Mileham Jr. By the time you receive this newsletter the recent election season will be over and it will be time to wish everyone a Happy Thanksgiving and Merry Christmas. Sewer Project: The work on the sewer project has started. Councilman Pete Sformo has a more thorough update for you later in the newsletter. Buffalo East Technology Park: Engineering and environmental studies have been completed. Genesee County EDC is working with Yancey s Fancy to put their new building in the park. The EDC is also still at work making the property shovel ready for more businesses. Cemeteries: The Town received a grant from New York State for cemetery improvements for the North Pembroke Cemetery. The North Pembroke Cemetery was updated with new fencing. Additional work is scheduled to improve the driveways. If the weather holds, the driveway work will be done this fall. Pembroke Town Park: New electric service is being run throughout the park. McCabe Electric and Dave Barsuk did the electrical and trenching work in preparation for National Grid to install the transformers. When the work is completed there will be power to the new scoreboard for the football field and even to the far pavilion at the top of the hill. Water service has also been extended to the football field. All work should be completed by December 1 st. 2 Town of Pembroke Newsletter - Fall 2013 Page 2 COUNCILMEN Town of Pembroke A Message From: Councilman Gary L. DeWind BUNDLE UP THIS WINTER & STAY SAFE!! Just a reminder that we have a Cost of Freedom Tribute at our Town Park in June The event will be held on June 11th, 12th, 13th, 14th, and 15th and it will include a ceremony. This will be a timeline of all our wars and will pay tribute to Veteran s, Firefighters, Police and victims of September 11th. This event is being put on by the American Legion and the Town of Pembroke. The event is expected to draw 15,000 or more people to the Town so please be sure to attend. We would like to try put a basketball court in the Town Park in Plans are not complete at this time but we would like to have it complete by next fall. SEWER DISTRICT NO. 1 - October 22, 2013 From Councilman Sformo As you have probably seen, the Town of Pembroke is installing its first sewer district. The district will run from the East side of the Thruway on Rt. 5, down Rt. 77 and connect with the Village of Corfu s treatment plant. The Town of Pembroke awarded the Sanitary Sewer Installation Contract to Randsco Pipeline of Macedon, New York. The Total Amount of the Contract is $2,222, The Contractor began the sewer main installation on September 9, The Contractor has completed the pipeline installation work along Main Road (NYS Route 5) and has started installing sanitary sewer laterals to individual properties. The Contractor will start pipeline work on Alleghany Road (NYS Route 77) in the coming weeks. Following completion of the pipeline and lateral installations, work will commence on Town Pump Station No. 1 at Cohocton and Alleghany Roads, and Pump Station No. 2 along Main Road. The sewer pipeline installation is scheduled to be completed by December 15, The Town Pump Stations are scheduled to be online by April 15, We anticipate having the restoration completed by May 15, The dates in 2014 may change slightly based upon progress of the Village s project at the Wastewater Treatment Plant. This project will include the installation of sanitary sewer laterals to the road right-of-way for each house. Prior to the installation of the sanitary sewer lateral, Clark Patterson Lee s Resident Inspector will contact residents directly to determine a place near the right-of-way line of your property for the location you would like your lateral installed. CORFU GARDEN CLUB If you enjoy gardening of any sort, birding, and related subjects, come and check us out. We have speakers, go on various fieldtrips, make gardening crafts, participate in community projects and most of all, we share our knowledge with each other. We meet the 2 nd Wednesday of each month, 7pm, at the Pembroke Community Center, located behind Corfu Fire Department on East Main St. Corfu. Check out our plant sale at the Akron sidewalk sale in June and our booth at the Brick House Corners fair in Sept. DEPARTMENTS Town of Pembroke Highway Department Stephen Stocking, Superintendent of Highways Ext. 27 Another summer has gone by too fast. Our summer work included paving the second half of Phelps Road and Snipery Road. Again this year, all of the roads have been striped, center line yellow and shoulder line white for safety during the dark rainy and snowy season. I would like to thank the following Highway Departments and DPW s for their help this summer. They furnished equipment and personnel for the projects completed. Thank you to Darien, Oakfield, Alabama, Genesee County and the Village of Corfu. Please check your mailboxes for rotted posts and broken boxes. House numbers should also be on all mailboxes. The Town will NOT replace mailboxes unless they are physically hit by our trucks. Heavy, wet snow that hits your mailbox and damages the post or box does not constitute a hit by the truck. CHECK YOUR MAILBOXES PRIOR TO SNOW PLOWING WEATHER!!! NEWS FROM THE COURT I had in court the highest speed yet from the New York State Thruway: 120 MPH in a 65 MPH zone. Even for the most anti-speed limit among us, this is ridiculous and unsafe. I cannot name names but this young male will be riding "shotgun" for the next year or so. At least in New York State. FYI it was a Chevrolet Camaro. Not sure how the State Trooper caught him but kudos to him/her for catching this speed demon. Justice David O Connor

