2 The Future of the Asia- Pacific "Let there be no doubt: in the Asia-Pacific in the 21st century, the United States of America is all in." The United States is going to be a huge participant in both economic and security issues in the Asia- Pacific region - U.S. President Obama

3 US 21 st Century Defense The US is at a strategic turning point after a decade of war. Fiscal challenges are a reality. The future Joint Force will be smaller and leaner, but more agile, flexible, and technologically advanced. To confront challenges and seize opportunities, US will invest in and focus on joint, multi-agency, and global partnerships.

4 DoD Missions & Investment Priorities On January 5, 2012, the Secretary of Defense released new strategic guidance. The following are the investment priorities and DoD missions outlined for a 21 st century defense. Counter Terrorism and Irregular Warfare Global counter terrorism efforts will include mix of direct action and security force assistance Build and sustain counter terrorism and irregular warfare capabilities Deter and Defeat Aggression Forces will be capable of denying and defeating adversary large-scale operation in one region while also denying objectives of aggressor in second region. Plan to operate with allied and coalition forces when possible Project Power Despite Anti-Access/Area Denial Challenges To effectively project power in A2/AD environments, the US will invest in Joint Operational Access Concept, undersea capabilities, stealth bomber, missile defense, and space-based capabilities.

5 DoD Missions & Investment Priorities Counter Weapons of Mass Destruction Active whole-of-government effort prevent other countries efforts to develop or use WMD. Invest in capabilities to prevent threat. Operate Effectively in Cyberspace and Space Establish relationships with domestic and international allies and partners to acquire capabilities and technologies to prevent threats. Maintain a Safe, Secure, and Effective Nuclear Deterrent US is committed to assure security of its allies and security partners. US will explore options to achieve nuclear deterrence goals with smaller nuclear force.

6 DoD Missions & Investment Priorities Defend the Homeland and Provide Support to Civil Authorities Provide a Stabilizing Presence US will continue deployments and training overseas, which builds alliance cohesion & increases US influence. Reduced resources will require innovative and creative solutions to maintain interoperability and partner capacity. Conduct Stability and Counterinsurgency Operations US forces will be prepared to conduct limited counterinsurgency and other stability operations if required. However, NO LONGER CONDUCT large-scale, prolonged stability operations. Conduct Humanitarian, Disaster Relief, and Other Ops

7 21 st Century Defense In SECDEF s 5 January 2012 new strategic guidance, the US 21 st Century Defense will emphasize the PACOM Area of Focus. USCENTCOM 36 nations encompassing half the Earth s surface Home to more than 50% of the world s population USAFRICOM World s three largest economies Source of about onethird of U.S. trade

Enhance Alliances and partnerships to build capacity over the full spectrum of military activities.

8 PACOM Area of Focus Ally and Partner Relationships Focus Area Strengthen existing Alliances and leverage them to shape the environment for building multilateral relationships and a more effective presence. Enhance Alliances and partnerships to build capacity over the full spectrum of military activities. Promote military professionalism and enhance interoperability among Allies and partners to build trust and increase multilateral effectiveness.
