity and a mechanism to allow for adjustments and changes over time. New Annual Sponsorship Program In the interest of increasing potential sources of revenue for the Association, this year the Board is looking to expand the SEAONC Annual Sponsorship Program which was launched gradually over the past two years. This program is meant to provide a more stable income base for the Association and its activities. At this time, the sponsorship program is tailored primarily to industry partners, software vendors, product manufacturers and service providers related to the work of the Association and its membership. Working with the SEAONC office, the Board is interested in developing a similar or parallel sponsorship program more specifically tailored to Member and Member SE firms. This effort is in-progress. Additional comments and/or suggestions to the Board are always welcomed.
3 California Eliminates Its Use of the State-Specific SE Exam Beginning Jan. 1, 2012, as part of their licensing requirements, prospective structural engineers will be tested using only the national 16-hour Structural exam, as California will no longer offer its own state-specific, eight-hour SE exam. Governor Jerry Brown approved the change by signing Senate Bill 543 (Steinberg), which reauthorizes and sets requirements for many state boards and commissions, including the Board for Professional Engineers, Land Surveyors, and Geologists. Carl Josephson of SEAOSD, and Chair of SEAOC s Professional Licensing and Certification Committee, explained that California will join the rest of the states in using the 16-hour exam recently deployed by National Council of Examiners for Engineering and Surveying (NCEES). This should make reciprocity easier for California SEs, Josephson said. This also means that California SEs should take a more active role in writing and grading the NCEES SE exam to assure that the exam is relevant and applicable to our practice. Several California SEs currently work with NCEES in writing this new exam, with an additional few involved in grading. However, Josephson said, more are needed. NCEES is sponsoring an introductory item-writing session in Los Angeles at the end of January. This is a great opportunity for California SEs to help the profession in a direct and meaningful way, he added. The people who have talked to me about their experience with the exam grading and writing tell me that it is very rewarding personally and professionally. SB 543 adds another significant requirement for licensure under the Board for Professional Engineers, Land Surveyors, and Geologists: a full set of fingerprints, to facilitate criminal background checks. The requirement will apply only to new applicants, not returning licensees. 4 A Call for Participation in the Professional Practice Committee By Mark Gilligan The SEAONC Professional Practice Committee (PPC) provides a forum for discussion of professional and business issues common to the practice of structural engineering. The committee complements the activities of Business Forum, and is intended to delve deeply into topics and produce reports and guidance documents. In the past the PPC has addressed diverse subjects such as scope of engineering services, contract matters, construction submittals, peer review and professional liability insurance. The PPC also participated in the development of the SEAOC publication Recommended Guidelines for the Practice of Structural Engineering in California. The committee plans to deal with professional practice topics of current relevance, such as the Structural Engineers Practice Act. Our efforts will be driven by issues identified by SEAONC members, the interests of committee members, and requests by the SEAONC Board. We are looking for members who want to contribute to the committee s efforts. While expertise is always appreciated, it is not essential, and what is more important is a willingness to contribute and a desire to learn. 9 SEAONC Special Projects Initiative 2011 Proposal Solicitation SEAONC s Special Projects Initiative is intended to provide financial support for innovative projects that will serve SEAONC and its members through initiatives that improve and promote structural engineering practice. As outlined below, the scope of possible initiatives is broad with the goal of soliciting creative project proposals from SEAONC members on topics that could not be accomplished through the standard SEAONC committee structure. Subject to the availability of resources and the quality of proposals, SEAONC expects to fund one or more projects per year, through one-year grants with funding up to $10,000 per project. Project Ideas: This special grants initiative covers a broad range of possible projects, with the key requirement that the projects benefit the SEAONC membership, the structural engineering profession at large, and/or the community at large on issues that involve structural engineering. This could occur through the advancement of knowledge, technology transfer, and/or promoting increased awareness of how structural engineering benefits society. Suggested ideas may include but are not limited to the following: Research: Focused technical studies on structural engineering issues. This could include analytical studies on ways to improve specific building code provisions or research to facilitate the introduction of new concepts in design and construction. Alternatively, the research could involve field studies and collection of data on design and construction practices. The grant monies could be used for project expenses, including compensation of the person conducting the research. Testing: Focused testing on an issue of engineering interest. Given the cost of testing, these grants might increase the scope of an existing testing