5 October 2012 From the desk of the Administrator - Michael R. Chies The older you get the more you understand the dynamics of politics and that everyone has an opinion. With the upcoming November elections everyone should remember that the world is run by those that show up. In many cases, our opinions and beliefs are formed upon our families beliefs, life s experiences and the perceptions we have gained as we have aged. We recently have had the honor of having both the incumbent Senator from the New Brighton area and the Republican candidate who is running against her speak at the facility. Barb Goodwin is the current State Senator for New Brighton and Gina Bauman is the republican running against her. I had an opportunity to meet and talk to both candidates at a small gathering of residents and staff at the facility. Both candidates are smart and energetic, but CLEAR differences came to light as I pressed them for some answers. Sure there are many divisive and controversial issues that are important for each, but the questions I asked were non political and were social/ human issues relating to adequate funding for Minnesota s Skilled Nursing Facilities, like the New Brighton Care Center. When asked about the impact of the continued FIVE YEAR rate freeze for Minnesota s Skilled Nursing Facilities the responses provided clearly identified which candidate understands the depth and scope of the reimbursement problem. Barb Goodwin understands the negative impact that the continued five year rate freeze has had on providers like us. She clearly understands that it has become nearly impossible after FIVE YEARS of frozen Medical Assistance rates to provide the level and quality of services our residents expect and deserve. She understands that the AVERAGE operating margin for a Skilled Nursing Facility is a negative 5%. She further stated that she will work with us and our trade association to address this major problem. We operate 24 hours a day, 365 days a year and we get NO snow days off. Gina Bauman on the other hand lacks any clear understanding of this problem and rather than understanding the actual FACTS, she suggested that they need to understand the problem better!!!! While I am sure that Gina is a nice person, her response was a continuation of the lack of social sensitivity for the importance of what we do here each and every day, similar to actions I had observed under our past Governor, Tim Pawlenty. After all, it was under the leadership of the past Governor that our rates became frozen and remain frozen to this day. While the State had financial difficulties, they tried to balance the budget on the backs of Minnesota s Skilled Nursing Facilities. Gina stated that she was a past business owner for six years, but blamed the bank for calling in her loan because they stated she was not making enough. I have been a New Brighton Business Owner for OVER 38 years and yes, the bankers will not like you very much if you cannot make enough money to cover your costs. That is my concern, it s no different for us Gina. At this point in time, my support goes to Barbara Goodwin for her willingness to listen and understand the negative impact the CONTINUED rate freeze is having on Minnesota s Skilled Nursing Facilities. I welcome Gina to step up to the plate on this very important issue in a manner that demonstrates she actually understands the problem. Very little further studying is required IF you have the compassion and willingness to understand what the FACTS already say. This is neither a Democratic or Republican issue, it is an American/Minnesota issue. If you trust us enough to take care of your love one, please pay attention since this is an issue that MUST be resolved THIS SESSION. Are the jobs we do important enough for YOU to speak to YOUR LEGISLATORS? I would hope so. 5
