1 City of Port Arthur, Texas Mayor and City Council Communication DATE 1/20/09 REFERENCE NUMBER SUBJECT: AUTHORIZING THE PURCHASE OF TWO (2) MOBILE LICENSE PLATE READERS FOR THE POLICE DEPARTMENT PAGE: 1 OF 2 RECOMMENDATION: It is recommended that the City Council authorize the purchase of two (2) "Mobile License Plate Readers" from ELSAG NORTH AMERICA, BREWSTER, NY, through the Texas State Contract TXMAS-B-B40130 for the Police Department. The cost of this purchase is $57,927.BO. BACKGROUND: This three camera system was installed in one of the traffic units. The system reads license plates as the patrol unit travels down the road. The camera takes a picture of the plate, runs it through a database and gives a return in seconds. The Police Department ran a trial t.est with the new equipment. by uploading t.he database wi t.h City warrant informat.ion. In a sixteen hour period, utilizing one unit equipped with the LPR Syst.em, 124 traffic stops were conducted, 69 arrests were made on' city warrants which totaled over $71,500 in unpaid fines. The dat.abase can be loaded with warrant dat.a, stolen vehicles, wanted persons and sex offender informat.ion. The Police Depart.ment requests authorization t.o purchase two (2) Mobile License Plate Readers at a cost of $29,555 each and includes a four year warranty, installation and licensing. The City will receive a discount of $1,lB2.20 if paid within 15 days bringing the net. cost t.o $57, BUDGETARY/FISCAL IMPACT: Funds for this purchase will come from account. number Funds for this purchase were approved by the City Council in a Budget.
