2 About the Program The Shape of the Coast 2007 This year s program examines three topics important to coastal North Carolina. The first is the potential impact of climate change and sea level upon coastal lands and water resources and the implications those events may have upon the policies and regulations governing the use and development of coastal lands and resources. The science underlying climate change and sea level rise is explained and, with that background, the policy implications are explored. The second topic, one of extreme importance to coastal communities, is the rules governing stormwater management. The final topic is conservation easements and their use as a device to preserve the beauty and ecology of coastal areas. Concluding the program will be a panel discussion of questions submitted by program attendees. Attendees are invited to send in advance of the program questions for the panel. About the Center The North Carolina Coastal Resources Law, Planning and Policy Center is an inter-institutional entity in which the UNC School of Law, the North Carolina Sea Grant Program, and the University of North Carolina Department of City and Regional Planning are partners. The Center s mission is to assist the people of North Carolina in addressing the pressing coastal and ocean resource and development issues confronting the state. It is a research, advisory, and educational entity providing research support to state agencies, state advisory groups and panels, local governments and community organizations in their efforts to address coastal and ocean resource and development issues, as well as promote the sustainable use of coastal lands, waters, and natural resources. The Center also engages in the study of long-term coastal use and development trends and issues and communicates the results of this effort through: the semi-annual publication of Legal Tides, a newsletter currently being sent to 1300 state agency and local government personnel, community organizations, and interested individuals; white papers available on its Web site; and scholarly publications. Through conferences and other programs, the Center engages in continuing outreach to coastal professionals, community organizations, and others with an interest in coastal and ocean resource issues. The Center is in its planning, development, and demonstration stage. About NC Sea Grant North Carolina Sea Grant began in Today, this universitybased program is part of a network of 30 Sea Grant programs that wrap the shores of the Atlantic and Pacific oceans, the Gulf of Mexico and the Great Lakes. NC Sea Grant has focused intellectual resources of North Carolina s major universities on coastal economic development, coastal ecosystem health and human resources to address coastal issues. With its emphasis on solid, peer-reviewed scientific research coupled with outreach, Sea Grant has gained a reputation as a reliable source for valid solutions and timely information about our coast. NC Sea Grant provides a holistic approach to a wide range of topics that have direct impacts not only along the North Carolina coast, but also across the state and the country.

3 Agenda Friday, October 26 9:00 a.m. Registration 9:30 a.m. Climate Change and the North Carolina Coastal System: Past, Present, and Future Dr. Stanley R. Riggs, Distinguished Professor, College of Arts and Sciences; Distinguished Research Professor, Department of Geology, East Carolina University North Carolina s coastal zone is a high energy and dynamic system that is in a constant state of change in response to the changing climate, including sea-level fluctuation, storm frequency and intensity, and amounts of precipitation. North Carolinians must adapt to these ongoing processes of change in order to protect the integrity of the coastal resources and maximize their economic utilization without jeopardizing the evolving character of the resources as they respond to climate change through time. This session will explore: the recent history of climate change, the impact of humans upon the present and future projections of climate change, and more importantly, the consequences of the ongoing climate change to the North Carolina coastal system and our coastal economy. 11:00 a.m. Break 11:15 a.m. Climate Change: It s Potential Impact on North Carolina Coastal Development Policies Dr. Courtney T. Hackney, Chair, North Carolina Coastal Resources Commission; Professor, Department of Biology and Marine Biology, University of North Carolina at Wilmington The North Carolina Coast is under more intense development pressures than ever before. Coastal property, once deemed unsuitable for development, is now being developed; fish stocks are declining; and, water quality is being impaired. Long-standing rules designed to protect public trust waters, resources and beaches are under increased pressure through actions in the General Assembly and through direct pressure on the Coastal Resources Commission. This is all occurring during a time when an increase in the rate of sea level rise along with increased frequency and intensity of hurricanes is making coastal property and habitats more vulnerable. Challenges and potential solutions will be discussed. 12:15 p.m. Lunch 1:00 p.m. Evolving North Carolina Coastal Stormwater Rules Richard B. Whisnant, Associate Professor of Public Law and Government, UNC School of Government Stormwater controls for water quality purposes started in North Carolina with coastal stormwater rules. Those rules have come under intense scrutiny and pressure for change in the past few years, with the implementation of federal Phase II and Neuse Stormwater Program requirements. This session will outline and discuss this evolution in North Carolina coastal stormwater rules. 2:00 p.m. Break 2:10 p.m. All You Need To Know About Conservation Easements Camilla M. Herlevich, Executive Director, North Carolina Coastal Land Trust This session will provide an overview of conservation easements and other options for the landowner who wants to maintain coastal lands, without foregoing all the financial benefits of sale or development. Topics covered will include federal and state tax incentives for donations, funding sources for purchase of development rights, and recent developments in Washington, D.C., and Raleigh. 3:10 p.m. Current Coastal Issues: A Panel Discussion Courtney T.
