By the time this Weldpoint is in your hands, we have already cruised through the first quarter of the year. I hope you enjoyed all the festivities and fun during the Christmas, New Year and Lunar New Year periods. According to the Ministry of Trade and Industry (MTI), Singapore economy grew by 2.0 per cent in 2016 and GDP growth forecast 2

3 MARCH ISSUE 2017 for 2017 is at 1.0 to 3.0 per cent. While preparing ourselves to brace through another challenging year, let s keep an eye on our health and that of our loved ones. The Health Promotion Board (HPB) had recently organised yet another Healthy Lifestyle Festival SG to make healthy living accessible, natural and effortless for all. 4 SWS acquires majority shareholding in imos Holdings Pte Ltd At the Special General Meeting (SGM) convened for this purpose on 6 January 2017, our members voted overwhelmingly (118 votes for and 1 vote against ) to support the Council s resolution to purchase 258,000 shares of imos Holdings Pte Ltd (imos) from Tayers Holdings Pte Ltd (30% shareholding in imos). With this acquisition, SWS now holds 70% shareholding in imos. On behalf of the Council, I wish to express our sincere thanks to all the members for your trust and confidence in us. You may recall that one of the short term goals identified by the Council for this term of office was to review and protect / enhance the interests and investments of SWS. It is imperative for SWS to take a more active role in managing imos so that SWS CWQS keeps pace with current challenges, stays relevant and continues to support the industry. As a major shareholder, SWS will work towards achieving better returns on our investment (of money, time and efforts). Technical Talks, Seminars, Education & Training Our committees have been actively working to bring in experts to deliver technical talks and seminars in areas of welding, joining and materials. Our Education & Training programs have been significantly affected by the economic slowdown in the past years with companies cutting down their training budgets / spending. However, our committees will continue their efforts in bringing new, relevant welding and plant inspection related education, training and certification programs to our members. We can and should future-proof our careers by constantly seeking to deepen our skills and knowledge beyond our current qualifications and expertise. This will spur us to attain skills mastery and help us stay relevant in our field of work and industry. Do also look out for our technical talks in the coming months. Membership, Members Night and AGM 2017 SWS Members Night is around the corner and the Membership Committee is busy planning this annual get-together event. Please look out for coming announcements on our Members Night 2017 and the Annual General Meeting (AGM) which will be held on 28 April 2017 and 26 May 2017 respectively. We look forward to seeing all of you there. In the Member Satisfaction Survey & Feedback conducted in 2016, about 85% of the members who participated in the survey had rated SWS programs, membership activities and benefits as Excellent or Very Good and the remaining 15% rated as Good. Also, with the society s wide outreach and growing recognition both regionally and internationally, SWS membership offers you a global platform through which you can reach out to and interact with other industry professionals. If you are not a member, join SWS now and make a positive difference to yourself and your organisation. Our Publication - Weldpoint Our publication committee continues to produce quality reading materials and on-time updates for our members. Weldpoint continues to showcase our society s activities and shares technical articles on welding technology, materials development and welding standards. Weldpoint is also available online. With our wide outreach to members and associated organisations across the globe, we continue to attract advertisements that help us sustain the cost of publication. My sincere appreciation goes to the committee Chairman, Mr. Kelvin Lee Chee Fatt and 4

5 MARCH ISSUE 2017 his team for their creative efforts combined with a lot of hard work in publishing Weldpoint quarterly. We have recently launched this new section, Member Pages in Weldpoint where SWS Corporate Members can share their welding and joining related technologies, engineering solutions, innovations, inventions, activities and other news of interest to the rest of the members. The article is restricted to a maximum of 350 words and should not contain advertisement or promotional / marketing content. We welcome contributions from all our corporate members. As Mr. Robert H Schuller said, Tough times don t last, tough people do. It applies to organisations too. For the year 2017, let s all brace ourselves, tighten our belts and go back to basics to relook and redefine our work practices and if necessary, upgrade and deepen our skills to be relevant to changing needs and be more open to new technologies. Let s also work together to make our society stronger and relevant for the coming decades. Looking forward SWS will continue to work with members, industry partners, government agencies, local, regional and international associates to achieve our long term vision and mission. 8 SPECIAL GENERAL MEETING OF SWS By: Mr. Sze Thiam Siong, SWS Honorary Secretary and Mr. Perianan Radhakrishnan, SWS President A Special General Meeting (SGM) of Singapore Welding Society (SWS) was convened and held on Friday, 6 January 2017 at 7 pm at the Civil Service Club, Level 2, Hilltop Garden Restaurant, 91 Bukit Batok West Ave 2, Singapore The agenda for the meeting was: i. Background Information on imos Holdings Pte Ltd (imos) and SWS investment in it ii. Proposal to acquire Tayers Holdings Pte Ltd s 30% shareholding in imos iii. To discuss and vote on the proposal (Resolution No. 17-A). iv. Closing of meeting registration date, share capital and shareholdings details. He highlighted the objectives of setting up imos in 2001 as well as on SWS Common Welder Qualification Scheme (CWQS) and the financial performance of imos for the past several years. He further added that CWQS has served the industry well since it was launched in Although CWQS is self-sustainable, the operating profit of imos has been decreasing over the recent years. He presented the financial performance of the company over the past several years to substantiate this. At the close of registration, the Honorary Secretary, Mr. Sze Thiam Siong, confirmed that the quorum had been met and proceeded to call the meeting to order at 7 pm. He welcomed all members to the SGM and flashed out the agenda on the screen. SWS President, Mr. Perianan Radhakrishnan, also welcomed the members to the meeting and thanked them for their presence. He presented the background information on imos which include the company s 8

