1 Bountiful City Youth Council Overview The Bountiful City Youth Council, BCYC, operates under a Youth City Mayor and Youth City Manager model with 23 additional council members with various responsibilities. The BCYC has both a Bountiful City Council Advisor and a Parent Advisor who attend all BCYC meetings and activities. The BCYC operates under a charter adopted in 1996 and ratified by the current council in September of The BCYC meets weekly at the Bountiful City Hall. The average attendance is 19 council members. No council members have gone inactive throughout the year. BCYC members report to and attend all Bountiful City Council and Bountiful Planning Commission Meetings. BCYC city planner sits on the Bountiful Planning Commission. 25 BCYC members were chosen in June of 2008 from 31 applicants. BCYC members are Bountiful resident, high school age youth. BCYC members were selected after reviewing applications and personal interviews conducted by the outgoing and incoming Youth Mayors and City Managers. The incoming Youth City Mayor and Youth City Manager were selected by the outgoing Youth City Mayor and Youth City Manager. 2 1) Please describe the positive contributions your Youth Council has made in your community over the past year. These may include positive changes on YCC members, on individual citizens or groups of people in the community. BCYC members Contributes to, and help meets community needs through program of community involvement in the following areas. Planning: The BCYC appoints a Youth City Planner who is also appointed by the City Mayor to sit on the City Planning Commission as non-voting member. The YC Planner Advises the City Planning Commission of YC community planning and zoning issues and reports to the BCYC the minutes of every Planning Commission Meeting. This has greatly increased BCYC member s awareness and understanding of citywide planning issues and needs. The BCYC invited two community interest speakers on two different occasions to speak about the positive aspects of a city wide recycling program. The BCYC debated, formulated and presented a non-binding Recycling Resolution stating the BCYC s support of a city wide recycling program. The Bountiful City Council passed a city wide recycling program that went into effect in December This is a fine example of what a Youth Council can accomplish when they study out and act on an issue for the benefit of all city residents. The BCYC submits monthly reports to the City Treasurer outlying BCYC revenues and expenditures. The BCYC formulates a yearly budget prior to the beginning of the fiscal year and requests and receives funds from the city. BCYC Budges and expenditures are approved by the entire BCYC Human Relations: The BCYC is involved is a verity of human relations service projects that directly effects the lives of Bountiful residents. The BCYC partners up with the Davis County Family Connection Center for its annual fun run. The family Connection Center is a community respite facility that allows families in distress to attain intervention and counseling services. The BCYC worked with the center to conduct its annual fundraiser fun run. The BCYC was in change of security and traffic control. BCYC youth coordinated their plans with the Family Connection Center, the Bountiful Streets Department and the Bountiful Police Department. The BCYC conducted its annual Pumpkin Patch outdoor children s activity and fundraiser. BCYC members partnered with the Bountiful High National Honor Society to sponsor the 6 hour carnival that raised funds of the BCYC and Operation Smile. Operation Smile is a national project that sends medical teams to third world countries to surgically correct children s cleft pallets. The BCYC conducted its annual Bunny Hop outdoor children s activity and fundraiser. BCYC members sponsor a 6 hour carnival that raised funds of the BCYC and its Guatemala Orphanage Project.

