2 Director of Clinical Training role will focus on training, supervision, welfare, advocacy and support of prevocational doctors. S/he will ensure that MCNZ standards are met; and ensure the strategic priorities of Waitemata DHB are supported. S/he is responsible for performance against the requirements stated in the contract between Waitemata DHB and HWNZ for medical training. This role connect externally with aligned organizations who are involved in the medical career pipeline such as MCNZ, tertiary training providers and NRA, and will sit on and contribute to relevant national and regional committees related to prevocational medical education. Prevocational Doctors Prevocational medical training spans the two years following graduation from medical school including both postgraduate year 1 (PGY1), postgraduate year 2 (PGY2) and applies to all graduates of New Zealand and Australian accredited medical schools, and doctors who have sat and passed NZREX Medical education leadership and quality assurance [Prevocational medical training New Zealand Curriculum Framework for Prevocational Medical Training: NZCF] Carries the oversight of the development and provision of effective education and training of prevocational doctors at Waitemata DHB which meets MCNZ requirements and aligns with Waitemata DHBs priorities and values Keeps abreast of HWFNZ data for labor market needs and promotes Waitemata DHB as an employer of choice Champions continuous quality improvement in the provision of prevocational education and learning Connects with medical school representatives in the delivery of medical education for medical students Supports METU Team Leader and University representatives in the development and delivery of prevocational medical education at WDHB Actively contributes to the work of the Waitemata DHB Education and Learning Governance Committee, particularly around quality assurance for prevocational education at Waitemata DHB Contributes to policy and guideline development for Waitemata District Health Board -JOB DESCRIPTION - Page 2
3 medical training and welfare of medical students and prevocational doctors Promotes multi-disciplinary learning and the sharing of best practice Oversees and supports career development initiatives and capability building strategies, and promotes Waitemata DHB as an employer of choice for the upcoming medical workforce. Grows leadership skills in prevocational doctors. Advises, encourages and supports prevocational doctors to determine and achieve their career aspirations and provides practical assistance as needed Together with METU Team Leader reports to the CMO on the progress of prevocational medical education Liaises with and leads the work of the educational supervisors at Waitemata DHB to support and enable the achievement of the DHB priorities (patient experience and patient outcomes) and to meet MCNZ expectations, for both in house and community based attachments Supports NRA s clinical attachment reports by promoting their importance to prevocational doctors and their supervisors, demonstrating the impact they have on quality improvement Strategic relationship management Actively builds and maintains relationships with external training bodies and other organisations, specifically NRA, but also the DITC (Doctors in Training Council), RDA, professional colleges, HWNZ, MOH and other DHBs On behalf of the CMO, monitors compliance with HWNZ contract requirements, and ensures Waitemata DHB meets the performance and reporting requirements for training, as stated in the Service Schedule in the contract with HWNZ Liaises with Director of Human resources and MCNZ to oversee communication and remediation about employment issues and / or prevocational doctors in difficulty, in line with existing Waitemata DHB policy Waitemata District Health Board -JOB DESCRIPTION - Page 3
4 Connects with attachment clinical leaders for both hospital and community based attachments, to ensure that MCNZ expectations are being met within the attachments and that any concerns about individual prevocational doctors can be reported, in line with existing Waitemata DHB policy participates in a monthly teleconference with the director of clinical training at Auckland DHB, deputy CMO at Counties Manukau DHB and HR/ER representatives from CMDHB and ADHB focusing on doctors in difficulty Actively contributes to the work of the Northern Regional Alliance (NRA) through attending and contributing to the work of the OMG Operational management Group (monthly) PVTC - pre-vocational training committee for junior doctors (bi-monthly) NHOT - house officers in training committee (monthly/bi-monthly) Annual selection processes Selection and allocation committee (bi-monthly) (including integration with HSPNet) RMO Unit / METU meeting (monthly) Leads and hosts prevocational accreditation visit activities. Works closely with the Awhina Education and Learning Manager and with the METU Team Leader to support and grow high-quality and high-value medical education and training, and prevocational doctor welfare at Waitemata DHB Participates in the annual ACE process (advance choice of employment program) to select and allocate PGY1s according to the resource definition as stated in the DHBs contract with HWNZ On a quarterly basis, interviews IMGs (international medical graduates) for fixed term contracts Participates in medical school recruitment processes Waitemata District Health Board -JOB DESCRIPTION - Page 4
5 Advocacy, mentoring and welfare Advocacy, mentoring and welfare Advocates at the executive level for the needs of prevocational doctors, including adequate resourcing to support them and to meet MCNZ & HWNZ requirements in relation to training and welfare Supports and monitors the progress of prevocational doctors by ensuring they have timely appraisals; provision of careers advice and counselling including psychological support where it is needed; clinical placement assessments by supervisors and pastoral care as appropriate Mentors and provides on call support to prevocational doctors, especially at transition points and on an as-needs basis beyond that Ensures that all prevocational doctors have named educational and clinical supervisors who fulfil the requirements of the MCNZ regarding training and welfare As lead Educational Supervisor, liaises with and mentors the educational supervisors and clinical supervisors to grow their capacity and capability to provide training and welfare support for prevocational doctors Ensures that poor performance is recognised early and addressed appropriately according to NRAs framework for the management of prevocational doctors in difficulty and in conjunction with METU, the director of human resources, director of medical education, educational supervisors and the CMO Oversees the relevant induction arrangements for prevocational doctors As a Prevocational Supervisor, provides educational supervision to up to 10 prevocational doctors Teaching [Medical students; PGY1 &2; Registrars; Specialties; Oversight of SMO teaching] Oversees medical education and training of medical students; prevocational doctors; NZREX; IMG Doctors ensures that individual clinical attachment goals for prevocational doctors are agreed in discussion with their educational supervisor and clinical supervisor at the start of Waitemata District Health Board -JOB DESCRIPTION - Page 5