4 Town of Pembroke Newsletter - Fall 2013 Page 4 From the Building and Codes Administration Office Shellye Dale-Hall and Charles Reid Carbon Monoxide Safety This safety information should increase your awareness and help protect you and your family from deadly carbon monoxide. Carbon monoxide is produced when common fuels, such as oil, coal natural gas, kerosene or wood are burned incompletely. When carbon monoxide gas builds up in any enclosed area in your home it can cause severe illness and even death. The problem of carbon monoxide can be especially severe during the coldest weather, when houses are closed up tight and heating equipment run much of the time. Carbon monoxide poisoning can feel like the flu. Undetected it can lead to unconsciousness and even death. Symptoms of carbon monoxide poisoning: Headaches Dizziness Weakness Nausea Confusion Sleepiness Redness of the skin Tightness of the chest Fluttering of the heart Loss of muscle control Steps to take if you suspect carbon monoxide poisoning Seek fresh air and remain outside, take everyone including pets outside Call 911 or your fire department Seek medical attention immediately To prevent carbon monoxide poisoning protect your family by: Checking chimney or flues for debris, bird nests or other blockages and them then cleaned periodically. Have your heating system checked annually by a licensed professional heating contractor Be sure space heaters and wood burning stoves are in good condition and have adequate ventilation. Maintain carbon monoxide alarms or detectors in your home. New York State Building Codes requires all single family homes built on or after 1/1/2008: carbon monoxide alarms should be installed on each story of a home that has a bedroom, within 15 feet of the bedroom and on each story that contains a carbon monoxide source. New York State Building Codes require all single family homes built prior to 1/1/2008 that have a carbon monoxide source must have a carbon monoxide alarm on the lowest story containing a bedroom and that no bedroom is more than 15 feet away from an alarm. Town of Pembroke Newsletter - Fall 2013 Page 9 Few Notes From the Historians (continued) The Historical Assoc. will not have any meetings in Jan., Feb., or March. The first meeting for 2014 will be April 2, Former Highway Supervisor, Richard Rudolph will do a program on the "Blizzard of '77." Then there will be a program on Civil War Music on May 7. Both will be at the Town Hall. Both are free and you do not need to be a member to attend. Membership to the Pembroke Historical Assoc. is a true bargain, dues are only $2.00 and a family membership is just $3.00. Stop by the Town Hall and visit our "History Room." Also check out the Kiosk in the Board Room, which now features ads from the 1920s. The "Corfu-Pembroke Winter Fest" will be Saturday January 25, There will be lots of food, crafts, and music. The history display will be on "Recreation in Pembroke Through The Years." Admission is free! Thank you to everyone who visited us at the Brick House Fair in September. Remember, we're always looking for any old photos of the Pembroke area. Have a good and safe winter. Community Notes The Hiram G. Luhman American Legion Post #626 along with the Town of Pembroke will be hosting a viewing of the Vietnam traveling wall and Cost of Freedom Tribute at the Pembroke Town Park. The event will run for five days from June 11 to June 15, The traveling wall is an 80% replica of the Vietnam memorial in Washington D.C. The Cost of Freedom Tribute is a 190 foot display honoring all veterans currently serving or who have served in any American war from the American Revolution to present day missions. This wall also honors the heroes and victims of the terrorist attacks on September 11, 2001 and all lives lost in the ongoing global war on terror. The Hiram G. Luhman American Legion Post #626 will be looking for volunteers for the five days in June. They are also looking for panels to the walls sponsored. Any and all help would be appreciated. 5 Town of Pembroke Newsletter - Fall 2013 Page 8 IMPORTANT TAX DATES TO REMEMBER (Continued) OTHER IMPORTANT DATES March 1 st is Taxable Status Day - This is the deadline for filing your STAR exemption. The Basic STAR usually needs to be filed only once and is applied to your school taxes only. You should file your application with the local assessor. The Star Exemption form is available at: Enhanced STAR - (eligible for homeowners age 65 or over) income verifications are mailed every year. You may apply for Enhanced STAR if you are turning age 65 anytime during the calendar year. This is also the deadline for Veterans and Disability exemptions to be filed. May 1 st The Tentative Assessment Roll is filed. 