3 Cultural Enrichment: The BCYC teamed up with the Bountiful Arts Council in support of the annual week long Summer Fest. Summer Fest brings in youth dance groups from all over the world for a week of dancing and parties. Groups participate in cultural exchange events and parades throughout the week. The BCYC is in charge of dance venue support and clean up throughout the week. BCYC members also attend the cultural exchange activities along with the youth dance groups. Community Service: The BCYC has a unique symbolic relationship with the Bountiful Exchange Club. The Exchange Club is comprised of mainly senior citizens. They found that they were no longer able to conduct their annual Chuck Wagon Breakfast in conjunction with Bountiful Handcart Days due the strenuous nature of the event. The BCYC offered to partner up with the exchange club and provide all of the heavy lifting and support work for the event while the exchange club concentrated of cooking the meal. The event served over 1,500 meals and raised over $5,000 for community based Child Abuse Prevention Programs. In exchange for their help with the breakfast, the exchange club donated funds to the BCYC to purchase council t-shirts and sweat shirts. Both organizations have entered into a long term agreement to conduct future breakfasts. The BCYC was again interiorly involved with the American Cancer Society with its annual Relay for Life fundraiser. The BCYC sponsored the carnival at the 24 hour activity at Woods Cross High School. BCYC members also sponsored a team that walked throughout the night raising funds for the ACS. This is the fifth consecutive year the BCYC has supported the activity. Economic Development: The BCYC promotes economic development, personal responsibility and personal leadership growth through various programs. The BCYC has a program where each member of the council is required to report at least twice annually to the Bountiful City Council of our past, current and future activities. They also take feedback from the City Council back to the BCYC at our weekly meetings. The BCYC has a program of weekly business meetings where committee and sub-committee chairman brief the BCYC on the status of their program. This allows maximum participation from all BYCY members at every meeting. Every member of BCYC is required to either serve as a committee chairman or as a committee member. The BCYC has a Dress for Success program where BYCY members wear shirts and tie for the males and dresses for the females whenever they address the City Council, Planning Commission or other outside formal presentation. The BCYC strives to project a professional image whenever it interfaces with the city and the public. The BCYC has a counterpart partnership program where BCYC members regularly meet with their city department counterpart and exchange information on recent activities and upcoming events. These BCYC members report back to the Youth Council on the outcome of these meetings.

4 The BCYC has a program to develop and refine each member s interview skills. Each prospective member must fill out a membership application and be interviewed by current council leadership. This program allows members the experience of going through a rigorous selection process much like they will experience in the workforce and the collage admission process. The BCYC prides itself on helping its members integrate into society. Physical Environment; The BCYC has worked with the Bountiful Historical Society in maintaining the historical Heber C. Kimball Grist Mill site. The Bountiful Historical Society was not able to raise enough volunteers needed to clean and maintain the site and asked if the BCYC would adopt the project. The BCYC has coordinated with the Bountiful City Sanitation Department to pick up and haul to the Bountiful Landfill Greenwaste Recycling point all of the tree limbs, weeds and overgrowth removed annually from the site. The Grist Mill is one of the stops for the Bountiful Historical Tour held in conjunction with the Bountiful Handcart Days celebration held every July.

5 2) How has your Youth Council been involved with other community groups to foster opportunities for peers to participate in community service, to help them become mature citizens, gain personal achievements, increase their understanding of government, or develop leadership? A Youth City Council will rate high if they collaborate with and involve other community resources and agencies in accomplishing Youth City Council goals and the city s goals. The BCYC works closely with the Bountiful Arts Council to provide workers to conduct the annual Summer Fest International Dance Festival. The BCYC coordinates and works closely with the Bountiful Historical Society and the Bountiful City Sanitation Department to remove the greenwaste generated from maintaining the grounds of the historical Heber C. Kimball Grist Mill. The BCYC works with the Bountiful Police Department to coordinate its anti-graffiti campaign. The BCYC has adopted two streets in Bountiful, Davis Boulevard and Bountiful Boulevard as graffiti free streets. The BCYC coordinates with local paint stores to donate paint to cover effected areas. The BCYC then organizes a painting detail to cover the graffiti and restore dignity to Bountiful streets. The BCYC coordinates with The Bountiful City Parks Department for advertising, power extension and trash removal when it conducts its annual Bunny Hop and Pumpkin Patch children s community outreach program and fundraiser. The BCYC works with the Bountiful High School National Honor Society when it conducts its annual Pumpkin Patch children s community outreach program and fundraiser. The BCYC works with the Bountiful City Parks Department and Bountiful Police Department when they conduct security and traffic control for the Family Connection Center Annual Fun Run. They receive a briefing from the Police on what intersections need traffic control and how to safely conduct operations. They work with the Parks Department to place and remove traffic barricades and trash removal. The BCYC works with the Bountiful High School National Honor Society when it conducts its annual Pumpkin Patch children s community outreach program and fundraiser. The BCYC has an annual meeting with the Bountiful Exchange club where they speak to the organization and report on past, current and future activities. The meeting is covered by the local newspaper.

