Platinum-level designees are models for other cities to follow, according to the Leadership Circle. Residents Suggestions Guide Diamond Interchange Nestled in the heart of the Metroplex and directly accessible by three major highways, Irving owns a prime piece of property, ripe for development. The 78-acres of city-owned property located at State Highway 114, State Highway Loop 12 and State Highway 183 may not look like much now, but the City of Irving and national developers know its value and potential. That was the reason for hosting two public input sessions earlier this year, which allowed residents to provide feedback on proposed plans for the site s future development. More than 110 residents attended the sessions to hear presentations from OliverMcMillan representatives, the national development firm working with the city. OliverMcMillan is now collaborating with a team of consultants to take the community s feedback and finalize a site program that includes building retail, residential, office, hotel and community spaces. OliverMcMillan also plans to work with local construction and engineering consultants to create a budget that fully supports the project while keeping good financial stewardship in mind. We are pleased that Irving residents took the time to attend our public input sessions, said Mayor Pro Tem Gerald Farris. Our citizens have a seat at the table and we appreciate the time they gave to help make this future project successful and beneficial for the community. Stage 3 Water Restrictions Continue The city has been working with OliverMcMillan since January to determine potential development ideas for the site. City leaders and staff said the goal is to make the area a place where Irving residents can live, work and shop. During the public input meetings, representatives with OliverMcMillan showed various design proposals. The plans presented were selected from ideas originally pitched to OliverMcMillan and city representatives in February. Irving city staff, members of city council and key stakeholders were among more than 70 people who participated in a two-day planning session, led by OliverMcMillan. The site is under contract with the Texas Department of Transportation (TxDOT) until 2019, although the city can be released from the contract before it expires. TxDOT is using the area as a staging area to support construction on the nearby highway projects in an effort to accelerate the construction process. OliverMcMillan is known for creating high-quality, mixed use developments that include retail, lofts and office space. Company executives said they hope to finalize a development agreement this July, and if that occurs, a grand opening could be possible as early as n Stage 3 Water Restrictions are still in effect. Potential Development Rendering To be recognized by the program, municipalities and school districts must meet criteria in four major categories. The criteria include having an adopted budget for FY , a current annual financial report, a current check/expense register and a transparency page online. Residents can access that financial information online, at cityofirving.org/budget. Irving also meets several other minor criteria, such as listing its budgets for the past three fiscal years on its website and offering a visual representation of financial data. The combination of both major and minor criteria helped Irving attain the highest honor. This award is a testament to the priorities and focus on responsible fiscal management by the City of Irving, said Tom Spink, chairman to Irving s Audit and Finance Committee. The city is highly committed to ensuring financial transparency with our community. We understand that as stewards of taxpayers dollars, it is imperative we provide an open channel for residents to see how the city is managing money. The Leadership Circle was launched in 2009 as a way to recognize cities and school districts in the state that make their financial records available to the public, provide clear information about how they spend tax dollars, and share detailed information in an easy-to-read format. 3 CITY OF IRVING Parks & 2014 Recreation Parks& Recreation SUMMER GUIDE OUTDOOR COMEDY SHOW ALONG LAKE CAROLYN The City of Irving presents its first outdoor comedy show and concert, Laughs by the Lake, from 7 to 10 p.m. July 18 in the Las Colinas Urban Center, 501 E. Las Colinas Blvd. Irving Restaurants to be Featured at New Spring Event Taste of Irving is coming to Valley Ranch, bringing food, fun and festivities on May 31. Food is the focus of Taste of Irving, a new festival that highlights local restaurants and provides attendees with the ability to purchase menu samples. Similar events have found success across the Dallas-Fort Worth Metroplex, and Irving is ready to show off the wide variety of cuisines offered at its restaurants. Located at Cimarron Park, 100 Cimarron Trail, Taste of Irving offers more than just great food. Country and blues bands, such as Breaking Southwest, will perform throughout the day on the CBS 11 Main Stage. A craft marketplace provides shopping opportunities with unique and handmade items. City of Irving Special Event Coordinator Jasmine Lee. The Fun Zone, presented by Baylor Medical Center at Irving, includes a petting zoo, inflatable rides, face painting and more for children all at no charge. Taste of Irving will be held noon to 6 p.m. May 31. Admission is free, and parking with shuttle service is available at nearby Ranchview High School. Also included is a Summer Programs Expo where parents can gather information about summer camps, classes and athletic programs offered throughout the area. The expo will be inside the recreation center gymnasium. Texas comedians take the stage for an evening of comedy under the stars. Headliner Aaron Aryanpur, who was voted 2012 Funniest Comic in Texas, is joined by three fellow comedians in a show that is open to all with family-appropriate language, but designed for the adult crowd. Following the comedy show attendees will enjoy a live music performance from Memphis Soul Band veterans of the Jazz and Motown scene. Lake Carolyn will be the backdrop for the evening so make sure to bring a blanket or lawn chair. For those who work up an appetite from laughing several food and beverage vendors will be available. Hosted by Lively Pointe Youth Center on the second and fourth Saturday of each month, Teen Jams combines music, food and friends into a party atmosphere. During the summer months, the center will offer a Splash Jam series at different aquatic centers throughout the city. The jams are held from 7 to 11 p.m. Admission is free for middle and high school students with a valid IPAR card or school ID. In case of inclement weather, the Splash Jam will be cancelled, except at Lively and Senter Park pools, where the event will be moved inside the adjacent recreation center. The program is offered in cooperation with Irving Independent School District (IISD), Texas Department of Agriculture and a federal grant funded by the U.S. Department of Agriculture. The program will provide lunch Monday through Friday. Regardless of income, children 18 years of age or younger are eligible to participate. 