2 Catalog Supplement Schedule Information This catalog contains the scheduled courses offered by the South Carolina Fire Academy from July - December They are listed by region, with location and start dates. End dates are included when possible. All courses will start on the date shown, but the meeting days or ending dates may be adjusted after the course starts to better accommodate student needs. Please refer to the FY-2013 Curriculum Catalog for course descriptions, including prerequisites, minimum and maximum number of students allowed, length and cost. Information is subject to change at the discretion of the S.C. Fire Academy or the Department of Labor, Licensing and Regulation (LLR). Be sure to review this information as some programs may have been updated. Policies on student eligibility and conduct, Fire Academy facility information, certification procedures, regional office information and other important matters are also included. Courses not scheduled in this supplement may be available for delivery on request, provided certain criteria are met. If a course is not listed that your department could benefit from, contact your regional supervisor for more information. Course Registration Deadline The S.C. Fire Academy will adhere to a mandatory 30-day registration deadline for all Fire Academy courses. National Fire Academy Direct Delivery The direct delivery program listed below will be taught at the S.C. Fire Academy during This programs is funded by the NFA and taught by NFA adjunct instructors. Refer to the Resident Program section of this insert for dates and times. Per NFA requirements, registration for these classes closes 45 days prior to the start date for each class Executive Skill Series: Managing and Leading Change Aug EMD Grant Program The Fire Academy has received grants from FEMA through the S.C. Emergency Management Division (EMD) to provide certain specialized training. Grant-funded programs are offered at no cost and are marked with a ( ) symbol. For specific details and to arrange for course delivery, contact your county EMD coordinator. Funding is limited and may not be available for all requests. NFA / FEMA Command Training Grant The Fire Academy has received a grant from the NFA and FEMA to conduct command training programs throughout the state. This grant supports the delivery of NFA hand-off courses and the delivery of selected NFA regional, resident and direct delivery courses. These courses will be offered at locations throughout the state and include: Shaping the Future Incident Command for Structural Collapse Operations NIMS/ICS for the Fire Service Fire Service Supervision: Personal Effectiveness Leadership I: Company Success Fire Service Supervision: Team Effectiveness Leadership II: Personal Success Preparation for Initial Company Operations Leadership III: Supervisory Success Strategy and Tactics for Initial Company Operations Firefighter Health and Safety Decision Making for Initial Company Operations Health and Safety Officer Incident Safety Officer Managing in a Changing Environment Arson Detection for First Responders Incident Command for Structural Collapse Operations Principles of Building Construction: Combustible Introduction to Volunteer Fire Service Management Firefighter Safety and Survival: The Company Officer s Responsibility Building Construction for Fire Suppression Forces: Noncombustible and Fire Resistive These courses will be offered in addition to regularly scheduled Fire Academy classes. Firefighters Association Fire/Rescue Conference (Myrtle Beach) June 6-11 South Carolina/Michigan and Rhode Island Weekend at the NFA Aug This weekend is for career and volunteer firefighters and will be shared with Rhode Island and Michigan. Course Offerings: Courtroom Preparation and Testimony for First Responders ERT: Strategic and Tactical Considerations for Supervisors Fire Prevention for First Responders and Small Departments EMS Functions in the Incident Command System Decision Making for Initial Company Operations Strategy and Tactics for Initial Company Operations Leadership II: Strategies for Personal Success Incident Safety Officer S.C. Fire Academy s Online Learning Community Fire certification training is only a click away through the S. C. Fire Academy s Online Learning Community. These webbased courses offer an alternate delivery method for students who otherwise may not be able to travel to attend traditional courses. Providing more training to more firefighters better prepares our communities in the event of a disaster, protects property, and saves lives. Course Categories Independent Study Independent study courses provide strictly web-based instruction that includes multimedia presentations, video instruction, written activities, and competency testing. After registering for the course, independent study students complete the entire course online and are not required to attend face-to-face classes. Courses currently offered in the independent study format: Hazardous Materials Awareness Blended Learning This category uses a virtual classroom as its primary means of instruction. This course format blends online learning with a face-to-face, applied learning/concept development phase to help students attain the critical thinking skills fire service professionals require. During the online portion, students view web-based interactive modules, complete written assignments, review online study materials, and interact with their instructor and other students through the course s discussion forums. At the completion of the online portion, students meet in person with the instructor for team-building and other applied learning activities and to complete a proctored certification test. These courses typically include a face-to-face orientation session, an eight-week at home