6 3) Describe any projects or circumstances that your Youth Council encountered that were difficult or extra-ordinary for your Council. How did your Youth Council overcome these difficulties or circumstances? The degree of difficulty in planning and implementing a project or running a Youth City Council will be taken into consideration as part of the judging process. The BCYC has a unique way of assigning and conducting projects that results in maximum participation and detailed long term planning. Soon after the application process and selection of a new council is accomplished, individual members express their interest in our annual projects. The BCYC Mayor and City Manager then meet individually with members and they select one committee they would like to chair and two other committees where they would like to serve. BCYC Projects include, but are not limited to: Handcart days Parades, Christmas Parade, Service Projects, Communication, Pumpkin Patch, Bunny Hop, Chuck Wagon Breakfast, Summer Fest, and Marquee. Social Chair, Grist Mill Cleanup, Anti-Graffiti, Youth Link, Operation Smile, Bountiful Arts Museum, Relay for Life, Bountiful Food Pantry, Orphanage Project, ULCT Day at the Legislature, Family Connection Fun Run, etc. BCYC members then form their committees and report their progress at our weekly meetings. Planning and assignments gets quite intense just prior to each activity, but the important planning has already been conducted months in advance. The BCYC project partners are: The Bountiful Exchange Club Bountiful High National Honor Society Family Connection Center Relay for Life Operation Smile

7 4) How has your Youth Council demonstrated competence, growth, or commitment for long term operation and to foster a positive image for youth among peers, elected officials, and citizens in your community? Consideration will be given in a Youth Council that demonstrates progress or competence in operating a Youth City Council and in articulating realistic goals for the future development of their Youth City Council. The BCYC attends the following training opportunities to become a more effective council: -AYC annual Training Conference (We did not attend last year due to spacing being filled prior to the application deadline, We are registered for this years AYC Conference) -National League of City s Convention in Washington DC. The BCYC had two members attend the national convention and serve on the national Youth Project PIGFAT. -Youth Link Marathon Kick off at the State Capital -Utah League of Cities and Towns Day with the Legislature -Community interest speakers program. The BYCY invites a local community official or guest to speak at our weekly meeting about issues that concern the community. -Roberts Rules of Order training. The BCYC has annual training on Robert Rules of Order. The BCYC meetings held weekly. All meetings are gaveled meetings and follow Roberts Rules of Order. All meetings have a written agenda and minutes of the last meeting. (Samples Attached). The BCYC has a partnership program with city department heads. Counterpart relationships are: Youth City Mayor with City Mayor Youth City Manager with City Manager Youth City Planner with City Planner and Engineer Youth City Recorder with City Recorder Youth City Treasurer with City Manager and City Treasurer Marquee Czar with City Parks and Recreation Department Chairman The BYCY has a unique interview and selection process. The incoming Youth Mayor and Youth City manager are chosen by the outgoing Youth Mayor and Youth City Manager. BCYC Candidates are asked to fill out a three page application. Each candidate is interviewed by the outgoing and incoming Youth Mayors and Youth City Managers. This panel selects the next years Youth Council. Returning members do not have to go through the interview process. They only have to show a pattern of attendance and participation in the majority of last years activities.

8 BCYC members participate in numerous leadership opportunities. They learn to present themselves in a professional manor when speaking to the Bountiful City Council and Planning Commission. They participate as a Committee chairman and a committee member on the numerous BCYC activities. They attend leadership training at their weekly meetings and at a number of other leadership conferences and venues. The Bountiful City Youth Council represents the best aspects of young adults of our community.

9 Bountiful City Youth Council Minutes 05/29/2008 The meeting began at 5:00 PM in the Planning Commission conference room, Bountiful City Hall. The meeting was opened by a prayer and the pledge of allegiance. The minutes of 05/23/2008 were read and approved. The voting was unanimous. The Youth City Mayor Proteome discussed the induction ceremony. It was decided to ask Mr. Ralph Hill to swear in Youth Council members that could not attend the induction ceremony. Camie will ask Mr. Hill to come to our next meeting. The Family Connection Fun Run was discussed. Bryn Sieverts will be asked to chair the project. The Run will be Saturday 7 Jan The weekly community interest speaker was Summer of the Relay for Life. There was no ethical controversy exercise due to lack of time. The meeting adjourned at 6:00 PM. Then next meeting will held at 5:00 PM on 06/04/2008 at the Planning Commission Conference Room of the Bountiful City hall Bountiful City Youth Council, building tomorrow s future today.