4th Tuesday in May Board of Assessment Review (BAR). BAR meets to hear all properly filed complaints on property assessments. The Grievance form is available at: July 1st Final Assessment Roll is filed This final assessment is used for tax purposes for the next school year and tax calendar year. She has been inducted into the Corfu-Pembroke School "Hall of Fame." This is a well deserved honor for Lois, who has put in many dedicated years as our historian. Charlie Lenhard, Jack Fenton, and Ed Arnold Sr. were also inducted this year, congratulations. The "headstone," for the Pembroke Bi-Centennial Time Capsule, has been installed next to the time capsule at the "Old Buffalo Road Cemetery" on the Main Rd. [rt 5] east of the Brick house Corners. Our thanks to Greg Brockway. The Pembroke Historical Assoc. has had some very interesting programs in The next program is Tuesday December 7, when they have their annual Christmas Party at Holiday Hollow at 1410 Main Rd. The party is free, everyone is invited. You just need to bring a dish to pass and your own place setting. Town of Pembroke Newsletter - Fall 2013 Page 5 Star Registration Program ASSESSOR S OFFICE Debbie Conti, Assessor New legislation requires all homeowners receiving a Basic STAR exemption to register with the New York State Tax Department in order to receive the exemption in 2014 and subsequent years. Homeowners will not have to register in order to receive their 2013 STAR exemptions. But must register with the New York State for 2014 Homeowners will not have to re-register every year. Based on the information provided in the registration process. The tax Department will monitor homeowner s eligibility in future years. HOW TO REGISTER You can register for the STAR exemption online. You ll need to: Provide a STAR code to sign in to the process ( a letter was mailed to you with the code), or you can use the STAR code lookup. Provide the names and social security numbers for all owners of the property and spouses. Confirm that the property is the primary residence of one of its owners. Confirm that the combined income of the owners and their spouses who reside at the property does not exceed $500,000. Confirm that no resident owner received a residency based tax benefit from another state. You can register by calling (518) Monday Friday 8:30 am to 8:00 pm or Saturday from 9:00 am 1 :00 pm. Online at NEW YORK STATE TAX AND Registration Period -- Started in September and will continue through December 31, 2013 New Property Owners will file a Basic Star Exemption Application and return it to their Assessor s Office by March 1, 2014 and file with the State online in 2015 Senior Citizens - Senior citizens receiving Enhanced STAR benefits are not affected by the new registration requirement, which applies to Basic STAR benefits only. Seniors must however, take steps to ensure that they continue receiving Enhanced Star by apply annually, or PEMBROKE HISTORICAL ASSOCIATION Starting at 6:30 pm, we hold a short business meeting, followed by an interesting program at 7:00 pm and delicious refreshments. Meetings are held at the Town hall and they are on the 1 st Wednesday of the month, in April, May, June, October, & November. In July, we have a picnic and in December, a holiday party.

Gibson, Deputy Town Clerk deputy-clerk@townofpembroke.org ext. 21 or 22 The NYS DEC is revamping their computer program beginning in February Some changes include fishing licenses that will be good for one year from date of purchase and lower pricing on some items. As I write this, Town Clerk s and store associates across NYS are getting trained on the new system. With the new system going live in February 2014 it should give everyone plenty of time to get comfortable with the program before hunting sales begin in August Town/County tax season is fast approaching. Please check out the following pages to get acquainted with dates and information to help in the tax paying process. If you are no longer in escrow please notify my office so that I can make sure your tax bill goes to the correct person in a timely manner. PLEASE notify my office if you have a dog and you are moving out of Pembroke or Corfu. We cannot read minds and we will continue to send you dog license renewals until we are notified otherwise. We do not want you to get a summons to appear in court for something as simple as a phone call or . ~ Nicole & Sarah Genesee County Taxes If you own a dog and your phone number changes please inform the Town Clerk s Office. If your dog runs off the Town Clerk can contact you when your dog is found. IMPORTANT TAX DATES TO REMEMBER New York State Law: If you do not pay your property taxes for three (3) years, the County can take your house at tax auction. If you are trying to catch up on unpaid property taxes you must pay the current year first before you can pay back any prior years tax bills. Taxes are due without penalty from January 1st to January 31 st Taxes are paid in person or by mail to The Pembroke Town Hall Please make checks payable to: Nicole Begin, Tax Collector 1145 Main Street Corfu, NY Taxes that are paid from February 1 st to February 28 th have a 1% penalty Taxes that are paid from March 1 st to March 31 st have a 2% penalty. March 31 st - Last day to pay at the Pembroke Town Hall Taxes unpaid after March 31 st are sent to Genesee County and can be paid through Genesee County The Pembroke Town Hall now accepts Visa, MasterCard and Discover. There is a 1.5% fee for debit cards and 3% fee for credit cards. In addition there is also a $1.50 convenience fee for each transaction. Helpful hints Re: Tax Cycles: Town/County Tax bill due January 31st is good for one calendar year (Jan 1 to Dec 31). Village Tax bill due June 30th is good for one fiscal year (June 1 to May 31). School Tax bill due in September is good for one school year (September 1 to August 31). If School tax bills are not paid by November 15th they are relevied onto your Town/County tax bill with penalties. Once each cycle year is over a new cycle year begins.
