1 University of Maryland Maryland Fire and Rescue Institute Report To Maryland State Firemen s Association Executive Committee The following report is a synopsis of significant events that have occurred within the Maryland Fire and Rescue Institute since our last meeting. MFRI FY-2007 Statistics The following statistics are for Fiscal Year 2007 and represent the work of the Institute for that period. There is a reduction from the previous year that is attributed to fewer classes within SPS and a reduction in the NIMS/ICS training. Emergency Services Programs: 1,655 Field Programs 1,002 Special Programs 391 Drills 161 Seminars 101 Students by Programs: 32,946 Field Programs 20,507 Special Programs 5,130 Drills 2,586 Seminars 4,723 Student Hours: 888,906 Field Programs 755,600 Special Programs 102,345 Drills 9,529 Seminars 21,432 1
2 Students by Discipline: 32,946 Fire 9,712 EMS 4,735 ALS 1,592 Rescue 2,335 Management 2,872 HazMat 3,005 Terrorism/NIMS 1,386 Drills 2,586 Seminars 4,723 MFSPQB Accredited by National Professional Qualification Board The Maryland Fire Service Personnel Qualifications Board (MFSPQB) recently underwent its five year accreditation visit by the National Professional Qualifications Board. Maryland was approved for a new five year period and many positive comments were received from the site visit team with respect to the quality and manner in which the MFSPQB functions. This is a very though review that involved MFRI and the fire department training academies that serve as ATRA s. Being able to properly certify individuals to the appropriate NFPA Professional Qualifications Standards are critical to our success in the delivery of training programs. Many people and departments deserve our thanks for their work in preparing the system for this review and doing it in such an outstanding manner. In 2008, the International Fire Service Accreditation Congress (IFSAC) will make a similar visit to our state. In 2009, MFRI will receive an accreditation site review and visit from the American Council on Education (ACE) for the continuation of our ability to offer equivalent college credit for MFRI programs. 2
3 MFRI Awarded Research Grant of $915,000 from DHS The Center for Firefighter Safety Research and Development located at the Maryland Fire and Rescue Institute has been awarded a research grant of $915,000. This will allow for the following research projects to continue. Firefighter Location and Accountability/ Sentinel System Prediction of Firefighter Gear Performance Heads-Up Display for Temperature Warning Firefighter Assessment and Screening Project Significant progress has been achieved on these research projects and this funding will allow for continued research. The funds are from the Assistance to Firefighters Grant program. The Sentinel System was recently presented to the Fire Department of New York and the District of Columbia Fire Department with very positive feedback. We have a number of other presentations scheduled over the next several months. The Firefighter Assessment and Screening Project is a new effort with the University of Maryland at College Park Department of Kinesiology. This will involve detailed physiological measurements of firefighter personnel involved with CPAT. We will then develop a program to better ensure success with the CPAT by identifying the exact muscle groups and how to best prepare for this test. We will be needing fire departments and personnel to assist us with these efforts. Conducting Safe Live Fire Training Evolutions MFRI has recently completed a course on Conducting Safe Live Fire Training Evolutions. This course is designed to take a MICRB certified instructor and provide him or her with the skills and behaviors necessary to conduct a live training fire in a safe and effective manner. Much of the focus of the course involves the requirements of NFPA The course is six hours in duration and will qualify for the PDI requirements necessary for the MICRB recertification process. MFRI has developed an Instructor Guide, a Student Manual and a Note Taking Guide to supplement the course. This course has been delivered on several occasions to date with very positive student evaluations. My intention is to make this course a mandatory requirement for MFRI Field Instructors who engage in live fire training. I would also suggest that other fire training academies and those companies who may engage in acquired structures burns complete this course also. 3
4 Improvements at Regional Training Centers MFRI Instructor meetings were conducted over the summer with meetings in every MFRI region. These were well attended and very informative with regard to positive feedback as to how we can improve MFRI training programs. As a result of these meeting we are working on the following issues: Installing Shelters in Each MFRI Regional Training Center Improving EMS Equipment for Medical Emergencies Thermal Imaging Equipment for Live Burns High Visibility Lights for Instructors Additional SCBA in Regions Additional Firefighter PPE Progress has been made on several of the issues and we hope to be able to move forward as financial resources are available.
