1 TOWN OF LOCKPORT 2018 SUMMER EDITION Although spring arrived a month ago, winter held on through April. We all are looking forward to a well-deserved summer. The Town of Lockport has some big projects scheduled for the next few months. We are taking advantage of a NYSEG Program that will allow us to convert all of our fluorescent light fixtures to high efficiency light-emitting diodes (LEDs). NYSEG will cover up to 70% of the cost through their Small Business Direct Install Program. We have 536 light fixtures that will be converted throughout all our Town Buildings. The LEDs are estimated to last over twenty years. Best of all, our lower energy bills will save the Town a substantial amount of money that will pay for our share of the program in less than 7 months! NYSEG estimates the Town of Lockport will show a savings of $231,000 over the next 5 years! Lastly, the Town Board is considering converting all our Town streetlights to LEDs. These projects are environmentally-conscious energy investments in our future. Saving money and helping the environment is winning combination! Another big project that will be completed this year is the Lockport Family YMCA Facility. This new project will provide a full size gymnasium, three locker rooms, two swimming pools, co-ed sauna and steam rooms, indoor climbing wall, multi-purpose rooms for children s activities, indoor running/jogging track, and a wellness center for aerobics and weight training. This centrally located YMCA facility will provide Lockport teens a place to go after school to enjoy some sports activities. The Town received a grant to build sidewalks down Snyder to the YMCA so kids won t have to walk in the street when coming from the high school. We were disappointed to hear about the BonTon closing. They have been a good neighbor for many years. The Town Board and Economic Development Office will continue to work to make our area the best environment possible for businesses. Our business corridor is very active and will continue to grow. With schools finishing for summer break, more kids will be out playing. Please slow down and keep a watchful eye for children. Also, our highway and water crews will be extremely busy doing seasonal work. Please slow down and respect the work zones. In the past few years the Town of Lockport Sewer Department has been having issues with sewer pumps getting clogged up with flushable wipes, grease, rags, sanitary feminine products, etc. These are not normal items in which can be dissolved or degraded into the sewer system. The flushable wipes bind with grease or other substances and clog the pipes and pumps. When this happens, it creates a sewer back up into residential homes and businesses. In an effort to avoid this, we would ask that human waste and toilet paper ONLY be flushed down the toilet. Things that should NOT go into the toilet, sink or sewer system include wipes of any kind including baby, non-flushable or flushable, rags of any kind, feminine products, cooking grease, dog and cat waste, hair, floor cleaning wipes including Swiffer. 3 Town Assessor Annual Re-Assessment Program The Town of Lockport continues in its 19th year of annual re-assessment, to maintain its equalization level at 100% of market value. All properties in the Town are analyzed. Any changes will be determined by recent sale information showing an increase or decrease in value. Change of Assessment Notices are mailed around the first week of April. Any physical changes to the property, including additions, garages, pole barns, sheds, decks and demolition of structures; may also affect the assessments. Please review these notices. Informal meetings with the assessor are available in April, by appointment. Formal challenges to the assessments can be scheduled for the Board of Assessment Review on or before, Tuesday, May 28, 2019, by appointment. Why? Why does the Town keep raising my assessment? The Town of Lockport has maintained its 100% equalization since Why? It s about fair and equal values, and has additional benefits. It keeps rates as low as possible, and it allows residents to receive 100% of their exemptions. As the equalization rate decreases, so does the value of your exemptions. Without re-assessments, the equalization rate would decrease as property continues to sell above assessed values. In order to stay at our 100% equalization rate, adjustments have to be made. We review everything; land, commercial, residential, etc. to keep assessments fair and equitable. If we stopped doing re-assessments, we would see a significant drop in equalization, increased rates, reduced exemptions and unfair assessments. Not to mention the cost associated with re-evaluate everything in the town, if a longer period of time elapsed between projects. The Town operates as a well-oiled machine, with a small, dedicated group of employees. Our leadership has managed to balance fiscal responsibility with provided the best possible services for our tax payers, all without a general municipal town tax. Regular reassessment assures that the burden of property taxation is spread evenly and fairly across the assessment roll. TOWN OF LOCKPORT AND THE DALE ASSOCIATION We are very grateful to have The Dale Association and the wonderful services they provide in our community. I am pleased to announce this years upcoming collaborative efforts between The TOWN and The DALE! June 28th - FREE Health Screenings 10:00 am - 12:00 pm. Diagnostic testing to include hearing, vision, bone density, basic blood test for glucose and cholesterol, and blood pressure. Stop by for one test, or all! July 11th - Powerful Tools for Caregivers (6 weeks) Wednesdays from 9:30-11:30 am. $25 fee is covered in full by Blue Cross Blue Shield and Independent Health subscribers. This six week course will provide caregivers with resources and support needed to not only take care of your loved one, but also how to take care of yourself! 4 Highway Department Refuse/Recycling Pick Up Please remember to have your garbage/recycling out by 6 am. Also, if your garbage/recycling haven t been picked up, remember there may be a few things that have happened. The truck could ve broken down, a new driver may be doing the route and they do have to empty the truck. If you still haven t been picked up by 3 pm, please call the highway office at The highway clerk will call our representative from Waste Management to find out what is happening. Also, Waste Management only has major holidays off: New Year s Day, Memorial Day, 4th of July, Labor Day, Thanksgiving and Christmas. Brush Pick Up Brush pick up is the third Monday of the month from March November. Please have it out by Sunday night. The highway department picks up brush throughout the town. Please be patient if your brush hasn t been picked up on Monday, it will be soon after. Recycling Shed Our recycling shed is opened the last Saturday of the month from now until November. The hours are 9 am 1 pm. You may drop off 4 items at a time. Propane Tanks You may take propane tanks to Amerigas on Robinson Road in Lockport ( ) or Went s on Ward Road in Sanborn ( ) Please remember with warmer weather approaching, drive with caution. Our highway department works 4 hard to maintain our roads. Drive carefully and slowly around road construction. First off this is the 30th Anniversary of the Town of Lockport Historical Society, and our new Leadership has come up with some interesting programs to celebrate this milestone. Everyone is invited to attend, and join if you wish. There are 46 names listed on the original list of Charter Members who worked on restoring the closed Pomeroy School, and I will be trying to contact those that are still around, to invite them to be recognized at our June picnic, at the Pomeroy School. If you were involved in the beginning, and I have not contacted you please let me know. A Canal Cruise is planned for July, and more events being discussed. As Town Historian, and an original member, I will be involved in the above, and also Town Community Day in July. Jabez moved to Michigan in 1836, and purchased property there. He later returned to Lockport, and died in 1879 at the age of 85, and is buried in Glenwood Cemetery. Mr. Granse has ordered a Historical marker that will be placed in front of the original home this summer, with a Dedication to follow. I am also working on a Historical Marker to be placed at the Pomeroy family cemetery on Lower Mr. Road at the Town Line Road. There is also an interest in historical markers by several other owners of Historic Homes in the Town, and I hope to be working with them this year. I am always looking for historical records and information about the Town of Lockport, and am really in need of info and records of the 1-room schools that were in the Town.