9 MARCH ISSUE 2017 Details on the purchase price and how it was arrived at, were also presented to the members. Mr. Perianan Radhakrishnan concluded that the Council had deliberated this matter at length and after careful consideration, had decided to table this proposal to SWS voting members for approval. Mr. Sze Thiam Siong invited queries from the members regarding the Council s proposal and the presented resolution, prior to the commencement of voting process. Several members raised queries which were satisfactorily answered by the President. Following the session, the members were invited to vote on the resolution. Three of our members had volunteered to act as Supervisors / Scrutinizers to oversee the registration and voting process, they were Dr. David Fan Zheng, Mr. Tiah Nam Kuan and Mr. Chia Chun Wah. Mr. Perianan Radhakrishnan stated that Tayers Holdings Pte Ltd had offered to sell its 30% shareholding to the other two shareholders in September 2016 and SWS had expressed interest to buy, subject to our members approval. He also shared the unanimous view of the council members that it is imperative for SWS to take a more active role in managing imos so that SWS CWQS keeps pace with current challenges, stays relevant and continues to support the industry. As a major shareholder, SWS will work towards achieving better returns on our investment (of money, time and efforts). After vote counting, the Resolution No. 17-A dated 9 December 2016 for the purchase of 258,000 shares of imos from Tayers Holdings was declared passed. There were 118 votes for and 1 vote against the resolution. Mr. Perianan Radhakrishnan thanked all members for their support and the three Scrutinizers for their efforts in the registration and vote counting. He invited all members to enjoy the dinner and make new friends. 9

The 1 st Asian Welding Federation (AWF) constitution review meeting was held in Singapore from January The 2 nd meeting was again held in Singapore from February On both the occasions, the meeting was hosted by Singapore Welding Society (SWS) and took place at our new office at # TradeHub 21. SWS is honoured and proud to be chosen as the venue for this Working Group (WG) meeting. It was a small select group of members chosen by the Governing Council to review this important document by which the federation is governed. Members of this WG comprise of China, Indonesia, Japan, Korea, Malaysia, the Philippines, Singapore and Thailand. The 2 nd meeting was attended by representatives from Indonesia, Japan, Malaysia, Philippines and Singapore. Society (JWES). He was assisted by Mr. Shochi Nomura of JWES. The WG Chairman wasted no time in getting the meeting started and thanked the host for organising this meeting and all delegates for their attendance. The delegates were very focused in their discussions and participated actively in this review exercise. Under the able chairmanship of Mr. Wataru Mizunuma, all delegates offered constructive comments and invaluable feedback. The WG followed closely to the agenda and finished within the timeline. The outcome of this review meeting will be tabled for discussion at the next AWF meeting scheduled to take place in Vietnam in April this year. In closing, Mr. Wataru Mizunuma thanked SWS for the excellent arrangements and kind hospitality. He commented that the discussion was cordial and fruitful and thanked all delegates for their active participation. He said that the WG had achieved its objectives. SWS is privileged and honoured to be given the opportunity to host this important WG meeting at SWS office in Singapore. In addition, our Council members had the opportunity to network with the foreign guests and exchange valuable information for mutual benefits. On behalf of SWS, the Honorary Secretary Mr. Sze Thiam Siong thanked all delegates for their attendance and contributions in making AWF a stronger and more cohesive federation. For information, SWS is one of the founding members of AWF, and we are committed to the success of this federation. In the opening address, SWS President, Mr. Perianan Radhakrishnan welcomed all delegates to the WG meeting and emphasised the importance of the role played by this group. He assured all delegates that SWS Secretariat will provide all necessary assistance to make their stay and meeting in Singapore as pleasant as possible. 10 The WG meeting was chaired by Mr. Wataru Mizunuma, Executive Director of Japan Welding Engineering

12 IIW ANNUAL ASSEMBLY 2020 IN SINGAPORE By: Dr. Sun Zheng During the 69 th Annual Assembly of the International Institute of Welding (IIW) held in Melbourne, Australia in July 2016, a decision was made to select Singapore as the location for the 2020 IIW Annual Assembly. It is a great honour for Singapore Welding Society (SWS) to host again another IIW Annual Assembly. SWS has an excellent record for organising IIW events. In 2002, SWS organised the first IIW event in Singapore the IIW Asian Pacific International Congress during October The second event was the 62 nd Annual Assembly and International Conference of the IIW during July This prestigious IIW Annual Assembly event was held for the first time in South East Asia in more than 60 years of IIW history and has achieved a huge success and be remembered by the delegates from all over the world. The third event was the 7 th Asia Pacific IIW International Congress on Recent Development in Welding and Joining Technologies during 8 10 July After just 11 years, IIW Annual Assembly will come back again to Singapore. The organising committee will be set up shortly. SWS will be working hard and leverage on Singapore s advantages such as excellent infrastructure, good professional services, and generous support from sponsors.
