4 November 15, 2013 Full Day Session Least Squares Analysis for Surveyors Raymond J. Hintz, University of Maine (7.0 PDH) Least squares analysis provides the tool for analysis of all types of survey field measurement types towards the production of positional tolerance analysis. Least squares will be used with real data of all survey types in generation of ALTA positional tolerance requirements and other similar survey standards. It will also be shown how least squares can make you a more efficient surveyor. Early a.m. session - Overview; User controlled analysis; error estimation; residual; other definitions; mixing different data types Morning break Late a.m. session - Quality indicators; blunder detection; Coordinates as an observation; indication of sys tematic error; statistical testing; error propagation leading to error estimation of comput ed quantities Lunch Break Early p.m. session - error ellipse concepts; absolute vs. relative error ellipse; pre vs. post adjustment scalers; l ogic in achieving high levelsof certainty/confidence Afternoon Break Late p.m. session - basics of positional tolerance; GPS and traverse examples; positional tolerance as applied to ALTA; evolution/changes in positional tolerance in ALTA; how to succeed in passing ALTA positional tolerance; issues in logic of ALTA positional tolerance; questions, maybe answers Attendees will see use of least squares software via a LCD projection system. The seminar will very question and answer oriented. Locations on Internet of public domain software (Cadastral Measurement Management, Geographic Measurement Management, Electronic Field Book Processor) used in the seminar will be provided. Raymond J. Hintz is a professor of surveying engineering technology at the University of Maine, and is program coordinator for the B.S. program in surveying engineering technology. Prior to his present position from 1983 to 1987 he was an assistant professor of civil engineering at the University of Florida. He has B.S., M.S., and PhD degrees in Civil and Environmental Engineering with emphasis in surveying and photogrammetry from the University of Wisconsin. His research interests lie in automation of data collection and processing of surveying and photogrammetric information. Specific to the topic of interest, he has been responsible for development of the Cadastral Electronic Field Book, which enables automatic entry of measurement and automated field note information into Cadastral Measurement Management (CMM). At the heart of CMM is a least squares analysis driver for conventional survey measurements and GPS. Both products were developed for the Bureau of Land Management. Also in conjunction with the Bureau of Land Management, he has developed Geographic Measurement Management which is the approved tool for development of their Geographic Coordinate Data Base. GMM has a least squares analysis system which is designed for record survey information. A third project was partial responsibility for the development of Florida Department of Transportation's Electronic Field Book, data processing, and topographic data modeling software system. His primary involvement in this project was the Electronic Field Book Processer (EFBP) which is the least squares analysis engine for a automated link from raw data to final coordinates. EFBP has in recent times been adapted to also accept SDMS (AASHTO) format data and various vendor raw survey data formats. He has published more than 50 articles in journal and conference proceedings, and is a registered land surveyor in the states of Main and Florida.

5 November 15, 2013 Half Day (Morning Sessions ) GPS: To Infinity and Beyond Rich Vannozzi, UNH (3.5 PDH) Through a variety of experiments conducted over the last decade the presenter will demonstrate how his understanding of GPS has evolved from Black boxes operated by folks wearing tin -foil hats to an essential and trustworthy tool that should be integrated into every modern surveyor s practice. Specific experiments in geodetic, cadastral, natural resource, construction and topographic surveying will be part of the presentation. Rich Vannozzi is currently an Assistant Professor in the Civil Technology program at the University of New Hampshire s Thompson School of Applied Science where he teaches various courses in Surveying and Mapping. He is the 2012 recipient of ACSM s Earle J. Fennell Award for distinguished educational contributions to ACSM and the surveying and mapping profession. Currently he serves on the NSPS Board of Governors representing Massachusetts and on the Board of Directors for the New England Section of ACSM. He is also the Coordinator of the NSPS Student Competition.

6 November 19, 2010, 8:00 a.m. - 4:00 p.m. Afternoon Sessions Seminar III NFIP Overview & Updates Michelle Burnett, CFM (2 PDH) A basic overview of the National Flood Insurance Program (NFIP) will be presented, which includes topics such as mapping, regulations and insurance. Rhode Island is currently undergoing changes to all coastal communities' flood maps. This presentation will discuss the current status of the coastal maps, as well as other riverine studies that are underway. This presentation will also provide an update regarding the reauthorization of the NFIP and how this legislation will impact Rhode Islanders. On July 6, 2012 Congress reauthorized the NFIP and made some overarching changes which have already started to affect NFIP policy holders in the state. The intent behind the new legislation was to eliminate some artificially low rates and discounts for policy holders which are no longer sustainable. The changes which will be coming due to this new legislation will also be discussed. Michelle Burnett, CFM joined the Rhode Island Emergency Management Agency (RIEMA) in May As the Rhode Island State Floodplain Coordinator, Michelle is involved in all aspects of floodplain management and is responsible for working directly with communities and residents to help implement their floodplain management regulations. She has over 13 years of experience dealing with environmental issues. Michelle is currently the Chair of the Rhode Island Flood Mitigation Association (RIFMA) and the Association of State Floodplain Managers Region 1 Director. Michelle became the seventh Certified Floodplain Manager (CFM) in Rhode Island. Originally from New York, Michelle received her Bachelors Degree in Marine Biology and Masters in Marine Affairs and Coastal Policy, both from the University of Rhode Island. Plans must be 1 sheet (no multiple sheets or sets). 4. Each entry must be accompanied by an entry form. (Forms will be available at convention) 5. No plans will be accepted after the submission deadline (10:00am November 19, 2010). 6. Awards will be presented at lunch, Friday, November 19, All decisions are final. Award-winning entries and the results will be displayed at the Convention. All entries will become the property of RISPLS, Inc., and will be disposed of after award presentation. Awards Awards will be presented to the first place winners, and announced for the second and third place winners in each category. First place $ Second Place...$ Third Place..$ Judging All entries will be checked for compliance with the Procedural and Technical Standards for the Practice of Land Surveying in the State of Rhode Island and Providence Plantations as adopted by the Board of Registration. No plan will be judged if it does not comply with said Standards. The plan shall be judged and voted on the following: -Overall appearance, neatness, balance and consistency. -Lettering - clear and unmistakable. -Completeness (deed reference, plan references, areas, old property lines, monuments, etc.) -Qualifying notes or statements (clearly and unmistakably stated). -Signatures and seals.