period, and traditional classroom sessions. Courses currently offered in the blended format: Fire Officer I 4170 Fire Instructor I Hybrid elearning The Academy s hybrid elearning courses require greater technical skill development and combine elements of both independent study and blended learning. In a hybrid course, students must first successfully complete an online independent study portion before participating in face-to-face skill development sessions. Students work at their own pace to complete the online reading assignments and instructor-led activities, watch skills videos, and review study guide questions. The online portion also includes competency testing through required online chapter/module tests. Students must successfully pass all online tests to qualify for the instructor-led skill development and evaluation sessions, where the skills are taught, practiced, and evaluated. Courses currently offered in the hybrid elearning pilot format: 1401 Firefighter I 1428 Hazardous Materials Operations C

Note that each course will have three parts: an independent on-line portion, a live hands on skill development portion and a final evaluation day with both written and practical skill evaluations. More information will become available in the coming months. How to Enroll To enroll in the S.C. Fire Academy Online Learning Community, students must preregister by downloading and printing a registration form from the SCFA website, and mailing or faxing the form to the Academy at least 30 days before the course s start date. Students will receive information either through or a standard letter that will explain how to create an online account and how to log-in to the course. Each course may have different completion and participation requirements, which will be communicated upon enrollment. If you have any questions, please contact our online training staff at OnlineTrainingSupport@llr.sc.gov or call Challenge Opportunity Continues NOTE: THIS CHALLENGE PROCESS WILL END DECEMBER 31, 2012 Challenge Course 1152 (Course Code 4700) This special challenge applies to in-state current firefighters who have completed firefighter training in the past which can be documented to be equivalent to the old 1121 course (Fundamentals of Firefighting course of at least 60 hours documented by a certificate of completion). A fire department in-house certificate or letter signed by the chief of the department reflecting 60 hours of basic firefighter training will also meet this requirement. The certificate or letter must be attached to the registration form. To be eligible to challenge the 1152 written exam and practical skills, the firefighter must: a. Have documented proof of being a volunteer or paid member of a fire department for at least a year prior to January 1, b. Be in good standing with current department and registered as a firefighter under the Firefighter Registration Act. c. Register for desired testing session at least 30 days prior to the testing session date. Students registering for this challenge test are responsible for all material covered in the 1152 Course, Fundamentals of Firefighting. This includes reading material, as well as practical skill development. Students may also review (other than our IFSTA curriculum) manuals from other sources; (Jones and Bartlett, Delmar, and Brady Publishing). All practical skills are evaluated using the IFSTA curriculum and as taught in our program. The 1152 Performance Task Manual for all practical skills is available at Students must score a minimum of 70 percent on the written exam and successfully complete all random skills. Students are given a second attempt during the practical skill session. This second attempt is immediate with no coaching or remedial training from the evaluator. A single retest of the written exam will be allowed. Allow a full day for this challenge process. Fee: $5 Books: Contact the State Firefighters Association at for availability and prices. Challenging Firefighter I (Course Code 4701) Prior to January 1, 2011, students must have at least eight years of service or greater. This special challenge only applies to in-state current firefighters who have completed 1152, or have been given equivalency, Course 2722, Hazardous Material Operations, or its equivalent as determined by the SCFA. Please attach copies of certificates to be considered as equivalent for Hazardous Materials Operations to the registration form. Also attach copies of your current First Aid and CPR cards. This challenge is only allowed until December 31, To be eligible to challenge the State Certification Exam for the endorsed IFSAC Firefighter Level I, the firefighter must: a. Attach the Fire Chief Verification Package to the registration form. This downloadable package is available at D

5 July - December 2012 b. Meet the above prerequisites and register for desired testing session at least 30 days prior to the testing session date. Students registering for this challenge test are responsible for all material covered in the 1153 course, Firefighter I. This includes all reading material and skills covered in 1152 and other prerequisite courses. Students may also review (other than our IFSTA curriculum) manuals from other sources (Jones and Bartlett, Delmar, and Brady Publishing). Students must score a minimum of 70 percent on the written exam. A second retest will be granted, if unsuccessful on the first attempt. The retest can be scheduled after grades are released following the first exam. A random skill evaluation session will not be required. Applicable documentation to support the package must be on file within the department. Allow four hours for the exam. Challenging Firefighter II (Course Code 4702) Prior to January 1, 2011, students must have at least eight years of service or greater. This