1 Thursday, September 22, 2016 ATTACHMENT 7.1 Charter SELPA CEO Council Meeting Oakland Marriott City Center - Skyline Room 1001 Broadway Oakland, California UNADOPTED MINUTES Minutes CEO COUNCIL MEETING September 22, 2016 CEO Council Members Present: A complete list of CEO Council Members present is included as the last pages of these Minutes. ( x next to the name denotes attendance in person and # next to the name denotes online attendance via Adobe Connect.) 1. Housekeeping/Announcements 2. Call to Order The meeting was called to order at 10:05 a.m. at the Oakland Marriott City Center, Oakland, California, by David Toston, Associate Superintendent, El Dorado County Office of Education/SELPA Programs. 3. Approval of Agenda David Toston asked for a motion, which was made by member Cameron Curry, seconded by member Lynne Alipio, to approve the agenda as presented. There was no discussion and the motion carried unanimously. 4. Public Hearing (for items not on the Agenda - comments limited to two minutes) The Public Hearing was opened at 10:10 a.m. and, with no public comment, closed at 10:11 a.m. 5. Welcome/Introductions David Toston welcomed everyone to the meeting, and CEO Council members and gusts present introduced themselves. Everyone in attendance introduced themselves and the names of all online participants were announced. 6. Presentation by Kristin Wright State Special Education Director Kristin Wright, the recently appointed Special Education Division Director at the California Department of Education, shared her thoughts about current and future issues affecting charter schools. Highlights of her presentation included: Kristin would like to eradicate the term: special education student. Language is so important. Begin and continue with person first vocabulary. Student with disability instead of disabled student. Change that dialogue language can change perceptions and outcomes. Special education is only as good as the special education system it is built on. She would like to see the Special Education Division move away from labels and become innovative leaders.

2 September 22, 2016 Minutes Page -2- She spent time answering questions and encouraged CEO Council members to contact her with issues and to also highlight the great programs the charter schools have created in their schools. 7. Presentation by Abe Hajela, Partner Capitol Advisors Group, LLC. Capitol Advisors Group, LLC, is a team of experts in California politics, education policy and finance, legislative strategy, and public affairs. EDCOE has contracted with members of Capitol Advisors Group for over a decade. Mr. Hajela, a partner with Capitol Advisors Group, shared his thoughts on the Sacramento legislative and current political scene in connection with charter schools. 8. Presentation by Vicki L. Barber, Ed.D. Reflections on Ten Year History of the Charter SELPA Dr. Vicki Barber reflected on the ten year history of the El Dorado County Charter SELPA. She recounted the establishment of the El Dorado Charter SELPA with ten charter schools, the early years, and the tremendous growth of the Charter SELPA in ten years. We are proud to provide charter schools with options for their special education services and this has helped change the dialogue throughout the state. She thanked those who helped get the Charter SELPA started and those who contribute to our important work providing support to our members. CONSENT ITEMS REQUIRING CEO COUNCIL ACTION 9. Consent Items Requiring CEO Council Action Items included on the Consent Agenda were approved by one motion, with no CEO Council member requesting separate action on a specified item. 9.1 Approval of Minutes of CEO Council Meeting Held May 26, 2016 The May 26, 2016 CEO Council Meeting Minutes were presented as Attachment 9.1. David Toston asked for a motion to approve the consent agenda item, which was made by member Patti Wilzek and seconded by member Jim DiAgostini. No discussion. All approved and the motion passed unanimously. END OF CONSENT AGENDA 10. REPORTS NO ACTION REQUIRED 10.1 Charter SELPA Staff for A list of the current Charter SELPA staff members, along with their contact information, was presented as Attachment David Toston introduced two of our newest team members, Kevin Schaefer, Director of Program Support and Sharon Smit, Data Coordinator Minutes of Executive Committee Meeting Held September 15, 2016 The Minutes of the September 15, 2016 Executive Committee Meeting were presented as Attachment Review of Executive Committee Membership/Meeting Dates A review of the current membership of the committee took place. The Executive Committee meets at least four times per year and attempts to have broad representation