5 FRITZ PARK PETTING FARM TO OPEN JUNE 1 The Fritz Park Petting Farm offers an ideal setting for people of all ages to learn about farming and farm animals. For more than 30 years, Fritz Park has been the place to experience farm life, including hands-on contact with an assortment of animals from sheep and goats to chickens, horses, ducks and rabbits. The farm will be open June 1 July 31. Hours are from 10 a.m. to 6 p.m. Tuesday through Saturday and from 2 to 6 p.m. Sunday. The Petting Farm is closed on Monday. There is no admission charge to the farm, located at 312 Vilbig St. A birthday room is available for parties of 10 to 12 children from 3 to 5 p.m. Tuesday through Sunday. Cost is $25. The 22-mile greenbelt runs along the Elm Fork of the Trinity River. The goal of the ecotourism program is to create an educational component that will expand awareness about Campión Trail by providing kiosks and informational brochures to help identify various species of plants, birds, insects and other natural habitants. In addition, local naturalists periodically offer events designed to give visitors an opportunity to identify new species and provide professional insight on the natural elements. Night Hike at Campión Trail July 25 8 to 10 p.m. Oct to 9 p.m. Interpretive naturalists will lead small groups on the trails to experience the nighttime world of the animals of Campión Trail. Learn from BioBlitz at Campión Trail native species experts and explore the sights, smells and sounds of nature at night. Stay around for a cool treat after the hike. BioBlitz at Campión Trail Oct. 11 8:30 a.m. to noon BioBlitz is an event designed for community members to participate in a species inventory at Campión Trail. Volunteers will gather at Bird s Fort Trail Park, 5756 Riverside Drive, and divide into teams to document the types and number of species seen on sections of Campión Trail. Registration is available at all Irving Recreation Centers. The ecotourism program highlights five parks within the Campión Trail system: California Crossing Park, Bird s Fort Trail Park, Spring Trail Park, Keenan s Crossing Trail Park, T.W. Richardson Grove and Mountain Creek Preserve Trail. This area provides approximately 3.2-miles of sidewalks available for walking, jogging, rollerblading and biking. For more than 20 years, the city has hosted a Juneteenth event, commemorating the date that Texans first learned of President Abraham Lincoln s Emancipation Proclamation. Irving is partnering with the West Irving Improvement Association (WIIA) to celebrate Juneteenth and WIIA s 50th Anniversary June at the organization s headquarters, 3901 Jackson St., and at Jackie Townsell Bear Creek Heritage Center, 3925 Jackson St. On a local level, the WIIA was established in the early 60s to address the need for basic community services (water, electricity, etc.) in the Irving community known as Bear Creek. 6 FITNESS MEMBERSHIPS Consider a membership at one of the weight rooms at Cimarron, Georgia Farrow, Heritage, Lee, Mustang, Northwest or Senter recreation centers. When combined with aerobic exercises, weight training can increase strength, bone density and muscle mass. Facilities feature free weights, universal weight machines and stationary bicycles. To join the weight room programs, residents must be at least 18 years old without a parent in attendance, or 16 with a parent. Fouth of July Parade Fourth of July Parade and Fireworks Show on Friday, July 4 Patriotic Parade This year, the annual parade will begin at 9 a.m. July 4 in downtown and will loop around Irving Boulevard beginning at Sowers Road. The parade will be followed with a concert and free watermelon in Heritage Park, 217 Main St. The concert will feature the Kenney Chavez band. The theme of the Independence Day Celebration is American Traditions: Pops, Parades and Pizazz! The parade theme is Celebrating Historical Heroes and Landmark Legislation. Parade coordinators are challenging the community to depict parade floats that honor American heroes, historic accomplishments and elements of landmark legislation that have influenced American history. On July 2, America is celebrating the 50th anniversary of the 1964 Civil Rights Act said Special Events Supervisor Jacqueline Madden. We will join in the national celebration and encourage everyone to read the U.S. Constitution in order to identify ways Irving Symphony Orchestra to creatively honor legislation that has a special individual meaning. Residents have the opportunity to provide input on the budget during several upcoming public hearings. Comments can be made to the City Council on any aspect of the budget including programs, projects, rates and fees. The current year s budget is available for review on the city s website, and a public input form is available under the Public Input tab at cityofirving.org. Public input sessions are set for May 22, June 5 and 26. Two additional hearings will be held to comment on the proposed budget following the budget retreat in August. Adoption of the budget is scheduled for Sept. 18. All hearings are at 7 p.m. at City Hall, 825 W. Irving Blvd. The city s budget year runs from Oct. 1 to Residents Reminded of City s Noise Ordinance The City of Irving enforces a Noise Ordinance to maintain the peace, quiet and comfort of all residents. The noise ordinance prohibits noise that unreasonably disturbs the peace, quiet and comfort of neighbors in residential areas, including multifamily or single-family dwellings. The city s Noise Ordinance is enforced by the Irving Police Department. Factors for enforcement include noise level, duration and/or recurrence of sound, time of day, as well as the location of noise. Convicted violators of the city s Noise Ordinance are subject to fines between $370 and $559. The Police Department also reminds community members that the Noise Ordinance applies throughout the city. Drain minimize outside standing water so it does not become a mosquito breeding site. Violations can result in fines of up to $515.
