2 Welcome to the School Year! Welcome to the Highland School District! We are excited to embark on another year of learning and growing. We are especially excited that our parents and community supported a bond issue (November 2017) to build three new elementary schools and renovate Highland Middle School, as well as an operating renewal levy (May 2018). Thank you! Annual PTO Walk-A-Thon at Sharon Elementary School This past year, our teachers, administrative team, construction managers and architects have been working diligently on plans, land acquisition and designs for the new buildings. We engaged in Educational Visioning Sessions with staff and community members, developed a Program of Requirements for the new schools, purchased land on Wilbur Road to be the site of the new Granger Elementary School and visited and toured new school facilities in Strongsville, Lyndhurst and New Albany to better understand modern-day school design concepts. Our Board of Education continues to consider additional land acquisitions for Hinckley and Sharon building sites and our building project team will continue to work during the school year on fine-tuning our educational planning, school designs, conducting additional site visits and finalizing a construction time line. Our new elementary facilities will meet the constantly evolving needs of teaching and learning in the 21st century. We believe that the design and physical structure of a school shape the development occurring within its walls, and it is our mission to continue to inspire students, facilitate innovative learning and prepare our students for a successful future. Our new buildings will be safe and secure, timeless and inspiring to students, educators and community members alike. Local taxes are comprised of real estate and public utility personal property taxes. State Foundation is comprised of unrestricted basic educational cost aid and State support for a portion of transportation, preschool and special education costs. Property tax allocation primarily represents reimbursements received from the State in relation to the 10% / 2.5% rollback and Homestead exemptions deducted from local property taxes. Pupil support services are designed to assess and improve the well-being of pupils and to supplement the teaching process. Staff support services are activities associated with assisting the instructional staff with the content and process of providing learning experiences for pupils. Administration includes activities associated with district-wide and building level managerial responsibility. HIGHLAND CONTINUES TO BE RECOGNIZED AMONG BEST Located in Medina County, Ohio, Highland Local School District offers students an achievementoriented educational program and serves students from Hinckley, Granger, Sharon, Montville, Copley, Medina, Brunswick Hills and Wadsworth. We offer a comprehensive curriculum and our highly qualified teaching staff works to develop the abilities of each child. The District is constantly growing and striving to remain future-focused so that our students have the academic tools they need to succeed in the 21st Century and beyond. Highland High School is ranked among the top 50 in the state by U.S. News & World Report. U.S. News evaluated more than 20,500 public high schools nationwide. In Ohio, Highland ranked 43. To be recognized as one of the top 15 high schools in Northeast Ohio and to be in the top 7 percent statewide, is a great accomplishment not only for Highland High School but for the entire district and community, said Superintendent Catherine Aukerman. We recognize that this is truly a team effort because without the strong academic foundation that is provided to our students at the elementary schools and middle school, and without the support of great families at home, this recognition at the high school level would not be possible. We are always proud to be recognized as one of the best. In national rankings, Highland placed 1,242. Top-ranked schools succeed in three main areas: exceeding expectations on state proficiency tests, offering challenging coursework and graduating their students. U.S. News data for Highland included: Total enrollment 1,026; Minority enrollment 5 percent; Student-teacher ratio 22:1; College readiness index 41.2; Highland Local School District is also among 447 districts across the U.S. and Canada to be named to the 8th Annual AP District Honor Roll by the College Board. This is the fifth time that Highland has received this honor, which recognizes districts for simultaneously increasing access to Advanced Placement (AP) course work while increasing the percentage of students earning scores of 3 or higher on AP Exams. Reaching these goals indicates that these districts are successfully identifying motivated, academically prepared students who are likely to benefit from rigorous AP course work. It is the policy of the district not to discriminate on the basis of disability in its educational programs, activities or employment policies as required by the Act. The Act requires the district to locate, evaluate and determine if the student is a qualified individual requiring accommodation necessary to provide access to educational programs. They are: The right to inspect and review the student s education records within 45 days of the day the District receives a request for access. Parents or eligible students should submit to the school principal (or appropriate school official) a written request that identifies the record(s) they wish to inspect. The principal will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected. The right to request the amendment of the student s education records that the parent or eligible student believes are inaccurate or misleading. They should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading. If the District decides not to amend the record as requested by the parent or eligible student, the District will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing. The right to consent to disclosures of personally identifiable information contained in the student s education records, except to the extent that FERPA authorizes disclosure without consent. One exception which permits disclosure without consent is disclosure to school officials with legitimate educational interests. A school official is a person employed by the District as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the School Board; a person or company with whom the District has contracted to perform a special task (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks. A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility. Upon request, the District discloses education records without consent to officials of another school district in which a student seeks or intends to enroll. The right to file a complaint with the U.S. Department of Education concerning alleged failures by the District to comply with the requirements of FERPA. The Highland Local Schools plan was completed, approved and implemented in accordance with the law by August One aspect of this plan is an annual notice of the plan s availability for public review. The Highland Asbestos-Containing Management Plan was developed by Hall-Kimbrell, an asbestos management planner, accredited by the State of Ohio. A copy of this plan is available for public inspection at the Highland Board of Education, 3880 Ridge Rd., Medina, OH, and at all school buildings, during normal business hours.