3 September 22, 2016 Minutes Page -3- from CEO Council to include charter representatives from large, small, geographically diverse, etc. members. The Executive Committee provides input to the Charter SELPA leadership team as recommendations are developed for the CEO Council. Lewis, Academy of Art and Sciences David Toston has confirmed the members interest in continuing to serve on the Executive Committee for and asked for additional volunteers to become members of the Executive Committee. David thanked those who served on the CEO Executive Committee during for their service. If any additional partners wish to volunteer to serve in , they were asked to follow up with David personally Charter SELPA Partners Recognition In 2013, the Charter SELPA formally recognized our founding partners, identified as being with us in the first three years of operation. Starting in 2014, we have annually recognized those members who have achieved five years of membership. Our 2016 recognition was for those members who have achieved five years, and not been previously recognized (2013, 2014, 2015). 4 September 22, 2016 Minutes Page -4- Mission Preparatory Oakland Military Institute College Preparatory Academy Paragon Collegiate Academy Redding School of the Arts Sunrise Middle School Urban Discovery Academy Charter Yu Ming Charter School David Toston presented each of the schools who were present an award (those not present will be sent their award) and thanked everyone for their membership and active partnership with the Charter SELPA Fiscal Update A Summary/Financial Update was provided in Attachment Allocation Plan The Charter SELPA Allocation Plan has been updated and can be accessed at The Allocation Plan has also been sent out directly to fiscal contacts Professional Learning Update The Charter SELPA Professional Learning Catalog is available exclusively on the Charter SELPA website to ensure the information and registration links are current at all times. The Professional Learning Catalog can be accessed at David Toston shared that over 1000 educators have utilized our professional learning opportunities and feedback has been very good both as to offerings and impact Leadership Academy The Leadership Academy, a unique professional development program for charter school special education leaders and aspiring leaders, will be held in July, 2017 in Southern California, exact location to be determined. Registration information will be available in April, Special Education Symposium The Special Education Symposium will take place Thursday, February 16, 2017 at the Doubletree by Hilton San Diego Mission Valley Hotel. Registration information will be available in late fall. Our Inspiration to Action Symposiums help confirm why we re educators. David Toston shared the positive impact of the previous two Symposiums and encouraged everyone to attend. 11. Low Incidence (LI) Funding CEO Council took action in May 2016 to address a shortfall in Low Incidence funding and an update of final expenditures was provided as an information item in Attachment 11. CEO Council approved (May 2016) Allocation Plan language for to ensure predictability of funding. Based on the Allocation Plan guidelines, SELPA Administration set the minimum per student reimbursement level at the state LI per pupil funding rate of $433. Based on claims submitted, a finding will be made in May 2017 to determine if funding could be set at a higher level of reimbursement. This information has been communicated to the field.

5 September 22, 2016 Minutes Page -5- It was reported that last year the Charter SELPA had more low incidence requests than we had funding. We received a one-time grant to cover the $31K shortfall. This is an information item, no action requested. INDIVIDUAL ITEMS REQUIRING CEO COUNCIL ACTION 12. Educationally Related Mental Health Services (ERMHS) Budget The ERMHS budget of $11.4 M. was presented for CEO Council approval with details provided in Attachment 12. SELPA leadership (with review/input by CEO Executive Committee) made the following finding of sufficiency of funding for : The maximum per service rate is established at $3,300. $100K will be available for Level 2 transportation reimbursement outside of the Level 2 service cap/ada formula. The intent is to provide 80% funding for eligible costs. If $100K is not sufficient, funding will be pro-rated based on claims submitted at year end. Indirect costs will be allowed for Level 2. Before May 2017, SELPA Leadership will make a finding as to the ability to fund beyond the 80% and 90% parameters established in the Allocation Plan. The significant variables impacting this finding are the January 2017 Level 2 budget requests submitted and the Level 3 NPS budget requests submitted throughout the year. David Toston reviewed the attachment and reminded everyone there is no Level 1 funding anymore. Level 2 is increasing from $3000 to $3300 per service. 80% with a 20% co-pay. David asked for a motion to approve the recommendation to approve the ERMHS budget of $11.4 (as shown in Attachment 12), with the primary elements being a Level 2 allocation of $8.1 M and Level 3 allocation of $3 M. A motion was made by member Cameron Curry and seconded by member Pat Hill. No discussion, All approved and the motion carried unanimously. END OF INDIVIDUAL ITEMS REQUIRING CEO COUNCIL ACTION 13. SELPA Leadership Report David Toston shared that our application process has started Cohorts 1, 2 and 3 planned at this time. We currently have a 67% approval rate we strive to inform potential members of the expectations plus we ve added a capacity interview to the process. There are tentative plans for a 4 th Cohort and this 4 th Cohort will have tighter restrictions and timelines to meet our obligations to CDE. David thanked those who have assisted in the application/approval process. 14. Future Agenda Items David Toston shared future agenda items for future CEO Council meetings and also asked members for their input. Possible future agenda items include: Continue conversation on our impact across the state. 130K ADA educators 295 schools a wide footprint conversations on what we believe and what we practice. How do we identify as an organization. Staff shortages not only a charter school issue, district/traditional school issue as well. Special Education especially impacted by statewide teacher shortages. What are our options? Behavior and classroom management training very important

Meeting Date The next regularly scheduled meeting of the Charter SELPA CEO Council will be held on May 25 th, 2017 at the Doubletree by Hilton San Diego Mission Valley Hotel. 16. Adjournment A motion was made by member Patricia Dougherty, seconded by member Patti Wilzcek to adjourn the meeting. No discussion. Passed unanimously and the meeting was adjourned at 1:19 p.m.