project or for preliminary tests to develop a larger proposal to funding agencies. Publications: Development of a unique publication of value to the SEAONC membership, the engineering community at large, and/or the public. This could be a report or paper, published in either hard copy or electronic form. Community Outreach: Activities that could include planning and conducting summit meetings on timely topics with leaders from industry, or conducting educational seminars for building code officials or key tradespersons whose work impacts the implementation of structural design and construction. Business development: Activities that improve business opportunities for structural engineers at an aggregate level, but not limited to specific firms or individuals. One example might be to host a networking and educational event for structural engineering clients, similar to software companies client conferences. Eligibility: The Principal Investigator and Grant Applicant must be a current SEAONC Member. Proposal Submittal Requirements: Proposal submissions shall consist of a Project Description, Budget and Budget Justification, and Qualifications for the Principal Investigator and other significant project participants. The Project Description is limited to 4 pages (8-1/2 x 11 sheets, single spaced, 11 point font) and shall address (1) the objectives and scope of the project, (2) the project work plan, (3) project deliverables, such as a report, paper, seminar or other outcome, (4) statement of how the activity meets
10 the goals of the SEAONC special projects program, (5) project schedule, and (6) list of key personnel and their roles in the project. It is expected that the awardee will as part of the essential project scope present findings at a SEAONC dinner meeting in early 2013, at a date mutually agreeable to SEAONC and the awardee. The Budget and Budget Justification is limited to 1 page and should include a breakdown and brief justification of how the requested funds will be spent. The Qualifications of the Principal Investigator and other key investigators should include a short (2-3 page) resume, including a statement on the unique qualifications of the individual as related to the project. Submittal Process: The proposal, including all of the information requested above and a cover letter, should be sent electronically as a PDF file to the attention of Mr. Ken Miles at kmiles@seaonc.org. Questions regarding the Special Projects Initiative should be sent via to Mr. Ken Miles at the same address. Upon submission you should receive confirmation of your proposal being received. Please contact the SEAONC office, if you do not receive confirmation. The submission due date for proposals is close of business on Wednesday, 30 November Grant Awards and Funding: Proposals will be reviewed and award decisions will be made by the SEAONC Board of Directors. Award decisions are expected to be announced by mid-january 2012 with financial awards to commence by March It is anticipated that the project funding will be awarded in three increments (1) initial award 10% of total budget, (2) interim award made upon receipt of an acceptable progress report made to SEAONC, including accounting statement on funds expended to date 40% of total budget, (3) final award made up submittal of final project report, including accounting statement on funds expended and summary of project deliverables 50% of budget. The project is expected to be completed within one year of the award date; and for budgeting purposes, indirect (overhead) charges are limited to 10% of the award amount. SEAONC reserves the right not to make the final award payment if the final report is not submitted within 6 months of the end of the one-year award period. Any significant changes to the project scope, work plan and/or budget should be submitted in writing for review and approval by SEAONC. Interim Progress Reports: The awardee should report the SEAONC Board of Directors on the progress of the project when milestones are reached or revisions to the project scope are required. Until after the completion of the project and the release of such information to the public, the awardee should not publish, present or distribute to the public or engineering groups, any oral or written conclusions or interim results of the project without the prior consent of the SEAONC Board of Directors. Any permitted interim publication or presentation should indicate that the project is in-progress and contain the language listed below under Final Deliverables. Final Deliverables: The final project deliverables should be submitted to the SEAONC Board of Directors for review of compliance with original proposal submitted before release to the public. By accepting the award, the awardee permits SEAONC or its representatives the right to publish in part or in whole the final project deliverables. The following language should be prominently included within or attached to the final deliverables: The SEAONC Special Projects Initiative This study was undertaken as the 2011 Special Projects Initiative of the Structural Engineers Association of Northern California (SEAONC). SEAONC s Special Projects Initiative is intended to provide financial support for innovative projects that will serve SEAONC and its members through initiatives that improve and promote structural engineering practice. This initiative covers a broad range of possible projects, with the key requirement that the projects benefit the SEAONC membership, the structural engineering profession at large, or the community at large on issues that
11 involve structural engineering. This could occur through the advancement of knowledge, technology transfer, or promoting increased awareness of how structural engineering benefits society.