special challenge applies to in-state current firefighters who are certified to the level of Firefighter I, and have completed the Academy s Course 3330, Auto Extrication. Equivalent courses are not accepted for course This challenge is only allowed until December 31, To be eligible to challenge the State Certification Exam for the endorsed IFSAC Firefighter Level II, the firefighter must: a. Attach the Fire Chief Verification Package to the registration form. This downloadable package is available at b. Meet the above prerequisites and register for the desired testing session at least 30 days prior to the testing session date. Students registering for this challenge test are responsible for all material covered in the 1154 course, Firefighter II. This includes all reading material and skills covered in Course 1153 and other prerequisite courses. Students may also review (other than our IFSTA curriculum) manuals from other sources (Jones and Bartlett, Delmar, and Brady Publishing). Students must score a minimum of 70 percent on the written exam. A second retest will be granted, if unsuccessful on the first attempt. The retest can be scheduled after the grade is released following the first attempt. A random skill evaluation session will not be required. Applicable documentation to support this statement must be on file within the department. Allow four hours for the exam. Challenging Fire Officer I (Course Code 4703) This special challenge will apply only to instate current firefighters who have certified to the level of Firefighter II and completed the Academy s Course 4171, Fire Instructor I or equivalent course. This challenge will only be allowed until December 31, In addition to Item 1, to be eligible to challenge the State Certification Exam and Practical Skills for the endorsed IFSAC Fire Officer Level I, the firefighter must: a. Have documented proof of being a volunteer or paid member of a fire department for the past eight years. b. Be in good standing with current department and registered as a firefighter under the Firefighter Registration Act. c. Meet the above prerequisites and register for desired testing session at least 30 days prior to the testing session date. Students registering for this challenge test are responsible for all material covered in the 2100 Course, Fire Officer I. This includes all reading material as well as practical skill development. Students may also review (other than our IFSTA curriculum) manuals from other sources (Jones and Bartlett, Delmar, and Brady Publishing). All practical skills are evaluated using the IFSTA curriculum and as taught in our program. Students must score a minimum of 70 percent on the written test and successfully complete all random skills. Students are offered a second attempt during the practical E

6 Catalog Supplement skill session. The second attempt is immediate with no coaching or remedial training from the evaluator. Students will be allowed one retest on the written exam. Please allow an 8-hour day for the challenge process. Fee: $5 Books: Contact the State Firefighters Association at for availability and pricing. Special registration and evaluation days for 4700 and 4703 will also be part of this program. These special evaluation days are available within this course date insert. For 4701 and 4702 that only require challenging of the written exam, you may register for one of the certification test dates listed in this insert. Please check the applicable region for dates and times convenient for you. Other dates may be announced via , mail-outs or on our website. Requests for special testing dates may be made through the applicable regional office based on numbers and needs. If you are interested in one of the challenges, please meet the prerequisites in order to register for that challenge process. All registrations will be verified by SCFA staff. To properly register, include the specific course code. The following are the course codes for each challenge: Course Code Title Fundamentals of Firefighting Challenge NFPA Fire Fighter I Challenge NFPA Fire Fighter II Challenge NFPA Fire Officer I Challenge While registering for a challenge session, include the correct course code and section number on the registration form. This program is separate from our normal challenge process associated with our equivalency program. This program is strictly for in-state firefighters meeting the requirements of registration as outlined in each challenge process. Please review each challenge process to ensure eligibility and provide documentation to support the registration form. Students must register at least 30 days prior to the testing session date. In addition, two of the challenges, 4701 and 4702, require a Fire Chief Verification Package be attached to your registration in lieu of having to take the practical skill (hands-on) portion of the evaluation. If the registration form does not have the Fire Chief Verification Package attached, it will be returned. This downloadable verification package is available at The verification package contains a form that the Department Chief and the student must sign. It is recommended that a complete copy of this package be kept on file at the fire department (only Section 2 of this form will be on file at the Fire Academy). For the 4700 and 4703 courses, this form is not required since the challenge process requires both the written exam and the successful completion of practical skills during that session. This special challenge program is valid until December 31, During this time period, only one retest attempt will be allowed. If the second attempt is also unsuccessful the student must complete the regular program. The Fire Academy s normal limit of 180 days for retest does not apply to this special challenge process.
